March 10, 2015
The March meeting of the Mendota Heights Parks and Recreation Commission was held on
Tuesday, March 10, 2015 at Mendota Heights City Hall, 1101 Victoria Curve.
Chair Hinderscheid called to order the parks and recreation commission meeting at 6:30 p.m.
The following commissioners were present: Chair Hinderscheid, Commissioners: Ira Kip,
Jack Evans, Michael Toth, and Joel Paper and Student Representatives Joe Quehl and Rachel
Farber. Absent: Commissioners Levine and Miller. Staff present: Planner Nolan Wall.
Approval of Agenda
Chair Hinderscheid added Meeting Attendance to the agenda.

Rogers Lake Water Quality Report Presentation
Planner Nolan Wall summarized the water quality report completed by Saint Thomas Academy
Environmental Science Class. The students have been monitoring the water quality of Rogers
Lake since 2001.
Mr. Wall explained the overall purpose of their testing, what kind of tests they performed with
an explanation of each, the results of the tests, and a comparison of those test results to last
year. An overall rating was then extrapolated into a composite score of all nine chemical tests.
The overall rating for Rogers Lake improved from 78.6 in 2013 to 80.8 in 2014. The water
quality at Rogers Lake has continued to improve each year.
Commissioner Paper asked how Rogers Lake compares to other lakes in the metro area. Mr.
Wall stated that staff will check that out and follow up.
River to River Greenway Draft Master Plan
Mr. Wall presented the River to River Greenway Draft Master Plan complete by Dakota
County. It is an eight mile trail that starts in Lilydale, and goes through Mendota Heights,
West St. Paul, and South St. Paul. The purpose of this plan is to provide a strategic guidance
for future greenway development. It is anticipated this plan will be adopted by the Dakota
County Board of Commissioner in the summer of 2015.

Dog Park Update
Chair Hinderscheid provided a brief update on the Dog Park.
Meeting Attendance
The commission discussed how many meetings should be attended by the commissioners each
year. The city council suggests that commissioner members attend 2/3 of their appointed
commission meetings. The commission recognized that this is a voluntary position, but
encourage attendance at the meetings to help keep the continuity of the commission.
Announcements
Mr. Wall announced that summer 2015 Park & Recreation Program registration will begin on
March 17, 2015.
Mr. Wall also announced that the Mendota Heights Athletic Association is now accepting
registration for summer youth sports.
Finally, Mr. Wall reminded the commission that they have invited residents to the April 12,
2015 meeting to hear their thoughts and ideas about the possibility of building an archery range
in the city of Mendota Heights.
Commission Comments
Commissioner Kipp reminded residence that Rogers Lake is a shallow lake so please do not dive
into the lake, swimming is ok. He also thought it was a nice meeting and thanked the city council
for all their work to make our city a great place to live.
Commissioner Paper thanked St. Thomas Academy for their reports. He also thanked Mr. Wall
for his work and was very happy that the ice rinks were heavily used this winter.
Commissioner Toth also thanked Mr. Wall and St. Thomas Academy.
Commissioner Evans thanked Mr. Wall and thought that the River to River Greenway was a great
project for our community.
Chair Hinderscheid also thanked Mr. Wall and St. Thomas Academy. Chair Hinderscheid is
excited that Ivy Hills Park tennis courts would be upgraded this spring and that the golf course
would soon we open.

SUBJECT: Archery Range
Background
The Minnesota DNR will soon be announcing their available grants for 2015-2016, they hope to have
money available again this year as they did in the past to help organizations build new archery ranges.
The commission has invited residents to tonight's meeting to gauge the interest level in having an
archery range in the city of Mendota Heights. There has not been a site identified for a possible range.
Budget Impact
Funds for this project would come from the Special Parks Fund.
Next Step
If the commission feels that an archery range is needed and would like to move forward with the process,
staff will begin to apply for grant money with the Minnesota Department of Natural Resources. The
recipients of the grant money should be announced in the fall of 2015. During the next few months the
commission could review possible designs and locations to make a recommendation to the city council.

SUBJECT: Recycling in the Parks
Update
The city has received 12 new recycling barrels for the parks. The new barrels have been placed at
parks and ball fields around the city. Staff will continue to identify areas that are in need of more
recycling opportunities and plan accordingly during the 2016 budgeting process.
Budget Impact
The total cost of the barrels that the city received was $2,400. The barrels were paid for by Dakota
County.

SUBJECT: 50+ Programming Meeting
Update
On March 31, 2015 staff from the City of Mendota Heights, Dakota County, and ISD 197 held a
workshop to find out what programs adults 50+ in our community wanted to participate in. There
were about 20 Mendota Heights residents that attended the meeting and shared their thoughts and
ideas. Many positive and creative ideas were developed from the meeting. Some activities that
people in attendance were interested in are: day trips, walking clubs, pickleball both indoor and
outdoor and volunteering opportunities.
Staff is in the process of working with the other agencies to develop a couple of programs that will
be offered in the fall. The hope of the group is that we can combine resources to offer more
opportunities for adults 50+ here in Mendota Heights.

SUBJECT: Marie Park Hockey Rink
Update
The Marie Park Hockey Rink was paved during the fall of 2014. Now that the area is paved there
is an opportunity to take advantage of the new area. This area could be used for roller hockey, full
court basketball or pickleball courts. In order to offer roller hockey we would simply leave the
two hockey goals at the park all year. To offer a full basketball court we would purchase two new
hoops and posts and have them installed outside of the boards. To offer pickleball we could stripe
courts and purchase temporary/move nets that could be stored in the warming house.
Staff has attached an example of what the area would like of there were six pickleball courts, I
have also attached an example of what it would look like if we had a full basketball court with four
pickle ball courts. Several cities around the metro area are offering pickleball in the hockey rinks,
and many residents are making use of the space.
Budget Impact
The cost to line six pickleball courts would be about $350 per court or $2,100. The cost to purchase
six nets, a dozen paddles and a few dozen pickleballs will cost roughly $1,500. For a total
investment of less the $4,000 the city could offer this new sport which continues to grow in
popularity. Basketball hoops would cost about $1,000 each and it would cost roughly $500 to
stripe the basketball court.
Action Required
If the commission wishes to offer additional activities at Marie Park during the summer, please
make a recommendation to city council and staff.

SUBJECT: Canoe/Kayak Rack at Rogers Lake Park
Background
Rogers Lake is a very popular area for people to participate in water recreation activities such as
canoeing, kayaking and fishing. Residents have brought the idea forward of offering a space at
Rogers Lake Park to keep canoes or kayaks. Many area cities offer the opportunity for residents
and nonresidents to store canoes and kayaks at some of the parks that have bodies of water. There
are locations at the park that we could offer a rack that would not affect the current uses of the
park.
Budget Impact
Funds for the construction of a canoe/kayak would come from the Special Parks Fund. The racks
could be rented out each season to help offset the costs. Cities around the metro area charge
between $50-$200 for a yearly canoe rack rental.
Required Action
If the commission wishes to offer a canoe rack at Rogers Lake Park, please make a
motion recommending to the city council to provide a canoe rack at Rogers Lake Park.
