Public Works
The Parks Crew cut grass and collected trash and recycling from the parks.
The bathrooms were cleaned daily in the parks. Trees were trimmed along
the Valley Park trail. All soccer fields were striped. The fields at Mendakota
were dragged and chalked. All concrete surfaces at Kensington Park were
edged. Gravel was taken to the Pilot Knob site for an Eagle Scout project.
All lawn mowers were serviced and cleaned. They met with contractors for
Marie and Wentworth Parks.
The Utilities Crew checked the lift stations daily. New flags were put on fire
hydrants along Lexington Avenue. They attended the city safety meeting.
They met with Capital Safety about confined space safety devices that need
to be installed. Both generators were exercised. Cleaned shop floor drain.
The Streets Crew continued road side mowing. They worked on the site of
the future off-leach dog area. Weed whipping was completed in the Lake
LeMay area, Wagon Wheel Trail, Mendota Heights Road, Emerson Avenue
and around signs. Rings were picked up from Eulls for the storm grates.
Broken willow tree branches were picked up at Marie and Wachtler and
taken to S & S Tree Services. Sign repair work is ongoing.
Engineering
City Projects (construction year) New Information in Italics
Victoria Road Reconstruction & Rolling Green Neighborhood Rehabilitation
(2014/2015) Weather slowed construction this week. The first portion of
the project has the street completed through base course installation.
Paved access to Mendota Elementary is open from Lexington Avenue. Trail
construction and landscaping on the first portion are nearly complete.
Pavement removal on the second phase has begun, as has storm sewer
installation. Once the second portion is complete, the surface layer of
asphalt will be placed over the entire roadway. Substantial completion is
expected by late September with an Assessment Hearing in early October.
Annual Sanitary Sewer Rehabilitation (2015) Areas to be lined under this
contract is Huber Drive from Bent Tree to Cheyenne, Mendota Heights Road
from Pilot Knob Road to the lift station, and Rogers Lake Park area. The
first 2000 feet of the interceptor line, from Highway 55 to Lexington, will
also be lined. Project Completion is expected by the end of November.
Mendota Road Neighborhood Improvements (2016) Project will consist of
reconstructing Mendota Road (Hwy 110 Frontage Road) from Delaware
Avenue to Oak Street, and rehabilitating Warrior Drive, High Ridge Circle,
and Sibley Court. ISD197 will be a financial contributor to the project.
Staff has compiled results from surveys sent to property owners along the
reconstruction portion of the project (Mendota Road). Results of the survey
will be presented as part of the Feasibility Report, which is expected to be
Presented to Council in September. If the project advances, a neighborhood
meeting and a Public Hearing before City Council would be held this fall
(October/November). At that time, staff will present design alternatives for
both Mendota Road and Warrior Drive.

Highway 110 Greenway Trail Crossing (2017) Staff will be meeting with
Paster Properties and tenants of the Mendota Plaza in September to discuss
the option of the trail being routed through the Plaza property. An update

Highway 13 Reconstruction (I-35E to 2 Street) (2015) The project
replace a
deteriorated sanitary line. Access to residents and businesses between I-
35E and Lexington is being maintained, but the highway is still closed to all
nd
through traffic between Lexington and 2 Street. The City of Lilydale
sponsored drainage improvement project is also underway. Intermittent
single-lane traffic should be anticipated between Lexington and I-35E. A
temporary signal has been installed to control single lane traffic through this
area. Work in this area includes the installation of concrete curb and gutter
in some locations along the route. Traffic is detoured down 1-35E to
Highway 110 and back to Highway 13. The public is being asked to
utilize the detours as much as possible to help ensure the safety of

Highway 149 (Dodd Road) Rehabilitation (2018) MnDot is planning on
doing soil borings in the coming weeks that will include taking samples in
private driveway aprons that are within the MnDOT right-of-way. City staff
will be sending out notifications to residents along Dodd Road that will be
affected by these samples. There will be a series of open houses hosted by
MnDOT beginning this Monday August 24, 2015. The first open house
will be held at Bad Weather Brewery, 414 West Seventh Street in St.
Paul, from 5:00pm-7:00pm. Additional dates and times will be
announced later this summer. All members of the public are welcome to
attend. The project will replace the pavement surface of Highway 149 from

I-494 north to West 7 Street in Saint Paul. Also included will be drainage
improvement, curb replacement in specified areas, trail rehabilitation from
Highway 110 south to Mendakota Park, and new trail construction from
Maple Street north to Marie Avenue. The project also included a complete
re-decking of the High Bridge in Saint Paul. The City will be contributing
costs to the trail improvements, but the rest of the project is funded by

Other Activities New Information in Italics
City-Wide Tree Survey The City tree inventory of all City owned trees in
boulevards and in developed portions of City Parks is complete. Staff will
analyze the data collected form the survey next week and begin
development of a policy recommendation to the City Council. The survey
was in response to the confirmation that the Emerald Ash Borer has arrived
in Mendota Heights.

Roads & Bridges will air again on Tuesday, August 25 at 2:30am, 8:30am,
2:30pm, and 10:30pm. The three-part documentary series, State of Repair,
all three documentaries have been nominated for Emmy Awards!

UNDERAGE CONSUMPTION Friday 06:55 hours
Officer Mike Shepard was dispatched to an area of Sibley Memorial Hwy on a report of an intoxicated male
who was walking through a construction area, appeared disoriented and had no shoes on. Shepard arrived in
the area and was met by construction workers who said the male had been spitting on them and was in the
car that just pulled out. Shepard initiated a traffic stop and made contact with the passenger in the vehicle.
The male was underage and stated he knew he shouldn't have been drinking and walking around and that he
was probably in trouble. Shepard issued him a citation for Under 21 Consumption of Alcohol and released
him to his sober friends.
CAR VS. PEDESTRIAN Friday 10:45 hours
Officer Phil McCarty responded to a local gas station on a car vs pedestrian accident. As McCarty arrived, he
observed a woman lying on the pavement next to a vehicle. She was complaining of neck and back pain and
had several scrapes. The vehicle driver was sweating, breathing heavily was unable to communicate. A
witness stated that the car hit the woman going about 10 mph and she hit the hood, windshield and then
landed on the pavement. Both parties were transported to the hospital.
THEFT FROM MOTOR VEHICLE Saturday 09:06 hours
Officer Todd Rosse responded to Big Rivers Trail parking lot on a theft from vehicle report. Upon arrival, he
was met by a woman who stated that when she returned back to her locked and parked vehicle, her front
passenger side window was shattered and her purse was stolen. The woman stated she did not see anyone or
anything that looked suspicious before she left her vehicle. She was advised to call all her financial
institutions as soon as possible to avoid fraudulent charges. A few hours later, she notified Rosse that her
credit and debit cards had been used at a few different places in St. Paul. Under investigation.
ILLEGAL DUMPING/LITTERING Saturday 11:02 hours
Officer Todd Rosse responded to location on an illegal dumping complaint. Upon arrival, he made contact
with the male who had its entire U-Haul rental truckÓs contents dumped out onto city property. He was
advised that the location he dumped is not a legal dump site and he was cited for Illegal Dumping.
THEFT FROM MOTOR VEHICLE Sunday 14:46 hours
Officer Steve Hilyar responded to the country club on a theft from vehicle report. Upon arrival he was met
by the victim who stated that he returned to his vehicle after golfing and received a phone call from his wife
who stated that the bank called and there was suspicious activity on their account. He then looked down to
find credit cards and cash missing from his money clip that was in the front cup holder where he had left it,
yet, three $20 bills and his drivers license were still there. In looking further into the credit card use, video
footage was captured of the suspects at a retail store. The victim has since closed his accounts. Under
investigation.
THEFT Monday 09:08 hours
Officer Todd Rosse responded to a home on a theft report. Upon arrival, he was met by the homeowner who
stated that someone stole her wall hanging that contained birds on a wire in the design; however, the screws
were still in place. The fixture was valued at $80. No suspects.

PROPERTY DAMAGE ACCIDENT Monday 23:51 hours
Officer Nick Gorgos responded to Lilydale Road and Hwy 13 for a single vehicle accident report. Upon
arrival, he made contact with the driver and sole occupant who stated he was unfamiliar with the stretch of
road and took the curve too fast and hit the guard rail. The male was not injured, yet the vehicle was
damaged so a tow came to the scene.
AOA Tuesday 12:15 hours
While on routine patrol, Sergeant Eric Petersen overheard Eagan PD request that MHPD and State Patrol
respond to a pursuit of a stolen vehicle headed our way. Petersen followed the pursuit along with several
other squads from neighboring communities. The suspect vehicle headed toward Robert Street in WSP
where it was blocked in at a gas station and the suspect was taken into custody.
FRAUD Tuesday 16:40 hours
Officer Robin Nelson met with complainant in the PD lobby. Complainant stated that she was notified by
US Bank that a $67,000 check was written out and signed by her deceased father in-law. The bank did cash
the check then quickly realized that the signature on the check was from a party that was deceased so redacted
the funds back into the account. No monetary loss and no suspects at this time.
DISTURBING THE PEACE Wednesday 13:00 hours
Officer Tanner Spicer took a walk-in report from a male who stated that his neighbor has recently been
screaming at him and threatening him. He said he thinks it is because the neighbor accuses him of having
relations with a young woman next door. Spicer advised the man to call when the incidents are taking place
then went to speak with the neighbor. The neighbor denied threatening or yelling profanities but did state
that he was tired of his neighbor hanging with the young ladies and staying up late partying. Spicer advised
him not to be concerned over his neighbors relations unless there is signs of violence or trouble and to refrain
from speaking or yelling at his neighbor and should instead call if he feels he is being disturbed by parties.
THEFT OF GAS Wednesday 18:11 hours
Officer Robin Nelson responded to a local gas station on a double theft of gas report. Upon arrival, she was
met by store employee who stated that a blue Sedan pulled up to the pump and the suspect described as an
African American male, 6Ó1Ñ, 140 pounds, approximately age 25 and wearing jeans and a flannel shirt
pumped $35.91 worth of gas and left without paying. At the same time, a blue Crown Victoria pulled up and
the suspect described as an African American male, pumped $43.75 worth of gas and left without paying.
The employee was able to get a license plate number however, it came back not on file. Nelson reviewed the
video surveillance but it was too blurry to make out a plate number or view the suspects clearly. Case inactive.
