On Wednesday July 15, the
sanitary sewer interceptor
line under Decorah Lane in
the Friendly Hills Subdivision
experienced a significant
back-up. Shortly after the
back-up was discovered, the
street section above the
interceptor line collapsed,
creating a large sink hole. The 24-inch concrete pipe that serves as the
interceptor line had collapsed and completely blocked the flow of sewage
through the pipe. Public Works staff immediately responded, and called
upon West Saint Paul Public Works staff for assistance. With their help, a
sewer bypass was set up before the sewer backed-up into any of the
surrounding properties. By the end of the day Wednesday, the collapsed
pipe had been replaced. The hole in the street was repaired on Thursday
(with a gravel surface), and Decorah Lane is expected to be re-opened to
traffic soon. Pavement will be restored within the next week or two.

The Parks Crew picked up trash in the parks daily. Parks were mowed.
Fields were dragged, striped, and chalked in the parks. The canoe rack was
installed at Rogers Lake Park. An irrigation master valve was installed and a
backflow preventer valve was repaired at Kensington Park. Trees were
trimmed in north Valley Park. They helped with a sewer collapse in the city.
The Utilities Crew checked the lift stations daily. The storm sewer on Fourth
Avenue and Vandall was jetted clean. They painted the canoe rack at
Rogers Lake Park. They worked on the sewer pipe collapse.
The Streets Crew did blacktop patching on Decorah Lane from Dodd road to
Huber Drive. They helped work on the sewer collapse.
Engineering
City Projects (construction year) New Information in Italics
Highway 13 Trail Connection (2013-2015) The trail is now paved. Final
landscaping is complete. Awaiting as-built drawings from the contractor.
Punch list items are being worked with the contractor.
Victoria Road Reconstruction & Rolling Green Neighborhood Rehabilitation
(2014/2015) Construction is underway. Storm sewer installation, curb
installation, and base course paving are complete between Lexington and
Walsh Lane (not including the Walsh-Victoria intersection). Paved access to
Mendota Elementary is now available. Work will begin on the second half of
the project within the next week or two. Trail installation and landscaping
work still need to be completed on the first portion of the project.
Substantial completion of the entire project will be met by early October.
Annual Sanitary Sewer Rehabilitation (2015) Areas to be lined under this
contract is Huber Drive from Bent Tree to Cheyenne, Mendota Heights Road
from Pilot Knob to the lift station and from Highway 55 to Lexington, and
Rogers Lake Park area. Due to the sewer collapse on Decorah Lane this
past week, these locations may be modified. Project completion is expected

by November 30.
Mendota Road Neighborhood Improvements (2016) Project will consist of
reconstructing Mendota Road (Hwy 110 Frontage Road) from Delaware
Avenue to Oak Street, and rehabilitating Warrior Drive, High Ridge Circle,
and Sibley Court. ISD197 will be a financial contributor to the project.
A ffected residents and property owners in the reconstruction area should
have already received a survey concerning elements desired as part of the
design of the project. Results of the survey will be presented as part of the
Feasibility Report, which is expected to be complete by August. If the
project advances, neighborhood meetings and a Public Hearing before City
Council would be held this fall (October/November).
Five-Year Capital Improvements Plan (CIP)
Draft 2016-2020 CIP, and will present it to City Council as part of the 2016
budget process. The CIP incorporates major projects, improvements, and
purchases into a forecasted five-year plan so City officials can plan for the
utilization of resources from year-to-year. The CIP includes infrastructure
(Street, sanitary sewer, storm sewer/surface water, and water)
improvement projects, City owned public facility improvements, and major
equipment purchases. Please contact City Hall for more information.
County Projects New Information in Italics
Highway 110 Greenway Trail Crossing (2017) Staff will be meeting with
County and MnDOT representatives in late July to go over utility survey
results, soil investigation, and wetland delineations. An update will be

presented to City Council at their September 22 meeting. If approved, the
rehabilitation project for
Highway 110 in 2017. The County will provide regular updates at upcoming
City Council meetings.
River to River Greenway (2014/2015) Punch list items identified by Henry
Sibley staff and County officials are being addressed. Dead trees are being
replaced and other landscape repairs are being made. Charlton Avenue in
West Saint Paul is once again open to traffic.

Highway 13 Reconstruction (I-35E to 2 Street) (2015) Construction is
underway and excavation has begun south of Lexington Avenue. Access to
residents and businesses between I-35E and Lexington will be maintained,

but the Highway is closed to all through traffic between Lexington and 2
Street. The City of Lilydale sponsored drainage improvement project is also
underway. Rehabilitation work between Lexington and I-35E is expected to
take place over the next three weeks. This includes the installation of
concrete curb and gutter in some locations along the route. Traffic is
detoured down 1-35E to Highway 110 and back to Highway 13. The public
is being asked to utilize the detours as much as possible to help
ensure the safety of construction workers. For more information,

Highway 149 (Dodd Road) Rehabilitation (2018) This project has slipped
2018. The project will replace the pavement surface of Highway 149 from

I-494 north to West 7 Street in Saint Paul. Also included will be drainage
improvement, curb replacement in specified areas, trail rehabilitation from
Highway 110 south to Mendakota Park, and new trail construction from
Maple Street to Marie Avenue. The project also included a complete re-
decking of the High Bridge in Saint Paul. The City will be contributing costs
to the trail improvements, but the rest of the project is funded by MnDOT.
There will be a series of open houses hosted by MnDOT beginning this fall.

Other Activities New Information in Italics
City-Wide Tree Survey The City is continuing to inventory all City owned
trees in boulevards and in developed portions of City Parks. When
complete, the City will have a clearer picture of how many ash trees are on
City property and their locations. The survey is in response to the
confirmation that the Emerald Ash Borer has arrived in Mendota Heights.
Once the tree survey is complete, the City will be developing a policy on
how to deal with City owned ash trees.
- Staff is continuing to help
develop curriculum for this seminar. The curriculum committee met again
earlier this week and has developed a course outline to build from. Several
Dakota County City Engineers and Public Works Directors are putting
together a curriculum for a ½ day seminar on what it takes to plan, develop,
be held in the January/February timeframe and will be open to anyone
interested in learning about what municipal Public Works and Engineering
Departments do, and why the do it.
University of Minnesota Vegetation Management Survey Staff recently met
with staff and students from the University of Minnesota who are working on
a statewide survey of public land management, specifically vegetation
management. We discussed topics like boulevard tree management, types
of grasses used for athletic fields, pesticide use, pollinator support, invasive
species, and maintenance challenges the City faces in keeping up with
vegetation on public lands. This study is expected to extend into 2016, with
a final comprehensive report by the end of next year.

permit with you when you ride. The DMV oers a moped course designed for beginning
moped riders. The course is $35 and covers; riding gear, preparaon, risk management,
street strategies, special riding situaons, and impairment. MN law requires use of a moped
always be done with eye protecon and for riders under 18 a DOT approved helmet.

Theft from Vehicle Friday 07:40 hours
Officer John Larrive met with a homeowner who discovered that his work van had been broken into during
overnight hours while it was parked in his driveway. Several tools and a gun were stolen. There are no
witnesses or suspects. This case remains under investigation.
Burglary Friday 09:05 hours
Officer Jennifer Fordham responded to a residence on report of a burglary. The victim stated that during the
overnight hours suspect(s) opened the garage door using the garage door opener found in an unlocked car
parked in the driveway. The suspect(s) stole a bicycle. This case is under investigation.
Animal Bite Saturday 15:27 hours
Officer John Larrive responded to a caller who thought she had trapped a stray cat in her garage which had
been involved in scratching a neighborÓs child a couple weeks ago. When Officer Larrive arrived the cat had
already escaped. The victim had already been through the vaccination process and the childÓs mother did not
want anything else done at this time.
Domestic Monday 21:12 hours
Sgt. Peyton Spicer and Officer Robin Nelson were dispatched to a report of a 911 hang-up. On the way to the
call dispatch aired that the caller stated a child had been playing with the phone. Officers responded to the
home where they found a male in his vehicle in the driveway. The male stated that his wife had become upset
with him and threw food at him. He stated he was leaving the home for the evening. Officers spoke with
both parties and the male left the residence. Later the male came to the police department to let officers
know that his wife had made a comment to his children suggesting that she may harm herself. Officers went
back to the residence and spoke with the female who denied saying anything to that effect. Officers
determined that the female did not appear to be a harm to herself or anyone else. The male took the children
and left for the residence for the night.
Fraud Tuesday 11:52 hours
Officer Todd Rosse took a report from a resident who came into the police department to report that her
credit card had been used out of state for a purchase she did not authorize. The card is still in her possession
and at no point was lost or stolen. Investigation is pending.
Motor vehicle Accident Thursday 14:00 hours
Sgt. Tanner Spicer responded to location of a motor vehicle accident. Driver of one of the vehicles admitted
to falling asleep and veering into oncoming lane. Driver of the second vehicle tried to swerve to avoid
contact but was struck by the first vehicle. Driver who fell asleep was cited for careless driving.
