Graffiti was cleaned up at the skate park and the pavilion in Rogers Lake Park. The volleyball net and posts were also repaired. Interviews were held for the EAB interns. Maintenance was done on all mowers. The Utilities Crew checked the lift stations daily. Weeds were sprayed around the lift stations. The sanitary sewer lines were cleaned in the Northland Drive easement. He assisted the Parks Crew with tree trimming at the fire hall and Mendakota Park. The generator at the main lift station was exercised. The jet truck was washed and waxed. The Streets Crew continued to cut road side weeds and weed whip around fire hydrants and stop signs. The 950k loader was washed and taken to the down on Decorah, black dirt and seed was also put down. The post rack was fixed. Erosion control socks were brought to Douglas and Victoria Curve. The back shop was organized. Engineering City Projects (construction year)New Information in Italics Highway 13 Trail Connection (2013-2015) The trail is now paved. Final landscaping is underway.Project should be completed by the end of June. Victoria Road Reconstruction & Rolling Green Neighborhood Rehabilitation (2014/2015) Construction is underway. Pavement has been removed from Lexington to Walsh and excavation has begun for storm sewer installation. Substantial completion between Lexington Avenue and Walsh Lane is expected by Labo. Annual Sanitary Sewer Rehabilitation (2015) Areas to be lined under this contract is Huber Drive from Bent Tree to Cheyenne, Mendota Heights Road from Pilot Knob to the lift station and from Highway 55 to Lexington, and Rogers Lake Park area. Lining sanitary sewer lines helps keep our flow contribution to the Met Council treatment plants as low as possible by preventing inflow and infiltration from getting into our sanitary sewer th system. Project completion is expected by November 30. Mendota Road Neighborhood Improvements (2016) Project will consist of reconstructing Mendota Road (Hwy 110 Frontage Road) from Delaware Avenue to Oak Street, and rehabilitating Warrior Drive, High Ridge Circle, nd and Sibley Court. Staff will be meeting with ISD197 the week of June 22 to discuss their role in the project. As part of the Feasibility Report, affected residents and property owners in the reconstruction area will be asked to complete a survey concerning elements to include in the design of the project. The Feasibility Report is expected to be complete by August. If the project advances, neighborhood meetings and a Public Hearing before City Council would be held this fall. County Projects New Information in Italics Highway 110 Greenway Trail Crossing (2017) The consultant has begun surveying the site. They will be completing the wetland delineation later this summer. rehabilitation project for Highway 110 in 2017. The County will provide regular updates at upcoming City Council meetings. River to River Greenway (2014/2015) Landscaping along the Warrior Drive/Marie Avenue portion of the trail is complete. Charlton Avenue in West Saint Paul remains closed for the installation of the trail underpass tunnel. It is scheduled to reopen in July. State Projects New Information in Italics th Southbound Highway 52 will be closed on Saturday, June 13 from 4:00am until 2:00pm as part of the ongoing highway reconstruction project. Access to residents and businesses between I-35E and Lexington will be maintained, nd but between Lexington and 2 Street, the Highway is closed to all through traffic.Traffic is detoured down 1-35E to Highway 110 and back to Highway 13. The public is being asked to utilize the detours as much as possible to help ensure the safety of construction workers. Other Activities New Information in Italics Lower Mississippi River Watershed Management Organization (LMRWMO) Staff attended the monthly meeting of the LMRWMO Board in Inver Grove Heights. Most of the meeting was centered on the Cherokee Heights Culvert Improvement project being undertaken by the City of Saint Paul. Mendota Heights and West Saint Paul will likely contribute a portion of the costs for the project since we are both contributors to the storm water quantity that flows through the culvert. Construction of the improvement is scheduled for 2016. The Board also discussed grant applications for alum treatments for Lake Augusta and Sunfish Lake. Draft Upper Mississippi River Bacteriological TMDL Implementation Plan Staff representatives from MPCA, Lilydale, West Saint Paul and Dakota County met to discuss the plan to address the impairment of Interstate Valley Creek (aka Bigfoot Creek) from E. coli bacteria. For the past several years, MPCA has been monitoring tributaries to the Mississippi River for bacteria concentrations. As a result of this monitoring, it was discovered that this creek exceeds the allowable concentration of E. coli, and therefore has been declared as impaired. More information will be published as the Implementation Plan is finalized, along with guidance for property owners on how to better protect the creek. Met Council Environmental Services (MCES) Municipal Customer Forum Staff attended the annual forum hosted by MCES on Tuesday. A review of their program was provided along with their tentative rates for 2016. Right now, MCES is planning on a 5.4% rate increase for 2016. How that will impact Mendota Heights will be dependent on our total flow from 2015. We should have a total fee charged by MCES sometime in August. We are so thankful for your support of this fun and meaningful race. Ћ Ќ AOA/Burglary Thursday 04:56 hours Officer Mike Shepard was requested to assist WSP PD with a burglary in process. Shepard reported to an apartment building where he was advised to watch a balcony for the suspect. WSP officers then notified Shepard that they were inside the apartment and had the suspect in custody. The suspect was not making much sense and admitted to chemical dependency and mental health issues. Shepard was then asked to check the welfare of the suspects parents as he resided with them. Shepard did so and they were unaware of any incident that occurred throughout the night. Shepard then cleared. Stolen License Plates Thursday 07:24 hours Officer Phil McCarty responded to a local business on a theft report. Upon arrival, McCarty was met by the manager who stated that when he went out to his vehicle after work, the license plates on his van were missing. He mentioned that they were in fact there when he got to work. The male was advised to seek new license plates for his vehicle and the stolen plates would be entered into NCIC as stolen. A short while later, Burnsville PD contacted McCarty and told him that the stolen plates were found in the grass on the side of the road. Burnsville PD destroyed the plates. Dog Bite Thursday 18:49 hours Sergeant Tanner Spicer took a walk in report from a woman reference an after the fact dog bite report. The woman stated that the previous night, she had been out for a walk in front of her home when the neighbors dog came running across the street and may have bitten her calf. She was unsure because there was no broken or punctured skin but later formed a bruise and bump. Spicer spoke with the neighbor who stated she felt terrible with what had happened and that her dog is an animal rescue dog and up to date on shots. She was given the Animal Bite Report along with a copy of the city ordinance stating the dog be quarantined for a 10-day period. Mental Health Friday 00:30 hours While on routine patrol, Sergeant Tanner Spicer observed an adult male walking down the middle of Dodd Road. Spicer approached the male and he immediately put his hands in the air acting nervous. In asking the man where he was coming from, he stated several different cities and appeared very confused and not making sense. Spicer was however able to gather from him that he suffered a brain injury, had mental illness, diabetes and was not currently taking his medication. He told Spicer that he wanted to get to a doctor for help. A health and welfare hold was placed on the male and HealthEast transported him to the hospital. AOA/Domestic Assault Saturday 01:00 hours Officer Steve Hilyar was asked by IGHPD to respond to a MH home in an attempt to locate and detain a sus- pect in an IGH domestic assault case. Upon arrival, WSP police had already located the suspect. Hilyar took the suspect into custody and he was transported to IGH PD. Check Welfare Saturday 20:33 hours Officer Steve Hilyar along with Officer Nick Gorgos responded to a home to speak with a female who was trying to locate her sister. The complainant stated that the last time she saw her sister was May 1st and calls and messages to her go unanswered. She is concerned due to her history of brain injury, drug addiction and not taking her meds. Her sister was last seen driving a gold 2005 Pontiac Grand AM currently registered to her but was in the process of selling it to her sister. A KOPS alert was sent out. Ќ Ѝ Disorderly Conduct Sunday 01:41 hours Officers Steve Hilyar, Denise Urmann and Nick Gorgos were dispatched to a local bar on a report of a patron being assaulted. Upon arrival, officers were met by the complainant who stated that she was just standing in the bar when someone picked her up and carried her outside for no reason. The female showed signs of intoxication and had difficulty standing. A witness and employee then spoke with officers who had a different version of the story. They stated that the complainant was asked to leave on several occasions and then became defiant. The employee then escorted her out of the bar. The witness stated her abrasion was caused on her own while trying to stand and then fell. A sober driver came to get the complainant. Theft Monday 08:02 hours Officer Phil McCarty along with Officer John Larrive responded to a job site. The employee there stated that when he returned to the job site in the morning, the locks had been removed and several items were stolen out of their work trailer. The employee was advised to provide more information on the stolen items and return them to him. Case pending. Mental Health Monday 11:05 hours Officer Bobby Lambert along with Sergeant Petersen were called to a home on a report of a mother stating her daughter was unfit to care for herself. The mother stated that her daughter was coming down from drugs. Officers made contact with her daughter who was acting very confused and had difficulty answering questions. She was reportedly up for five days straight. Petersen asked her name and she responded with a false name. While looking up her information, it showed an active felony warrant out for her but it was decided that the best place for her would be the hospital so a health and welfare hold was placed on her and she was transported. The next day, she was found walking down the middle of the road. At this time, officers apprehended the woman and she was taken in for her outstanding warrant as well as issued a citation for Giving False Info to Police. Domestic Monday 19:12 hours Officer Robin Nelson along with Sergeant Peyton Fleming were called to the PD lobby to meet with a juvenile male who wanted to report a father/son domestic. Immediately, Nelson noticed his left hand to be bloody so called for HealthEast to respond. The juvenile said him and his father got into an argument over the son not going into work. The son punched his fatherÓs driverÓs side mirror on his vehicle in anger. He stated the father then started to push him out of the garage so he pushed back. They ended up wrestling on top of each other until a neighbor came to break it apart. That is when the juvenile walked to the police department to report the incident. The juveniles grandfather came to the PD to take custody of him for the night. Officers responded to the home to meet with the father who was not home; instead, the step-mother was home and told a slightly different story. Pending a conversation with the father. Harassing Communication Wednesday 17:44 hours Officer Steve Hilyar along with Officer Nick Gorgos returned a phone call from a woman who stated that she is receiving unwanted and harassing phone calls and texts from a family member. She stated that since she has had a child custody issue involving this individualÓs son, she has been calling and texting her. She was advised on how to block that number on her cell and home phones. She did not want the police to contact the family member as she feared it would escalate the situation. Report for informational purposes only.
