This event is open to youth of all ages. The Cub Scouts will be serving a pancake breakfast from 8:30 a.m. to 9:30 a.m. The Mendota Heights Police Department will be on hand to help navigate the bike safety course. 110 Cycles will be on-site to check your bike and answer any questions you may have about bike maintenance. Also, Master Boltz from Boltz Family Taekwondo will be there offering personal safety demonstrations and a bouncy house. "Like" us on Focebook - ELAC District 197 NEWS L E T T E Public Works Enaineerina The Pipeline May 29, 2015 Northbound I -35E will be closed from 8:0012m today (Friday, 5/29) until 5:00am Monday (6/1), Please Plan accordingly. Public Works The Parks Crew cut grass in the parks. The fields were dragged and chalked. The soccer fields and foul lines were striped. The Utilities Crew checked the lift stations daily. Sanitary sewer inspections were done on Callahan Place and Mayfield Heights Road. Sanitary sewer lines were cleaned on Pagel Road and then root killer applied. Fire hydrant painting continues. Round up was sprayed in the right-of-ways. The Streets Crew cleaned storm sewer grates. A catch basin was repaired on Warrior Drive. New shelving and cleaning was done in the shop. They are using a demo mower for weed cutting. Engineering City Proiects (construction year) New Information in Italics Highway 13 Trail Connection (2013-2015) - The trail is now paved. Topsoil backfilling and final landscaping remain. Victoria Road Reconstruction & Rolling Green Neighborhood Rehabilitation (2014/20151 - Bid opening took place on May 28th, and bid award will be on the June 2nd City Council agenda. Construction is expected to begin after June 10th, and substantial completion is expected before Labor Day. The curb line at the northeast corner of Douglas Road and Victoria will be adjusted along with this phase of the project. Substantial completion between Lexington Avenue and Walsh Lane is expected by Labor Day. Annual Sanitary Sewer Rehabilitation (2015) - The construction contract has been awarded. Areas to be lined under this contract are Huber Drive from Bent Tree to Cheyenne, Mendota Heights Road from Pilot Knob to the lift station and from Highway 55 to Lexington, and Rogers Lake Park area. Lining sanitary sewer lines helps keep our flow contribution to the Met Council treatment plants as low as possible. Project Completion is expected by November 30th Mendota Road Neighborhood Improvements (2016) - Staff is working on the Feasibility Report for the project. Project will consist of reconstructing Mendota Road (Hwy 110 Frontage Road) from Delaware Avenue to Oak Street, and rehabilitating Warrior Drive, High Ridge Circle, and Sibley Court. As part of the Feasibility Report, affected residents and property owners in the reconstruction area will be asked to complete a survey concerning elements to include in the design of the project. The Feasibility Report is expected to be complete by August. If the project advances, neighborhood meetings and a Public Hearing before City Council would be held this fall. Countv Proiects New Information in Italics Highway 110 Greenway Trail Crossing (2017) - Staff attended a Project Management Meeting on Wednesday, and the County held a stakeholders meeting earlier this month. The site will be surveyed in the June/July timeframe along with wetland delineation. If approved, the project would be constructed with MnDOT's rehabilitation project for Highway 110 in 2017. The County will provide regular updates at upcoming City Council meetings. River to River Greenway (2014/20151 - Landscape restoration along Warrior Drive and Marie Avenue is virtually complete. One pedestrian access point along Warrior Drive has been determined to not meet ADA standards. The County's consultant is working on a measure to correct it. Charlton Avenue in West Saint Paul is closed for the installation of the trail underpass tunnel. County CIP Projects - Mendota Heights projects included in the 2016-2020 Dakota County Capital Improvement Plan (CIP) are: - 2015: Storm Sewer Improvements for Highway 13 Project - 2015: Design of new traffic signal at Pilot Knob Road and I-494 - 2016: Construction of new traffic signal at Pilot Knob and I-494 - 2016: Design of safety improvements at Pilot Knob Road from I-494 and Mendota Heights Road - 2017: Construction of safety improvements at Pilot Knob Road from I- 494 and Mendota Heights Road The City will have minor costs for these projects, but most funding will be from County, State, and Federal sources. Traffic will be detoured down 1-35E to Highway 110 and back to Highway 13. Lexington to 2nd Street in Mendota will be closed to all through traffic. Highways 110 Signal Timing - MnDOT has implemented 6 new signal coordination timing plans on Highway 110 from Highway 13 to Mendota Road in West Saint Paul. There will also be changes to the Flashing Yellow Arrow (FYA) signal operation where the FYA indication will be active during the midday and overnight hours at Lexington, and during the late morning/ overnight hours and some weekend hours at the I -35E Ramps. Other Activities New Information in Italics Saint Paul Regional Water Service (SPRWS) Contract Negotiations - Staff met with SPRWS staff on Thursday to continue to work out details for the water service contract renewal. The current contract the City has with SPRWS expires in November of this year. The 20 year contract needs to be renewed prior to the expiration. Items being negotiated include ownership of distribution system, maintenance and repair responsibilities, and water surcharge rates. An update will be discussed at the upcoming June 23rd City Council workshop, and a new contract will be brought before City Council before November. American Public Works Association (APWA) Conference Committee - Staff attended the first planning meeting for the 2015 Fall Conference for the Minnesota Chapter of APWA. This year's theme is scheduled to center around "telling the Public Works story,"" and will focus on how to get the public more involved and in -tune with Public Works and Engineering activities in their communities. Held in November in Brooklyn Park, this year's conference will serve as a prelude to the 2016 National APWA Congress being held in Minneapolis. The lines between the two can become I blurred at times. Fraud is defined as, "wrongful or criminal deception intended to result in financial or personal gain." IIdentity theft is defined as, "fraudulent acquisition and use of a person's private identifying information, I usually for financial gain." We can simplify those definitions with more common words, fraud: is lying or tricking a person into I someone else's gain. If I'm your waiter and you give me your card to pay for the bill I could easily sell I your card information. Think of how easy it is to buy consumer goods online. With a little research i.e., matching names to addresses and zip codes, the card number is all a person would need. Identity theft I is a type of fraud involving the stealing of personal information usually without the victim's knowledge. Say you received an email from a "legitimate looking bank" asking you for your account I ' information and you assume because the email takes you to a real website that it is a legitimate request. Without confirmation from YOUR bank you could have fallen right into a Phishing scheme. One of the most common types of fraud is debit card fraud. Debit card information is sold to a third I I party by someone who comes in contact with your information. To spot fraud, maintain an accurate record of money you spent and report any discrepancies you see that you know you did not I make. One of the most common and devastating types of identity theft comes from social security ID theft. A thief could request a copy of your social security number stating they have "lost" theirs and then once they have your ID, they are then able to open credit cards, apply for benefits, and even get a I I passport to escape the United States. Avoiding fraud can be a relatively simple process: ♦ Wiring money is almost the exact same thing as sending money in the mail, avoid this at all costs. I I♦ Avoid foreign lotteries. ♦ Never send personal information to someone you don't know. I ♦ Avoid phishing attacks (electronic messages e.g. text message, email, etc.) attempts to gain your I personal or financial information. ♦ If you are asked to donate to a charity, research the organization before sending money. I I Follow these easy steps to help avoid Identity Theft: I ♦ Never give personal information unless in a secure connection. ♦ Look for a padlock in the upper right corner of the address bar while on the internet (this ensures I Ithe site is safe and reduces the chances someone will gain your information). ♦ Look for verification at the bottom of the page. I ♦ Monitor your bank accounts. ♦ Keep an eye on your credit score. I ♦ Refrain from carrying your social security card on your person. I ♦ Change passwords often (yes I know, no one likes that). ♦ Shred important documents you no longer need. I I ♦ Avoid phishing attacks (electronic messages e.g. text message, email, etc.) attempts to gain your personal or financial information. These steps won't guarantee it won't happen to you but it always helps your chances of not becoming I Y� a victim. i @Qq @QTOOO I Theft of Gas Friday 23:48 hours I I Officer Robin Nelson was dispatched to a local gas station on a theft of gas report. Upon arrival, she was met by the store employee who stated that vehicle pumped $30.37 worth of gasoline and then drove off without paying. The employee was able to obtain a suspect description as well as the plate number which came back I to a green Pontiac Bonneville. A letter was sent to the registered owner of the vehicle. Case pending. Mental Health Saturday 15:44 hours I Officer Bobby Lambert and Sergeant Eric Petersen responded to a home on an adult female who was acting Ierratic, banging on walls and threatening to leave. Officers arrived and spoke with the mother of the female who stated that her daughter was dust released from the hospital the day prior for mental health issues and is now making comments about ending her life. The female is diagnosed with bi-polar as well as having alcohol I and marijuana problems. Her mother stated her daughter wanted to leave with an unknown male to a music festival and her mother didn't feel this was a good idea due to her mental health and addiction issues. The daughter became upset over that decision and started acting erratic. A mental health hold was placed on her I I and she was transported to the hospital. Mental Health Saturday 17:22 hours I Officer Robin Nelson along with Sergeant Peyton Fleming responded to a group home on a resident who was I punching walls, hurting himself and making criminal accusations. Officers were met by staff members who directed them to the resident. The resident is autistic and suffers from depression. The resident stated that I he wants to go to jail. When asked why he wants to go to jail, he stated, because he wants to become a sex offender and has raped several girls. Officers were familiar with the resident from previous contacts. The resident acts out because he does not like his living arrangements and wants to leave the home. He was I placed on a mental health hold and transported to the hospital. I Traffic Stop/Drug Paraphernalia Monday 02:50 hours While on routine patrol, Officer Mike Shepard observed a vehicle traveling at a high rate of speed. Shepard I conducted a traffic stop and made contact with the driver who stated that he was "just driving around." While speaking with the driver, Shepard noticed a large marijuana pipe in the back seat. Shepard confiscated the pipe and cited the driver for Possession of Drug Paraphernalia. I I Warrant Arrest Tuesday 09:14 hours Officer John Larrive along with Sergeant Eric Petersen received an anonymous tip that an adult female I residing in the city has an active warrant. Officers confirmed the warrant and responded to the residence where was staying. The females mother answered the door and directed officers to the basement where her daughter was sleeping.
