MHPD welcomed our newest police officer, Steve Hilyar, on 4/27/15. During his 14
years of law enforcement, he has served as the Deputy Marshal in New Mexico for the
town of Red River and was also a police officer for the city of Woodbury. He has had
training and experience in many different areas, including investigations, school
resource officer and restorative justice.
We were able to meet Steve’s wife, Missy, and his two daughters, Saylor & Ella, at the
city council meeting on May 5th when he was officially sworn in with the City of Men-
dota Heights. It was a great evening, full of recognition of self-less, heroic acts by our
city’s law enforcement, paramedic, and fire department teammates as well as citizens.
The evening felt like a great welcome from to our family of heroes and to our
wonderful city. Thanks for joining our team, Steve.
This week, members of our MHPD team accompanied the family of Officer
ScoƩ Patrick to Washington D.C. to parƟcipate in the memorial acƟviƟes at the
NaƟonal Law Enforcement Officers Memorial. On Wednesday, ScoƩ’s name
was read among the many fallen officers who lost their lives in the line of duty.
StarƟng May 14th in St. Paul, the Minnesota Law Enforcement Memorial
AssociaƟon (MNLEMA) will host their own memorial ceremony starƟng with a
wreath laying ceremony and ending with a candlelight vigil at 1930 hours on
May 15. A wreath in memory of ScoƩ was laid by MHPD co‐workers and
members of ScoƩ’s family at 2000 hours on May 14th. This event is always amazing, as it really gives
you a chance to see the MNLEMA Honor Guard in acƟon. We highly recommend aƩending the Candle‐
light Vigil at the memorial site in St Paul on May 15 at 7:00 pm.
We learned, thru ScoƩ’s funeral, what an amazing service organizaƟon MNLEMA is. MNLEMA provides
many services including handling funeral arrangements & logisƟcs, but one of the most meaningful is
the Honor Guard. The Honor Guard is composed of acƟve duty, full‐Ɵme officers who volunteer their
Ɵme and aƩend a 40 hour training at Camp Ripley, in which they are trained in the military drill and
ceremonies. Three MNLEMA teams are present at every officer funeral: The Color Team: specializes in
presenƟng, reƟring, and guarding the flags, The Rifle Team: provides ceremonial guard duty and fires
the “three volleys” at police funerals, and The Casket Team: funcƟon as pallbearers, casket guards, and
folding of the American Flag that may be draped over the casket.
This trained guard provides honor and dignity to fallen peace officers in the same fashion as our fallen
military heroes. Especially during Police Week (May 10‐16), please take the Ɵme to thank those who
serve this community unwaveringly, providing safety for friends, families, and members of their com‐

Theft from Vehicle Thursday 09:00 hours
Officer Todd Rosse was advised to contact a party via telephone on a theft from vehicle report. In speaking
with the homeowner, he stated that sometime between 2200 hours on 5/7 and 0600 hours on 5/8, his
unlocked vehicle parked on his driveway was entered. Missing from the vehicle was $5-$10 of change. The
vehicle was rummaged through but nothing else was taken. No suspects at this time.
Domestic Friday 14:05 hours
A woman came into the police lobby to report an after the fact husband/wife domestic assault. She stated
that the previous week, she and her husband got into an argument in which the husband eventually told her
to move out. She then began taking pictures off the wall to bring with her and as she was doing so, the
husband grabbed the pictures and slashed them with a large kitchen knife. She then attempted to call 911
but then he tackled her with force to prevent the call. He eventually gave the phone back and left the house.
The wife is now in fear of her husband and is taking further precaution.
Theft from Vehicle Saturday 14:20 hours
Officer Todd Rosse responded to a home on a theft from vehicle report. Rosse met with the vehicle owner
who went on to explain that both of his vehicles, one in the outdoor parking lot, and one in the underground
parking lot had been entered. Both vehicles were rummaged through and between the two cars, a mini flash
light, garage door opener and his wife’s purse with contents were stolen. The victim was given an identity
theft resource packet. Two days later, while on a traffic stop, a runner flagged Rosse down to give him some
items he had found. The items belonged to the victim and they were returned to her.
Attempted Suicide Monday 09:39 hours
Officer John Larrive and Bobby Lambert responded to a home on an attempted suicide report. The son
advised officers that his mother had tried to kill herself by overdosing on two bottles of prescription meds.
The woman expressed she had no hope and wanted to die. She was upset about family relationships and felt
she was a burden. A mental health and welfare hold was placed on the woman and she was transported to
the hospital.
Theft Monday 17:25 hours
Officer Robin Nelson responded to a business on a theft report. Upon arrival, Nelson was met by the front
desk receptionist who stated she had placed her cell phone on her desk at 1200 hours and at 1615 hours, she
noticed it was missing. The woman stated there is no surveillance monitoring that area and has no idea who
would have taken her phone. She mentioned that her phone is not password protected and that banking
information was accessible. She was advised to cancel her account. She was able to obtain a serial number
for her phone which was entered into NCIC.
Domestic Monday 21:45 hours
Officer Robin Nelson and Sergeant Fleming were dispatched to a home on a female who was refusing to leave
her ex-boyfriend’s house and throwing things around. While en route to the residence, the female had left
the home. The ex-boyfriend stated that he and the woman broke up three years ago and suddenly she showed
up, made her way inside and starting yelling and throwing things around; he called the police. Sergeant
Fleming then located her vehicle and initiated a stop. The woman was screaming and irrational and said that
he was still her boyfriend. The ex-boyfriend at this time did not wish to press charges and was advised on how
to obtain a restraining order.

Theft from Vehicle Tuesday 09:00 hours
Sergeant Peyton Fleming responded to a business on a theft report. Upon arrival, he was met by the victim
who stated that her unsecured vehicle that was parked in the employee parking lot had been entered. The
only item that seemed to be missing, was her Kate Spade pair of prescription sunglasses. There are no
suspects at this time.
Theft from Vehicle Tuesday 17:28 hours
Sergeant Peyton Fleming responded to an apartment complex on a theft report. Upon arrival, he was met by
the victim who stated that her unsecured vehicle that was parked in the underground garage had been
entered. The only item that seemed to be missing was her Cocoon sunglasses. The apartment complex has
since changed their garage codes. No suspects at this time.
Beware, there is a sunglasses bandit out there! Wear or hide your sunglasses.
Trailer Theft Wednesday 17:46 hours
Sergeant Peyton Fleming was dispatched to a home on a theft report. Upon arrival, he was met by the victim
who stated that he had left for work at approximately 0730 hours and when he returned home at 1730 hours,
his trailer was gone. He mentioned that nobody had permission to use or take the trailer. He described it as
a 1998 Chan OSB style trailer with a plywood bed, red base/frame and has two foot wooden sides. He did
mention that on a few different occasions over the last week, he had found people on his property. He was
advised to call 911 in the event he sees any suspicious activity on his property. The trailer was entered into
NCIC. No suspects at this time.
Warrant Arrest Wednesday 19:45 hours
While on routine patrol, Sergeant Peyton Fleming ran a license plate on a vehicle and it revealed that the
registered owner had an outstanding warrant for Failure to Appear on a Driving After Suspension charge.
Fleming initiated a traffic stop and identified the driver. Fleming notified him of his outstanding warrant and
that he was under arrest . The driver called his brother to take custody of the vehicle to avoid a tow and the
driver was then transported to the Dakota County Jail.
Mental Health Thursday 04:48 hours
Officer Steve Hilyar and Jeff VonFeldt were dispatched to a home on report a female who was intoxicated,
out of control and was threatening to kill herself with a butcher knife. Officers arrived and were met by the
female’s mother who stated she took the knife away from her and that her daughter was arrested the night
prior on DWI charges. She was released to her father who brought her home to the mother. She
immediately began arguing with her mother and then threatened to take her life. The female had a history of
mental illness and she would transition from screaming and crying to calm several times. It was decided that
it would be in her best interest to be placed on a Health & Welfare Hold and be transported to the hospital.
Suspicious Circumstances Thursday 22:20 hours
Officer Steve Hilyar, Jeff VonFeldt and Robin Nelson were dispatched to the area of Friendly Hills Park
where an alleged armed robbery and stolen cell phone were reported. The area was cleared and no suspect
was found. Officers called the complainant and met up with the male who stated he met a friend on
www.meetme.com with the intention selling him marijuana. The complainant made arrangements to meet
with him by a nearby park. He then parked his car and walked up to the pavilions to wait for him. He saw
the suspect get out of his car so the complainant walked back to his and noticed the marijuana and his cell
phone were missing. He approached the suspect who told him to stop following him or he would have to use
his gun on him. The complainant did not see a gun on him and wished to not press charges on him.
