Public Works
The Parks Crew dragged, chalked and striped the ball fields in the parks. The
soccer field lines were also striped. The picnic tables in Kensington Park were
anchored. Grass was cut throughout the city. They met with someone from the
Minnesota Department of Agriculture about an infested ash tree in the city.
The Utilities Crew checked all the lift stations daily, and attended an emergency
response training session at the Dakota County Communication Center. Mosquito
control spraying was completed. Total weed kill was sprayed on the right-of-way
on Victoria between Marie and Douglas in preparation for final landscape
installation next month.
The Streets Crew cleaned storm grates throughout the city. Blacktop
patching was completed on Lake Drive, the fire station parking lot, and on
Mendakota Drive. The mechanic drained water out of the fire ladder truck
and it was taken to Kramer for work. New brackets were fabricated for the
hot box to store oil jugs. New brackets were also made for the loots that
are used for blacktopping. Driver training was done on the dump truck.
Engineering
City Projects (construction year)
Highway 13 Trail Connection (2013-2015) The trail is now paved. Topsoil
backfilling and final landscaping will take place over the next couple of weeks.
Project completion is expected by the end of May.
Victoria Road Reconstruction & Rolling Green Neighborhood Rehabilitation
(2014/2015) The project is being advertised for bid. Bid opening has been
delayed until May 28 due to delays in obtaining signatures from MnDOT and

Dakota County. Bid award is expected at the June 2 City Council meeting.

Construction is expected to begin after June 10 th, and substantial completion is
expected before Labor Day. The curb line at the northeast corner of Douglas Road
and Victoria will be adjusted along with this phase of the project. Substantial
completion is expected by Labor Day.
Ivy Falls Creek Stream Bank Stabilization (2015) Due to the early spring,
construction is going on hold until the ground dries out. Construction is
anticipated to begin in late July, weather permitting. The June 19, 2014, storm
caused the gabions along the stream bank to fail. State disaster relief funds are
expected to reimburse up to 75% of the construction cost.
Sanitary Sewer Rehabilitation (2015) The City rehabilitates (lines) sections of
sanitary sewer each year to prevent Inflow and Infiltration from ground water and
storm water into our sanitary sewer. Bids were opened on May 13 th, and bid

award will be on the May 19 City Council agenda. Areas to be lined under this
contract are Huber Drive from Bent Tree to Cheyenne, Mendota Heights Road from
Pilot Knob to the lift station and from Highway 55 to Lexington, and Rogers Lake
Park area. Lining sanitary sewer lines helps keep our flow contribution to the Met
Council treatment plants as low as possible. Bid award is anticipated for early May

with construction during the summer, and completion by November 30.
County Projects
Highway 110 Trail Underpass (2017) The Project Management Team met on May
th
7. The consultant has received Right-of-Way limits from MnDOT and is in the
process of obtaining utility information for the Highway 110 corridor. The site will
be surveyed in the June/July timeframe. The County is proposing to construct a
grade-separated pedestrian crossing of Highway 110 for the future construction of
the Mendota-Lebanon Hills Greenway Trail. This crossing could be a tunnel
(culvert) under the highway, or a bridge over the highway. Dakota County has
received a $1,000,000 grant from the Metropolitan Council for construction of a
tunnel, with a corresponding County match of $200,000. Public open houses are
anticipated this fall as part of the project development. If approved, the project
The County will provide regular updates at upcoming City Council meetings.
River to River Greenway (2014/2015) Landscape restoration along Warrior Drive
and Marie Avenue is virtually complete. One of the pedestrian access points along
Warrior Drive has been determined as non-compliant with ADA standards. The
to correct it. Charlton Avenue in
West Saint Paul is closed for the installation of the trail underpass tunnel. The
Greenway (formerly known as the North Urban Regional Trail) was realigned last
summer, adding a new segment on the east side of Warrior Drive connecting
Mendota Road to Marie Avenue.

Highway 13 Reconstruction (I-35E to 2 Street) This project has been awarded
to New Look Contracting. A pre-construction meeting is scheduled for May 21 st at
the Pilot Knob MnDOT Maintenance Station. Construction is expected to begin in
early June with substantial completion expected by the end of September. The
project will rebuild the highway way with curb, gutter, and storm sewer in most
places along the route. Through traffic detours will be in place throughout the
project, but access to businesses and residences will be maintained. The City of
Mendota Heights will be contributing a small share of the cost for a Lilydale
sponsored, coinciding project to re-route drainage down the bluff to minimize

Highway 149 (Dodd Road) Rehabilitation (2017) Staff continues discussions with
MnDOT representatives on design aspects of the project. The project will complete
th
a pavement replacement on Dodd Road from I-494 to West 7 Street in Saint
Paul, including a deck replacement on the High Bridge in Saint Paul. Also included
in the project will be a rehabilitation of the City trail from Mendakota Drive to
Maple Street and the construction of a new City trail from Maple Street to Marie
Avenue.
Freemont Culvert Staff met with MnDOT and City of Saint Paul representatives to
discuss bluff erosion taking place from a drainage culvert at Highway 13 and
Freemont Avenue. MnDOT replaced the culvert in 2014, and the outfall from the
culvert is causing erosion on the bluff. MnDOT is working on plans to reroute the
drainage to eliminate the erosion. The City will need to provide concurrence on
the plans as the area is within our jurisdiction.
Highways 110 Signal Timing MnDOT will be implementing 6 new signal
coordination timing plans on Highway 110 from Highway 13 to Mendota Road in
West Saint Paul, There will also be changes to the Flashing Yellow Arrow (FYA)
signal operation where the FYA indication will be active during the midday and
overnight hours at Lexington, and during the late morning/ overnight hours and
some weekend hours at the I-35E Ramps. Contact Kevin Schwartz at MnDOT

Other Activities
Lower Mississippi River Watershed Management Organization (LMRWMO) Staff
attended the monthly meeting of the LMRWMO on Wednesday. The Board
discussed making application by late September for projects identified in the
Wetland Restoration and Protection (WRAP) study that was completed in 2014.
One of these projects is an alum treatment at Lake Augusts to reduce high
Pollution Control Agency for phosphorus levels. The Board also received updates
on the Cherokee Heights Culvert, Metro Chloride TMDL, and Mississippi River
Bacteria TMDL projects. More information on these projects will be provided as
the projects progress.
MN2050 Upcoming airtimes on TPT for the MN2050 documentary, State of
Repair Liquid Assets are Tuesday, May 25 at 5:30am, 11:30am, 5:30pm, and
11:30pm. This is one in a series of three documentaries MN2050 produces in
cooperation with TPT, and it outlines the importance of water, sanitary sewer, and
storm sewer utilities to our daily life. All documentaries are available on the TPT
webpage (www.tpt.org) and at www.MN2050.org.
Metro State-Aid Pre-Screening Board Staff attended the meeting of the Pre-
Screening Board on Thursday. In addition to making recommendation on
Municipal State Aid (MSA) funding formulas, the Pre-Screening Board compiles
data and identifies approximate unit costs for the upcoming construction season,
Local Road Research Board (LRRB) initiatives, and making recommendations to
the State on other issues such as Right-of-Way turn back procedures.
Sanitary Sewer/Sump Pump Disconnection Program Staff has run an article in
the latest issue of the Heights Highlights about the need to ensure basement sump
pumps are disconnected from the sanitary sewer line. This includes sump pumps
that discharge into wash tubs in residential basements (a common practice in
older homes). Sump pumps must discharge outside the structure to drain
overland to a waterbody or storm sewer inlet. Sump pump discharges can also be
plumbed directly to the storm sewer in the street. Beginning in 2016, the City
plans on implementing an inspection program to ensure compliance with this
plumbing code issue. Sumps pumps are believed to be significantly responsible for
the increased sanitary sewer flow in 2014, and the corresponding increase in
sanitary sewer bills. For more information, please contact the Engineering

Sco Patrick to Washington D.C. to parcipate in the memorial acvies at the
Naonal Law Enforcement Ocers Memorial. On Wednesday, Scoƭ ƓğƒĻ
was read among the many fallen ocers who lost their lives in the line of duty.

Theft from Vehicle Thursday 09:00 hours
Officer Todd Rosse was advised to contact a party via telephone on a theft from vehicle report. In speaking
with the homeowner, he stated that sometime between 2200 hours on 5/7 and 0600 hours on 5/8, his
unlocked vehicle parked on his driveway was entered. Missing from the vehicle was $5-$10 of change. The
vehicle was rummaged through but nothing else was taken. No suspects at this time.
Domestic Friday 14:05 hours
A woman came into the police lobby to report an after the fact husband/wife domestic assault. She stated
that the previous week, she and her husband got into an argument in which the husband eventually told her
to move out. She then began taking pictures off the wall to bring with her and as she was doing so, the
husband grabbed the pictures and slashed them with a large kitchen knife. She then attempted to call 911
but then he tackled her with force to prevent the call. He eventually gave the phone back and left the house.
The wife is now in fear of her husband and is taking further precaution.
Theft from Vehicle Saturday 14:20 hours
Officer Todd Rosse responded to a home on a theft from vehicle report. Rosse met with the vehicle owner
who went on to explain that both of his vehicles, one in the outdoor parking lot, and one in the underground
parking lot had been entered. Both vehicles were rummaged through and between the two cars, a mini flash
light, garage door opener and his wifeÓs purse with contents were stolen. The victim was given an identity
theft resource packet. Two days later, while on a traffic stop, a runner flagged Rosse down to give him some
items he had found. The items belonged to the victim and they were returned to her.
Attempted Suicide Monday 09:39 hours
Officer John Larrive and Bobby Lambert responded to a home on an attempted suicide report. The son
advised officers that his mother had tried to kill herself by overdosing on two bottles of prescription meds.
The woman expressed she had no hope and wanted to die. She was upset about family relationships and felt
she was a burden. A mental health and welfare hold was placed on the woman and she was transported to
the hospital.
Theft Monday 17:25 hours
Officer Robin Nelson responded to a business on a theft report. Upon arrival, Nelson was met by the front
desk receptionist who stated she had placed her cell phone on her desk at 1200 hours and at 1615 hours, she
noticed it was missing. The woman stated there is no surveillance monitoring that area and has no idea who
would have taken her phone. She mentioned that her phone is not password protected and that banking
information was accessible. She was advised to cancel her account. She was able to obtain a serial number
for her phone which was entered into NCIC.
Domestic Monday 21:45 hours
Officer Robin Nelson and Sergeant Fleming were dispatched to a home on a female who was refusing to leave
her ex-boyfriendÓs house and throwing things around. While en route to the residence, the female had left
the home. The ex-boyfriend stated that he and the woman broke up three years ago and suddenly she showed
up, made her way inside and starting yelling and throwing things around; he called the police. Sergeant
Fleming then located her vehicle and initiated a stop. The woman was screaming and irrational and said that
he was still her boyfriend. The ex-boyfriend at this time did not wish to press charges and was advised on how
to obtain a restraining order.

Sergeant Peyton Fleming responded to a business on a theft report. Upon arrival, he was met by the victim
who stated that her unsecured vehicle that was parked in the employee parking lot had been entered. The
only item that seemed to be missing, was her Kate Spade pair of prescription sunglasses. There are no
suspects at this time.
Theft from Vehicle Tuesday 17:28 hours
Sergeant Peyton Fleming responded to an apartment complex on a theft report. Upon arrival, he was met by
the victim who stated that her unsecured vehicle that was parked in the underground garage had been
entered. The only item that seemed to be missing was her Cocoon sunglasses. The apartment complex has
since changed their garage codes. No suspects at this time.
Beware, there is a sunglasses bandit out there! Wear or hide your sunglasses.
Trailer Theft Wednesday 17:46 hours
Sergeant Peyton Fleming was dispatched to a home on a theft report. Upon arrival, he was met by the victim
who stated that he had left for work at approximately 0730 hours and when he returned home at 1730 hours,
his trailer was gone. He mentioned that nobody had permission to use or take the trailer. He described it as
a 1998 Chan OSB style trailer with a plywood bed, red base/frame and has two foot wooden sides. He did
mention that on a few different occasions over the last week, he had found people on his property. He was
advised to call 911 in the event he sees any suspicious activity on his property. The trailer was entered into
NCIC. No suspects at this time.
Warrant Arrest Wednesday 19:45 hours
While on routine patrol, Sergeant Peyton Fleming ran a license plate on a vehicle and it revealed that the
registered owner had an outstanding warrant for Failure to Appear on a Driving After Suspension charge.
Fleming initiated a traffic stop and identified the driver. Fleming notified him of his outstanding warrant and
that he was under arrest . The driver called his brother to take custody of the vehicle to avoid a tow and the
driver was then transported to the Dakota County Jail.
Mental Health Thursday 04:48 hours
Officer Steve Hilyar and Jeff VonFeldt were dispatched to a home on report a female who was intoxicated,
out of control and was threatening to kill herself with a butcher knife. Officers arrived and were met by the
femaleÓs mother who stated she took the knife away from her and that her daughter was arrested the night
prior on DWI charges. She was released to her father who brought her home to the mother. She
immediately began arguing with her mother and then threatened to take her life. The female had a history of
mental illness and she would transition from screaming and crying to calm several times. It was decided that
it would be in her best interest to be placed on a Health & Welfare Hold and be transported to the hospital.
Suspicious Circumstances Thursday 22:20 hours
Officer Steve Hilyar, Jeff VonFeldt and Robin Nelson were dispatched to the area of Friendly Hills Park
where an alleged armed robbery and stolen cell phone were reported. The area was cleared and no suspect
was found. Officers called the complainant and met up with the male who stated he met a friend on
www.meetme.com with the intention selling him marijuana. The complainant made arrangements to meet
with him by a nearby park. He then parked his car and walked up to the pavilions to wait for him. He saw
the suspect get out of his car so the complainant walked back to his and noticed the marijuana and his cell
phone were missing. He approached the suspect who told him to stop following him or he would have to use
his gun on him. The complainant did not see a gun on him and wished to not press charges on him.
