Election Signs
Many citizens choose to promote their political
views with yard signs. While the civic activity is
great to see, there are a couple of important rules
for campaign signs. Please do not post signs in
public property, including parks, trails, etc. You
are allowed to post election signs on your own
property without a building permit. However, a
common mistake is to place signs directly behind
the curb. The right of way often extends 13 feet
beyond the curb. If a sign is in city right of way, it
will be pulled, and stored at our public works gar-
age. Dakota County and the State of Minnesota
also remove any signs in their right of way as well.
Night to Unite 2012
We hope to see you out and about Tuesday,
August 7, 2012 for the National Night to Unite,
Officer Denise Urmann is coordinating with a
number of neighborhood parties to schedule
visits by public safety staff. Several council
members also hope to visit a few neighbor-
hoods, but will need to be back at City Hall for
our regular meeting at 8:00 p.m.
Par 3 Youth Tournament
The Par 3 hosted a Beginner’s Tour Event
through the Minnesota Section of the PGA Fri-
day afternoon, the fifth year the course has
hosted the event. We had sixty players, bring-
ing lots of friends and family to cheer them on.
It is wonderful to see youth playing a sport
which they can participate in their whole lives.
Public Works
The Parks Crews worked on the Mendakota Soccer field. Dirt was brought
in, leveled, seeded and blanketed. The goal mouths were repaired at
Kensington South with dirt and seed. The hockey boards were removed at
Friendly Hills, Wentworth, and Marie Parks that needed to be replaced. The
soccer fields were set up at Kensington Park South for the fall soccer
leagues. The goals were brought in and the fields striped.
The Utilities Crew cleaned sanitary sewer lines on Valley Curve, Ridge Place, Ridge
Place easement, Willow Lane, Arvin Drive, and Hilltop Court. There was a sanitary
sewer problem on Sunset Lane and the city’s portion was working well.
The Streets Crew cleaned up stump grindings at Fremont Avenue and filled
in the area with black dirt and sod. Overhanging tree limbs were trimmed
at Laura Street between 3rd and 2nd Avenues. The trees were cleaned up on
the easement on 4th Avenue. Trees were cleaned up because of limited
sight problems on Winthrop Court, Mendota Heights Road and Whitfield
Drive. Maintenance was done on the chain saws.
Engineering
Lemay Lake Road Reconstruction –Vegetation removal has been completed.
The contractor began digging the pond off Lemay Lake Road. Substantial
project completion is expected in October, and an assessment hearing for
the project is anticipated in October.
Marie Avenue Rehabilitation –The restoration of the road bed is under way
and the contractor will be replacing sections of damaged and/or excessively
worn curbing on Monday. Marie Avenue remains closed to through traffic.
A signed detour is provided. Construction is anticipated to last through
August. An assessment hearing for the project is anticipated in October.
Dodd Road/Highway 110 Intersection Pedestrian Improvements – The
consultant has surveyed the intersection and has produced 30% design
complete drawings. Staff is reviewing the plans and will provide comments
to the consultant. A stakeholder letter is scheduled to be sent out sometime

in late July to get input into the project design. A late summer/early fall
update is planned for the August 21st City Council meeting.
Hunter Lane/Orchard Place Reconstruction - A resident survey letter has
been sent out to get preliminary issues identified for preliminary project
design. A neighborhood meeting is scheduled for September 17th followed
by a formal public hearing before City Council on October 16th.
Crown Point Neighborhood Rehabilitation – Staff is working on completing
the Feasibility Report for this project which is scheduled for construction in
2013. The Feasibility Report is to be before City Council at their August 7th
meeting.
MnDOT Projects
The following projects are under the direction of MnDOT and Dakota County.
They are presented as information only. For more information on MnDOT
projects contact J.P. Gillach (651-234-7503, james.gillach@state.mn.us).
Highway 13 Resurfacing – The Resurfacing of Highway 13, along with
drainage improvements and ADA upgrades between I-35W and Annapolis
Street (Burnsville to St. Paul) has been underway since May. The portion of
Highway 13 from 2nd Street in Mendota to I-35E in Lilydale will be exempted
from this project and reconstructed in 2015 under a separate MnDOT
project. The portion of Highway 13 through Mendota is scheduled to
be resurfaced later in August, followed by the portion from I-35E to
Wachtler Avenue.
Old Sibley Memorial Highway – MnDOT has informed other affected
agencies, including the City of Mendota Heights, of their intention to give up
the right-of-way for Old Sibley Memorial Highway from Highway 13 at
Mendota Heights Road to Highway 13 near Saint Peter’s Church. Originally
public open houses were going to take place this fall, but after researching
the project and talking to affected property owners, MnDOT has decided
that before any public open houses take place, they should meet with the
Dakota County Board of Commissioners and Mendota Heights City Council to
discuss alternatives. These meetings will likely be over the winter.

Car break in Friday 0628 hours
Officer Peyton Fleming responded to a car break-in in an
underground garage. The caller reported a window smashed out
of her car and an inexpensive pair of sunglasses missing.
Illegal dumping Friday 1243 hours
Caller reported that silver Lexus driven by a teenage girl pulled
into the park pulled up next to the trash near the ice rink and
placed three plastic bags in trash. Officer Bobby Lambert
responded and spoke with the caller. She recognized the girl as
from the neighborhood. The trash revealed a small drinking party
was being covered up.
Harassment Friday 1524 hours
A couple called to report the woman who lives next door
continually harasses them. The homeowners reported to Officer
Bobby Lambert that the neighbor swears at them, gives them the
finger, throws used Kleenex on the driveway and gum and ice on
their car. Today the woman bumped into the caller with her car.
They were not interested in pressing charges only in stopping the
behavior. All parties were explained the next step in obtaining a
harassment order.

Welfare Check Saturday 1210 hours
Officer Bobby Lambert responded to a call of a roughed up, possibly drunk man lying
along the Big Rivers Trail. After Officer Lambert arrived the later was found to be true.
While on scene two friends of the intoxicated man came and offered to take him home.
Clear with drunken man removed from the trail.
Crisis Saturday 1800 hours
Caller asked for help getting out of his house. Officer Urmann arrived and determined it
was a group home and the caller didn’t like it there anymore. After a discussion about
why the house rules were important, the man calmed down and agreed to wait and get
his family involved. Clear no further calls.
Crisis Sunday 0140 hours
Caller reported his wife was not making sense and was afraid. Sgt Convery arrived and
learned this has been a developing/on-going issue. The woman was on the phone with
her son who is normally able to calm mom down. HealthEast paramedics arrived on
scene to assist, but the ambulance service was refused. The caller transported his wife
to the hospital for further evaluation.
Crisis Sunday 1638 hours
Officer Bobby Lambert responded to the report of a 29 YOA man who may have been
poisoned or overdosed. The man was reporting problems from smoking marijuana and
worried that it reacted with his anxiety medication. HealthEast paramedics checked the
man and released him to his parents.
Burglary Tuesday 1154 hours
Homeowner came home to find that her home had been broken into. A dark haired
female of Hispanic/Asian was standing nearby she immediately fled the area when the
homeowner arrived. There were two suspicious vehicles in the area. Officers
immediately located and stopped one, the other a dark colored SUV with out of state
plate, blue letters, was not located. Investigators processed the scene.
Noise Tuesday 1914 hours
Homeowner called to report a neighbor’s air conditioner was too loud. The caller stated
it was one of the homes on the other side of the pond. Officer Shepard was not able to
find the problem.
Road Closure Wednesday 0831 hours
Xcel Energy notified the City that they will be closing Lower Lilydale Road, Cty Rd 50,
near the Pool and Yacht Club. The road will be closed for 10 days to allow for a gas
transmission line repair.
AOA Wednesday 1721 hours
Officer Scott Patrick responded to assist the MSP with a motorcycle personal injury
crash on Dodd Road near I494.
AOA / Medical Wednesday 1944 hours
Sergeant Eric Petersen received a call to contact Lakeville Police about a confused man
they found wandering around a restaurant parking lot. The man was confused. His

wallet showed a Mendota Heights address. At the residence Petersen made contact
with his very concerned wife. The man had left for the credit union in Woodbury around
noon. The wife requested he be transported to the hospital and she would meet them
there.
AOA /Crisis Thursday 0010 hours
Officers Meyer, Urmann and VonFeldt assisted St Paul PD in searching for a man with
a gun who was threatening to kill himself. SPPD recovered the body a short time later.
Public Assist Thursday 1256 hours
Party called looking for help finding her way home. Her “friend” kicked her out of the car
as they were leaving the occupational health clinic. Apparently if you don’t take the
urine test for your friend you walk home. Officer Todd Rosse transported the woman to
the transportation hub at MOA where she could catch a bus home.
Where’s Mom? Thursday 1628 hours
Officer Rosse responded to a call of a missing adult and learned from the adult son that
mom hadn’t been seen or heard from since noon and her car was also MIA. After
checking in with the grandkids he learned she might have ventured to a casino. Officer
Rosse made some calls to area casinos, but in the meantime, the mother showed up,
safe and sound; unknown if her casino tour was successful.
Drug Possession/Felony Warrant Friday 2327 hours
While on patrol, Officer Urmann ran a plate that came up with a body-only Felony
Warrant out of Freeborn County; oops, make that 5 felony warrants. Upon stopping the
female, who was the registered owner of the vehicle, she was asked her destination; the
female responded with the name of a nearby motel. When asked to turn off the car, the
female complied, turning the ignition via a modified screwdriver in the ignition, as she
stated the ignition was broken. When asked if she was aware she had warrants out for
her arrest, the female pled ignorance. A search of the vehicle produced some powder
substance which looked like meth and drug paraphernalia. Her passenger, who denied
any use of drugs, thought the driver was trying to stay clean. The driver authorized
released of the vehicle and the cute Doberman puppy found in the back seat to the
passenger. The driver was ultimately arrested for felony drug possession and taken to
the Dakota County Jail to fulfill her other warrants. Case referred to Drug Task Force for
charging.
Trespass Friday 0230 hours
Officers Meyer, VonFeldt and Urmann responded to a burglar at the high school with
multiple trips. A perimeter was set-up; assistance including 2 K9s were called to search
the building. When the search began, two juveniles ran out of the building and were
captured moments later. Evidently, they were bored and simply wanted to explore.
Hopefully being greeted by a K9 and his officer friends has deterred them from future
“curiosity.” Both were cited for curfew, trespass and underage consumption before
being released to parents.

Skill and a Little Luck…
For the pilot of an experimental airplane
experiencing mechanical problems at
1,700 feet, both his skill and some luck
paid big dividends. As he began to climb
after a “touch and go” on a runaway
located on his property, he realized the
rudder controls were not working, and
getting back to the runway was unlikely.
He proceeded to bring the plane down in
a nearby cornfield. As the plane hit the
ground it caught fire, but fortunately, the
pilot was able to extricate himself quickly
from the cockpit. The pilot, Benny Harris
Svien from Northfield, sustained minor
injuries. The plane, a 2003 Kit Fox, was
a total loss. Responding to the crash
were Deputies Bruce Lohmann and
Mike Fendrick, Sergeants Bruce
Kammen and Jim Iliff, Park Ranger
Dave Steinberg, and Sheriff Dave
Bellows. Thanks to the Farmington
Police and Fire Departments for their
assistance in responding to the crash.
It’s That Time of Year…
The Dakota County Fair begins next week
and runs from August 6th, through
August 12th. As in past years, the DCSO
will have a prominent role in providing
security throughout the week. Captain
Joe Leko will again serve as the “Fair
Chief” for the week-long event from our
headquarters south of the 4-H Building.
The Sheriff’s Office also sponsors a booth
demonstrating for citizens the different
services we provide. Each day a division
in the Sheriff’s Office will be out at the
booth; their demonstrations will include
jail operations, investigations, and patrol.

We Couldn’t Do it Without You…
Every year our mission at the Sheriff’s
Office is made a little easier due to the
hundreds of hours provided by our
volunteers. The work of these men and
women are realized across the DCSO,
ranging from providing chaplain services
and education in the jail, guest speakers,
and our resource fairs in Detention Services, to the Special Deputies Unit, the
Mounted Patrol, and our Explorers in Operations. These groups combined provide
well over 5,000 hours of their time each year. With over 275 volunteers, naming
them all is difficult;, however, we want to thank them all for their sacrifice and
contribution to the DCSO and the citizens of Dakota County. We would also be remiss
if we did not acknowledge the volunteer coordinators. They include Pastor Jim
Bzoskie,Recreation Coordinator Loren Hanson,Sergeant Booker Hodges,
Detective Dawanna Witt,Correctional Deputy Kent Themmes, and Deputy
Sean Qualy.
Behind the Bars…
Over the past week, the jail has experienced a slight decrease in the number of
inmates in jail. For the week, we averaged 281 inmates in custody each day. This
includes the 29 females held at the Ramsey County
Workhouse.
Congratulations go to Correctional Deputy Adam
Henry on his selection as a new taser instructor in the
jail.
Never Forgotten…
In remembrance of Deputy Luther Klug, who died in the
line of duty on July 17, 1996, after being struck broadside
in his squad car by a drunk driver. Luther remains in our
thoughts and in our hearts.

HealthEast Ambulance Life Saving Award
On Sunday July 22, at 1630 hours HealthEast Paramedic /
Ambulance Operations Manager Jeff Groess presented two Life
Saving Awards during a fundraiser at Bogey’s in Lilydale. Eric
Peterson and Camille Gagnon were on hand when Tom Kraeger
experienced a massive heart attack. Both immediately began CPR
which was continued by emergency responders. Tom was on hand
at the well-attended fundraiser. Dakota County Emergency
Medical services is working hard to teach 10% of all county

Retrieving Friday 0642 hours
Caller reported a Golden Retriever retrieving ducks from the pond
near their home. Office Jen Fordham captured the dog that was
returned to the owner. They were warned and immediately agreed
to go to the pond to clean up any mess that was left by his dog.
Harassment Friday 1723 hours
Party stopped at MHPD to report his neighbor is harassing him by
flying the Israeli flag and playing the national anthem of Israel. The
reported is a frequent complainer of his neighbor’s actions. The
man was referred to his homeowners association as it is not a law

Teen Party Friday 2215 hours
Officer Steve Meyer responded to a call of 40+ kids walking around in the street drinking
out of flasks, cars speeding , loud noise and underage drinking. Officer Meyer arrived
on scene and immediately found the kids. A short time later he was speaking with dad,
no alcohol or intoxicated juveniles spotted. The 16th Birthday party will be wrapped up
by 10. No further calls.
Domestic Saturday 0103 hours
911 call female asking for help, male swearing in background. Man left on foot before
Officer Urmann arrived on scene. While Officers were enroute the 911 Dispatcher
learned the woman had unintentionally dialed 911 as she only wanted to scare the
boyfriend. A quick check confirmed there was an active no contact order between the
two.
Juveniles Sunday 0115 hours
Catch on call on more. Last month a neighbor managed to call in burglars. Caller
reported two males looking to be 25-30 YOA jumped out of a car and disappeared to
the back side of a nearby home. Caller lost sight of the two, then spotted them running
towards their car. Officer Steve Meyer caught up with two juvenile males who were
playing a joke on a female friend. Parents of all spoken with.
DUI / Highway Racers Sunday 0035 hours
A large group of racers was spotted N/B on I35E. Officer Mike Shepard got into position
in front of the group and attempted to get clock (radar speed check) on the group. The
first car to pass had broken away from the group and passed the squad at
approximately 120 mph in the area of the Marie Ave underpass. The car was stopped
on Hwy 13 near the freeway after making a short lived attempted to flee. The high risk
stop was completed without incident. During the stop Officer Shepard and Sgt Petersen
learned the driver had been drinking. When asked how much he had been drinking the
driver replied nothing. After a review of the facts with the driver he eventually changed
his answer to a little bit. The man was the asked to do SFST’s which were well
underway when he decided he could no longer understand English. While this was
going on Sgt Petersen removed an open container of alcohol from the car and a video
camera that had captured everything up to passing the “POLICE” on the freeway. The
driver was offered one last SFST the PBT, which requires him to blow through an open
ended straw, he played games until a partial sample was captured; revealing a .083
BAC. The man was arrested brought to MHPD, the language line was activated and the
process of obtaining a test was started with the MN Implied Consent Advisory. After
nearly two hours since the stop a urine sample was obtained. The driver was sent to
the Dakota County Jail to be booked pending test results from the BCA lab.
DOC Sunday 0155 hours
While on a walk through at a local bar Officer Chad Willson watched a fight between two
women break out. He immediately intervened unfortunately one of the combatants
refused to calm down. With assistance from Sgt Petersen she was handcuffed and
removed to the backseat of a squad car. The suspect just couldn’t help herself stating
she thought the other gal stole her purse inside the bar and when she got hit she was
obligated to fight. Needless to say she was intoxicated. After receiving her citation for

Disorderly Conduct she did apologize and acknowledged that she was helping to
provide Officer Willson some job security. While this was going on Sgt Petersen ended
up dealing with another drunken woman who got his attention by screaming at the top of
her lungs at another group seated in a car. The woman was cussing and challenging
the group in the car to a fight. The second time she screamed pounded on the car and
opened the door she was arrested. After a PBT test showing a .184 BAC a citation was
issued and she was released to sober driver.
Parking Complaint Sunday 1034 hours
Sgt Neil Garlock responded to a complaint of a fisher man parked on the trail by Rogers
Lake. He arrived to find Channel 4 taping a story parked on the trail.
Verbal Warning Sunday 1547 hours
Officer Scott Patrick found a car driving on the bike path near Pilot Knob. The got on in
Mendota. Thought it was signed properly?
Public Assist Sunday 1823 hours
Report of a man acting strangely near the park. Officer Shepard located the adult male
who after contact was made it was learned he has some disabilities. The man was
attempting to pick up a pizza on the other side of Hwy 110. After walking into traffic
several times he was convince it was best to go home. Released to mom.
AOA / Recovered Stolen Tuesday 1443 hours
Officer Jen Fordham confirmed a truck that fled from Carver County Deputies was a
stole out of MH. The driver had fled on foot and the passenger tried. Unfortunately you
only get away if you are the fleetest of foot and your slow footed girlfriend doesn’t give
you up. Investigations will follow up with Carver County SO.
Boat Complaint Tuesday 2001 hours
Officer Shepard responded to a local lake on a call of kids using an electric motor on the
lake. He was unable to spot them from shore. Clear no further action.
Crisis Wednesday 2051 hours
Sgt Petersen and Officer Shepard responded to the call of a concerned mom who felt
her war veteran son was in danger. She wanted a hold placed on him and to have him
committed. Officers and paramedics responded to the son’s home and spoke with him
at length. Everything appeared normal nothing warranted a health and welfare hold
being placed on the young man. The mom was not happy with the response.
Crisis Wednesday 2126 hours
Officers were asked to assist in locating another young war veteran who jumped out of
dad’s Range Rover and ran. The son is medicated with pain killers for a back injury. A
half an hour later a homeowner called to report a scruffy disoriented man had asked for
money and to use the phone because he lost his dad. The man was last seen walking
E/B from the home. The homeowner checked and didn’t find any damage. They
reported they were amped up towards the man which now caused them to be
concerned. An hour later dad found him near the home on Dodd Road and cancelled
the assist.
