Engineering
Public Works
The Parks Crew finished installing base anchors and pitching rubbers at
Mendakota Park and Mertensotto Field. They met with roofers to get bids
on the outbuildings in the parks. The ballfields were dragged. Fencing was
repaired at the Pilot Knob site. Sweeping of the trails was finished; the
broom was cleaned and put back in storage. Dead trees were cut at
Wentworth and Mendakota Parks. They attended annual MS4 meeting.
They helped the Utilities Crew work on the sanitary sewers.
The Utilities Crew checked the lift stations daily. Sanitary sewer lines were
cleaned and inspected in the easements on Brookside Lane and Keokuk.
The home owners had their service lines repaired. Manholes on Lexington
Avenue were cleared of tree roots. A hydrant flag was replaced on Mendota
Heights Road.
The Streets Crew worked on fixing mailboxes that were damaged during
snow plowing. Welding was done on the ground master on the spacer
plates for the wings. Bushes in the right-of-way were pulled out in Augusta
Shores. A street sign was reinstalled on Mendota Heights Road and Lake
Drive. They attended the storm sewer training. Cleaning and straitening up
was done in the back shop.
Engineering
City Projects (construction year)
Highway 13 Trail Connection (2013-2015) The contractor has completed
installing retaining walls for the project. Sub-base grading and gravel base
installation are underway. Project completion is expected by late May.
Victoria Road Reconstruction & Rolling Green Neighborhood Rehabilitation
(2014/2015) Design of the second phase of the project (Marie to
Lexington) is complete and submitted to MnDOT State Aid Office for

approval. Authorization to bid the project was approved at the April 17
City Council meeting and the project has been posted for bid. Bid opening
th
is scheduled for May 14 with contract award on May 19th and construction
th
beginning after June 10. The curb line at the northeast corner of Douglas
Road and Victoria will be adjusted along with the second phase of
construction. Substantial completion is expected by Labor Day.
Ivy Falls Creek Stream Bank Stabilization (2015) Due to the early spring,
construction is going on hold until the ground dries out. Construction is
anticipated to begin in late July, weather permitting. The June 19, 2014
storm caused the gabions along the stream bank to fail. State disaster
relief funds may reimburse up to 75% of the construction cost.
Sanitary Sewer Rehabilitation (2015) Council authorized staff to bid this

project at their April 7 meeting. The City rehabilitates (lines) sections of
sanitary sewer each year to prevent Inflow and Infiltration from ground
water and storm water into our sanitary sewer. Areas to be lined are
sanitary sewer lines helps keep our flow contribution to the Met Council
treatment plants as low as possible. Bid award is anticipated for early May

with construction during the summer, and completion by September 30.
County Projects
Highway 110 Trail Underpass (2017) This project proposes to construct a
grade-separated pedestrian crossing of Highway 110 for the future
construction of the Mendota-Lebanon Hills Greenway Trail. This crossing
could be a tunnel (culvert) under the highway, or a bridge over the
highway. Dakota County has received a $1,000,000 grant from the
Metropolitan Council for construction of a tunnel, with a corresponding
County match of $200,000. Public open houses are anticipated this fall as
part of the project development. If approved for construction, the project

River to River Greenway (2014/2015) Landscape restoration along Warrior
Drive and Marie Avenue is virtually complete. Charlton Avenue in West

Saint Paul will close beginning on April 27 for the installation of the trail
underpass tunnel. The Greenway (formerly known as the North Urban
Regional Trail) was realigned last summer, adding a new segment on the
east side of Warrior Drive connecting Mendota Road to Marie Avenue.
State Projects
State Project List (2015) The list of metro projects for 2015 has been
released. Projects that will have an impact on Mendota Heights include:
-Sealcoat of Dodd Road (Highway 149) from The Village south to Lake Drive.
-Highway 110 between Highway 13 and the Mendota Bridge will receive surface
pavement rehabilitation (overlay).
-Highway 13 between 2 nd Street and I-35E will be reconstructed to include new
pavement, curb, gutter, and storm sewer.

Highway 13 Reconstruction (I-35E to 2 Street) This project is being
advertised for bid. Construction is expected to begin in early June with
substantial completion expected by the end of September. The project will
rebuild the road way with curb, gutter, and storm sewer in most places
along the route. Through traffic detours will be in place throughout the
project, but access to businesses and residences will be maintained. The
City of Mendota Heights will be contributing a small share of the cost for a
Lilydale sponsored, coinciding project to re-route drainage down the bluff to
minimize erosion. For more information on the MnDOT project, contact

651-234-7506. Contact the City Engineering Department for questions on
Highway 149 (Dodd Road) Rehabilitation (2017) Staff continued
discussions with MnDOT representatives on design aspects of the project.
The project will complete a pavement replacement on Dodd Road from I-
th
494 to West 7 Street in Saint Paul, including a deck replacement on the
High Bridge. Also included in the project will be a rehabilitation of the City
trail from Mendakota Drive to Maple Street and the construction of a new
City trail from Maple Street to Marie Avenue.
Highways 149, 55, & 13 Signal Timing MnDOT will be implementing 6 new
signal coordination timing plans on Highway 55 from Highway 13 to Argenta
Trail, Highway 149 (Dodd Road) from Mendota Heights Rd to Lone Oak
Pkwy, and on Dodd from Yankee Doodle Rd to Wescott Rd in Eagan. This
will also include Highway 13 from Mendota Heights Rd to Highway 55.
There will also be changes to the Flashing Yellow Arrow (FYA) signal
operation where the FYA indication will be active during the midday and
overnight hours on TH 149, and overnight hours on TH 55. Any concerns or
issues can be addressed to the City Engineering Department and we will be
happy to forward them to MnDOT.
Other Activities
Southeast Metro Groundwater Group Staff attended the monthly meeting
in Rosemount on Tuesday to discuss the revised Metropolitan Council report
that incorporated conservation into the water use projections used in the
study report. All models showing up to 20% reduced water consumption
showed reduced of eliminated aquifer drawdown by the year 2040. Models
that showed the removal of the Burnsville quarry and Flint Hills Resources
showed aquifer recovery by 2040. Met Council will be finalizing their report
after the Southeast Group provides comments on the latest version in May.
Rogers Lake Homeowners Association Staff attended a meeting of the
Rogers Lake Homeowners Association on Wednesday. Items discussed
included the annual weed control treatment and the possibilities of
expanding or moving the treated area. The Association will contact DNR to
inquire about possibilities. They also discussed the potential for a
CONDAC: Municipal Engineering for Non-Engineers Seminar Engineering
staff accompanied the City Administrator to the monthly meeting of all
Dakota County Administrators/Managers to discuss the potential of holding
a training seminar(s) for locally elected officials, appointed commissioners,
and city staff. The seminar would cover the basics of infrastructure
development, maintenance, and operation. The Administrator group
supported the idea, and throughout the course of 2015, city staff members
from throughout Dakota County will build a curriculum for a seminar to be
held in early 2016.
Inflow/Infiltration Mitigation Bill (SF393-Metzen) A piece of legislation that
would appropriate $5 million from the Clean Water Fund for inflow-
infiltration (I/I) mitigation assistance for private properties received a
hearing in the Senate Legacy Committee last week. There has been no
word as to whether the bill will make it to the Senate floor for a vote.
Sanitary Sewer/Sump Pump Disconnection Program Staff has run an
article in the latest issue of the Heights Highlights about the need to ensure
basement sump pumps are disconnected from the sanitary sewer line. This
includes sump pumps that discharge into wash tubs in residential
basements (a common practice in older homes). Sump pumps must
discharge outside the structure to drain overland to a waterbody or storm
sewer inlet. Sump pump discharges can also be plumbed directly to the
storm sewer in the street. Beginning in 2016, the City plans on
implementing an inspection program to ensure compliance with this
plumbing code issue. Sumps pumps are believed to be significantly
responsible for the increased sanitary sewer flow in 2014, and the
corresponding increase in sanitary sewer bills. For more information, please

chosen. Two of the 16 winners are chosen for 1st place. The lucky 1st place winners
get the privilege to throw a pitch at the opening ceremony at a designated MN
Twins game. The other 14 winners also receive a prize from the MN D.A.R.E.
RESERVES
Associaon. All winning posters will be framed and mounted to travel all around
MN at various D.A.R.E. events. The winning posters will also be displayed on the
MN D.A.R.E. website.

D.A.R.E. Ocer Mario Reyes rered last year from MHPD but was asked by both
Visitaon and the MHPD Police Chief to please connue his great work as a D.A.R.E.
Ocer with Visitaon. He gladly accepted the oer! Mario has been teaching
D.A.R.E. with Visitaon for 25 years.

Fraud Thursday 19:57 hours
Officer Nick Gorgos responded to a home on a theft by swindle report. Upon arrival, he was met by the
homeowner who stated that when she was on her computer, a pop-up appeared that indicated if she did not
click on the link and follow instructions, that there would be severe damage to her computer. She then
clicked on the link and a phone number appeared advising her to call. She called the number and spoke with
a ÐJosh RiceÑ with a foreign accent who instructed her to provide a series of numbers to him to allow him to
control her computer. He then asked for her date of birth and a credit number to pay for her services of
$168.00. She did so. She was later informed by her daughter that it was a scam. She contacted her credit
card company and advised them of her loss.
Mental Health Friday 03:37 hours
Officer Denise Urmann responded to a home on a mother/daughter domestic. Dispatch advised that the
mother stated her daughter was out of control, yelling and throwing things. Upon arrival, Urmann noticed a
male pacing back and forth in the driveway. When asked what was happening, he stated he didn't really
know except he was sleeping and the lady inside told him to go and he had no idea where he was as he was
not from around here. Urmann then went inside the home. The daughter said she and her male friend were
sleeping when her mother came in and kicked him out for no reason. The daughterÓs moods were very erratic
and would go from calm to screaming then crying. She was about to leave for the night but then threw down
her belongings, refused to leave and continued to argue and throw tantrums. The male was transported to a
local motel and the daughter was transported to the hospital on a mental health hold.
Harassing Communication Friday 12:21 hours
Officer Todd Rosse was asked to call a woman regarding harassing communications. In speaking with the
woman, she stated that an ex-boyfriend is repeatedly calling and texting her at her home and place of
employment. She said she made it clear she wanted nothing to do with him on several occasions. She has
multiple voicemails and text messages saved as well as call logs from him. Officer Rosse left a message with
the male to return his phone call. In the meantime the woman received several more phone calls yet still
hadn't responded to Officer RosseÓs voicemail. A couple of days later, he returned the phone call and
admitted to calling the woman excessively and said he wanted to resolve the issue. Rosse advised him to cease
all communication with her and that he would be mailing him a citation for Harassing Communications.
Theft from Motor Vehicle Friday 22:00 hours
Officer Todd Rosse responded to a home on a theft from vehicle report. Upon arrival, he was met by the
owner who stated that sometime during the overnight hours, suspect (s) entered his UNLOCKED vehicle and
stole his wallet out of the center console. Inside his wallet contained several membership cards, his MN DL,
medical card and multiple debit/credit cards. In checking his accounts, a few of his debit/credit cards had
already been used. Under investigation.
Warrant/Speed/No Ins Sunday 22:34 hours
While on routine patrol, Officer Nick Gorgos observed a vehicle traveling at a high rate of speed. Gorgos
conducted a traffic stop and made contact with the driver. The driver was able to provide a valid MN DL
however was unable to provide proof of insurance. In looking into the driver further, it was learned that he
had an active warrant out of Scott County for Failure to Appear on a No Insurance Driver Violation. He
then informed the driver he was under arrest for an outstanding warrant and also issued him a citation for
Speed and No Proof of Insurance. He was transported to Dakota County Jail.
