March 13, 1963
The meeting convened at 8;00 p.m. in the village fire hall with Lid Sroder,
Len Lustig, Dick Bancroft, Prod Braes, Ed Stringer and Hardy Wright present.
Also present were Mayor Huber, Trustee Mertensoto, Clerk Calkins and consultant
Howard Dahlgren. Present re the River Road and Minnesota River channel project
in behalf of the Lower Minnesota Watershed District was Lawrence Sainetad.
Prevent at 9;00 p.m. re case 63=1 we John M, Lyon and contractor.
2 'fir. Sametad presented the Corps of Engineers plan for channel improvement
and reported that the managers of the LMWD would prefer to contract with
the village for rep1acen nt of the section of the River Road to be cut off
by the project and that the If1WD is negotiating for the CofE to acquire title to
channel vAgh : eve0e:only and easement only for spoil areas.
2a Motion by Lustig, seconded by Stringer, that the commission recommend to the
comncil that tha general alignment of the road as shown in C,of E. plans on
future Ce of E. property 50° from the embankment manning along the new channel
and connecting severed sections be approved. That the commission recommend
further (1) that the village council indicate to the Looser Minnesota Watershed
District that the village will assume the responsibility of constructing the
new section of the River Road with the understanding that the LMWD will reimburse
the village in full for all costs and that prime materials from spoil will be
us <-d to build base comparable to the present road; (2) that the village council
direct the village engineer to estimate costs of construction and prepare
specifications incorporating; reasonable time factors in coordinating the channel
development with road construction; (3) that the village council direct the
village attorney to investigate the possibility of the village gaining fee title
to the property to be cut off by the channel with funds obtained from the LMWD
for right-of-way through condemnation for park purposes. Ayes 6, nayee 0.

Disposition; Motion by Wright, seconded by Bancroft, that the application be
approved with respect to plot plan and general appearance features
subject to 1000 Bet -back frontage on present Hwy. 13. ayes 6, nayes 00
4 Residents from Key Avenue inquired bout highway department plans for Victoria
Avenue traffic. ;.:•ward Dahlgren agreed to try to find out and Ed Srodr=r suggested
residents keep in touch with him for developments. Howard Dahlgren will endeavor
to set up meeting between a small group from the =illage and a small group from
the highway dpartmont to clarify open questionse illage matters,
5 Motion by Bancroft, seconded by Lustig, that the commission recommend to the
council that en ordinance wending the coning ordinance be composed by the
village attorney and adopted by the council incorporating the changes suggested
in the consultant° a memorandum entitled "Rezoning of Northeast Area" attached
with the changes in the text indicated and the following exception; that the
boundary on the southwest corner of the t�1O0 zone be moved back to the alignment
of Partition road extended on the nort7and to Blackwell Avenue on the north.

6 Roard Dahlgren agreed to provide the Library of Congress with a selection of
reports in line with their request. Ed Sroder and lardy Wright ..greed to gather
