1965-03-10 Planning Comm Minutes1 MMMOTA KaIGHTS PLANNIFG OnMMISSIOK Mieutes March 10, 1965 1. The meeting convened at MO p.m, in the village hall. Members present were Ed Stringer, Hardy Wright, Tom Libera, Fred Brae and Len Lustig. Also present were trustee Ed Sroder and Dale Pollack. Present regarding Case 65-2 was Dale Smith; 0 Case 64-6 were Ed Clapp, John Keefe and E. S. Lee; Roger Shepard was present on inquiry without formal application. 2, Case 65-2 - Mr. Smith requested recommendation to place American Advertising Corp. rotary action billboard on public property on Highway 100. Amoviev vas shown to demonstrate the type of sign. After discussion, motion by Wright, seconded by Braes, that the application be denied. Motion unanimously carried. 3. Mr. Shepard requested building permit for remodeling the maid's quarters above his garage so as to become an apartment for his daughter. His property consists of 9 acres. He indicated it had been previoualy aeed for an apartment. Motion by Stringer that the commission, recommend to the council that Mr. Shepard be granted a building permit ami requested that rn utee show the commission considered the question of whether the use was ohanged from former uee and ancluded that the use had not changed. Ayes 5, napes O 4 Came 64-6 Mr. Clapp presented the revised preliminary plat of Ivy Falls 2nd Addition. The principal changes made from the first preliminary plat were necessitated by son conditions and contours. A new cul-de-sac vas added on Sylvandale Road, Mr. Clapp that on the average the lots were 20,000 sq0 ft. and this is what they prefer but there is a possibility that two of the present lots do not meet the 15,000 se. ft. 1 lot minimum; in the final plat they will become part of other lots. There was a total of 48 lots on the plat. Mr. Pollack said the 5O foot radius of the cal-de-eac was satisfactory. Mr. Clapp mentioned the possibility of asking the Council for approval of only a portion of the plat which would meet with Village approval and ordinances. Sroder said thet construction specification standards for road improvement and finish- ing had been adopted as policy by the Council. Comparison of the first preliminary plat was made with the revised preliminary plat. Sroder reeuested that an overlay for the final plat be prepared to give the number of square feet per lot. There was di cussion as to plans for easemente. Mr. Libera moved that acceptance of the preliminary plat be subject to showing on final preliminary (1) the drainage easements, (2) utility easements, and (3) finalizing lot lineao as not to violate the 15,000 sq. ft. minimum. Seconded by Lustig. Ayee 5, nayee 0. 5,, Case 64-26 Maczko Manor. Proposed plat shown by Pollack. Sroder read the provisions listed in Maczko's letter to the Council of February 5, 1965. All members agreed it was impossible for the Council to agree to all of the provisions stated. Brass moved that the Commission recommend to the Ooncil that proposed plan for Maczko Manor be. approved subject to approval of the Village Engineer and utility easements and con- sideration for parks and playgrounds. Street name left open. 2nd by Wright. Ayes5,Ks 0, 6, Redd and filed was letter and 1964 Annual Report of the Lower Minn. Watershed District. 7. Mendota Development plan en Victoria t Plat was displayed and Pollack said present recom- mendation of Midwest Planning & Reeearch is to rezone area marked in yellow along Victoria from R-1 to R-2, and rest of area to R -3A. A formal report on this will be forthcoming. Pollack said according to eurveys good multiple dwellings bring more tae: return per acre than any industry or other improvement. There was general agreement that the Commission insist upon 15,000 SQ. ft, per unit minimum in the doable -family portion and it was noted that sliehtly fewer units than shown would be accommodated with thio minimum standard. Land along freeway should be rezoned for multiple dwelling, bat it was agreea that this should not be done prematurely nor ohould any commitment to do so be made. He provided a site plan of property south of Mendota Heights Rodd, east of Highway 55 and also properties in the vicinity. This property is zoned B 1A and they would like to petition for rezoning of light industrial. He was asked what, if anything, was planned if .4L,2,,T7- the zoning were changed and he indicated Skelly Oil Co. is inteested in a service station at corner of Highway 55 and the new Mendota Heights Road. Weed motioned that the matter be directed to Midwest Planning for possible revamping of the area in view of the development of the roads which cause this request. Seconded by Wright. 4 ayes, 0 nayes. 90 Mr. Sroder has received an informal request from Vernon M. Peteson of Esther Lane on a proposal to build a submerged garage in front of his house0 10.
