August 31, 1066
1 The meeting convened at 8:00 p.m. in the village hall with Len Lustig, Rolf
Ljungkull, Fred Brass and Hardy Wright present. Also present were Ed Stringer
and Bob Hall of Midwest Planning Rr Research. Present re case 66-8 were Mssrs.
Peterson, re case 66-14 was Dick Bjorklund and re case 66-15 was Hugh Thorson,

Case 66-15
Applicant: Hugh Thorson Construction Company for TEMPCO
Location: Hwy 55 and Mendota Heights Road
Request: Commercial building permit.
Disposition: Motion by Ljungkull, second by Brass that the commission recommend
to the council that the application be approved with a new site plan indicating
40 adequate parking spaces and subject to the following conditions: (1) that
the site of existing development be brought up to the standards outlined in the
zoning ordinance in compliance with a review report to be made by the building
inspector; (2) that landscaping and green areas on the entire site compatible
with the height and breath of the buildings be provided; (3) that driveway,
bumper curbing and parking areas be built and surfaced to specifications
approved by the village engineer for the uses and tonages involved; and (4)
that acceptable guarantees of the completion of all of the above within one
year of completion of the new structure be given to the village council prior
to approval of the. application. Ayes 4, nayes 0. Mr. Thorson indicated that
the panel across the top of the front of the new building would be either a
rigid plastic material or a new National Gypson asbestos panel., that the flat
roof would be built with sheeting carried by a bond beam, that the several
exterior side panels shown would be recessed areas made with 8" blocks between
sections of 12" blocks and would be painted, that ,loading and unloading access
and egress would be by Hwy 55 around the existing building and through one
large door in the rear of the new building, and that the new building would
belong to a separate corporation with the same principal owners as TEMPCO.

Discussion uncovered no alternative to the proposal viewed by the village engineer
as unfeasible. The application was referred to Midwest. with request for review
and suggestion of alternative(s).
Case 66-15
Applicant: Richard Bjorklund
Location: Lots 1-5, Block 3, T. T. Smith Sub. #4, Dodd Rd. and 2nd Avenue.
Request: Vacation of Laura Street between 2nd and 3rd; re -arrangement of 5 lots.
Disposition: Motion by Wright, second by Lustig that the application be approved
according to the recommendations of Midwest Planning, including the vacation of
one block of Laura Street, including frontage variance of 7i' on two lots and 5'
on one lot, conditional on submittal of a plat of the re -arrangement and of a
petition from adjoining property owners to vacate street. Ayes 4, nayes 0.
5 Bob Hall presented the oven space application, indicating that it would be filed
as soon as final items received from the village attorney.
