Order of Business:
John Vanderhoeven and. Earl Opal of the Mill City Pidgeon Racing Club requested
Permission to use abandoned Mendota Heights C&N Railway Depot for shipping homing
pidgeons to races. Mr. Vanderhoeven presented his letter of Oct.21, 1968 written to
the Village Council. The important points of that letter are as follows:
1.The racing club is a non profit organization consisting of an average
11 members.
2.Depot would be used for central shipping of birds to races.
3.No pidgeons or feed would be kept on premises.
4.About 15 races are held each year between May 1st and September 15.
5.Birds would be on premises for 2 hours in process of crating and shipping.
6.The organizations truck would pick up birds promptly after crating for
transportation to liberation point.
7.Birds would home to their respective lofts.
8.The racing club would meet on Monday nights following a race for computing
results.
Other points mentioned in a discussion were as follows:
1.Birds would not remain outside building.
2.About 200 birds would be crated and shipped at one time(about 30 per crate)
3.About 5 or 6 cars would be on property.
4.Depot has not been used in 20 years.
5.Railroad would give 3 year lease, but reserved right to repossess property
on 30 day notice.
Dan Schneeman mentioned that Chief Baldwin objected to projected use of depot due to
inadequate parking facilities. Also the property is off the usual police patrol route.
A motion was mdde and seconded to table the petition until the next meeting to provide
time for commission investigation.
Case 68-16
Rezoning of property owned by A. J. And. M. Y. Lauer--aletter will be sent to
J. E. Parranto Inc., requesting that application be renewed since the signatures of
the owners are required. Also requested will be a check into the legal description
of the property which seems to be in error on the initial application.
Rolf Ljungkull discussed bfiefly a meeting which he attended on noise abatement
relative to Wold Chamberlin. Mr. Ljungkull stated that now was the time to make the
Metropolitan Airports Commission aware that Mendota Heights objected to air traffic
noise before the situation becomes more serious.
Howard. Dahlgren discussed the proposed freeway system and lands reserved for school
development. He presented to all Planning Commission members a letter dated Oct.23,
1968 which he recommended that the counsil send to the State Highway Department as
a formal objection to the upgrading of Highway#110 to full freeway status.
Mr. Dahlgren in his discussion of school land mentioned the following:
1. A large school complex by District 197 at the Northwest corner of
Delaware Avenue and Highway #110.

2. A High School complex north of Blue Gentian Road.
3. Mendota Heights School and its adjacent land.
Ed. Stringer announced a meeting would be held October 30 in Howard. Dahlgren's
office with the Council, SchoolBoard, and the Highway Dept.
Ed. Stringer mentioned that Jeanne Lange of the Village Police force would like
to buy a lot in Friendly Hills presently allocated as park land. Since the lot is
isolated and unsuited for park purposes Ed. Stringer requested that the land be
sold and proceeds put in the park fund.
A motion was made by Rolf Ljungkull and seconded by Dan Schneeman to recommend
selling the lot discussed. 3-0
