MENDOTA HEIGHTS PLANNING COMMISSION MEETING Minutes Date: November 27, 1968- 8:00 P M Place: Village Hall Present: Rolf Ljungkull, Chairman George Weed Larry Culligan Order of Business: H. Dahlgren, Midwest Planning Inc. Ed. Stringer, Trustee Brad. Genereaux, Secretary I. Mill City Racing Pidgeon Club, Mrs, Carl Nimis of Jackls Manufacturing Co., presented a letter of objection to the application by the Mill City Racing Pidgeon Club for permission to use the Mendota C & N R. R Depot for a pidgeon handling and shipping point. Her objections were as follows: a. The building has no toilet facilities. b. The building is a traffic hazard and in need of demolition due to its delapidated condition. c. She has submitted and offer to the C &N Railway Co., for the property on which the building is located. ( The Railroad has not accept©d her offer. Howard. Dahlgren reported that he had investigated the property, and had found parking facilities to be inadequate. Rolf Ljungicull in consideration of Mrs. Nimist offer to the Railroad deferred action until the Racing Club could present proof of consent by the owner of the property involved. II. Case 68-21 Applicant: George A. Niehaus of 2155 Delaware -St. Paul, 55118. Owner: R. C. Lilly Estate 2155 Delaware, St. Pauli 55118. Request: Permission requested to build homo on 1 te acre piece of property now owned by R. C. Lilly estate. Discussed was the problem of a possible easement for a road. Howard. Dahlgren offered to investigate. Action was deferred until next meeting. Present: Applicant L. R. Plefkey-spokesman for applicant. III. School Planning The District 197 Board of Education did not attend the November 27 Planning Commission Meeting as intended due to a misunderstanding that the meeting had been cancelled because of proximity to Thanksgiving. However architectural consultants for the school board were present as follows: Mrs. Lukerman of Midwest Planning Inc. Wesley E. Sorensen of Hammel Green and. Abrahamson Inc. The intended agenda was as follows: 1. Street access to Mendota School and St. Peters Parish. 2. Possible excess acreage at Mendota School that could be made avail- able for sale as a village park. 3. New street dedication on west side of New Henry Sibley Senior High School property. 4. Further discussion of the highway interchange at Highway #110 and Delaware Avenue, 5. North -south street from Highway #110 to Friendly Hills Junior High School site. 6. Indentification of proposed park areas. The planning consultant and the Planning Commission members in a discussion (2) minutes continued. brought out the following points relative to school development. 1. Henry Sibley High School would be built in two phases at the inter- section of Highway #110 and. Delaware. The first phase woad be facilities for approximately 2,000 students and second phase would add another 1200 students. 2. School property at Delaware & Highway #110 covers 70 acres. 3. Delaware would be widened to a 4 lane street between Highway #110 and. Marie Avenue. Widening would be concurrent with construction of school. 4. Council dropped park land adjacent to proposed. Henry Sibly because of access and possible elementary school expansion, 5. Possibly half of school lands adjacent to Friendly Hills would be disposed of ( possible park development) 6. Total holding population of Mendota Heights & lilydale has been estimated at 24,000. IV. Balance sheet for parks and playgrounds funds. Ed, Stringer stated that the balance sheet for parks and. Playgrounds was completed as requested by George Weed. V. Case 68-19 ( applicant not present) Applicant: Tina Isaac 729 Dodd Road --St. Paul, 55118 Owner of property involved ---M. P. Isaac 1240 Dodd Road. Property involved: 1230 Dodd. Road --Lot 4, Biock 12 Somerset View., Request: Side lot variance in order to build residence. Action: Request denied for lack of information, Commission suggested that existing double lot be divided into 2 lots with new boundaries. VI. Case 68-20 ( applicant not present) Applicant: Eugene H. Lange 736 Decorah Lane St, Paul, 55118, Minn. Property involved; Lot 9 Biock 16 -.Friendly Hill Addition Request: Variance to construct a single family residence on a plotted lot 1001x 107.51 (10,750 sq ft) Action: Since the lot frontage meets the 100 ft requirement and since the square footage exceeds the 70% requirement for a substandard lot, the commission recommended approval.
