Mendota Heights 5K run/walk each year. You

Mendakota CC Fireworks Display
The fireworks show put on by Mendakota
Country Club was a very nice show. Thanks to
Police, Public Works and Fire staff for their
work in keeping the event safe. Our new traffic
speed trailer was utilized for directing traffic out
of the Mendakota neighborhood, which result-
ed in much more efficient traffic flow following
the event.
Storm Clean-Up
The debris pile at Mendakota Park continues
growing, as our crews continue working their
way through the city. On Tuesday night, city
council approved a contractor to grind up the
storm damage, stumps and all, which will begin
when we are a little further along in the curb-
side pickup.
Public Works
The Parks Crew are repairing a lot of sprinkler heads. There was graffiti
painted on the pavilion and the tunnel at Valley Park that was covered up
with paint. They are helping the Streets Crew with picking up tree debris
removal.
The Utilities Crew was called in on Sunday at 12:30 p.m. for a possible
sanitary sewer backup on Woodridge. The problem was found in the
homeowner’s service. There was a high water alarm on July 4 th at 9:00
a.m. at the Mendota Heights Road lift station. The pumps had overhea ted.
The pumps were reset and made operational again. They are assisting the
Streets Crew with tree debris removal.
The Streets Crew continues to clean up downed trees and limbs from the
storm a couple of weeks ago. The attached map tracks their prog ress.
Engineering
Lemay Lake Road Reconstruction – The contract was awarded at the June
19th City Council meeting and the contract has been executed. A pre-
construction meeting will be set up in the coming week. Construction is
anticipated to begin mid to late July.
Marie Avenue Rehabilitation – Temporary water service has been installed.
Stormwater pond construction, roadway excavation, and watermain
replacement are underway. Marie Avenue is closed to through traffic. A
signed detour is provided. Construction is anticipated to last through July.
Dodd Road/Highway 110 Intersection Pedestrian Improvements – The
consultant is surveying the intersection this week and will begin drawing up
preliminary plans in July. A stakeholder letter is scheduled to be sent out
this month to get input into the project design. A mid to late summer
update is planned at a regularly scheduled City Council meeting.
Hunter Lane/Orchard Place Reconstruction - A resident survey letter has
been sent out to get preliminary issues identified for preliminary project
design. A neighborhood meeting is scheduled for September followed by a
formal public hearing before City Council in October.

MnDOT Projects
The following projects are under the direction of MnDOT and Dakota Co unty.
They are presented as information only. For more information on MnDOT

Highway 13 Resurfacing (MnDOT) – The Resurfacing of Highway 13, along
with drainage improvements and ADA upgrades between I -35W and
Annapolis Street (Burnsville to St. Paul) has been underway since May. The
portion of Highway 13 from 2nd Street in Mendota to I-35E in Lilydale will be
exempted from this project and reconstructed in 2015 under a separate
MnDOT project. The Highway 55 to Highway 110 portion of the project is
paved and striped, as is the portion from Wachtler Avenue north to
Annapolis Street. The portion of Highway 13 through Mendota is
scheduled to be resurfaced later in July.
Highway 110 Resurfacing (MnDOT) - A small portion of Highway 110 from
Lexington Avenue east to the I-35E Bridge, along with spot repairs between
Lexington and Highway 13 is being resurfaced. Construction is underway
and is anticipated to continue through the end of July.
Old Sibley Memorial Highway (MnDOT) – MnDOT has informed affected local
communities of their need to vacate the Right-of-Way for the Old Sibley
Memorial Highway from Highway 13 near Saint Peters Church to Highway 13
at Mendota Heights Road due to it being a redundant right-of-way route.
Concept plans and alternatives are being developed for the land use once it
is vacated. MnDOT will be presenting potential alternatives to local City
Councils and holding public open houses later this summer and fall.
Dodd Road/Highway 110 Intersection Pedestrian Improvements –Consultant
will be surveying on-site over the next several weeks, and will be scheduling
a mid-summer update before City Council.

Burglary Wednesday 0718 hours
The supervisor at a local construction site called to report two
trailers were broken into overnight. The trailers were damaged and
the thieves made off with radios, saws and nail guns. Makes it
pretty hard to work without tools. Unfortunately the company did
not have any serial numbers recorded.
Inconsiderate Neighbor Wednesday 1637 hours
Neighbor called and spoke with Officer Fordham about an alarm
siren that sounds intermittently at the neighbor’s house. The
owners have a cabin in Bayfield WI and the neighbor hoped we
could notify them to shut off the alarm; however, Officer Fordham
was not successful in locating that info. At 1727 hours another
neighbor called with a phone number for the homeowner. Officer
Willson called and left a message on the answering machine about
turning off or changing the alarm service.
Damaged Auto Wednesday 1907 hours
Officer Willson received a message to call a man whom the DCC
dispatcher described as “very upset, advising he will seek
reimbursement from the city for the damage to his car. The man
reported that his car bottomed out on Marie near Nature Way and
now his gas tank was leaking. Having been on Marie earlier in the
day viewing storm damage clean-up activities, I know that stretch is
marked “road closed” and is under construction and barely
passable. At 1940 hours Officer Willson spoke with the Pizza Hut
delivery driver who stated he had no idea the road was closed and
other cars were driving on the road. Officer Willson went to the
area; he made sure the road closed signs were still in place and he
drove the street, finding if traveled at a “common sense” speed, you
would not bottom out unless of course you were traveling at a very
high rate of speed.
Suspicious Activity Friday 0042 hours
Officer Todd Rosse found the gate to a business in the industrial
park standing open. The business normally only operates during
the day. After checking the building it was determined to be secure.
A message was left for management; the gate was closed but not
locked. No problems reported.
Robbery Friday 0832 hours
Local gas station employee called to request help for a man who
said he was just robbed. The employee said the man took off when

he said he would call the police. The man did not appear to be injured. The employee provided
Officer John Larrive a good description of the man who was located a few blocks away. The
man refused any assistance he insisted he was only looking for a ride.
Water Leak Friday 1630 hours
Caller reported a water main break under the sidewalk on Marie Avenue with water bubbling up
through the sidewalk. Officer Jenny Fordham attempted to have St. Paul Water handle the
problem but they refused, advising it wasn’t there problem. After a second call a crew was sent
to the scene. A short time later Officer Fordham found the crew attempting to repair the break.
They were unsure if it was a main break or water from hydrant flushing.
Underage Consumption of Alcohol Saturday 0225 hours
While on patrol Sgt Eric Petersen spotted two young men on bikes without lights. When he
stopped to talk with them, they stopped and one promptly tipped over. HealthEast paramedics
were called but the man refused treatment. Sgt Petersen was certain that they were not out
stealing but he did find they were underage and drunk. Both were given citations and a ride
home.
Lost Child Monday 1818 hours
Officer Mike Shepard responded to the call of a 10 YOA who had not been seen for 7 hours.
The youngster was last seen at a friend’s house earlier in the day. He does not have a cell
phone. MHFD was toned out to assist with an area search. While checking the park where the
boy likes to play, mom called to report that he had been found.
Facebook Confession Monday 1843 hours
Caller reported she found a confession to a domestic assault on Facebook. Her fiancée
reported earlier that he was involved in an accident; as it turns out he was hit in the head with a
bottle by his ex. The reporter/current fiancé stated she hoped the man learned his lesson.
Officer Willson checked and found the original assault was never reported to the police. The
victim was advised that if he wished to pursue action we had a copy of the confession. Wow!
Bike v Bike Crash Tuesday 1743 hours
Minneapolis PD transferred a 911 call to MHPD about two bikes that crashed on the Mendota
Bridge. Officer Shepard responded and found one party had sustained a laceration above the
eye and the other a broken arm. HealthEast Paramedics transported one party the other
refused medical assistance.
Speeding Tuesday 2000 hours
Officer Shepard clocked a motorcycle at 104 mph in a 65 mph zone and yes they did eventually
stop. Cited and released.
AOA Recovered Stolen (ice cream truck) Wednesday 1408 hours
While on patrol Officer Bobby Lambert heard SPPD put out an ATL (attempt to locate) on a
stolen ice cream van, (yes, the little one with the music). The van had two large super hero
decals on one side and the other was covered with ice cream stickers. Within a minute of
hearing the call, Officer Lambert spotted the van stopped at Wachtler and Hwy 13 and the
felony stop occurred on Hwy 13 and I35E. The suspect and van were turned over to SPPD.
Fireworks Wednesday 2149 hours
Surprisingly, the fireworks complaints held off until a few minutes before ten when they came in
with a vengeance. A few are noteworthy: Several families in one neighborhood thought it might
be better to set off fireworks in one of the city hockey rinks. They were advised about no
fireworks in parks and the park hours. Then, the ditch between Hwy 110 and the Village of
Mendota caught on fire, likely by fireworks; three officers managed to put the grass out and
MHFD soaked the ditch to keep it from flaring up. Then, two men were arguing in the street
about shooting off fireworks just before midnight. The situation was mediated and both went to
bed. The last call came in just after 0200 when someone called about fireworks by the river or
in St. Paul.

In This Case Curiosity “Caught” the Cat…
Deputy Tim Gonder recently stopped a car in Castle Rock believing the driver may
be impaired. While dealing with the original driver, a second car stopped to see “what
was going on?” In speaking with the second driver, Tim believed this person may
also be impaired. Actually, as it turned out, Driver Number Two was more intoxicated
then Driver Number One! Given this case provided so many “morals to the story,”
we don’t have time to list them all. Needless to say, two drivers were taken off the
road that night, reducing the danger to others.
Remaining Focused on Distracted Drivers…
One of the goals for DCSO patrol deputies was reducing the number of accidents
related to distracted driving in 2012. While texting and talking on cell phones are
the most notable, any activity that takes a driver’s attention away from operating
the vehicle is considered distracted driving. Last year deputies handled 261
accidents, with 47 termed “distracted driving,” or 18 percent of all accidents.
Focusing much of our efforts on enforcement, along with a strong educational
component locally and through the Department of Public Safety, we are experiencing
a dramatic drop in these crashes. Deputies have handled 106 crashes since the
beginning of the year, with nine attributed to “distracted driving,” or slightly over
eight percent of all crashes. While we are pleased with the improvement, this
remains a concern with all law enforcement agencies. We appreciate the work of
Programs Administrative Supervisors Steve Anderson for compiling all our
statistical data.
Monitoring the Missing Monitors…
An investigation into a number of missing computers and monitors resulted in the
execution of a search warrant at a residence last week. The search revealed several
of the “missing” items at that location. It was suggested to detectives by an
individual that he was doing the “morally right” thing in disposing of the equipment.
The fact he was making money off the
sale of this equipment did not appear to
be of concern. I guess we will continue
that theme of doing the morally right
thing by returning it to the rightful
owner and getting the suspect charged.

Tattoo of the Week…
Evidently having the number for
freeways tattooed on his hand
provides some measure of
assistance for this person when
traveling. For most others, a GPS
unit or maps work just fine.
