City of Mendota Heights Weekly Update
State of the City Address
Hosted by the Chamber of Commerce, Mayor Sandra Krebsbach presented
the 2015 State of the City Address. The Mayor shared this past year's
successes and the City Council goals for 2015. If you didn't have a chance
to attend or watch the live presentation, it will be replayed on Cable
Channel 18 the following days and times:

Mendota Heights 51( Run/Walk Event
March 1st is just around the corner and it's the perfect time to start training
for the 10th Annual Mendota Heights 5k Run/Walk. This year's event will
take place on Saturday, June 6, 2015.
Early registration fee is $25 and all race
proceeds go directly to Special Olympics.

The Parks Crew continued to sweep and flood the ice rinks as needed.
Trees were trimmed and the brush was chipped at Roger Lake Park,
Kensington Park and around some trail areas. They assisted the mechanic
with finishing an overhaul of the engine on the Cushman truckster. They
attended a class on maintenance issues on Toro equipment.
The Utilities Crew checked the lift stations daily. Back up cameras were
installed on the jet truck and utility pickup truck. Water box repairs were
done on Oak Street. Degreaser was added to the wet well at the Mendota
Heights Road lift station. Seven hydrant flags were replaced on Delaware
Avenue.
The Streets Crew greased all sanders and wings on the plow trucks.
Mailbox repairs were done. A big tree limb was picked up on Ivy Hill Drive.
The light bulbs on the stop light were replaced on the north bound lights on
Dodd Road and Mendota Heights Road. The plow shoes on truck 312 were
repaired. A fire truck was picked up from Interstate Diesel.
Engineering
City Projects (construction year)
Highway 13 Trail Connection (2014/2015) - This project is buttoned up for
the winter. The contractor has removed all their equipment for the winter.
The reminder of the project will be completed in the spring as soon as
weather and road restriction weight limits permit.
Victoria Road Reconstruction & Rolling Green Neighborhood Rehabilitation
(2014/2015) - The first phase of the project is complete. Design of the
second phase (Marie to Lexington) is underway. A neighborhood meeting at
City Hall is scheduled for March 4th at 6:30pm to discuss specific design
requirements with property owners. Notices have been sent to all affected
property owners. Bidding of the project is anticipated in April with contract
award in May and construction beginning in June. The curb line at the
northeast corner of Douglas Road and Victoria will be adjusted along with
the second phase of construction.
County Projects
Highway 110 Trail Underpass (2017) - Dakota County staff presented a
project update at the February 17th City Council meeting. This project
proposes to construct a grade -separated pedestrian crossing of Highway
110 for the future construction of the Mendota -Lebanon Hills Greenway
Trail. This crossing could be a tunnel (culvert) under the highway, or a
bridge over the highway. Dakota County has received a $1,000,000 grant
from the Metropolitan Council for construction with a corresponding County
match of $200,000. County staff has received proposals from consulting
firms for design services. County staff has reviewed the proposals and will
be making a recommendation for consultant selection at the May 3rd County
Board meeting. If approved for construction, the project would be installed
during MnDOT's rehabilitation project for Highway 110 in 2017.
State Projects
2015 State Project List - The list of metro projects for 2015 has been
released. Projects that will have an impact on Mendota Heights include:
- A sealcoat will be applied to Dodd Road (Highway 149) from The
Village south to Lake Drive.
- Highway 110 between Highway 13 to I -35E will receive surface
pavement rehabilitation (overlay).
- Highway 13 between 2nd Street in Mendota and I -35E will be
reconstructed to include new pavement, curb, gutter, and storm
sewer. Mendota Heights and Lilydale are contributing to this project
for storm water drainage and erosion improvements. At a special
meeting on Monday, the Lilydale City Council decided to move forward
with the project, and will determine financing after bids are opened.

Other Activities
American Public Works Association (APWA) Conference Committee - Staff
attended the final planning meeting for the APWA Spring Conference to be
held this coming May in Nisswa. The theme of this year's Spring Conference
is Communicating Effective Leadership. The committee finalized the
program and confirmed the final speakers. Preliminary planning for the Fall
Conference continued.
Legislative Bill to Increase Weight Limits of Trucks on State Highways -
Staff met on Thursday to discuss proposed legislation a the State level that
would increase the maximum allowable weight limit of trucks on State
Highways from 80,000 pounds to 97,000 pounds, depending on the number
of axels on the vehicle. Currently, only trucks carrying agricultural product
can weigh up to the 97,000 pound limit. The proposed legislation (HF 620 &
SF 309) would allow all freight to weigh up to the higher limit. Federally
funded highways (Interstates and US Highways) are not raising their weight
limits, so this would only apply to State Highways (13, 55, 110, and 149).

Memorial Activities
National Police Week is an annual celebration in Washington, DC in May. The focus of this
week is to honor law enforcement and memorialize officers who have been killed in the line
of duty. This year, members of the Mendota Heights Police Department plan to accompany
the family of Officer Scott Patrick to participate in memorial ceremonies.

a Wing -Eating Contest on 3/21/15 and the other coming event is on 4/11/15 in Bloomington.

WHAT IS THE PURPOSE OF A GRAND JURY?
Per MN Statutes, certain serious crimes require an indictment, or criminal charges to
be issued by a grand jury. MN Statute 628 defines how a jury can issue an indictment,
who can provide them with legal advice and who can be present while they deliberate
a potential indictment. The grand jury will review all facts on a case to determine if
enough evidence/probably cause exists to indict the suspect. The grand jury is selected
randomly from the general population to consider a case and they must have at least
16 persons but not more than 23. They are paid a juror's fee and mileage if they are
required to travel. They can receive a hotel and meal reimbursement of up to $35 per
day. If a case involves multiple counties, the judge ordering the grand jury shall ensure
the counties are equally represented on the jury. The judge will also determine how
the counties split the costs of the jury. The persons specified in rule 18.03 of the Rules
of Criminal Procedure may, subject to the conditions specified in that rule, be present
before the grand jury when it is in session, but no person other than the jurors may be
present while the grand jury is deliberating or voting. One other important purpose
for grand juries is that the proceedings are kept in strict confidence which is meant to
protect all parties and encourage them to speak out freely without fear of retaliation
or damage to reputations.

On March 21, 2014, the Mendota Heights Police Department and Mendota Heights Fire
Department will once again face off in the 2nd Annual Wing Eating Contest at the Moose
Country in Lilydale. The "bravest" has again challenged the defending champions, the "finest,"
for bragging rights in this community fundraiser.
This year's events will support National Police Week which is an annual tribute to law
enforcement service and sacrifice. The event will take place May 10th, 2015 — May 16th, 2015
and this year they will be recognizing and honoring Police Officer Patrick during the various
ceremonies. Members of MHPD plan to accompany the Patrick family to Washington D.C. to
attend the memorial event. The money raised at this year's Wing Eating event will benefit the
travel expenses for our attending Mendota Heights Police Officers.
I hope you will again consider our event for a prize donation this year. Passion runs deep for
both departments for this opportunity to support the family and honor Scott's memory. I have

Warrant Arrest Friday 15:16 hours
Officers John Larrive and Nick Gorgos were dispatched to Friendly Hills Middle School in reference to a
person with an active warrant who was present at the school. Officer made contact with the suspect and the
warrant was confirmed. The adult male was taken into custody by Officer Gorgos and was transported to the
Dakota County Jail and cited for trespass, as he was trespassed from school property.
Theft
Friday
19:55 hours
Officer Michael Shepard responded to a business to take a theft of a purse report. Victim stated that some-
time while she was at work someone stole her purse from her work. She said that she never left her desk and
that whoever stole the purse took it while she was focused on her computer. There are no suspects at this
time but there was video of the work area. Case currently under investigation.
Mental Health Crisis
Saturday 07:35 hours
Officer John Larrive was dispatched to a police department lobby call. The reporting party was a mother of a
juvenile boy who had concerns about the mental health of her son based on some threats he expressed
towards her and himself. Officer Larrive consulted Dakota County Crisis on the matter and it was deter-
mined that the best course of action at this time was for Dakota County Crisis to work with the parents and
child.
Theft of Gas
Saturday 8:32 hours
Officer John Larrive was dispatched to a gas station on report of a gas drive -off. Officer Larrive met with the
gas station attendant who said a male had just pumped $25.49 worth of gas and then drove off towards I35E.
The attendant did provide a license plate number but it did not match the description of the vehicle nor did
the description of the suspect match the registered owner of the license number provided. Due to lack of
evidence this case is inactive.
Suspicious Person
Saturday 08:41 hours
Officer John Larrive responded to a residence where the homeowners received a phone call from a man who
talked about the couple recently signing up for Microsoft and computer bugs that the couple was experiencing
with their computer. As the conversation with the unknown caller progressed he was able to persuade the
couple to log onto a website. Once the couple logged onto the website the person on the phone was able to
take control of their computer. The phone caller demanded that they go to a Western Union in West Saint
Paul and send him cash. The couple did not provide any money or financial information to the phone caller
and ended the phone conversation. However, they told Officer Larrive that they continue to receive phone
calls from the suspicious phone number. Officer Larrive advised they have the phone number blocked and
report to the police if they discover any financial loss.

Officer Jenny Fordham was called to Henry Sibley High School on report of a juvenile who was trespassed
from the school property after school hours and is now at the school. Officer Fordham made contact with
the juvenile and issued him a citation for trespassing.
Tuesday 09:56 hours
Officer John Larrive was dispatched on a call in reference to stalking/harassment. Officer Larrive spoke with
the reporting party/victim who stated that over the past 10-12 days he has been receiving harassing phone
calls and texts, some of which are threatening in nature, from a male whom he employed. Over one weekend
the victim received over 600 texts from the suspect. The victim has since blocked this phone number. This
case is currently under investigation.
Thursday 15:21 hours
Officer Todd Rosse took a vandalism report from a homeowner who stated that she discovered six eggs had
been thrown at her house the previous night. Officer Rosse checked around the neighborhood for further
damage but did not say any other signs of property damage. There are no witnesses or suspects. The case
inactive pending further leads.
