CITY OF MENDOTA HEIGHTS DAKOTA COUNTY, MINNESOTA PARKS AND RECREATION MEETING July 08, 2014 The July meeting of the Mendota Heights Parks and Recreation Commission was held on Tuesday, July 08, 2014 at Mendota Heights City Hall, 1101 Victoria Curve. Chair Paper called to order the parks and recreation commission meeting at 6:30 p.m. The following commissioners were present: Chair Paper, Commissioners Jack Evans, Ira Kipp, David Miller, Stephanie Levine and Michael Toth. Staff present: Recreation Program Coordinator Sloan Wallgren and City Planner Nolan Wall. Approval of Agenda COMMISSIONER LEVINE MADE A MOTION TO APPROVE THE AGENDA; COMMISSIONER MILLER SECONDED THE MOTION. AYES 4: NAYS 0 Approval of Minutes of June 10, 2014 COMMISSIONER EVANS MADE A MOTION TO APPROVE THE MINUTES; COMMISSIONER TOTH SECONDED THE MOTION. AYES4:NAYSO Cliff Timm Fishing Derby Mr. Wallgren announced that the annual Cliff Timm Fishing Derby was held on June 18, 2014 at Rogers Lake Park. There were over 30 kids that participated in the event. Each participant received a tackle box filled with a variety of fishing related items. Each year the city awards one lucky participant a Minnesota Lifetime Fishing License. This year the winner was Brooke Townsend. Brooke and her family were in attendance to accept her award. Chair Paper thanked staff for conducting a wonderful event. Eagle Scout Project On June 21, 2104 Anthony Dupont cleaned out the flower beds at the Par 3 and put down 140 bags of mulch as part of his Eagle Scout Project. Anthony presented his project to the commission and showed before and after pictures of the flower beds. The entire commission thanked Anthony for his service to the city and congratulated him on achieving his Eagle Scout status. MH Parks and Recreation Commission 7-08-2014 Page 1 Recycling in the Parks Jackson Becker, an intern with Dakota County, informed the commission that he went out and inventoried 4 parks in Mendota Heights to determine if there was adequate recycling opportunities. Jackson said that the city could improve its number of recycling bins in the park to help reduce the amount of trash that was being produced. Commissioner Kipp asked if recycling was cheaper to dump then garbage. Jackson said that it was cheaper to recycle but did not know the exact dollar amount. Commissioner Levine thought that this was a great discussion topic and that we should do everything we can to help educate people about the benefits of recycling. She would like to see more recycling containers in the parks. Staff will continue to inventory the rest of the parks in town and will come up with a plan to have better labeled containers and more recycling containers. Park Maintenance Mr. Wallgren informed the commission that John Boland was promoted to the Lead Park Maintenance position on July 1, 2014. He wanted to congratulate John and also said that staff is in the process of filling Johns vacated position. Recreation Programming Report Mr. Wallgren informed the commission that the summer recreation programs were half way over. He stated that they received many complements about the Playground Program, Skateboard Camps and staff. The adult softball leagues will be wrapping up the week of July 14, 2014. There were several weeks when the games were rained out, but we have been able to make up most of the games. Mr. Wallgren also informed the commission that there were many activities taking place at the Thompson Park Activity Center, and encouraged anyone that wanted more information to contact city hall. Par 3 Report Mr. Wallgren informed the commission that the golf course was closed for 2 1/2 days during the month of June. He pointed out that there has been an increase in the Recreation Programs revenue at the golf course. Looking forward to the month of July, the course is hosting 2 golf outings as well as a Jr. PGA golf event on July 31, 2014 with 60 participants. The golf course will also be running specials with Groupon and Living Social in late July or early August. Total sales for the month of May were $23,799 and total expenses were $20,267. Total sales year to date are $65,484 and expenses are $61,966 resulting in a net profit of $3,518. Mr. Wallgren said that these numbers include materials and parts for the remodel of the clubhouse. These numbers will be adjusted once we receive payment form the insurance company. MH Parks and Recreation Commission 7-08-2014 Page 2 Announcements Mr. Wallgren announced there was still space available for the youth field trips on July 10, 2014 to the Bunker Beach Wave Pool and on July 24, 2014 to the Edina Water Park. He also stated that the Puppet Wagon will continue to perform on Mondays from 11:45a.m. to 12:45p.m. at Market Square Park. Park Maintenance Commissioner Paper congratulated Terry Blum on being promoted to Public Works Superintendent. Commissioner Paper also wanted to make sure that the Parks Staff got extra help if they needed it. Mr. Wallgren informed that commission that it would be a while before the Parks Staff was back to 3 full time employees, but he believed that they were going to hire a couple of extra part time seasonal employees to make it through the summer Commission Comments Commissioner Toth asked how the city faired with all of the raining the month of June. He also thanked Anthony and Jackson for their service to the city. Commissioner Levine thanked people for the work that was done at Valley Park and also thanks Anthony and Jackson for their work. Commissioner Miller encouraged everyone to check out the Splash Pool in South St. Paul and stated that he would really like to see our city build a splash pad. Commissioner Evans thanked Anthony and Jackson for their work and for coming to the meeting. Commissioner Kipp thanked Anthony and Jackson for their help, and he thought it was a good meeting. Commissioner Paper thanked Anthony and Jackson for coming to the meeting. He also congratulated Brooke on her fishing award and congratulated John Boland on his new position. The hockey boards at Marie Park were removed after the 4th of July. We had budgeted to replace the hockey boards at Wentworth Park this year, but instead will replace the boards at Marie Park. We will also be paving the hockey rink at Marie Park this fall before the boards are replaced. It has always been the plan to pave all 3 hockey rinks in town, and with the road construction taking place we are getting a good deal on materials and labor. I have attached a bid that compares the cost of paving the rink now versus paving the rink at a future time. Required Action No action required at this time. These types of boards are called backboards or bang boards. I have checked into the cost of the equipment and installation of this product, and the total cost would be around $5,000.00. Marie Park is a very popular park for playing tennis. This past summer we had two adult groups and one youth group reserve the courts for the summer, we also offered our youth tennis program at Marie Park on weeknights. The courts sit down in a bowl, offer lots of shade, and are protected from wind. Staff has attached a picture of what a practice board would look like. Required Action If it is the desire of the commission to install a practice board at Marie Park, please pass a motion directing staff to bring this item to council. Practice Makes Perfect. Staff will have a report with revenue, expenses, and participation available at the September meeting. Staff is working on winter field trips, winter programs, and evaluating summer programs. Breast Cancer Awareness Bike Ride The city has partnered with One Ten Cycles and Trek to host a Breast Cancer Awareness Bike Ride on October 11, 2014. The cost is $30 per person and all of the proceeds will go to Breast Cancer Research Foundation. The ride will offer participants a 3, 10, and 25 mile course on our beautiful Mendota Heights Trails. More information will be in the next issue of the Heights Highlights that will be delivered to homes in late August. Upcoming Field Trips Our next field trips will be held October 16th & 17th. On October 16th we will be going to Bunker Stables for a horseback riding trip & on October 17th we will be going to Base Camp for rock climbing and archery, followed by lunch and bowling at Drakula's. More information on these trips will be in the next issue of the Heights Highlights. We allowed people to play an extra hole during slower times, and we gave league golfers a $2.00 discount. The decrease in Greens Fees revenue from July 2013 compared to July 2014 is a reflection the discounted prices. On July 31' we hosted a Jr. PGA event with 60 participants from around the metro area. We will be hosting our Mendota Heights Youth Open on Saturday August 23rd. During the month of July the golf course ran promotional deals with Groupon and Living Social, which generated over $5,000.00 of revenue. Staff is also looking into the possibilities of integrating Foot Golf into our golf course. The initial set up cost would be about $1,500.00. Foot Golf is a relatively new sport. Players kick a soccer ball into a 21 inch hole located near the green of each hole. Both golfers and foot golfers could use the golf course at the same time. Maintenance Update Staff has had two golf course construction companies come out to look at the 6th holes to see what we could do to improve the condition. Both companies recommended installing more drainage and filling in the lower areas. The cost to complete everything that the companies recommended was roughly $30,000.00. Staff recommends getting through this season, then access the financial situation of the golf course. Budget Total sales for the month of July were $28,998 and total expenses were $17,711. Total sales for the year through July are $94,482 and expenses are $66,667 resulting in a net profit of $27,815 year to date.
