Held Tuesday, February 3, 2015
Pursuant to due call and notice thereof, the regular meeting of the City Council, City of Mendota
Heights, Minnesota was held at 7:00 p.m. at City Hall, 1101 Victoria Curve, Mendota Heights,
Minnesota.
CALL TO ORDER
Mayor Krebsbach called the meeting to order at 7:00 p.m. Councilmembers present included Duggan,
Povolny, Petschel, Norton.
PLEDGE OF ALLEGIANCE
Council, the audience, and staff recited the Pledge of Allegiance.
AGENDA ADOPTION
Mayor Krebsbach requested that item 5m) Approval of Personnel Action Report be removed from the
agenda. She then presented the agenda for adoption. Councilmember Duggan moved adoption of the
revised agenda.

PULLED CONSENT AGENDA ITEM
I) APPROVAL OF RESOLUTION 2015-12, FINAL PLANS AND SPECIFICATIONS FOR
STREAMBANK STABILIZATION AT SOMERSET COUNTRY CLUB AND SPRING CREEK
CIRCLE, AUTHORIZE ADVERTISEMENT FOR BIDS
Councilmember Petschel asked for clarification that approving this resolution does not necessarily
approve the project. City Engineer John Mazzitello confirmed that this resolution is only to authorize
advertisement for bids. There would be further action from the Council at a later date to award the
contract.
Councilmember Petschel explained she has concerns on the funding of this project and what the City
would be receiving in emergency reimbursement. Engineer Mazzitello stated that he will be working
with Chief Aschenbrener and the Emergency Managers of the State and would hope to have that figure
for the Council at the time that the contract is brought to the Council.
Mayor Krebsbach asked what the estimate is for this project. Assistant Engineer Ruzek replied that there
was erosion last year at the Somerset Country Club that did some destruction. Staff is proposing to
replace the outlet control structure of the pond, and re -armor the whole streambank. The project is
estimated at $163,660. There was also a streambank failure on Marie Creek. Staff is also proposing to
re -armor that bank at an estimated cost of $14,952. Most of the cost would be for materials. Mendota
Heights has the easement for Ivy Creek that goes through Somerset; it is not Somerset property. The
state has a cap of approximately $95,000 so the City will need to supply some documentation to get the
additional funds.

J) APPROVAL OF INSTALLATION OF STREET LIGHT AT ROUND HILL ROAD
AND DODD ROAD
Councilmember Petschel questioned the street light at Round Hill Road and Dodd Road because of a
controversial street light in this same area along Dodd Road. This request has been made by a single
homeowner. Councilmember Petschel asked if any of the neighbors had been informed of the
installation of this streetlight. Engineer Mazzitello replied in the negative. The properties across the
street have not been notified. However, staff did inform the immediate adjoining property, which is
screened with dense evergreen from the pole to the home. He suggested that this be held over to a future
Council meeting so staff could make those contacts.
Councilmember Petschel moved to table Installation of Street Light at Round Hill Road and Dodd Road
to allow staff time to notify the residents in this area.

Councilmember Petschel also noted the street sign at this intersection is a different configuration than
the rest of the surrounding streets. Engineer Mazzitello replied that staff would inspect the street sign for
visibility.
PUBLIC COMMENTS
Chief of Police Michael Aschenbrener updated the Council on the Jury Trial which took place in St.
Cloud, Minnesota for the murder of Officer Scott Patrick on July 30, 2014. The Stearns County jury in
the trial of Brian Fitch returned a guilty verdict on Monday, February 2, 2015. Mr. Finch was convicted
of first-degree murder in Officer Patrick's death; attempted first-degree murder of three St. Paul Police
Officers, second-degree assault against a St. Paul Police Officer, illegal possession of a firearm, and
intentional discharge of a firearm.
Chief Aschenbrener expressed his appreciation to the Stearns County Judge for handling the court
proceedings in a very professional manner, to the lead prosecutor, the Ramsey County Attorney's office,
and others. He commended the West St. Paul Police Department, the St. Paul Police Department, and
the BCA for an outstanding investigation and piecing together all of the miniscule little parts that go into
an investigation. He thanked the Stearns County Sheriff, the St. Cloud Police Department, and the
Stearns County Courts for their hospitality. He also expressed his appreciation to the public who made
up the jury for taking time out of their lives to sit and listen to this three-week long trial.
Mr. Finch is scheduled to be sentenced on Wednesday, February 4th.

Mr. Matt Glewwe, 591 Highway 110; Ms. Sylvia Wentworth, 599 Highway 110; and Mr. Craig
Koeckeritz, 586 Sibley Court noted that the 595 Highway 110 property has been condemned and that it
has the potential of being developed as a senior living facility. The neighborhood put together a petition,
submitted it to the City on January 30, and requested that the Council review the petition. They
requested a chance at an upcoming City Council meeting to have an open discussion regarding this
development.
City Attorney Tom Lehmann noted that the procedure is that the City informed the property owner of
595 Highway 110 that they either needed to have the property razed or repaired. Currently, there is a
purchase agreement on the property. Whoever purchases the property would need to go through the
normal processes to develop the property.
Councilmember Petschel also stated that the Council has received the petition and will be reviewing the
materials.

C) CHAPLAINS OATH OF OFFICE
In conjunction with the West St. Paul Police Department, the Mendota Heights Police Department has a
Chaplain Program. These chaplains help serve the citizens and support the police officers during critical
situations and routine duties. Without the assistance of Chaplain Liaison Lynn Liberman and Assistant
Chaplain Liaison Sue Plucker, the program would not be what it is today.

B) RESOLUTION 2015-08, ICE ARENA JOINT POWERS AGREEMENT
City Attorney Tom Lehmann updated the Council on the proposed Joint Powers Agreement with the
City of West St. Paul and Independent School District 197 (ISD197) for the refurbishing of the John V.
Hoene Ice Arena. This JPA has been through much iteration with regards to potential changes. One of
the items the Council asked for was clarification on the repayment to the City in the event that the ice
arena were to close prematurely. Attorney Lehmann explained that they are mutually agreeable to a term
of seven years. This indicates that in the event that the ice arena were to close within seven years, the
City of Mendota Heights would be entitled to reimbursement of a pro -rata share of its contribution.
He also noted that in Section 10.4, there is some redundancy about the expiration of 20 years. It was his
recommendation that the language that reads 'for a period of at least 20 years' is not necessary and
should be stricken.
If approved this evening, this agreement would be forwarded to the City of West St. Paul and to
Independent School District 197 for their review and approval.
Councilmember Duggan moved to authorize the Mayor to sign RESOLUTION 2015-08, JOINT
POWERS AGREEMENT FOR THE RENOVATION OF THE JOHN V. HOENE ICE ARENA and
execute the agreement with the proposed change as outlined.
Councilmember Povolny seconded the motion.
Councilmember Petschel expressed her appreciation to everyone who worked to bring about a
finalization to this contract.

C) MENDOTA HEIGHTS FIRE STATION SPACE NEEDS STUDY
Fire Chief John Maczko explained that in December 2014 a consultant was approved to look at the
space needs of the fire station. A committee has been put together and they would like to have two
representatives from the Council also sit on the committee. In talking to the consultant, there could be
four to six meetings. Their conclusion date is on or about May 19, 2015.
Councilmember Duggan asked if the addition of the new Fire Reserve or training firefighters would be
taken into consideration during this space needs study. Chief Maczko replied that the additional
personnel would not necessarily impact the needs on space.
Councilmember Povolny and Councilmember Norton both volunteered to serve on the committee.
Councilmember Duggan moved to appoint Councilmember Povolny and Councilmember Norton to the
Mendota Heights Fire Station Space Needs Study Committee.

CALL TO ORDER
Mayor Krebsbach called the meeting to order at 12:10 p.m. The following members were also present:

A. LONG TERM GOALS
1. City Owned Properties
The Council discussed possible development opportunities on several city owned properties. It was the
consensus of the members to direct staff to begin the process of marketing the properties located at the Village
at Mendota Heights.
2. Dedicated Special Park Funding Source
The Special Parks Fund and how it is funded was discussed. Councilmembers discussed ways to dedicate
additional funds to this account to be used for capital improvements in the parks. The members discussed
dedicating the newly levied West St. Paul Ice Arena funds to the Special Parks Fund after the Ice Arena
project is completed. Cell tower revenue was also discussed to be used for parks capital improvements.
Council member Duggan suggested the Parks and Recreation Commission complete a 10 -year Capital
Improvements Plan.
3. Infill Residential Development
The Council discussed establishing regulations regarding teardowns' in order to protect the character of
older neighborhoods. Planner Wall discussed options for code amendments that other cities have considered
in this regard. The challenge is the development regulations that are equitable and still encourage new housing
investments. The Council discussed the possibility of placing a parks fee on teardowns.
The Council directed staff to work on code amendments to regulate teardowns and also begin the revising of
the City's Comprehensive Plan.
4. Infrastructure Water System

Public Works Director John Mazzitello explained the current water services agreement the city has with St.
Paul Regional Water Service which is set to expire in November 2015. He explained the discussions that are
taking place regarding the agreement for the conveyance of the water system to SPRWS. He reviewed
discussion points regarding the agreement which include the city retaining the cell tower rental fees, retention
of the city's ability to store material inside the water tower, reduction or elimination of the surcharge on the
water bills, and the ability to alter priorities to include water main work in conjunction with street projects.
The Council directed staff to continue the discussion with SPRWS and to update the Council at the May
workshop.
5. Redevelopment Planning Grant
Planner Wall updated the Council on the city's application for the Redevelopment Planning Grant. He stated
the city should know by mid-March if the grant is received. In order to ensure an efficient planning process,
he suggested forming a committee to work with Stantec to develop the scope of the project. The Council
was in agreement to form a committee and appoint one Council member and one Planning Commission
member to the committee to work with staff. Mayor Sandra Krebsbach volunteered to serve on the committee.
6. Trash Hauler Zones
The Council reviewed options for regulating trash collection to alleviate the issues of the noise of multiple
trucks and unattractive trash cans throughout the week. The Council discussed the possibility of the City
purchasing a truck scale to weigh the garbage trucks to ensure they are within the regulations. Staff was
directed to research the franchise agreement in place at the city of Forest Lake.
7. Emergency Action Plan
Due to recent events in a local community, Chief Aschenbrener was directed to work on a report on City Hall
security. He will review an escape plan with staff and Council in the near future.
8. Facility Study
This item will be reviewed at the Council workshop in May.
9. Franchise Fees
This item will be reviewed at the Council workshop in May.
10. Scott Patrick Memorial
The Council was updated on the police officers memorial being planned by the police department. Providing
partial funding for the officers and the Patrick family who are planning to travel to Washington D.C. to attend
National Law Enforcement Week was briefly discussed.
B. SHORT TERM GOALS
1. Cell Tower Ordinance Changes
City staff was directed to bring the proposed Code changes to the regular city council meeting for their
consideration.
2. Chickens
It was the consensus of the Council to not consider allowing chickens in the city.
3. Dog Park
The Council was brought up to date on the dog park that St. Paul is planning to build just north of Highway
13. Recreation Program Coordinator Sloan Wallgren stated this new dog park will not be built this year. Staff

was directed to contact the City of St. Paul about partnering with them in this venture and see if they would
be willing to build the park in 2015.
Other sites in Mendota Heights were discussed. It was stated that the Pilot Knob South site is a valuable
piece of property and it is probably not in the city's best interest to locate a dog park in this area.
The Council focused on the Sibley Memorial Highway site and directed staff to discuss with the State of MN
about acquiring additional abutting land for this purpose.
4. Double Fees for After the Fact CUP
Staff was directed to bring the suggested code changes to the regular City Council meeting for their
consideration.
5. Job Classifications/Compensation
This item was not discussed.
6. Kensington Park Public Concerns
This item was not discussed.
7. Mendota Heights Website Redesign
This item was not discussed.
8. Rental Licenses Clarification
Staff was directed to bring the suggested code changes to the regular City Council meeting for their
consideration.
11. Recycling in City Parks
Staff will review options for recycling containers to be placed in city parks.
12. Sump Pump Inspections
Mazzitello updated the Council on the effects of sump pumps discharging to our sanitary sewer system and
how it increases the rates. He suggested the city look at an inspection program to get these sump pumps
corrected and which would then allow the rates to stabilize. Staff was directed to bring additional information
back to the May workshop.
C. ADDITIONAL ITEMS DISCUSSED
Fire Department
Fire Chief John Maczko announced that he would be retiring in early 2016. The hiring process for this
position was briefly discussed.
Fire Chief John Maczko explained a proposed new Fire Reserve program he would like to start. He outlined
his plans for the program.

On February 3, 2015 the city council met in a workshop to review their goals for the upcoming
year. Below is a summary of the topics that staff was directed to further work on throughout
2015:
Long Term Goals

BACKGROUND
Staff has received a resident request for a streetlight to be installed at the intersection of Round
Hill Road and Dodd Road. There is an existing electrical pole at the intersection. Past City
practice for installations of streetlights on existing poles has been that Xcel Energy installs the
light at no cost to the City, and the electrical charges are added to the City's streetlight bill. The
City has not traditionally paid for any new pole installations.
This item was originally presented at the February 3rd City Council meeting, but was tabled so
that staff could contact adjoining property owners to gather comments on the street light
installation proposal. Adjoining property owners were notified, and a copy of the letter sent is
attached. At the time of agenda publication, staff had heard back from three of the five adjoining
property owners; one in favor of a street light, two opposed to a street light, and two did not
respond. The five property owners notified and their responses are shown on the attached aerial
photo.
BUDGET IMPACT
Installation of the light would be free of charge. The City would have the electrical charges
added to our monthly Xcel Energy bill. The amount of this charge would depend on
consumption, but similar lights in the City are billed at $9.50/ month (4114.00 per year).
RECOMMENDATION
Staff recommends Council review the request for the Round Hill Road/Dodd Road streetlight. If
Council wishes to approve the request for street light installation, pass a motion directing staff to
order the installation of a street light on Round Hill Road at Dodd Road from Xcel Energy. This
action requires a simple majority vote.

Ivy Hills Tennis Courts
BACKGROUND
The City of Mendota Heights maintains tennis courts at Marie Park, Friendly Hills Park, Wentworth Park,
Valley Park and Ivy Hills Park. Regular maintenance of these courts includes patching and sealcoating
approximately every 6 years. Eventually each court requires more significant work. The tennis courts at Ivy
Hills Park are in need of such repair.
Staff has obtained quotes to make repairs to the tennis courts, install an ADA compliant gate and install a
sport tile system at Ivy Hills Park. The sport tile system comes with a 16 year guarantee and is estimated to
last 20 to 25 years. Dermco-LaVine's quote was $61,400 and Snap Sports Athletic Surfaces quote was
$65,287.
The parks and recreation commission has regarded this project as their top priority project for this year.
The commission believes that due to the location of the courts in town, they need to be upgraded as soon
as possible.
Staff recommends working with Dermco-LaVine on this project. The city has worked with Dermco-
Lavine on several tennis court projects. Dermco-Lavine has always provided quality products and
services to the city at very competitive prices.
BUDGET IMPACT
The funding for this project would come from the Special Parks Fund, which has a balance of
approximately $158,000. The city has also obtained a grant from the United State Tennis Association
Northern Section in the amount of $4,200 to help with the project, for total Special Parks Fund expenditure
of $57,200.
REQUIRED ACTION
If the council desires to implement the staff recommendation, pass a motion authorizing staff to execute
a contract with Dermco-Lavine for the tennis court rehabilitation project at Ivy Hills Park. This action
requires a simple majority vote.

INTRODUCTION
On Thursday, January 29, 2015, the City Council interviewed the top finalist for the position of City
Administrator. Mark McNeill was selected as the top candidate for the position by the Mayor and City
Council.
Mark McNeill comes to the City of Mendota Heights from Shapokee, where he had served as City
Administrator from 1996 to 2014, overseeing all aspects of the organization. His credentials include a
Bachelor of Arts degree in Political Science and Business from the University of Northern Iowa and a
Master of Public Affairs degree from the University of Iowa. McNeill is also a Credentialed Manager with
the International City/County Management Association.
Mr. McNeill has accepted the position of City Administrator and will begin serving the City of Mendota
Heights on Monday, February 23, 2015.
This position of City Administrator serves at the discretion of the City Council, with a beginning salary of
$120,000 per year. In order to make this official, the City Council needs to formalize the appointment by
appointing Mr. McNeill at a City Council meeting.

EMPLOYMENT AGREEMENT
THIS AGREEMENT is made and entered into this 17th day of February, 2015 between the
CITY OF MENDOTA HEIGHTS, MINNESOTA, a municipal corporation, hereinafter referred to
as the CITY, and Mark McNeill, hereinafter referred to as EMPLOYEE, to wit:
WHEREAS, the CITY desires to employ the services of Mark McNeill as City
Administrator of the city as provided by the laws of the State of Minnesota and relevant ordinances
of the City of Mendota Heights; and EMPLOYEE desire to accept employment as the City
Administrator of the City, and to have a written agreement relative to the compensation, benefits,
requirements, and procedures for the employment of the EMPLOYEE as City Administrator of
the City of Mendota Heights.
1. DUTIES — CITY hereby agrees to employ Mark McNeill as City Administrator of
said City to perform the function and duties specified in the City Administrator's job description,
and to perform duties specified under the ordinances of the City of Mendota Heights and the laws
of the State of Minnesota and, such other legally permissible and proper duties and functions as
the City Council shall from time -to -time assign.
2. COMPENSATION — Effective upon his date of employment, EMPLOYEE shall
be compensated at an annual rate of $120,000.00 ("Salary"). Provided that EMPLOYEE is
satisfactorily performing his job duties, effective February 23, 2016, Salary paid to EMPLOYEE
shall increase to an annual rate of $122,500.00; Effective January 1, 2017, and thereafter,
EMPLOYEE shall be entitled to annual raises at a rate equal to what is offered other non-union
employees. City may choose to increase EMPLOYEE's salary based on performance, market
comparison, or other consideration.
3. PERFORMANCE EVALUATION — The City Council and EMPLOYEE agree that
an initial performance review will be conducted on EMPLOYEE after six (6) months and annually
thereafter. The criteria for review and evaluation shall be at the sole discretion of the City Council,
and may include criteria determined by the Council in consultation with the EMPLOYEE.
4. TERMINATION BY CITY — The CITY may, without notice and for any reason
deemed appropriate in the discretion of the City Council, unilaterally terminate the employment
of EMPLOYEE by majority vote of the City Council and shall pay to the EMPLOYEE a lump
sum cash payment according to the following schedule in addition to any accrued and unused
vacation and personal leave time:

For an amount of time equal to the lump sum cash payment, CITY shall continue to pay CITY
share of all benefits afforded in this agreement in effect at the time of termination. In consideration
for the payments provided in this Section 4, EMPLOYEE agrees to execute a release of any and
all claims against the CITY, at the time of termination, the release to be in such reasonable form
as prepared by the CITY.
In the event EMPLOYEE is terminated for just cause, EMPLOYEE will not receive any lump sum
cash payment or any accrued and unused vacation or personal leave time. In no event will amount
paid to EMPLOYEE upon termination by the CITY exceed the amount permitted by applicable
law. "Just cause" shall be defined as malfeasance in office, gross misconduct, conviction for a
felony, or conviction for an illegal act involving personal gain to employee.
5. TERMINATION BY EMPLOYEE: In the event EMPLOYEE voluntarily
terminates employment, he agrees to provide a forty-five (45) day advanced written notice. In
those circumstances, EMPLOYEE will be paid for his accrued vacation and personal leave time.
In no event will amount paid to EMPLOYEE upon termination by the EMPLOYEE exceed
the amount permitted by applicable law.
6. DEFERRED COMPENSATION/RETIREMENT PLAN — CITY shall contribute
to Minnesota Public Employee's Retirement Association (PERA) as required by State law for
EMPLOYEE or an alternate pension plan, if selected by EMPLOYEE, as authorized by State law.
As allowed by Minn. State. 353.028, if so elected by EMPLOYEE, the CITY shall execute all
necessary documents to allow EMPLOYEE the option for exclusion from coverage in (PERA),
and to participate in the International City Association Retirement Corporation (ICMA-RC).
Contributions by the CITY and EMPLOYEE to ICMA-RC shall be equivalent to those that are
required for participants in PERA.
7. AUTOMOBILE ALLOWANCE — Ownership of a private automobile and
current/valid driver's licensure is required of the employee as a condition of employment under
this contract. Employee will be compensated for automobile mileage and usage incurred on behalf
of City business at the rate of $200.00 per month pursuant to Minn. Stat. §471.665. Other expenses
incurred by employee as are authorized by the city council such as seminars, conferences, meals
and lodging incurred in pursuit of city business shall be reimbursed to the employee upon the
employee providing the receipts therefore to the City Finance Director. The amount of the
automobile allowance may be reviewed annually at the same time as the amount of the
EMPLOYEE's annual salary is considered.

8. INSURANCE CONSIDERATION
(a) CITY shall maintain in force insurance protection, including comprehensive general
liability and public officials' liability, which is applicable to all acts of EMPLOYEE arising from
employment as City Administrator of the CITY as long as those acts fall within the scope of
EMPLOYEE' s duties.
(b) EMPLOYEE shall be entitled to participate in any group health and hospitalization, life
or any other type of insurance made available to non-union employees of the CITY at the same
level of benefit, cost, and CITY premium participation as is provided to other non-union
employees.
9. VACATION AND SICK LEAVE
(a) EMPLOYEE shall be entitled to paid vacation at the rate of 120 hours per year through
the end of February 2020. As of March 1, 2020, EMPLOYEE shall be entitled to paid vacation at
the same rate as now extended to non-union employees. Upon commencing employment,
EMPLOYEE shall be credited with 80 hours of paid vacation, 24 hours of personal leave, and 24
hours of extended disability leave.
(b) EMPLOYEE shall accrue and be entitled to use personal/extended disability leave as
now extended to other non-union employees.
10. HOLIDAYS — CITY shall provide EMPLOYEE the same holidays as enjoyed by
other non-union employees.
11. MEMBERSHIP DUES — The CITY agrees to budget and to pay the professional
dues and subscriptions of EMPLOYEE as the City Council determines to be necessary for his full
participation in associations and organizations necessary and desirable for his continues
professional growth and development. Specifically covered herein shall be EMPLOYEE's dues to
the International City Management Association, the Minnesota City Management Association and
the Metropolitan Area Management Association. All other payments for dues and subscriptions
must be approved in advance by the City Council.
12. CONFERENCES, TRAINING AND CONTINUING EDUCATION — CITY will
annually consider paying for the cost of registration, travel and subsistence for attendance at
national, State and local meetings of the International City Management Association, the
Minnesota City Management Association, the Metropolitan Area Manager's Association, the
League of Minnesota Cities and the Association of Metro Cities. CITY will annually consider
paying for the Effective Management Training coursework. Payment for attendance at all other
conferences, meetings, seminars, and any out of state travel shall be approved in advance by the
City Council. EMPLOYEE shall be eligible for participation in the CITY's Educational Incentive
Tuition Refund policy as included in Section 20 of the Personnel Code, Resolution No. 85-107.

13. OUTSIDE EMPLOYMENT/ACTIVITIES
(a) EMPLOYEE shall devote his full time and best efforts to the business and affairs of the
City, and except as hereinafter expressly stated, EMPLOYEE shall not accept any other
employment during the term of this Agreement.
(b) EMPLOYEE shall not spend more than 10 hours per week teaching, counseling, or
doing other non -City business, without first obtaining the City Council's approval.
14. GENERAL CONDITIONS OF EMPLOYMENT - In addition to the benefits
citied herein, the CITY shall provide the EMPLOYEE with any and all benefits that apply to other
non-union employees of the city. In the event of a conflict between the provisions of this
employment agreement and the CITY's Personnel Code, Resolution No. 85-107, or any other
personnel regulations or policy of the CITY, the terms of this Agreement shall prevail.
15. GENERAL PROVISIONS - This Agreement shall be governed by the laws of the
State of Minnesota. This document constitutes the entire agreement between the parties hereto. If
during the term of this Agreement any specific clause of the Agreement is determined to be illegal
by a judicial decision or binding Minnesota Attorney General Opinion, the remainder of this
Agreement shall not be affected by such a determination and shall remain in force. The parties will
meet to negotiate regarding an amendment to the Agreement to replace the provision declared
illegal. Failure of either party to insist, in any one or more instances, upon the performance of any
of the terms, covenants, or conditions of this EMPLOYMENT AGREEMENT or to exercise any
right hereunder, shall not be construed as a waiver or relinquishment of the future exercise of such
right, but the obligation of the other party with respect to such future performance shall continue
in full force and effect.
This agreement was reviewed and considered by the City Council and approved by Resolution
No. 2015-14 by the City Council of the City of Mendota Heights, Minnesota, on February 17,
2015.

Item 1: Authorization to begin the recruitment process for the Engineering Intern
Position (Temporary/Seasonal Employee)
Staff is requesting council approval to begin the recruitment process for the Engineering Intern
position. In past years, an Engineering Intern has been hired to assist the Engineering Division
with various spring and summer projects.
The Engineering Department will experience a busy spring and summer with design and
construction projects including South Victoria Road Reconstruction, Sanitary Sewer Cleaning,
Televising and Lining Project, GIS updates, sign inventory, CAMP monitoring on Lemay Lake, E
Coli monitoring in Interstate Valley and Asset Management inventory and program
implementation. In addition to these projects, the department will be contracting for street striping
and seal coating, resolving drainage issues, updating record drawings and preparing feasibility
reports for potential 2016 projects.
The primary objective of this position is to assist the Engineering Division of the Public Works
Department with construction staking, construction observation, records management,
geographical information (GIS) data and base mapping, engineering, project development,
planning, public requests and other Division functions as assigned. This position is intended for a
current or recent college student majoring in Civil Engineering, GIS, or other related field. The
pay range for this position is $10.00-$12.00 per hour.
Staff recommends that council authorize staff to begin the recruitment process for the
Engineering Intern position.
Item 2: Approval of 2015 Seasonal Staff Pay Matrix
In 2010, the City Council approved the Seasonal Staff Pay Matrix. Minnesota passed a new
minimum wage law that took effect August 1, 2014. The City of Mendota Heights is considered
a large employer so we are required to pay a minimum wage of $8.00. The minimum wage rate
is scheduled to increase to $9.00 on August 1, 2015.
Currently the starting pay for Recreation Staff I is $8.25 per hour. Step 2 is $8.50, Step 3 is $8.75
and Step 4 is $9.00. Staff is proposing the following hourly rate structure for Recreation Staff I
to comply with the Minnesota Minimum Wage Law.

INTRODUCTION
The Mayor and City Council of City of Mendota Heights would like to take this opportunity to extend a
warm welcome to the new City Administrator Mark McNeill.
Mark McNeill comes to the City of Mendota Heights with over 30 years of experience in local government,
including the last eighteen years as the City Administrator for the City of Shapokee. McNeill earned his
bachelor's degree in political science and business from University of Northern Iowa and a Master's of
Public Affairs degree from the University of Iowa. McNeill is also a Credentialed Manager with the
International City/County Management Association.
Mark McNeill will begin serving the City of Mendota Heights on Monday, February 23, 2015.

WHEREAS, the vision of the Boy Scouts of America is to prepare youth in America to
become responsible, participating citizens and leaders, who are guided by the Scout
Oath and Law; and
WHEREAS, Adam Whitcomb, a student at Henry Sibley High School, and a member
of Boy Scout Troop 264, has completed the requirements and received the rank of Eagle
Scout November 18, 2014, the highest rank in the Boy Scouts of America; and
WHEREAS, Adam's Eagle project included completing a butterfly garden restoration
project at Mendota Elementary. The project consisted of building five benches, weeding
two butterfly gardens, and building pits into the ground for future fitness stations; and
WHEREAS, twenty five friends, family and members of Troop 264 worked 4 hours to
complete the project on August 16, 2014; and
WHEREAS, Adam is also active in Cross Country, a captain for the Nordic Ski Team
and the Link Crew at Henry Sibley High School; and
WHEREAS, Adam Whitcomb serves as an example to youth through his high level of
personal achievement, leadership and community service and has made the City of
Mendota Heights, Minnesota very proud.
NOW THEREFORE BE IT HEREBY PROCLAIMED that the City Council of the
City of Mendota Heights hereby recognizes Eagle Scout Adam Whitcomb.

SUBJECT: Dakota County Presentation on the Proposed Mendota -Lebanon Hills Greenway —
Highway 110 Pedestrian Crossing
BACKGROUND
Dakota County staff has developed a Master Plan for the identified Mendota -Lebanon Hills
Greenway. Part of that Master Plan identifies a need for grade separated pedestrian crossing at
Highway 110 in Mendota Heights. This crossing would connect the Mendota -Lebanon Hills
Greenway to the River to River Greenway (formerly known as the North Urban Regional Trail)
on the north side of the highway. Dakota County has received a $1,000,000 grant through the
Metropolitan Council for construction of this crossing, and installation is scheduled for 2017 in
conjunction with the State Department of Transportation's plans for the rehabilitation of
Highway 110.
Jacob Rezak, Senior Project Manager for Dakota County, is here to provide an initial update on
where the County is with respect to the development of this project.
BUDGET IMPACT
None.
RECOMMENDATION
Staff recommends Council hear Mr. Rezak's presentation, ask any questions they may have, and
provide any comments.
