Recycling Opportunities
Jake Sedlacek attended a meeting with local
solid waste staff from across the county on
Thursday. One topic of discussion at the
meeting was the changing standards for what
recycling materials haulers will accept. While
each hauler has different standards, most are
now collecting plastic materials with the
numbers 1-5 on the bottom. This includes
bottle caps and yogurt cups.
Markets for recycled content are constantly
evolving and the equipment that rubbish
haulers have for sorting materials are getting
better all the time. Contact your provider to
find out what materials they can accept.
The county is also expanding what they can
accept at The Recycling Zone. You can see
the most up-to-date list on materials accepted
at www.dakotacounty.us.

Foreclosure Workshop
Foreclosures in Dakota County have been de-
clining slightly, but are still a reality in today’s
economy. The Dakota County Community De-
velopment Agency is hosting a foreclosure
workshop at their Eagan offices on March 22,
2012. If you know of families/individuals facing
potential foreclosures, please share infor-
mation on the workshop with them. The CDA
is a tremendous resource on the subject, and
will be sharing information on the wide range of
tools available to homeowners facing foreclo-
sure. A notice regarding the workshop has
been attached.

Unique Airport Opportunity
The Metropolitan Airports Commission is
seeking volunteers to participate in an emer-
gency preparedness exercise. On May 16,
2012, they will be simulating a plane crash to
test their response capabilities. The attached

In-person registration for junior golf leagues

Public Works
The Parks Crew picked up downed tree limbs from last week’s heavy
snowfall. They attended the spring workshop for the Minnesota Parks and
Sports Turf Managers Association at Northwestern College. The parks trailer
had its brakes repaired along with its wheel bearings. Units 505 & 506 were
prepared for summer storage. Repairs were made on truck 501 to fix a
broken hose and the cracked push ram was fixed.
The Utilities Crew cleaned grease off the floats at the Veronica lift station.
Root killer was applied on Summit Lane. Staff attended the Mendota
Heights safety training and regional safety meeting in South Saint Paul.
The Streets Crew cleaned off snow on the bridge deck on Mendota Heights
Road, Wagon Wheel Trail, and Acacia Blvd. On Saturday the streets were
salted. Maintenance was done on truck 303 to repair the front plow, which
had a broken spring from hitting a water box. The John Deere tractor was
washed, steam cleaned and greased.
Engineering
Lemay Lake Road Reconstruction – Staff is currently working on the road
section design. We are looking at the possibility of making the cul-de-sacs
24-feet wide to address some resident concerns. A second informational
meeting for area residents and property owners is anticipated in April. Final
plans are anticipated in May.
Marie Avenue Rehabilitation – Staff is waiting to receive comments from
MnDOT on the preliminary design. Final plans are anticipated by late March.
The striping plan will be mailed to Marie Avenue residents once completed.
Diane Road Neighborhood/Mendota Heights Road Rehabilitation – Staff is
waiting for MnDOT comments on the preliminary design. MnDOT review is
only required for the Mendota Heights Road portion of the project. Final
plans are anticipated by late March.
Dodd Road Trail Extension to Eagan –Eagan has a grant from Met Council to
widen Dodd Road south of I-494 to be constructed in 2014. Part of the
project is to add lane capacity to the entrance/exit ramp to/from I-494 on

the north side of the Interstate (in Mendota Heights). Eagan would like to
include a trail extension on the west side of Dodd Road from the I-494
Bridge to Mendota Heights Road. The City of Mendota Heights would need
to participate in the project for this to happen, but Eagan is offering to
include the design and construction of the extension under their contract.
Staff is working with Eagan on gathering cost estimate information on what
Mendota Heights’ participation level would likely be. More to come…
White Pine Senior Living PUD Amendment Application – Staff has revived
the latest version of the PUD Amendment plans from t he developer. Once
reviewed, staff will provide comments back to the developer. If deemed
acceptable, a letter will be sent to the developer granting approval of the
PUD Amendment plans.
Dodd Road/Highway 110 Intersection Pedestrian Improvements – Staff has
been answering questions from consulting firms interested in proposing on
the design work for the intersection project. Proposals are due on March
21st, and a staff recommendation for the selected consultant is anticipated
to be on the April 3rd Council agenda.
MnDOT & Dakota County Projects
The following projects are under the direction of MnDOT and Dakota County.
They are presented as information only. For more information on MnDOT

Highway 13 Resurfacing (MnDOT) – The Resurfacing of Highway 13, along
with drainage improvements and ADA upgrades between I -35W and
Annapolis Street (Burnsville to West St. Paul) is scheduled for the summer
of 2012. Segmented construction should be anticipated between May and
October of 2012. MnDOT will contact impacted Mendota Heights’ residents
with construction schedule news and road closure information. Detours
around the construction areas will be provided. The portion of Highway 13
from Mendota to I-35E will be exempted from this project and reconstructed
in 2015 under a separate MnDOT project.
Highway 110 Resurfacing (MnDOT) - A small portion of Highway 110 from
Lexington Avenue east to the I-35E Bridge, along with spot repairs between
Lexington and Highway 13 will be resurfaced during the summer of 2012. .
MnDOT is working with Dakota County to minimize conflicts with their
Lexington Avenue project (see below), also scheduled for 2012.
Turnback of Old Sibley Memorial Highway (MnDOT) – MnDOT intends to
vacate the Right-of-Way for the Old Sibley Memorial Highway. Concept
plans are being developed for the land use once it is vacated. The next
meeting is scheduled for April 20th at Camp Sacagawea in Apple Valley.
MnDOT will be contacting the two Mendota Heights businesses impacted by
the proposal prior to the April meeting.
Lexington Avenue Resurfacing (County) - Dakota County will be resurfacing
Lexington Avenue from Highway 110 south to Mendota Heights Road in
2012. NO expansion of Lexington Avenue is anticipated. Dakota County is
working with MnDOT to minimize conflicts with their Highway 110 project,
also scheduled for the summer of 2012. For more information contact the

Fill & Fly Tuesday 1227 hours
Officer Bobby Lambert responded to local service station and
spoke with the employee who advised that a few minutes earlier, a
silver Toyota Scion left without paying for gas. The car, bearing a
dealer plate, pulled up to the pumps, the mid-thirties, white male
driver pressed the pay inside button and pumped $38 worth of the
gas. He then put the pump away, jumped in the car and took off.
The license plate came back not on file but still pursuing leads.
Shoplifting Tuesday 2038 hours
The manager of a local service station called and requested to see
an officer regarding a theft that just occurred. When Officer Chad
Willson arrived on the scene, the manager showed him a video of a
heavy set B/F, mid 20’s, 5’5,” who walked into the store with black
plastic bag that she filled with items before leaving without paying.
Officer Willson watched the video, made a list of the items that
were stolen and verified the license plate on the green Ford Ranger
pickup truck as MN#TTX943. He attempted to trace the vehicle
back to the owner without success. The report, along with video
and still photographs, was forwarded to investigations for further
follow-up.
Crisis Intervention Tuesday 2148 hours
Officers VonFeldt and Fleming responded to an address regarding
text messages coming from a young man inside who was texting
that he was going to kill himself. Upon arrival, they were met by an
elderly female who was surprised to see police officers at her door.
When asked if there are any problems at her home, she stated,
“No.” When asked if she was there alone she replied, “No” and
opened the door wider so officers could see the young man sitting
on the couch. She identified him as her grandson, in speaking with
the young man he admitted to sending text messages to a number
of friends to get a reaction. Officer VonFeldt reviewed the text
messages which indicated the young man was planning on cutting
his wrists and jumping off the High bridge. He ultimately agreed to
go to the hospital for evaluation; HealthEast paramedics provided
the transport.
OFP Violations Wednesday 1050 hours
Officer Bobby Lambert received an after-the-fact order for
protection violation call. The victim she advised him that her ex-

boyfriend and the father of her child, had come to her place of employment and called
her, violating the court order. The order was in fact served and the conditions of the
order included no contact by phone or in person, and he was not allowed at her place of
employment. All potential locations for the suspect were checked without success;
forwarded to city attorney's office for prosecution.
Harassment Wednesday 1100 hours
SRO Jen Fordham was summoned to the main office regading a student being
harassed by an ex-student. Upon arrival she learned that an 18-year-old female senior
was being harassed by a former boyfriend who graduated the year before. Over the
next several days Officer Fordham was in the middle of a mass texting and Twitter
harassment complaint. After viewing the 53 missed phone calls within a 12 hour period
on the victim's phone, Officer Fordham called that number and made contact with the
young man. During the phone conversation, the young man agreed not to call or harass
the young lady anymore; immediately after hanging up, he again sent texts and
attempted to phone the young lady. Officer Fordham made contact with the persistent
young man a second time and advised him he would be charged at which point he sent
her multiple messages also, stating he simply wanted closure. The case been
forwarded to the city attorney's office pending a warrant being issued.
Warrant Arrests Wednesday 1401 hours
While on patrol in Officer John Larrive ran a routine license check on his in squad
computer of the vehicle in front of him. The registered owner's driving status showed
him as revoked and having an active warrant out of Grant County, MN. The vehicle and
driver/R/O was stopped soon thereafter and placed under arrest for an outstanding
warrant. After the driver was secured, the passenger was identified and found have two
active warrants one of Hennepin County and the other Stearns. With both parties in
custody, Officer Larrive proceeded to the Mendota Heights PD to process the two for
transport. A short time later he was advised that Grant County would not pick up the
driver so he was released with a citation. Passenger was transported to the Dakota
County Jail. At the jail they refused to accept it without hospital/medical clearance as
he advised that he is currently on an antirejection medication for an organ transplant.
Officer Larrive called back to the MHPD for authorization to transport the party to
Regina Hospital for medical certification; Chief Aschenbrener authorized him to release
the party as we would not be paying for an emergency visit doctor visit or organ
transplant anti-rejection medications. All in a day’s work, right?
Crisis Intervention Thursday 1342 hours
Sergeant Neil Garlock and Officer John Larrive responded to a call for help from a
homeowner who arrived home to find a strange woman standing in her kitchen. The
homeowner reported the woman left in a tan sedan while the officers were still in route.
Upon arrival the home was checked; nothing unusual was found and officers cleared. A
short time later another 911 call came from the same residence stating the woman was
back. When Sergeant Garlock and Officer Larrive arrived they located an unkempt,
disheveled female, stating she was at a residence in St. Paul. 72 hour health and
welfare hold was completed. HealthEast ambulance transported her to the hospital for
further evaluation. No charges pending.
Crisis Intervention Thursday 1703 hours
The DCC requested Officer Chad Willson contact United Hospital regarding a 72 hour

health and welfare hold. The previous shift had not dealt with any juveniles, so no one
was aware of why a 72 hour hold was necessary for United Hospital. After Officer
Willson made contact with United he learned the juvenile male had been transported
from the school counselor's office earlier in the day. Apparently his mother and school
staff were meeting with him when they determined that he needed to go to the hospital
for treatment. MHPD was not contacted, and an ambulance transported the young man
to the hospital and then to juvenile shelter before being placed into inpatient treatment.
Once the pieces were in place, Officer Willson filled out the form and faxed it to the
shelter to allow the young man to be held until he joined inpatient treatment.
Crisis Intervention Friday 1000 hours
Officer John Larrive responded to the middle school on report of an out-of-control
student. The DCC relay the fact that student was running through the school damaging
stuff, threatening staff and students. At one point, the student threatened to kill some
staff and attempted to throw a chair toward some students. The school, following
protocol, went into lock-down and security procedures were followed. Once Officer Scott
Patrick arrived the student remained as belligerent with officers as she was with staff.
After aggressively refusing to cooperate, she was ultimately arrested and escorted a
private and secure area. Her parents were contacted, but due to the charges, including
Terroristic Threats and 5th Degree Assault, she was transported to the DC JDC. Upon
closure of the incident, ISD 197 sent out a broadcast communication, explaining exactly
what occurred during the lockdown.
Crisis Friday 1212 hours
911 call to the DCC by parents about an out-of-control adult child in their home. Officer
Scott Patrick responded, but the young man fled the scene just moments before he
arrived. He did learn the mother was afraid for her and her family’s safety. The young
man has been irrational since moving home in June of 2011 after losing his job. Today
he was threatening to kill himself and others. Officers attempted to locate the young
man via his cell phone without success the parents were advised him multiple options
on how to handle the situation. At 1621 hours Sgt Garlock spoke with the caller who
advised the son was home and now calm. A transitional plan was worked out between
the young man and his father. No further assistance required.
Disturbance Friday 2236 hours
Officer Denise Urmann responded to a call of neighbors being disturbed by a light
shining in the window. The caller was upset because the officer wouldn’t tell the
neighbors to turn the lights inside off. The caller then yelled at the dispatcher and
refused to speak with the officer.
AOA Tuesday 2315 hours
Edina Police requested that MHPD check a house in the city to look for a suicidal man.
The party used to live in MH and left home today under suspicious circumstances.
House found to be secure and in the process of being remodeled. Edina advised.

Foreclosure Information Session – March 22
The Dakota County Community Development Agency (CDA) will be hosting a free foreclosure
information session on Thursday, March 22 from 6-7 p.m. at the CDA’s office located at 1228
Town Centre Drive in Eagan.
The session will include general foreclosure information about the foreclosure process and
possible loss mitigation options presented by certified housing counselors. The presentation will
begin promptly at 6 p.m. Individual appointments can be scheduled following the event, or a
housing counselor will be in contact with homeowners within two business days.
Pre-registration is requested. To pre-register, please call the CDA’s foreclosure intake line
at 651-675-4555.
After registering visit the CDA’s website at www.dakotacda.org/homeowners.htm to download
a foreclosure counseling application and authorization forms. Homeowners need to email, fax
or drop off the completed documents at least 24 hours in advance of the information session
on March 22. Documents can be emailed to skehoe@dakotacda.state.mn.us, faxed to 651-287-
8026 or dropped off at the CDA’s office. Packets should be addressed to CDA Foreclosure
Counseling Team.
If homeowners are unable to provide the required documents beforehand, please plan to arrive
at the session at 5:45 p.m. to complete the paperwork.
