Friday News 03 23 2012 March 23, 2012 March 23, 2012 Airplane Noise As the weather warms up, we tend to open our windows to let the spring air inside and spend more time outside. Unfortunately, we also tend to hear the airplanes flying over the city as well. The Metropolitan Airports Commission (MAC) has developed several very useful tools to monitor airplane noise and to report noise events. Simply go to www.macnoise.com and click on the “file a noise complaint” tab to register your complaint. You can also find the specifics about a particular flight or information about a time of day by clicking on the “flight tracker” tab. Both of these tools are very helpful and also assist the MAC and the city’s Airport Relations Commission in monitoring noise related complaint trends. Friday News Mendota Heights Weekly Report on City Activities Mendota Heights City Hall 1101 Victoria Curve www.mendota-heights.com (651) 452-1850 Recreation Registration Registration for recreation programs opened up this week—from 5:00 p.m. to 11:59 p.m. Monday evening, the city pro- cessed just over $15,000 in recreation pro- gram registrations for summer activities. The most popular program so far has been the Summer Playground Program— specifically the morning programs for ages four to seven. There are still plenty of great summer offer- ings—residents can sign up online, or in person at City Hall. Programming starts June 11, 2012, the week after the ISD 197 school year ends. Signs With warm weather upon us, the only thing popping up faster than our perennials seem to be the lawn signs at intersections across town. The only temporary signs allowed by code are for garage sales—this means that painting, window cleaning and other signs are illegal. Staff does our best to keep our corners free of this clutter. Remember if you do post garage sale signs to keep them out of the right of way, and make sure they are picked up after your sale. Doors will open at 7:30 am for networking and refreshments. The event will take place in the City Council chambers at City Hall. Par 3 Open for the Season One more sure sign of spring—the Mendota Heights Par 3 is opening this weekend. Come on out and en- joy the most affordable golf course in the area. With the recent rains and warm weather the grass is really greening up and we are working on getting the course in great shape. Public Works The Parks Crew hung the batting cage netting at Mendakota Park. They also dragged all the ball fields and installed bases at Mendakota Park and the Civic Center ball fields. Graffiti was painted over at Rogers Lake on the skate park equipment. The Utilities Crew applied root killing chemicals on Apache after cutting roots. Roots were cut in the sanitary sewer lines on Kay Avenue, Walsh Lane, Lilac Lane, Caren Road, the Caren easement, and the Victoria Court easement near Lexington Avenue. The Streets Crew took all plows, sanders, and wings off the plow trucks. The trucks are now ready for the spring street sweeping, which will be starting on Monday, March 26th. New blades were put on the chippers, and curbing damaged from snow plowing was repaired. Engineering Lemay Lake Road Reconstruction – Staff is completing the road section design, and the storm drainage calculations. We are proposing a narrower than normal cul-de-sac design to address some resident concerns. A second informational meeting for area residents and property owners is anticipated in April. Final plans are anticipated in May. Marie Avenue Rehabilitation – Once comments are received from MnDOT, staff will complete the design plans and bring to Council for approval and authorization to bid. Final plans are anticipated by late March. The striping plan will be mailed to Marie Avenue residents once completed. Diane Road Neighborhood/Mendota Heights Road Rehabilitation – Council approved the final plans and authorized advertisement for bid at the March 20th Council meeting. Bid opening is scheduled for April 11 th at 10:00am, and contract award is anticipated to be on the April 17th Council agenda. White Pine Senior Living PUD Amendment Application – The final PUD Plan Set Amendment package was delivered to City Staff today (3/23/12). Staff will analyze the application package for compliance with City Code and the terms of the settlement agreement with Mendota Mall Associates, LLC. A response to the final PUD Plan Set Amendment is anticipated next week. The Pipeline N E W S L E T T E R Public Works Engineering Code Enforcement April 23, 2012 Dodd Road/Highway 110 Intersection Pedestrian Improvements – Staff received three proposals for the design and construction administration work to improve pedestrian safety at the intersection of Dodd Road and Highway 110. Staff will review and score the proposals and make a recommendation to Council at their April 3rd meeting. Construction of the improvements is scheduled for the summer of 2013. Gun Club Lake Wantershed Management Organization (GCLWMO) – Staff attended the Quarterly meeting of the GCLWMO on Wednesday with the City’s newly appointed citizen representative, John Molinaro, and alternate representative Don Mockenhaupt. The board voted to approve a minor update to their Watershed Management Plan which is being mandated by the Board of Water and Soil Resources (BWSR). The board meets again in June at which time they will consider options of dissolving and merging with adjacent WMO’s or continuing on as an independent entity. Robert Street Transitway Alter natives Analysis Study (RSTAAS) – Staff attended the Technical Advisory Committee (TAC) meeting last week and the Steering Committee on Thursday of this past week. Mayor Krebsbach also attended the Steering Committee meeting. The TAC recently reviewed proposals from consultant teams for production of the Alternatives Analysis. MnDOT, Dakota County, and Ramsey County are looking for potential improvements to public transit in the Robert Street Corridor. The consultant team recommended by the TAC was approved by the steering committee and the project timeline was discussed. Final recommendations are anticipated in the Spring of 2014. MnDOT & Dakota County Projects The following projects are under the direction of MnDOT and Dakota County. They are presented as information only. For more information on MnDOT projects contact J.P. Highway 13 Resurfacing (MnDOT) – The Resurfacing of Highway 13, along with drainage improvements and ADA upgrades between I -35W and Annapolis Street (Burnsville to West St. Paul) is scheduled for the summer of 2012. The portion of Highway 13 from 2nd Street in Mendota to I-35E in Lilydale will be exempted from this project and reconstructed in 2015 under a separate MnDOT project. Highway 110 Resurfacing (MnDOT) - A small portion of Highway 110 from Lexington Avenue east to the I-35E Bridge, along with spot repairs between Lexington and Highway 13 will be resurfaced during the summer of 2012. MnDOT is working with Dakota County to minimize conflicts with their Lexington Avenue project (see below), also scheduled for 2012. Turnback of Old Sibley Memorial Highway (MnDOT) – MnDOT intends to vacate the Right-of-Way for the Old Sibley Memorial Highway. Concept plans are being developed for the land use once it is vacated. The next meeting is scheduled for April 20th at Camp Sacagawea in Apple Valley. MnDOT will be contacting the two Mendota Heights businesses impacted by the proposal prior to the April meeting. Lexington Avenue Resurfacing (County) - Dakota County will be resurfacing Lexington Avenue from Highway 110 south to Mendota Heights Road in 2012. No expansion of Lexington Avenue is being included with this project. Dakota County is working with MnDOT to minimize conflicts with their Highway 110 project, also scheduled for the summer of 2012.
