AIRPORT RELATIONS COMMISSION MINUTES
July 13, 2011
The regular meeting of the Mendota Heights Airport Relations Commission was held on
Wednesday, July 13, 2011 at 7:00 p.m. at City Hall, 1101 Victoria Curve, Mendota
Heights, Minnesota.
The following commissioners were present: David Sloan, Robin Ehrlich, Sally
Lorberbaum, Gina Norling, Jun Neuharth and Kevin Byrnes
Absent: Bill Dunn and Gretchen Keenan
Also present: Liz Petschel and David McKnight
Approval of Minutes
A motion was made by Commissioner Lorberbaum, seconded by Commissioner Neuharth
to approve the minutes of the May 11, 2011 ARC meeting. Motion passed unanimously.
NOC Meeting Update
Councilmember Liz Petschel provided an update of the last NOC meeting and previewed
the July meeting that will be held in the next week. The long term comprehensive plan
issue and some upcoming open houses on this topic were discussed.
The SMAAC group has requested time on the July NOC meeting agenda to present some
of their concerns. This group has sent letters recently to MAC officials and made
unprofessional comments in regards to MAC staff.
Jon Bergman who is the rotating cities representative to the NOC is interested in
continuing to serve in this capacity. There may be another individual who has an interest
in this seat.
The new chairs of the NOC will be elected at the July meeting.
2011/2012 Work Plan
Chair Sloan recommended that this item be brought back to the August ARC meeting so
there could be more time for discussion. Discussion occurred among members about the
format of the plan, action steps, work assignments and other issues. These will all be
discussed in the next few months as the plan is updated.
ARC Staffing
I
City Administration David McKnight shared that with his departure as city administrator
in August; most likely an interim administrator will be named. Mr. McKnight stated that
he will bring the interim administrator to the August meeting so they could start to build a
working relationship with this person.
Items of Interest
Commissioner Lorberbaum reviewed charts she had created on the number of complaints
received by city versus the number of departures. Discussion occurred on how best to
tweak this information to make it more Mendota Heights specific.
Commissioner Ehrlich reviewed the May MAC meeting discussion about airport
revenues and Delta's plans for concourse G.
Commissioner Neuharth reviewed the SPC charts he created reviewing runway 12L and
nighttime operations. The purpose of the charts was to show at what level we should be
concerned about increases on specific runways each month. Commissioners liked the
data that was presented.
Commissioner Norling reviewed charts she created tracking specific noise events.
Additional information from MAC will be requested to clarify some of the current
information that is shared each month.

DISCUSSION
Included with this memo is the 2009 ARC work plan for your review. At the July meeting
commissioners asked that a majority of the August meeting be spent on updating the 2009 plan. I
included this plan so you can see the issues that were placed on the plan. My suggestion is to
focus on the work topics and not worry too much about the format, etc. City staff will take care
of that issue once your plan content is complete.

Commission
Mendota Heights City Code (2-4-6) establishes the following powers and duties for the Mendota
Heights Airport Relations Commission:
A. The Airport Relations Commission shall advise the city council on matters pertaining to
airport noise and operations at Minneapolis - St. Paul international airport•
