CITY OF MENDOTA HEIGHTS DAKOTA COUNTY, MINNESOTA AIRPORT RELATIONS COMMISSION MINUTES April 6, 2011 The regular meeting of the Mendota Heights Airport Relations Commission was held on Wednesday, April 6, 2011 at 7:00 p.m. at City Hall, 1101 Victoria Curve, Mendota Heights, Minnesota. The following commissioners were present: David Sloan, Robin Ehrlich, Sally Lorberbaum, Bill Dunn, Gina Norling, Jim Neuharth and Kevin Byrnes Absent: None Also present: Gretchen Keenan, Liz Petschel, Danielle Cabot and David McKnight Approval of Minutes A motion was made by Commissioner Dunn, seconded by Commissioner Neuharth to approve the minutes of the March 9, 2011 ARC meeting. Motion passed unanimously. Introduction of Members All members of the ARC introduced themselves and shared their background information. Commissioners welcomed Commissioner Byrnes who was attending his first meeting since being appointed by the City Council. Airport 101 Presentation Chair Sloan asked Liz Petschel to provide the new members with an Airport 101 orientation. Ms. Petschel is the former chair for the Airport Relations Commission and a current member of the City Council. Ms. Petschel reviewed a number of issues related to the Minneapolis/St. Paul International Airport including: 1. Dual track study process that took place in the 1980's 2. 2030 airport long term comprehensive plan 3. Airport runway layout 4. Runway 17/35 history 5. Runway use system 6. Noise Oversight Committee 7. Crossing in the corridor 8. Area navigation 9. Continuous decent approach 10. MAC/NOC/FAA staff 11. Airport noise lawsuit history 1 In addition, Ms. Petschel took time to review each section of the most recent technical advisors report that is included in the monthly meeting packet. Members asked a number of questions and a significant amount of dialogue occurred on the history of each of these issues. The members thanked Ms. Petschel for her time spent on this matter. Farmington FAA Center Tour City Administrator David McKnight shared that he had two possible dates set up to tour the Farmington FAA Center. Mr. McKnight will send the two dates out to commission members and select the date that is available to the most members. Items of Interest Chair Sloan asked that members bring items of interest that they would like to track to the May meeting for discussion. These can be any items that commissioners may have an interest or curiosity in. McKnight, City Administrator SUBJECT: 2009 ARC Work Plan DISCUSSION During the March 2011 ARC meeting the issue of the 2009 work plan was discussed. A request was made to bring this document back for review during 2011. A copy of the 2009 work plan is included with this memo for your review. Having not been here when this document was developed I was very impressed with the document and the goals that were achieved. Updating this document for 2011/2012 would be an excellent project for ARC. RECOMMEND ACTION Review the document and provide staff with direction on plans for the next work plan. Mendota Heights City Code (2-4-6) establishes the following powers and duties for the Mendota Heights Airport Relations Commission: A. The Airport Relations Commission shall advise the city council on matters pertaining to airport noise and operations at Minneapolis - St. Paul international airport. B. The Airport Relations Commission is expected to monitor proposed rules, procedures and programs which impact the air noise situation within the city and to make recommendations to the city council regarding strategies to mitigate the city's air noise exposure. C. The Airport Relations Commission shall have such other duties and powers as granted by the City Council from time to time. (Ord. 290, 4-20-1993) 1 8/2009 4 In an effort to mitigate airport noise in the Mendota Heights community and assure equity of the current runway use system, the Commission has given high priority to the following issues: High Priority Actions 1. Participate in noise studies — Environmental Impact Statement, Part 150 Study. 2. Develop and strengthen our partnerships with MAC, the FAA, legislative leaders and other government bodies regarding airport issues. 3. Monitor airport operations to ensure equitable use of runways. 4. Continue efforts to keep planes in the air corridor over Mendota Heights. 5. Continue input and dialog with the MSP Noise Oversight Committee (NOC). 6. Monitor test of RNAV procedures and encourage implementation of RNAV procedures off 12L and 12R. 7. Review residential land use in Mendota Heights, particularly developable parcels that may be affected by airport noise. 8. Monitor nighttime restrictions on aircraft operations. 9. Advocate for conversion from hush kitted to Manufactured Stage III and Stage IV aircraft. i ) 10. Observe ongoing changes in fleet mix. 11. Provide oversight of 2030 Plan. 12. Provide communications to residents regarding airport issues. McKnight, City Administrator 04A SUBJECT: 60 DNL Update DISCUSSION The City Council discussed the ABC's request to set 60 DNL as the standard for noise mitigation The consensus of the council was to send meeting on May 3, 2011. in Mendota Heights at their this request through the Planning Commission for consideration since it will require a change to our zoning ordinance. The council seemed generally in favor of this request and will have a chance to formally consider it once it goes through the Planning Commission. Councilinernber Petschel did an excellent job of summarizing the issue for the council and the public. This will likely go to the Planning Commission in June and before the council at the first meeting in July. -D-vi-nmi"FND ACTION None. McKnight, City Administrator 00 SUBJECT: June Meeting Tour Reminder DISCUSSION Please let this memo serve as a reminder that as a part of the June 2011 ARC meeting we will be touring the Farmington Air Traffic Control Center. The tour will take place on Wednesday, June 8, 2011 at 6:00 p.m. It takes about 30 minutes to get to Farmington so we will need to meet at City Hall in time to get to Farmington by 6:00 p.m. In order to gain access to the facility you must meet the following criteria: 1. All visitors must be U.S. citizens and provide government issued picture identification. 2. All visitors must be 16 years of age or older. 3. All visitors must pass through security metal detectors. 4. Photographs are prohibited without written approval from the air traffic control manager and security manager. 5. Cellular:telephones must be shut off during tours of the operations floor. 6. Visitors must be escorted by an FAA employee at all times. 7. Certain circumstances may cause a tour to be cancelled on short notice.
