AIRPORT RELATIONS COMMISSION MINUTES
November 10, 2010
The regular meeting of the Mendota Heights Airport Relations Commission was held on
Wednesday, November 10, 2010 at 7:00 p.m. at City Hall, 1101 Victoria Curve, Mendota
Heights, Minnesota.
The following Commissioners were present: Liz Petschel (Chair), Robin Ehrlich (Vice
Chair), Sally Lorberbaum and David Sloan.
Absent: Lyle Odland and Bill Dunn
Also present were: David McKnight, Sandra Krebsbach and Danielle Cabot (Patch.com).
Approval of Minutes
A motion was made by Commissioner Sloan, seconded by Commissioner Lorberbaum to
approve the minutes of the October 13, 2010 ARC Meeting with corrections. Motion
passed unanimously.
Airport Noise Report and NOISE
City Administrator David McKnight reviewed information he gathered on the Airport
Noise Report and the city's membership in the NOISE organization. The city has been a
member of NOISE since at least 1998. The annual membership fee is $770, which does
not have anything to do with the Airport Noise Report that we receive. The annual cost
to receive the Airport Noise Report is $800. Chair Petschel reviewed the Aviation News
website she found. Commission members discussed the pros and cons of the Airport
Noise Report. City Staff will contact the Airport Noise Report to see if there is a possible
reduced price available. Commissioner Ehrlich will contact Aviation News about what
they have to offer.
Minneapolis 60 DNL Issue
City Administrator David McKnight reported that the City of Minneapolis recently
approved a resolution establishing 60 DNL as the airport noise threshold for preventive
and corrective measures in the environs of Minneapolis/St. Paul International Airport.
They have also asked neighboring cities to take similar action. Richfield and Eagan will
consider similar resolutions this month. Chair Petschel explained how this issue evolved
from the lawsuit between cities and the MAC. All commissioners were in favor of
incorporating the 60 DNL. The ARC will look to see if Eagan and Richfield pass

resolutions and bring this issue back with a formal resolution request from the ARC to the
City Council.
December Meeting
Motion was made by Commissioner Sloan, seconded by Commissioner Lorberbaum to
cancel the December 2010 meeting.
Award Nomination
Commissioner Ehrlich did not understand the response we received on the award
application. The consensus of the commission was to have staff review the letter and
apply again for the award in 2011.
MAC Commissioner
Commissioner Ehrlich was concealed about the last meeting with our new MAC
commissioner. Commissioners will continue to develop the relationship with Mr.
McClung. The ARC will invite Mr. McClung back in the spring of 2011 to a less formal
meeting.

DISCUSSION
Mendota Heights City Code section 2-4-3 establishes that at the organizational meeting of the
Airport Relations Commission held in February of each year, the commission shall elect a
chairperson and a vice chairperson from among its members. The terms of such officers shall be
for a period of one year.
I recommend that the Airport Relations Commission conduct elections to elect a chair and vice
chair for 2011.
ACTION REQUIRED
If the Airport Relations Commission agrees with my recommendation members should conduct
elections to elect a chair and vice chair for 2011.

At your November 10, 2010 Airport Noise Commission meeting you asked me to check with the
creator of the Airport Noise Report to see if there was a possibility of receiving a reduced price
from the $800 annual subscription fee to continue to receive this report._I did check into this
item and was informed that there was no option for a reduced rate for 2011. They stated that
with the limited subscriptions they have for this product that it would not be feasible for them
fmancially to offer a reduced rate.
With that in mind I have not renewed the subscription for the Airport Noise Report and we have
not been receiving this publication since mid-January.
RECOMMEND ACTION
I recommend that the Airport Relations Commission discontinue the Airport Noise Report
subscription due to the high cost of this service.
If the Airport Relations Commission agrees with my recommendation a motion should be made
to discontinue the Airport Noise Report subscription due to the high cost of this service.

At your November 10, 2010 Airport Relations Commission you discussed the issue of possibly
supporting 60 DNL as the standard for airport noise correction. At that time we decided to wait
until we knew what the cities of Eagan and Richfield were doing on this topic. We knew at that
time that Minneapolis had already passed a resolution in support of this issue.
Since that time staff has learned that both Eagan and Richfield have passed resolutions in support
.of this issue. Copies of these resolutions are attached for your review. A copy of the 2030 60-64
DNL contours map is also included for your review.
Staff is looking for direction on whether this is something that the Airport Relations Commission
would like to consider in February or at a later meeting to recommend to the city council for
consideration.

RESOLUTION NO. 2010- 10-45
A RESOLUTION ESTABLISHING 60 .DNL AS THE AIRPORT NOISE THRESHOLD FOR
PREVENTATIVE AND CORRECTIVE MEASURES IN THE ENVIRONS OF MINNEAPOLIS -ST.
PAUL INTERNATIONAL AIRPORT
WHEREAS, residents of the City of Eagan are subject to airport noise as a result of operations at
Minneapolis -St. Paul International Airport and will continue to be subject to airport noise for the foreseeable
future; and
WHEREAS, FAA has determined that the responsibility for determining acceptable and permissible
land uses and the relationships between specific properties and noise contours in-tesponse to locally determined
needs and values in achieving compatible land uses rests with local authorities; and
WHEREAS, in 1.996 the Minnesota Legislature decided to expand the existing Minneapolis/St. Paul
International Airport and directed MAC to develop a noise mitigation plan examining measures to 60 DNL; and
WHEREAS, in 1996 the MSP Noise Mitigation Committee adopted recommendations including noise
mitigation to the 60 DNL and recommended a modified program to homes through 55 DNL; and
WHEREAS, on October 28, 1996 MAC approved the recommendations of the MSP Noise Mitigation
Committee, including extending the residential sound insulation program for the area encompassed by the 2005
DNL 60 contour, but did not approve a modified program to the 55 DNL; and
WHEREAS, the State of Minnesota Advisory Council on Metropolitan Airport Planning, pursuant to
the Legislature's direction to review the recommendation and comment to the Legislature, reviewed the /-
recommendation and concl.&.ed with the Commission's recommendation; and
WHEREAS, the Metropolitan Airports Commission in their 2001 and 2004 Part 150 studies stated that
they considered a standard of 60 d$ for eligibility in the MAC Sound Insulation Program; and
WHEREAS, Metropolitan Council's Land Use Policy guidance indicates that residential land use
within the 60 DNL contour is inconsistent without sound attenuation; and
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE
CITY OF EAGAN, MINNESOTA, that 60 DNL is the City. of Eagan's airport noise threshold for preventive
and corrective noise mitigation and the one -mile buffer zone is the City of Eagan's threshold for land use
planning and development standards in the environs of the Minneapolis -St. Paul International Airport.
BE IT FURTHER RESOLVED that all airport comprehensive plans, environmental studies and noise
compatibility studies shall analyze airport noise impacts to at least the 60 DNL and address preventive and
corrective measures to the 60 DNL contour, and

REPORT DESCRIBES PLAN FOR DEVELOPING
MULTIMODAL NOISE AND EMISSIONS MODEL
On Dec. 15, the Transportation Research Board issued a report recommending
that the Federal Aviation Administration's Aviation Environmental Design Tool
(AEDT) be used as the basis for developing a multimodal transportation environ-
mental analysis tool.

"Highways and passenger and freight railroad lines lead into and around air-
ports. As a result, rarely does one transportation source dominate the environmental
impact in and around the airport," the report notes. "Despite this relatively close
proximity, the standard course of action is to qualify airport expansion projects and
noise and emissions mitigation decisions using single -modal impact. Availability of
a multimodal noise and emissions model would help inform airport and public poli-
cymakers charged with evaluating and making decisions on expanding transporta-

EL SEGUNDO , LAWA, FAA WORDING ON DEAL
TO MAKE SOME HOMES RE -ELIGIBLE FOR SIP
The Federal Aviation Administration, Los Angeles World Airports (LAWA), and
the City of El Segundo, CA, are in the process of working out a deal under which
some of the estimated 3,400 homes that lost their eligibility for soundproofing due
to an updated and shrunken noise contour line will regain eligibility.
The FAA informed the City in July that it would not provide sound insulation
fielding for homes located outside an updated noise contour line on the Master Plan
for Los Angeles International Airport that serves as the eligibility boundary for par-
ticipation in the LAX Residential Sound Insulation Program (22 ANR 95).
FAA had agreed to fund insulation of 5,600 homes in El Segundo that were lo-
cated within the 65 CNEL contour line of the airport's Part 150 Airport Noise Miti-
gation Program.
However, in a recent update to its Master Plan, LAWA adopted a 65 CNEL con-
tour line based on predicted noise contours for 2015. Using that contour line, only
an estimated 2,200 homes in El Segundo qualify to participate in the Residential
Sound Insulation Program.

"The purpose of this study is to create a framework for
developing a tool that would allow for the assessment of the
noise and. air quality impacts on the population from each
transportation source, assess the total costs and impacts, and
assist in the design and implementation of mitigation strate-
gies. This model would enable more efficient use of federal,
state, and local funds. In addition to public sector entities, this
capability would be made available to airports, airport con-
sultants, and others as a framework for conducting environ-
mental assessments for regulatory, business, and community
purposes.
"The goal of ACRP Project 02-09 is to produce a compre-
liensive Model Development Plan (MDP) that will guide fu-
ture development (by others) of a model to facilitate
integrated quantification of multimodal noise and emissions,
as well as economic analysis of alternative scenarios."
The ACRP Panel guiding the project participated in an
evaluation of five possible model development approaches
put forward by the research team. They decided that the best
approach to developing the model is to build on the FAA's
Aviation Environmental Design Tool. The AEDT "is part of
an integrated suite of tools used to perform comprehensive
environmental. and economic analyses, which allows policy
decisions to be made in a more informed way," the report ex-
plains.
Development of the multimodal environmental analysis
tool is recommended to take place in a phased fashion that
would take at least eight years but would result in a usable
product at each development stage.
The ACRP report was prepared by Thomas Connor of
Wyle Laboratories; Anthony Atchley and Joyce Rosenbaum
of Peri State University; Greg Fleming and others from the
Volpe Research and Innovative Technology Administration
Environmental Measurement and Modeling Division; and Ian
Waitz of Ian A. Waitz Consulting.
NextGen
Incoming Chairman of the House Committee on Trans-
portation and Infrastructure Rep. John L. Mica (R -FL) and
Subcommittee on Aviation top Republican Rep. Thomas E.
Petri (R -WI) have promised to conduct "vigorous oversight"
of the Federal Aviation Administration's implementation of
NextGen in light of recent criticism of the FAA.
The Department of Transportation Office of Inspector
General released a letter on Dec. 21 to Committee leaders de-
scribing the FAA's difficulties in delivering the benefits asso-
ciated with its air traffic control modernization plan, known
as NextGen. The letter also detailed flue Inspector General's

concerns with the FAA's oversight of the $2.1 billion dollar
foundational modernization program known as En Route Au-
tomation Modernization, or FRAM.
"This is yet another in a succession of assessments that
are critical of the FAA's efforts," Mica and Petri said. "We
need to get to the bottom of these delays in the FRAM. pro-
gram. ERAM is a critical element of the FAA's NextGen
plan. The Aviation Subcommittee will pursue vigorous over-
sight of the FAA's NextGen implementation plan focusing on
the FAA's efforts to deliver measurable NextGen benefits so
that taxpayer dollars are not wasted."
"FAA needs to tighten up its oversight of this critical and
costly modernization program. Delay in delivering NextGen
benefits is unacceptable. Congress, the traveling public, and
the aerospace industry have all been promised much by the
FAA on how NextGen will improve the efficiency of the Na-
tional Airspace System, reducing fuel burn and environmen-
tal impacts, while improving the passenger experience. It's
time for the FAA to begin delivering measurable NextGen
benefits over the next few years to build the confidence of
passengers, operators, and Congress," said Mica.
Last September, a RICA task force recommended mid-
term actions for advancing NextGen. RTCA is a private, not-
for-profit corporation that develops consensus -based
recommendations regarding communications, navigation, sur-
veillance, and air traffic management system issues. It func-
tions as a Federal Advisory Committee. RTCA's
recommendations are used by the FAA as the basis for policy,
program, and regulatory decisions and by the private sector
as the basis for development, investment and other business
decisions.
The RTCA task force findings and recommendations re-
garding implementing NextGen "are consistent with our
work, covering areas such as maximizing the use of equip-
ment already on aircraft and new procedures, enhancing in-
formation sharing among FAA and airspace users, and
reducing delays," the DOT Inspector General told the House
Transportation and Infrastructure Committee.
"FAA is incorporating RTCA's recommendations in its
NextGen plans but has not specified how it will execute key
initiatives for addressing delays in major metropolitan areas,"
the DOT Inspector General said.
"For example, FAA is still working to establish definitive
milestones to integrate new airspace designs and procedures
at metroplex locations. FAA also has yet to establish a mech-
anism for integrating metroplex initiatives with programs to
better manage airport surface operations. At the same time,
FAA faces several organizational, policy, logistical, and train-
ing challenges that could impede NextGen implementation in
the midterm; these include working across diverse agency
lines of business and establishing policies on data
sharing. FAA must also resolve implementation problems
with critical modernization projects, such as En Route Au-
tomation Modernization (ERAM) —a $2.1 billion NextGen
tool for processing flight data — which has experienced soft-
ware problems and delays at key sites."

OPPOSE FAA AIRSPACE CHANGE
New Jersey State Sen. Kevin O'Toole (R) announced
Dec. 16 that lie has enlisted the support of two veteran con-
gressmen in his fight against the Federal. Aviation Administra-
tion's plan to change airline routes ill the New York/New
Jersey/Philadelphia metropolitan area.
FAA is implementing the airspace redesign to reduce
chronic delays at airports in this area. The airspace redesign
plan has cleared environmental review and withstood a court
challenge.
As part of its airspace redesign plan, FAA plans in the
spring to revamp the westbound departure flight patters for
JFK International Airport and smaller Long Island satellite
airports.
The New Jersey Coalition. Against Aircraft Noise
(NJCAA) said the airspace change will fundamentally shift
westbound departure tracks from these airports over the most
densely populated part of the metropolitan area, including
Long Island, New York City, and northern New Jersey.
O'Toole recently enlisted the aid of Rep. Rodney Frel-
inghuysen (R -NT) and Rep. Robert: Andrews (D -NJ) to com-
bat the FAA plan.
Rep. Frelinghuysen, a member of the House Appropria-
tions Committee, introduced two amendments to the fiscal
year 2008 and 2010 Transportation Housing and Urban De-
velopment Appropriations bills to prevent any funding for the
FAA's redesign plan.
Frelinghuysen has also attempted to require the FAA to
pursue alternatives to its current air flight redesign plan for
the New York/New Jersey area.
"As the 112th Congress is set to commence, I assure you
that I will work with Rep. Andrews to pressure the FAA,"
Frelinghuysen said in a letter to O'Toole.
Andrews, in his letter to O'Toole, expressed his desire to
work in a bipartisan fashion to oppose "this unnecessary pro-
gram."
"As I have said for many years I believe this program is a
waste of taxpayer dollars and that it will not lead to any sig-
nificant
ibnificant reduction in flight delays," said O'Toole
"I appreciate the efforts of the members of Congress to
stand with me and many others who oppose the FAA's flight
plan changes that will negatively impact the lives of thou-
sands of people," said Sen. O'Toole "I think it is terrific that
we have bipartisan support to stand up for the residents of
New Jersey."
"The FAA's current plan that increases air traffic volume,
Jet engine noise and air pollution over crowded suburban
areas is simply not acceptable," said tine senator.
"While I understand the task of the FAA is to decrease
flight delays that inconvenience travelers, I reject the notion
that improving on-time flight performance outweighs the
rights and the quality of life of the permanent homeowners of
North Jersey," said O'Toole.
O'Toole also has sent a proposed resolution opposing
the FAA's change in flight paths to two dozen local and
county governments in his district in Bergen, Essex and Pas-
saic, NJ, counties.,
Correction
In the lead article that ran in the Dec. 17, 2010, issue of
Airport Noise Report, it stated that, "The LUBA ruling struck
down a City of Hillsboro, Or, ordinance imposing avigation
easements on approximately 7,000 homes near Hillsboro Air-
port, which the Port of Portland owns."
The Port of Portland provided the following correction to
that statement:
"The ordinance in question was developed to implement
State of Oregon law (ORS 836 and OAR 660-013) which re-
quire local governments to adopt compatible airport land use
policies. The ordinance was the result of a cooperative effort
of an advisory committee made up of local citizens and local
government staff from a broad base of agencies.
"The ordinance would not impose avigation easements on
7,000 homes near the airport. The ordinance applies to ap-
proximately 7,000 individual properties, many of which are
not zoned residential. Avigation easements would only be re-
quired for certain types of new development and only in cer-
tain zones around the airport. Existing home owners would
not be required to provide an avigation easement as a result
of this ordinance.
"These zones were developed based on criteria recom-
mended in the California Airport Land Use Planning Hand-
book and national guidance provide by the Transportation
Research Board.
"The exact text from the ordinance regarding avigation
easements is as follows:
"Within Compatibility Zones 2, 3, 4, or 5, land divisions
such as partitions, subdivisions, or condominiums, and De-
velopment Review approvals for multi -family residential de-
velopment of any size, or non-residential structures exceeding
10,000 gsf, shall be conditioned to require provision to the
Port of Portland of an Avigation Easement and an Aiuport Ac-
tivity Disclosure Statement. Documentation of the recorda-
tion of the Avigation Easement and Airport Activity
Disclosure Statement shall be provided prior to issuance of
Certificates of Occupancy.
"Applications for increased densities of residential devel-
opment may be approved if implementation. of such increased
densities can be conditioned to be constructed consistent with
the safety and compatibility standards in this Ordinance re-
garding building height and noise management. Approvals
by the City of increased residential densities shall be condi-
tioned to provide an avigation easement and an Airport Activ-

65 CNEL contour line for 2015 will be eligible for sound insulation.
Elliott Black, acting director of the FAA Office of Airport Planning
and Programming, told Lindsey that federal policy and procedures con-
cerning the use of airport revenue "permit use of airport revenues for a
reasonable period of time to complete projects in an approved noise miti-
gation program in the `buffer zone' between the CNEL 65 and 60 dB con-
tours under certain circumstances."
This is reasonable in the case of El Segundo, where noise mitigation
projects were previously approved and part of a settlement agreement, and
the city relied on noise maps that became outdated — and because the ex-
isting noise contour in this area is still generally consistent with the previ-
ously approved contour, Black told LAWA.
The FAA official said LAWA can use airport revenue to finish sound-
proofing the homes in the buffer area but only until Dec. 31, 2015. LAWA
can use existing Passenger Facility Charge revenue but not new PFCs.
Airport Improvement Program (AIP) funding is not available for
homes in the buffer zone, FAA said. It is not yet clear bow many homes
are in the buffer zone. A map showing the revised eligibility area for the

Piedmont Triad to Issue Rrq P for NOMS on Jan. 4th
The Piedmont Triad Airport Authority will issue an RFP for a Noise
and Operations Monitoring System for Piedmont Triad International Air-
port on Jan. 4, 2011.
A non -mandatory, pre -proposal conference on the RFP will be held on.
Jan. 13, 2011, at 10 a.m. at the Airport Authority's offices.
Proposals are due by 2 p.m. on Feb. 3, 2011, at the Airport Authority's
offices. All proposals will be time -stamped upon receipt and held in a se-
cure place until the deadline.
The Airport Authority will evaluate the proposals from Feb. 3, 2011,
to March 22, 2011.
