AIRPORT RELATIONS COMMISSION MINUTES
March 9, 2011
The regular meeting of the Mendota Heights Airport Relations Commission was held on
Wednesday, March 9, 2011 at 7:00 p.m. at City Hall, 1101 Victoria Curve, Mendota
Heights, Minnesota.
The following commissioners were present: David Sloan, Robin Ehrlich, Sally
Lorberbaum, Bill Dunn, Gina Norling, and Jim Neuharth
Absent: Kevin Byrnes and Gretchen Keenan
Also present: David McKnight
Approval of Minutes
A motion was made by Commissioner Dunn, seconded by Commissioner Lorberbaum to
approve the minutes of the February 9, 2011 ARC meeting. Motion passed unanimously.
Introduction of Members
All members of the ARC introduced themselves and shared their background information
relating to family, employment and history in Mendota Heights. The members of the
commission welcomed new members Gina Norling and Jim Neuharth. New
commissioner Kevin Byrnes was in Florida and will be in attendance at the April 2011
meeting.
Orientation Process
Chair Sloan shared that he has asked Liz Petschel to provide the new members with an
Airport 101 orientation. Liz will be asked to attend the April 2011 meeting as all
members had an interest in hearing this presentation. City Administrator David
McKnight shared that he had distributed the Introduction Books to the three new
members. He also shared that the orientation process for this commission is unlike other
commissions or jobs. The ARC deals with complicated issues and he felt that the
orientation process actually takes about one year. All ARC members offered their
assistance to the new members.
Chair Work Plan
Chair Sloan shared his initial thoughts about potential issues and presentations for 2011.
Some of the items shared by Chair Sloan and complimented by commissioners included:

Chair Sloan stated that this issue will be brought back at future meetings for discussion.
Mr. McKnight stated he would start the process for bringing MAC Commission McClung
back for an informal discussion and check into the possibility of touring the Farmington
FAA center.
60 DNL Issue
Mr. McKnight reviewed a draft resolution that he put together that supported establishing
60 DNL as the airport noise threshold for preventive and corrective measures in the
environs of the airport. This issue was shared initially by the city of Minneapolis with
similar resolutions being passed by Eagan and Richfield. Commissioner Dunn made a
motion to recommend the city council approve the resolution, Commissioner Ehrlich
seconded the motion. All in favor voted in support of the motion. Mr. McKnight will
bring this issue to the April 5, 2011 city council meeting for consideration.
Open Meeting Law Review
Mr. McKnight provided the annual review of the open meeting law and how it impacts
the ARC. This law is in place to make sure that government decisions are made in an
open forum that the public is allowed to attend. This was the annual review of this issue
that each of the commissions and the city council receive each year.
Acknowledge Receipt of Various Reports/Correspondence
The commissioners took extra time to review each of the reports that are included in the
monthly packet for the benefit of the new members. The reports that were reviewed
included:

Commissioner Comments
Commissioner Lorberbaum brought up the issue of televising ARC meetings. She would
like commissioners to think about this issue for a future discussion. She stated that some
council members have expressed support for this. Commissioner Ehrlich asked how
many council members this was. Commissioner Lorberbaum stated one. Commissioner
Dunn expressed his concern that meetings that are televised sometimes become more of a
performance. Commissioners will continue to discuss this issue at future meetings.

come an increasing number of complaints
from Eagan residents about noise at the
airport -- more than 80,000 complaints over
the last six years since a new north -south
runway opened in 2005.
Since 2005, Eagan has led all cities in the
numbers of complaints.
Last year, Eagan residents registered more
than 14,000 noise complaints, which was
about the same number as in 2009. The
highest total was in 2008, when nearly
22,000 complaints came from Eagan.
In January of this year, Eagan residents again
filed more noise complaints (508) than from
any other community. Minneapolis was

"The new runway resulted in a noise impact
over many areas of Eagan that were not
previously exposed," said Denise Miller, E
agan's assistant city administrator and one
of the city liaisons with the airport.
Noise abatement
Eagan was among the cities that sued the
airport years ago over noise complaints,
resulting in the airport spending hundreds of
millions of dollars for noise mitigation in
surrounding neighborhoods.
As part of a 2007 settlement of a lawsuit over
airport noise, hundreds of homes in Eagan
and elsewhere, such as south Minneapolis,
were remodeled to minimize noise problems.
But that has not eliminated the problem,
especially in Eagan, city and airport officials
acknowledge.
"Based on calls made to the city of Eagan,
there are homeowners in Eagan that continue
to be frustrated by airport noise," Miller said.
She said most of the Eagan noise complaints
are coming from residents who are just
outside the area eligible for noise mitigation
money but who continue to be bothered by
planes landing or taking off on the new
runway.
Airport officials say they sympathize with
Eagan residents, but there is not much they
can do. Flight operations are run by the
Federal Aviation Administration, said Chad
Leqve, manager for aviation noise and
satellite programs for the Metropolitan
Airports Commission (MAC), which operates
the airport.
"The airport has no control over runway use
at all," Leqve said. "The FAA is the ultimate
overseer."
Which runway to use?
What has Eagan officials especially upset is
that MSP in recent years has seen a decline of
millions of passengers since its height a few
years ago of about 3 8 million travelers.
That has not led to a decline in the use of the
north -south runway that causes most of
Eagan's noise complaints.

Eagan -Mendota Heights Corridor. He and
others believe this makes sense in light of the
reduced traffic at the airport.
"With the events of 9/11, the merger of
Northwest with Delta, and the economic
turndown, operations at MSP have been
significantly reduced," Thorkildson said. "Yet,
the FAA is sending flights over a residential
area when the industrial area to the north is
not ... used to [its] potential."
The FAA's position is that the runways are
being used to maximize efficiencies at the
airport, which last year served more than 32
million travelers.
However, the FAA last year started a years -
long study of navigation efficiency at MSP to
see what, if anything, it needs to change,
used.
Eagan and airport officials hope the FAA
study might alter the runway usage, which
has many eastbound flights first going south
and then making a left turn over Eagan before
traveling east.
"The city wants to see the corridor used to
the greatest extent possible to reduce the
number of departures off of [the north -south

runway], which runs largely over residential
areas of the community," Miller said.
Last Tuesday, the airport's Noise Oversight
Committee, of which. Eagan is a member, sent
a letter to the FAA reiterating its concerns
over noise and how they should be taken
into consideration for any operational
changes the agency might make at MSP.
"The city is hopefid the FAA will seriously
consider the criteria being recommended by
the Noise Oversight Committee," Miller said.
"The FAA has authority over runway use. The
city is asking that the FAA ... reduce the
number of overflights on sensitive land uses,
including the residential areas of central
Eagan."

representative aircraft type during take -off measured in EPNL dBA (Effective Perceived Noise
Level).
-EPNL is the level of the time integral of the antilogarithm of one-tenth of tone -corrected perceived
noise level of an aircraft flyover measured in A -weighted decibels.
NOTE 2: Due to flight tracking data enhancements, the air carrier operations counts for Last Year
included in this report have been updated to reflect revised aircraft type counts. Please refer to the
