Public Works
The Parks Crew dug and installed a drainage ditch at the Kensington soccer
fields. The tennis courts were cleaned. Soccer fields were fertilized. The
Valley Park trail repair was paved. Downed brush was hauled out of the
parks. The Marie Park hockey rink removal was finished.
The Utilities Crew checked the lift stations daily. The transducer went bad
at the Centre Pointe lift station and a new one was installed. The high water
alarm went off at the St. Thomas lift station because rags were stuck in
pump. Two rags were removed. Sanitary sewer lines were cleaned along
High Point Road, Field Stone Drive, Copperfield Drive, Watersedge Terrace,
Pond View Drive and Court, Stone Road, and High Point Court. Weeds were
pulled at the Culligan and Lilydale lift stations.
The Streets Crew did sign work. The dump gate was fixed. Mowing of
weeds was finished. Some of the barricades were removed from Jacks
Manufacturing. Centre Point Drive was blacktopped. Concrete was broken
up at the storage site so it could be hauled away.
Engineering
City Projects (construction year)
Hunter Lane/Orchard Place Neighborhood Improvements (2013) The
project is considered substantially complete and minor repairs have been
made to the base course of asphalt. The wear course (final lift) is scheduled
for installation by the end of July, depending on weather.
Highway 13 Trail Connection (2014) Construction is anticipated to begin
shortly. A water main will need to be lowered in conjunction with this
project. Saint Paul Regional Water Service will lower the main as soon as
they have a crew free to do the work. The contractor is ready to start
immediately after the water main correction.
Victoria Road Reconstruction & Rolling Green Neighborhood Rehabilitation
(2014/2015) The first (2014) phase of the project will reconstruct Victoria
Road from Highway 13 in Lilydale to Marie Avenue and rehabilitate the
Stratford/Walsh/ Rolling Green neighborhood. Construction is underway.
Temporary water main has been installed, and removal of the old roadway
along with water main replacement has begun. Reclaimed pavement
material is being temporarily stored at Marie Park. Substantial completion

date for the project is September 27.
Wentworth Avenue & Pilot Knob Road Trail Rehabilitation Projects (2014)
The trails on Wentworth (Wachtler to Dodd) and Pilot Knob Road (I-494 to
Highway 13) are scheduled for rehabilitation this summer. Tree trimming
and removal along the trails has begun, and construction is anticipated in
late July or early August.
Preventative Maintenance (Crack Sealing & Sealcoating) Contract (2014)
Crack sealing is complete, and sealcoating will follow later this month for
designated neighborhoods. Those scheduled to receive a chip seal coat on
their streets are Park Place, Highland Heights including Mayfield Heights
Road, Copperfield, and North Ivy Falls. Additional neighborhoods are
receiving crack sealing only. Homeowners are not assessed for this work,
and will have access to their properties during construction. Temporary
(hourly) no parking areas will be posted on streets being seal coated.
Marie Avenue/I-35E Erosion Repairs (2014) Staff has been working with
MnDOT on a project to repair erosion that has taken place in the northeast
quadrant of the Marie Avenue and I-35E intersection. The project is being
advertised. Bid opening is scheduled for July 30th.
Kensington Neighborhood Rehabilitation (2015) City Council authorized
staff to produce a Feasibility Report for the project. Once complete, the
Feasibility Report will be presented to City Council (anticipated for the

August 19 meeting), and they will decide whether or not to proceed with
the project design. The project is being developed at the request of the
Kensington Homeowners Association.
County Projects
Delaware Avenue Resurfacing (2014) Dakota County will be resurfacing
Delaware Avenue from Highway 110 south to I-494. This project will not
widen or alter the lane alignment of Delaware, but will provide a new
asphalt driving surface and new striping. The 2-3 week construction project
is expected to begin the first week in August.
Lexington Crosswalk at Victoria (2014) This project will install a center
median in Lexington on the north side of the Victoria intersection and
provide for a crosswalk to connect the trails on the east and west of
Lexington. The left turn lane from southbound Lexington to eastbound
Victoria will be removed. Construction is expected to begin during the first
half of August.
Lexington Avenue Sealcoating (2014) Dakota County will be seal coating
(chip seal) Lexington Avenue from Vail Drive to Mendota Heights Road in
July. This is a preventative maintenance measure to increase the life of the
pavement that was put down in 2012 as part of the mill and overlay project.
State Projects
Highway 149 (Dodd Road) Reconstruction (I-494 to Highway 55 Eagan)
This project is underway, and will reconstruct Dodd Road from the I-494
Interchange to Highway 55 in Eagan. Construction is expected to be
substantially complete this summer. Detours will be posted as needed.
I-35E Guardrail Installation (2014) MnDOT will be installing new guardrails
along I-35E between Highway 13 and the Marie Avenue bridge. Staff
attended the pre-construction meeting on Tuesday morning. The work is
part of a metro-wide project, and the Highway 13 portion could happen
anytime between August and September of next year. Notice will be given
to the City prior to work beginning. Lane closures and traffic delays should
be expected during off-peak travel times. Installation work is expected to
last less than 2 weeks.
Other Activities
MN2050 Staff attended the quarterly meeting of the MN2050 group on
Monday. MN2050 is producing a series of documentaries on the current
state of our infrastructure and the importance infrastructure has on our
daily lives. The documentaries are being produced in conjunction with TPT.

Traffic Tickets and Auto Insurance Rates

Gas Drive Off Friday 15:40 hours
Officer Peyton Fleming responded to a report of a gas drive off. The employee who was working was unable
to get a description of the suspect or a license plate. The area was checked but there was no further evidence
or suspects found.
Medical Friday 20:43 hours
Officer Michael Shepard was dispatched to a report of a female who had called 911 asking for an ambulance because
she was very intoxicated. Officer Shepard arrived at the front door which was standing open and announced himself.
He heard a womanÓs voice say to come inside the home. He walked in and found the female resident sitting on a chair
completely naked in front of her sliding glass door with the curtains open. When Officer Shepard asked why she didnÓt
have any clothes on she stated, ÐI couldnÓt get them to work.Ñ A PBT indicated a BAC of .18. Paramedics were called
per the femaleÓs request.
Theft Saturday 16:10 hours
Officer Peyton Fleming met with a Mendota Heights resident who stated that upon returning home after being out of
town she discovered several pieces of jewelry valued at $11,150 missing. The victim states she did lock her doors before
she left. There were no signs of forced entry and no suspects. At this time it is unknown if the items were stolen or
misplaced. This case remains under investigation.
Child Endangerment/AOA Saturday 18:47 hours
Officer Michael Shepard assisted the MN State Patrol with a three vehicle crash. Officer Shepard found the occupants
of the third car which had rear ended the middle car which pushed into the lead vehicle. The male driver was
extremely intoxicated and ultimately arrested by the MN State Patrol for DWI. Officer Shepard observed a female
passenger holding an infant. After speaking with the female passenger Officer Shepard observed that she smelled
strongly of alcohol. A PBT administered by a state trooper gave a result of .18 BAC. It was determined by Officer
Shepard and the other state troopers that the female passenger was not sober enough to care for her child. Dakota
County Crisis was consulted and emergency foster care was found for the baby. The two dogs found in the vehicle
were taken to Four Paws and the female passenger was sent to Ramsey County Detox. The drivers of the other two
vehicles declined ambulance service.
Dog Bite Monday 08:24 hours
Officer Bobby Lambert responded to a report of a dog bite. The mother of the victim stated that on Friday evening her
son was riding his bike when the neighborÓs dog ran off of the neighborÓs property and bit him on the back of his leg.
On Saturday the mother reported the incident to the neighbor. The veterinarian told the mother that the dogÓs rabies
vaccination had expired in 2013 and the victim was sent to the hospital to receive his first round of shots. Officer
Lambert notified the dogÓs owner of the 10 day quarantine period. The dogÓs owner complied and was also issued a
citation for not registering his dog with the city of Mendota Heights per city ordinance 5.3.2.

Fraud Monday 11:24 hours
Officer Bobby Lambert took a report from a resident who reported four fraudulent charges on their company credit
card. The card was closed and she issued a new card by her credit card company. At this time it is unknown how the
card was compromised. There are no known suspects and this case remains under investigation.
OFP Violation Monday 20:50 hours
Officer Michael Shepard and Officer Steve Meyer were dispatched to an Order For Protection (OFP) violation
in progress. The caller indicated that the suspect was intoxicated and that part of his conditions for release
were to abstain from alcohol. When officers arrived the caller acknowledged that she was allowing the suspect
to stay with her in spite of the court ordered active OFP she had against him stated the suspect had left on
foot. Officer Meyer and Officer Todd Rosse attempted to locate the suspect. The suspect was located and
taken into custody by Officer Shepard. He was transported to Dakota County Jail and booked for violation
of an order for protection. Charges against the female victim are under consideration for aiding and abetting
a violation of order for protection.
Fraud Thursday 09:24 hours
Officer Bobby Lambert responded to a report of fraudulent credit card charges made to a victimÓs account.
The bank informed the victim the charges were made internationally and totaled $400. The victim stated she
does not make on-line purchases and has no idea how her account information was compromised. This case
is under investigation.
Fire Thursday 22:54 hours
Officer Todd Rosse, Officer Peyton Fleming, and Reserve Officer Randy Pentel responded to a residential
garage fire. No one was inside the garage at the time. Mendota Heights Fire Department arrived on scene
and officers assisted in the control of pedestrian and vehicular traffic. The fire department extinguished the
fire and contained it to the detached garage before the fire spread further. Officers spoke with parties present
at the fire and no one reported any suspicious activity or persons around the property. The Fire Marshal will
conduct a complete fire investigation. One person was transported to the hospital for possible smoke
inhalation.
