October 31, 2014 N E W S The Pipeline L E T T E R Public Works Engineering October 31, 2014 Code Enforcement Public Works The Parks Crew mulched leaves at City Hall, Friendly HillsPark, Fire Hall and Rogers Lake Park. Brush was brought to the bonfire site. They helped the Utilities Crew jet the sanitary sewer lines. The fence was repaired at the Friendly Hills rink. New wax rings were installed on the toilets at Kensington Park. The Utilities Crew repaired the water boxes on Pilot Knob Road, Commerce Drive, and Wagon Wheel Court. The sanitary sewer lineswerecleaned along Huber Drive; there was a lot of gravel in in the line. Roots were cut in the sanitary sewer line along the Pagel Road easement down to Mohican Lane. A sanitary sewer inspection was done on Oak Street. They assisted the Parks Crew with leaf clean up, and picked up brush on Dodd Road after a storm sewer repair. The Streets Crew did blacktop patching on Pond Circle East, South Plaza Drive, the fire station, Mendakota Court, and Ivy Hill Drive. The bonfire pile was pushed up during the week. The new street maintenance crew member, started on Monday. Leaf sweeping will start on Monday and one crew will start on the north end and one crew will start on the south end. Engineering City Projects (construction year) Highway 13 Trail Connection (2014)–The project is underway. Saint Paul Regional Water Service has completed lowering a water main and the trail construction will begin shortly. The new trail segment will connect The Summit to Lilydale Road along Highway 13. Project completion is expected by mid- November. Victoria Road Reconstruction & Rolling Green Neighborhood Rehabilitation (2014/2015)–Staff is hoping to finalize this project in the coming weeks. Most work is complete. Minor striping and punch list items remain. Public meetings on the second phase of the project (south of Marie Avenue) are expected in November/December of this year. Wentworth Avenue & Pilot Knob Road Trail Rehabilitation Projects (2014) – Both the Wentworth and Pilot Knob Trail pavements have been replaced. Backfilling around new pavement and final landscape seeding is underway. Kensington Neighborhood Rehabilitation (2015)–City Council authorized staff to produce a Feasibility Report for the project. This Feasibility Report was accepted th at the Council’s October 7meeting, but Council did not call for a public hearing to advance the project to its next phase. Council chose to wait until after the Capital th City Council Improvement Plan (CIP) Budget is presented at the November 5 meeting to make a decision on when this project would take place. The project is being developed at the request of Kensington Homeowners Associations. Storm Drainage System Repairs (2014)–City Council approved purchase orders for culvert repairs associated with the storm that took place earlier this summer. The contractor should begin work on the culverts on Willow Lane and northeast of Dodd Road and Marie Avenue within the next week or two. County Projects River to River Greenway Realignment (2014/2015)–Construction is nearing completion for this year. The new trail hasbeen paved along Warrior Drive,north to Marie Avenue,and east to the Ridgewood Lane crosswalk. The remainder of the Marie Avenue trail will be paved in the comingweek. Pedestrian access points along Warrior Drive are prepped and scheduled tobe paved next week. The “speed table” has been installed on the Henry Sibley High School drive entrance off Warrior Drive.Parking on the east side of Warrior Drive is anticipated to be restored next week. No Parking areas necessitated by the County aspart of the th meeting, and project will be presented to City Council at their November 5 permanent signs will go up after Council approval. These will be at the two pedestrian access points (50 feet of no parking each) and the 250 feet immediately south of the Henry Sibley High School entrance drive. Parking on the west side of Warrior Drive remains prohibited per City Code. River to River Greenway Master Plan–The North Urban Regional Trail (NURT) has been re-named by Dakota County as the River to River Greenway. Dakota County has begun the process of developinga Master Plan for the entire Greenway, which runs from the Big Rivers Regional Trail in Lilydale and the Mississippi River Regional Trail in South Saint Paul. Staff me with County staff and their consultants on Thursday to discuss the development of the Master Plan. An nd update is scheduled to be provided at the December 2City Council meeting. State Projects Highway 149 (Dodd Road) Reconstruction (I-494 to Highway 55 –Eagan)–This project is nearing completion. Modifications are underwayat the exit/ entrance ramps from Dodd Road to I-494. Construction is expected to be complete by the end of November. Contact the City of Eagan for more information. Other Activities Future Cities Competition–Staff met with Future Citiesteam members at Friendly Hills Middle School on Wednesdayto continue work on this year’s project. This year’s theme is, “Feeding a Future City,” and will focus on urban and suburban agricultural services for city population. In addition to the normallyrequired land use planning, and infrastructure development, students will have to incorporate the growth and production of one protein and one vegetable in such a quantity to ththth feed their city population. Although all 6, 7, and 8grade students are completing the program, only three teams can advance to the State competition, which is held on the University of Minnesota campus in January. The three teams have been selected, and they are preparing for the competition. Students have completed their projectessays and are working on theirSimCity computer models. Next, the teams will write their project narrative, build a scale model of their City, and develop an oral presentation that will be made at the State competition. Metropolitan Council Environmental Services (MCES) 2015 Sanitary Sewer Rate and Surcharge–Staff has been working with representatives from MCES for the past several weeks on resolving issues surrounding theproposed rates for sanitary sewer service for 2015. The proposed rate increase for 2015 is 12%, and there is a proposed surcharge over and above the rate increase due to the City exceeding our allowed daily discharge amount on June 19, 2014 (the day of the big rain storm). The City is negotiating with MCES on reducing or eliminating the surcharge and a decision on the surcharge should be forthcoming. Once resolved, we can begin to negotiate the rate increase. Gorgos stopped the vehicle and made contact with the driver who was unable to roll the windows down so opened the door and slurred something to the effect she couldn't roll down the windows. He knew instantly by her slurred speech, watery eyes and the smell of alcoholic beverage that she was under the influence. In checking her drivers license, the status came back as revoked. Gorgos asked the driver to perform field sobriety tests which she failed and she was arrested for DWI. Traffic Stop/Drugs Saturday 23:17 hours While on routine patrol, Officer Nick Gorgos observed a vehicle with a front headlight and a rear brake light out. The vehicle was stopped and when contact was made with the driver, an odor of fresh marijuana was emanating from the vehicle and a small plastic bag was seen near the passenger side floorboard. The driver and the other passengers were asked to exit the vehicle so officers could conduct a search. The search resulted in finding a wooden cigarette holder containing marijuana, a grinder, and two small baggies inside a book bag also consisting of marijuana. The owner of the book bag admitted that the marijuana was in fact hers. The driver was issued a citation for the inoperable headlights and the passenger was issued a citation for possession of marijuana. Vehicle vs Mailbox Sunday 00:20 hours Officer Peyton Fleming was dispatched to the area of Annapolis Street on a vehicle vs mailbox complaint. Upon arrival he was met by the complainant who stated she was traveling west on Annapolis when her tire blew out causing her to briefly lose control of her vehicle, jump the curb and then strike a mailbox. The mailbox was knocked off its basel Her car was towed and contact was attempted with the homeowners of the mailbox. Suspicious Person/Mental Health Sunday 08:02 hours Officers inside the PD heard a bang and a car alarm towards the PD parking lot. When looking out the window, they noticed a male coming towards the PD lobby. While observing him, he ripped the wanted persons poster off the wall, threw it on the ground and walked out the door. Officers then walked out to confront him, noticing a wooden flag case on the ground with smashed glass in it as well as a fire extinguish- er. The male admitted to being bi-polar and having mental health issues. He said he stole the extinguisher from a gas station and discharging it all over his car in the PD parking lot. It was soon discovered he had re- cently walked out of a Eagan Perkins without paying his bill. An Eagan officer came to this location to deal with the walk-out and the stolen extinguisher and then the male was transferred to the hospital on a mental health hold. Property Damage Accident Monday 05:47 hours Officer Nick Gorgos was dispatched to a location on a vehicle injury accident report. Upon arrival, he noticed a vehicle on a grassy area with the front end barely touching the tree. In speaking with the driver, he seemed very confused and unable to ask questions. Gorgos noticed several bagged newspapers in his vehicle and thought he might be a newspaper delivery man. He asked the man if he was under the influence and he stated, ÐNo.Ñ A PBT test revealed he was not. HealthEast was called to observe the male and mentioned he may be having some sort of cardiac or coronary issue.
