AIRPORT RELATIONS COMMISSION MINUTES
November 9, 2011
The regular meeting of the Mendota Heights Airport Relations Commission was held on Wednesday,
November 9, 2011 at 7:00 p.m. at 1101 Victoria Curve, Mendota Heights, MN.
The following commissioners were present: David Sloan, Sally Lorberbaum, Jim Neuharth, Kevin
Byrnes, and Bill Dunn
Absent: Gina Norling, Gretchen Keenan
Also present: John Mazzitello
Approval of Minutes
A motion by Commissioner Dunn, seconded by Commissioner Neuharth to approve the minutes of the
September 14, 2011 ARC meeting, with minor corrections. Motion passed unanimously.
NOC Meeting Update
Commissioners reviewed the agenda packet for the upcoming November 16, 2011 NOC meeting and
made the following comments:
- Commission Chair Sloan is planning on attending the meeting
- The meeting will be much longer than normal due to the number of program updates on the
agenda
- Commission is particularly interested in the review of comments from the October 25�' Noise
Public Hearing held by MAC Noise Program staff
- Commission is interested to see the demonstration of the interactive MACNOISE web page
which is scheduled for demonstration at the meeting
- Commission is interested in trying to get a system in place that can notify concerned residents of
upcoming runway closures
2011/2012 Work Plan
A motion was made by Commissioner Lorberbaum and seconded by Commissioner Dunn to approve the
2012 Work Plan. The Motion passed unanimously. The 2012 Work Plan will be presented to Council by
Commission Chair Sloan at the December 20, 2011 meeting.
MAC 2012-2018 Capital Improvement Plan (CIP) Update Memo
Commission reviewed the memo.
MAC Aerial Mapping Proiect
Commission commented on the project and the area it covers. Commission asked staff to notify local
newspapers and media of the project so the public could be notified.
DNL60 Ordinance Amendment Process
Staff presented questions asked by Planning Commission at their September 27, 2011 meeting that they
wanted the ARC to address. Council Member Liz Petschel addressed the questions for ARC review.
Commission reviewed Council Member Petschel's responses and determined them to be accurate and
complete.
A motion was made by Commissioner Lorberbaum and seconded by Commissioner Dunn to refer
answers to Planning Commission questions back to the Planning Commission for inclusion in their
November 22, 2011 meeting.
Items of Interest
Commissioner Dunn presented his noise statistics table of noise sensor data that compares the Mendota
Heights sensors to the South Minneapolis and Richfield sensors. It was stated that the statistics do lend
some credence to the issues raised by Minneapolis residents at the October 25, 2011 MAC Noise Public
Hearing
Articles provided by Commissioner Byrnes were discussed. Commission offered compliments on the
quality of information provided by Commissioner Byrnes
Acknowledge Receipt of Various Reports/Correspondence
October 2011 reports were not available at the time of agenda packet publication, so there were no
reports to acknowledge.
Upcoming Meetings
A motion was made by Commissioner Lorberbaum and seconded by Commissioner Dunn to ask City
Council to approve cancellation of the December ARC meeting under the provision that if a significant
issue arises, the Commission could convene a meeting. The motion passes unanimously.

January 18, 2012
The regular meeting of the Mendota Heights Airport Relations Commission was held on Wednesday,
January 18, 2012 at 7:00 p.m. at 1101 Victoria Curve, Mendota Heights, MN.
The following commissioners were present: Sally Lorberbaum, Kevin Byrnes, and Gina Norling
Absent: David Sloan, William Dunn, Jim Nauharths, and Gretchen Keenan
Also present: Public Works Director/City Engineer John Mazzitello, City Administrator Justin Miller,
Council Members Liz Petschel & Ultan Duggan, and Commissioner Designee Paul Portz
Approval of Minutes
Minutes could not be approved due to lack of quorum. Commissioners in attendance reviewed minutes
and no corrections were made. Approval of the Minutes will be carried forward to the February meeting.
Noise Oversight Committee (NOC) Meeting Update
Council Member Duggan spoke about the bi-monthly meetings of the City Representatives to the NOC
and how this group was instrumental in convincing the Metropolitan Council to review the MAC Long -
Range Comprehensive Plan every 5 years. He also praised the work Council Member Petschel has done
with regards to the NOC.
Council Members Petschel and Duggan recapped the January 18 2012 NOC meeting including:
1. Review of a presentation provided by MAC in response to complaints received form
neighborhoods in South Minneapolis about departure noise.
2. Summarized the recommendation of the preferred alternative outlined in the Environmental
Assessment (EA) for the Long -Range Comprehensive Plan. Summary included discussion about
a letter delivered to the NOC form the City of Minneapolis asking for a delay in the
recommendation due to concerns over departure noise in South Minneapolis.
3. Suggested a letter be sent to the MAC from the ARC, through the City Council to support the
noise mitigation plan outlined in the preferred alternative of the EA
4. Stated the RNAV implementation for approaches will be implemented in 2013 followed by
implementation for departures.
5. Reviewed the program studying the health effects of prolonged noise exposure due to airports.
Study being conducted by the National Organization to Ensure a Sound -Controlled Environment
(NOISE). In the 1990's the Twin Cities was the subject of a study on the health effects of
airplane noise by the University of Oregon. PARTNER will analyze the medical records of 55
million people nation-wide to identify trends in health issues due to airport noise.
Introduction of new City Administrator, Justin Miller
City Administrator Miller introduced himself and gave a brief background on his experience.
DNL 60 Ordinance Amendment Process
Public Works Director Mazzitello stated the Ordinance passed the City Council as recommended by the
ARC and Planning Commission. The map referenced in the Ordinance will update annually with the
revisions to the MAC noise contour map.
MAC 2012-2018 Capital Improvement Plan (CIP) Update Memo
Commission reviewed the memo. No substantial changes to the project list were noted.
January Noise Complaints
Public Works Director Mazzitello states he had received several calls about airport noise north of
highway 110 during the week of January 9`b. He contacted the MAC and learned that a combination of
military activity and a change to the Saint Paul Airport flight pattern due to an emergency utility repair
cause the temporary diversion in the MSP flight pattern.
Joint ARC Meeting with Eagan and Inver Grove Heights
The City of Eagan has requested to host a joint meeting of the ARCS from Eagan, Mendota Heights, and
Inver Grove Heights. The proposed meeting would be on May 80 at 7:00pm at Eagan City Hall.
Commission will discuss the joint meeting at their February meeting.
Commission Items of Interest
Commissioner Norling presented her report on the Sensor 23 noise monitoring noting an increase in
nighttime operations in November and a continued higher level of noise events over 80db.
Commissioner Lorberbuam presented her analysis of noise complaints filed by city and departure traffic
by city noting the trend of changing departure patterns by city.
Articles provided by Commissioner Byrnes were discussed.

Statistical departure operation charts were presented.
The monthly reports for November were acknowledged.

Commission noted the change in date for the upcoming City Council meeting form February 7`h
to February 8a', and the rescheduled ARC meeting from February 8th to February 15th.
Public Comments
Commissioner Designee Portz asked for a list of acronyms used by the Commission. City Administrator
Miller stated he had a list in an orientation folder, and that Mr. Portz would likely learn of the acronyms
used during his orientation.
Commissioner Lorberbaum asked that the 2012 Work Plan be posted on the City web page, that copies be
placed in the City Hall lobby, and that the Commissioners be sent a copy of the final approved plan.

Subject: Joint meeting with MH and IGH ARC
Good morning,
The Eagan Airport Relations Commission (ARC) would like to host a joint meeting with the Mendota Heights ARC and
Inver Grove Heights ARC on Tuesday, May 8 at 7 p.m. in the Eagan City Council Chambers. We typically have a joint
meeting between the Eagan and Mendota Heights ABCs every couple of years. It has been about two years since we last
met at Mendota Heights City Hall. This year, Eagan's ARC thought it would be beneficial to include the Inver Grove
Heights ARC as well.
The purpose of the meeting would be to dialogue about airport issues facing each city, and determine if there are any
issues that could be addressed cooperatively amongst the three cities. The Eagan ARC will be preparing an agenda for
the meeting, and input from MH and IGH is certainly encouraged. The hope is for the meeting to be informal by nature,
and be a conversation of sorts between the three respective commissions.
Can you let me know if your airport commissions would be interested in this kind of meeting, and if so, will May 8 at 7
p.m. be an acceptable time? Thank you both!

SUBJECT: City Council Resolution in Support of NOC Recommendations
At the January 18'h ARC meeting, the commission suggested that the city council approve a
resolution supporting the recent Noise Oversight Committee's recommendation to further
mitigate homes in areas of Minneapolis that could see an increase in noise due to projections
provided by the Metropolitan Airports Commission.
The City Council, at their February 8th meeting, approved the attached resolution. Staff will send
a signed copy to the MAC for their files.

RESOLUTION EXPRESSING SUPPORT FOR THE NOISE OVERSIGHT COMMITTEE'S
RECOMMENDATION REGARDING POTENTIAL CHANGES RELATED TO THE DRAFT
MSP 2020 IMPROVEMENTS EA/EAW
WHEREAS, The Noise Oversight Committee (NOC) is a group of stakeholders impacted by the
effects of airplane noise generated by air traffic at Minneapolis/St. Paul International Airport; and,
WHEREAS, at their January 18th meeting, the NOC received a report regarding proposed
improvements to the airport and the environmental impacts of such improvements, including changes to
existing airplane noise contours; and,
WHEREAS, the NOC approved a motion recommending that "the MAC Planning,
Development and Environment Committee recommend to the MAC Full Commission that noise
mitigation in the Draft MSP 2020 Improvements EA/EAW be provided in a manner consistent with the
provisions of the Consent Decree, offering the same mitigation, per noise impact level, with eligibility
defined by the 2020 Alternative 2 -Airlines Relocate DNL noise contours, beginning when the threshold
of 484,897 total operations is reached or in the year 2020, whichever comes first." and;
WHEREAS, the Mendota Heights Airport Relations Commission (ARC), when learning of this
action, recommended that the Mendota Heights City Council approve a resolution supporting the NOC's
actions;
NOW, THEREFORE, BE IT RESOLVED, that the City Council of Mendota Heights supports
the recent actions taken by the Noise Oversight Committee in asking the Metropolitan Airports
Commission to provide noise mitigation packages to homes impacted as projected in the Draft MSP
2020 Improvements EA/EAW.

10 noise events were DAL818. This aircraft appears to have a departure schedule of 10:23-
10:29A1VI. It is an MD80 and will either have 91dBA or 89dBA readings.
Recommend lobby and/or request for complete listing of aircraft noise events for Sensor 23 next
month. Analysis of offending aircraft >=80dB is recommended, not just top 10 loudest events.
