CITY OF MENDOTA HEIGHTS DAKOTA COUNTY, MINNESOTA AIRPORT RELATIONS COMMISSION MINUTES February 15, 2012 The regular meeting of the Mendota Heights Airport Relations Commission was held on Wednesday, February 15, 2012 at 7:00 p.m. at 1101 Victoria Curve, Mendota Heights, MN. The following commissioners were present: David Sloan, William Dunn, Sally Lorberbaum, Kevin Byrnes, Paul Portz and Gina Norling Absent: Jim Neuharth and Gretchen Keenan Also present: City Administrator Justin Miller Approval of Minutes Lorberbaum made a motion, seconded by Portz to approve the November 9, 2011 minutes (unanimously approved). The minutes of January 18, 2012 were reviewed and since it was not an official meeting due to a lack of a quorum, the minutes were noted as correct. Introduction of New Commission Paul Portz Commissioners introduced, themselves to the newest commissioner, Paul Portz, and Portz provided his i background to the commission. Election of 2012 Chair and Vice -Chair Dunn made a motion, seconded by Lorberbaum, to nominate David Sloan as the commission chair for 2012. Dunn then made a motion, seconded by Sloan, to nominate Lorberbaum as Vice -Chair. All voted in favor. Joint ARC Meeting with Eagan and Inver Grove Heights The commission mentioned how joint meetings in the past with Eagan had been productive and thought holding it again this year would be beneficial. The commission agreed to discuss potential agenda topics at the March commission meeting. Lorberbaum made a motion, seconded by Dunn, to hold the meeting in place of the regularly scheduled May ARC meeting. All voted in favor. Draft 2012 Visiting Speaker Schedule The commission reviewed the list provided by staff and suggested that the following names/topics be added to the list: Chad Leqve and Carl Rydeen (MAC and FAA Staff), Jeff Hamiel (MAC Executive Director), and a person familiar with RNAV technology. Miller said he would work on getting speakers lined up for future meetings. This process is conducted every ten years to re -draw district lines based on census data. The new reaps will have an impact on Mendota Heights in regards to how we are represented at both the state and federal levels. At the state level, we will now be in Senate District 52 (currently represented by Senator Jaynes Metzen). However, our city has been split into two house districts - 52A (currently represented by Rep. Rick Hansen) and 52B (currently represented by Rep. Joe Atkins). The dividing line between the two districts is roughly Highway 110. At the federal level, we will now be in congressional district two, which is currently represented by Congressman Jolm Kline. Since Rep. Atkins and Congressman John Kline will be new representatives for Mendota Heights, the commission might want to consider inviting them to a future ARC meeting. Commissioner Portz and I attended the February Metropolitan Airports Commission meeting and introduced ourselves to Executive Director Jeff Hamiel. We inquired about his interest in attending a future ARC meeting and he was very interested in doing so. We have scheduled Mr. Hamiel to attend the April 1 I'll meeting, and he would like some direction on topics the commission would like to have him discuss. Sensor 23 .Analysis From Commissioner Norling. Summary Last month concern was reported over an inconsistent pattern in aircraft louder than 80dB. This month showed a downward trend that appears consistent with seasonal wind patterns. However, a concern in the uptick in Nighttime operations is reported. Especially considering that the operations have switched to east -bound traffic departing on 12L. SPECIAL NOTE: Starting the weekend of March 9-12, the Norling residence experienced a new nighttime departure pattern of 05:18.
