AIRPORT RELATIONS COMMISSION MINUTES
April 15, 2009
The regular meeting of the Mendota Heights Airport Relations Commission was held on
Wednesday, April 15, 2009, at 7:00 p.m., in the Council Chambers at City Hall, 1101
Victoria Curve, Mendota Heights, Minnesota.
The following Commissioners were present: Liz Petschel, Chair; Bill Dunn, Sally
Lorberbaum and Dave Sloan, Commissioners.
Also present were: John Bergman, Apple Valley Council and NOC at -large representative;
Gretchen Koenen, Sunfish Lake; Jim Danielson, City Administrator; Jake Sedlacek,
Assistant to the City Administrator; and Mary Heintz, Recorder.
Not Present: Robin Ehrlich, Vice Chair; Joe Hennessy and Lyle Odland, Councilmembers.
Approval of Minutes
A motion was made by Commissioner Dunn, seconded by Commission Lorberbaum, to
approve the minutes of the March 11, 2009, ARC meeting as submitted. It was approved by
majority, with Chair Petschel abstaining.
Unfinished and New Business
A. Sunfish Lake Outreach Report — Gretchen Koenen
In order to enhance Sunfish Lake's participation on the NOC, Gretchen Koenan, the NOC
liaison for Sunfish Lake, was invited to attend an ARC meeting and meet John Bergman,
Sunfish Lake's representative for NOC. Mr. Bergman and Chair Petschel provided
background information for Ms. Koenen about Sunfish Lake's NOC representation,
challenges with Inver Grove Heights, upcoming election in June for the rotating NOC seat,
and NOC issues that affect Mendota Heights, Sunfish Lake, and Inver Grove Heights.
Chair Petschel stated that the NOC work plan includes: 1) runway shutdown of the north
parallel during construction (to increase tolerance for weight and increased usage) from
August 17 to October 30; 2) Chad Leqve's annual review of night-time operations;
3) RNAV, used to decrease noise during night-time hours; and 4) equitable use of runways
(February NOC Technical Advisor's report cited arrivals: 25.3% 12L (increased due to
decreased use of 17), 12.3% 12R and 4% 17). Night-time operations are up . 5 %, which is the
most noise -sensitive time of day. Mr. Bergman suggested that the Gold Concourse be used
more for night-time operations, rather than Green, and on weekends, to decrease use of 12L.

The February report identifying the number of MSP noise complaints by city was reviewed.
Background was offered on the "secret agreement" in 1990 between MSP and Eagan
regarding fanning, which became standard operating procedure, and the increased fanning
now off runway 17 that has resulted in more planes going over Eagan and, consequently,
more complaints from Eagan residents, who have not been exposed to significant aircraft
noise. Mendota Heights would prefer the close -in versus distant departure but distant
departure is now being used system -wide, likely because of the increased fuel needed for
close -in departures.
Chair Petschel commented that she was very pleased Ms. Koenen was able to attend this
evening's ARC meeting and invited her to attend any future meetings. Ms. Koenen asked
that meeting notices be sent to her e-mail address, as she would like to attend, and said she
anticipated a beneficial synergy between Sunfish Lake and -Mendota Heights.
It was noted that the MAC quarterly listening session will be held April 28 at 7 p.m. at
St. Anne's in Sunfish Lake, which will be conducted by Mr. Leqve.
Mr. Bergman reported on residential buildings being built beneath current airport traffic in
Inver Grove Heights, which representatives of that city are already aware of but continue to
complain about. Chair Petschel said Mendota Heights' has strict guidelines for any homes
constructed in the noise contours.
John McDonald is the MAC Commissioner who has been appointed by Governor Tim
Pawlent3to represent part of Eagan, Mendota Heights, Mendota Lil dale, Sunfish Lake,
Inver Grove Heights and St. Paul. MAC concessions have been to conduct one meeting off
site, increased number of face-to-face meetings and improved MAC Commission
representation.
As added background information for Ms. Koenen, the differentiation was explained
between the ARC and the Rogers Lake East neighborhood group (identified as ANRC --
Airport Noise Reduction Committee) and their complaints.
B. NOC Updates — Chair Liz Petschel
Chair Petschel reported that Tim Buettel (former NWA chief pilot) had attended the NOC
pre -meeting and said there are rumors circulating that Delta plans to cancel orders for the
787 phase one (stage five aircraft) and commit to ordering 787 phase two, which will be an
improved version. The Airbus A350, which requires less cockpit training because the same
instrumentation is used among its fleet, will challenge the 787.
At the regular NOC meeting, an update was given on the 18 NWA, Delta and Pinnacle
flights that had used RNAV on February 24 from 9:30 a.m. to 1:30 p.m. Those aircraft were
tracked through a radar gate and follow-up analysis revealed all were within 150 feet of each
other and pilots and controllers had no problems utilizing RNAV.

The next 24-hour test was completed today at 7 a.m., and the final test will be conducted
over a month's time. N.O.I.S.E. will recommend that RNAV be used permanently and
hopes to facilitate FAA approval, though wants to ensure the issue be addressed
satisfactorily of those homes receiving repetitive flyovers (as a result of improved accuracy).
It was noted that Mendota Heights is a member of N.O.I.S.E.
MAC will be attending more city council meetings, conduct more open houses and provide a
MAC noise website for daily reports on what runways will be used during runway
reconstruction. During this time, there will be more landings on 17, which will result in an
increased queue over Minneapolis and increased noise for the Metrodome from August
through October. There will also be landings on 22, which is the cross runway that is rarely
used because it was designed for "heavies" going to Tokyo and requires that all other
runways be closed during its use. Taking off on 35 is normally not allowed but will occur
during the construction period.
2008 forecasted operations were 582,366 for MSP but actual was 449,972, a reduction of
almost 23%. Mr. Bergman commented that he didn't expected increased Delta operations,
except for perhaps June through August, and affected cities want to be rid of the noisier DC9
and MD80. Concern is that there will be a Delta shift of old aircraft being used here and
more quiet planes used elsewhere. Mr. Bergman also reported that 4Wkaes-(FedEx, UPS and
DHL) are goU4ifreight business. ARC will follow what fleet mix results.

Chair Petschel reported that Mr. Leqve said there were no surprises with the noise contour,
except for the number of departures off 12L and landings over 12R, and that MAC is ahead
of schedule on their sound mitigation of homes in the DNL 63-64.
C. 2009 Plan of Action
Commissioner Sloan made a recommendation that someone go through the brainstorming
notes from the last ARC meeting and compare to the Action Plan, highlighting with symbols
what is covered, what should be modified and propose a new version to be reviewed at the
next ARC meeting. It was decided that Chair Petschel, the City Administrator and the
Assistant to the City Administrator will do so but with .further discussion among
Commission members about televising meetings. Chair Petschel expressed strongly that the
ARC requires a meeting format that allows opportunity for frank and open discussions on
sensitive and proprietary issues.

LongTerm Comprehensive PlanUpdate
The Metropolitan Council, the regional planning agency of the Twin Cities, has adopted guidelines for planning, developing,
and operating the region's airports in a manner compatible with their surrounding environs. The Federal Aviation
Administration also requires airports to maintain long range plans to ensure safe and orderly development of facilities. To
meet these requirements, the Metropolitan Airports Commission (MAC) has begun updating the long term comprehensive
plan (LTCP) for MSP International Airport.
PROCESS
The process used to update the LTCP consists of
assessing the condition and capacity of existing facilities,
forecasting long range aviation demand, determining future
facility requirements, identifying and evaluating various
development options, and selecting a preferred plan.

The LTCP for MSP portrays the type and location of long
range physical and operational development in a
conceptual fashion needed to accommodate aviation
demand through the year 2030. Additionally, the LTCP will
consider the general phasing of major development. Due
to the considerable level of uncertainty in the aviation
industry and the worldwide economy, this update will focus
on near term issues and "high level" long range planning.
NISP LTCP Goals
• Provide sufficient, environmentally friendly
facilities to serve existing and future demand;
• Ensure that airport facilities .(airfield, terminal,
cargo, general` aviation, roadways,'and parking)
are in balance;
• Provide improved energy efficiencies;
• Minimize confusion associated with having two
terminals and multiple access points;
• Allow for flexibility in growth;
• Maintainexisting facilities to the fullest extent
possible; and
• Enhance aircraft operational safety and
efficiency.
The aviation industry has changed significantly since the current LTCP for MSP was published in 1996. These changes
include airline consolidation, shifts in the aircraft fleet, new technologies, and evolving security protocols stemming from the
September 11, 2001 terrorist attacks. Combined, the changes have affected airline service patterns, and passenger
processing and behavior.
Current MSP 2020 Conceptual Plan
Near Term Issues
The changes listed above as well as variations in
growth rates for different aviation activities have also
started to cause some imbalances and deficiencies
among various airport elements. In the terminal area,
these near term issues include public parking, bag
claim facilities, the capacity of the international arrivals
hall, passenger security screening, and the need for
refurbishing some concourses. On the airfield, new
taxiways will be considered to improve aircraft
circulation. These near term issues will be a primary
focus of the updated LTCP.
Recognizing that the LTCP must not only examine
immediate needs, the long range vision for MSP must
be considered, especially given the long lead time for
planning, environmental review, design, and actual
construction. Key long range issues include balancing
airline activity between the Lindbergh and Humphrey �.

Mendota Heights City Code (2-4-6) establishes the following powers and duties for the Mendota
Heights Airport Relations Commission:
A. The Airport Relations Commission shall advise the city council on matters pertaining to
airport noise and operations at Minneapolis - St. Paul international airport.
B. The Airport Relations Commission is expected to monitor proposed rules, procedures and
programs which impact the air noise situation within the city and to make
recommendations to the city council regarding strategies to mitigate the city's air noise
exposure.
C. The Airport Relations Commission shall have such other duties and powers as granted by
the City Council from time to time. (Ord. 290, 4-20-1993)
In an effort to mitigate airport noise in the Mendota Heights community and assure equity of the

On May 4, the Los Angeles World Airports (LAWA) Board of Airport Commis-
sioners will consider a proposed ordinance requiring the gradual seven-year phase-
out of Stage 2 business jets at Van Nuys Airport, one of the busiest general aviation
airports in the world.
The phaseout of Stage 2 business jets at Van Nuys was a campaign promise of
Los Angeles Mayor Antonio Villaraigosa. In order to impose the phaseout as
quickly as possible, the LAWA Board decided to take a two-pronged approach: it is
pursuing the phaseout of Stage 2 aircraft in a Part 161 study of several noise miti-
gation measures that is underway and also is pursuing the phaseout through the
proposed ordinance.
The Federal Aviation Administration told LAWA in recent correspondence that
the agency will consider the Stage 2 phaseout ordinance to be grandfathered under
the Airport Noise and Capacity Act of 1990 (ANCA) provided that the ordinance
exempts Stage 3 and 4 aircraft from the phaseout requirement.
LAWA has agreed to that stipulation. However, a phaseout or cap on Stage 3

The Burbank -Glendale -Pasadena Airport Authority directed its consultants on
April 7 to file a revised version of the Authority's Part 161 study and application
for a nighttime curfew at Bob Hope Airport in order to address comments received
last month from the Federal Aviation Administration following the initial submis-
sion of the study in February.
The revised study is expected to be completed by the end of April and will be
sent to the FAA's Washington headquarters for the agency to determine whether it
meets requirements to be deemed complete.
"We believe our staff and consultants were able to address the two principal
items raised by the FAA in March, and the Authority is very hopeful that the Study
will be found to be complete. Once we cross that bridge, the curfew application can
be judged on its merits," said Authority President Bill Wiggins.
The review period for the completed Study is expected to take up to 180 days
from the date it is received.
In March, the FAA noted that the number of operations forecast to shift to On-
tario International Airport if a curfew were to be established at Bob Hope Airport
was inconsistent in two sections of the Study. It also noted inconsistencies in the .

mitigation measures that LAWA is proposing in the Part 161
study that it plans to submit to the FAA for approval by the
end of the year.
The grandfathered status of the proposed Stage 2 aircraft
phaseout ordinance means that it is not subject to the Part 161
requirements.
In a March 19 letter, Acting Associate FAA Administrator
for Airports Catherine M. Lang told LAWA Director Gina
Marie Lindsey, "As we stated during the telephone call, the
phaseout, with exemptions, would be grandfathered under the
ANCA and not subject to the statute's requirements. How-
ever, restrictions must still meet standards under pre-existing
Federal law. This includes Federal grant obligations. Airport
noise and access restrictions must be fair and reasonable, not
unjustly discriminatory, and may not impose an undue burden
on foreign commerce. LAWA should thoroughly examine the
ability of the proposed restriction to meet these requirements
as part of the local process to consider adoption of the restric-
tion."
The National Business Aviation Association objected to
the proposed ordinance, calling it "punitive" in an April 24
letter to LAWA. Selectively eliminating five Stage 2 flights a
day at an airport with over 1,000 flights per day "will pro-
duce substantial economic injury" to operators of those Stage
2 flights and only an "imperceptible" reduction in noise and
emissions, NBAA told LAWA. NBAA also asserted that the
Final Environmental Impact Report on the proposed ordi-
nance largely ignores the comments of NBAA and other par-
ties opposed to the ordinance. And, NBAA still contends that
the ordinance is not grandfathered under ANCA because it
was not approved by Los Angeles in final form in 1990.
On May 4, the LAWA Board will consider the proposed
Stage 2 aircraft phaseout ordinance for Van Nuys Airport as
well as the Final EIR.
The ordinance would set noise limits for departing air-
craft, beginning with Stage 2 jets with a certificated departure
noise level of 85 dB. By Jan. 1, 2016, no aircraft would be
able to depart with a departure noise level greater than 77 dB.
Certain military, medical, and emergency operations
would not be subject to the ordinance. It also exempts aircraft
that are permanently departing Van Nuys, historic aircraft
first flown before 1950, historic military aircraft first flown
after Jan. 1, 1950, and maintenance -related flight operations.
The latter two exemptions would expire in 2016.
When LAWA first proposed the Stage 2 ordinance in
1990, it was unable to identify any Stage 3 aircraft that would
exceed the Stage 2 aircraft phaseout noise limits. However,
subsequent to re -proposing the ordinance in 2007, LAWA de-
termined that some Stage 3 certificated aircraft currently op-
erating at Van Nuys (namely hushkitted Boeing 727s) would
exceed the noise limits proposed in the ordinance. These air-
craft are "recertificated" Stage 2 models that did not exist in
1990. The proposed Stage 2 phaseout ordinance will exempt

Stage 3 certificated aircraft.
LAWA said that aircraft unable to comply with the depar-
ture noise limits imposed in the ordinance would most likely
divert to Bob Hope Airport, Los Angeles International, Ca-
marillo, Chino, and William J. Fox Airfield.

forecast number of Bombardier Dash 6 and Dash 8 turboprop
aircraft cited in the Study.
Consultants for the Authority determined that the differ-
ences concerning the Bombardier Dash 6 were due to a typo-
graphical error, and it will be corrected, the airport authority
explained. The number of annual aircraft operations forecast
to move to Ontario in the original report was 8,830 in one
section and 6,336 in another. Consultants were able to deter-
mine that the correct number that should have been used is
8,334, and the environmental analysis has been revised using
the correct figure.
"The analysis using the corrected figure reconfirmed the
earlier determination that there would be no significant im-
pact from the shifted flights on noise or air quality, but that
there would be a significant reduction in noise impact at Bob
Hope Airport with the implementation of a curfew," the air-
port authority said.
It said that it will produce a new edition of the nearly
1,000 -page report for submission to the FAA that will contain
the details of the connected analysis as well as any typo-
graphic corrections.

San Diego International Airport's residential sound insu-
lation program — called the Quieter Home Program — was
honored April 23 by the San Diego Chapter of the Construc-
tion Management Association of America (CMAA) for out-
standing construction management for a local project in
2008.
At an awards dinner hosted by CMAA, the airport's Qui-
eter Home Program received the chapter's Project Achieve-
ment Award and was highlighted as the best project in the
category `Building/Renovations costing $10 million."
"The Quieter Home Program Team is especially proud of
this award because the homes involved in this project in-
cluded incredibly challenging historic homes, some built in
the early 1920's with complex wood products and window
styles," said Sjohnna Knack, manager of the Quieter Home
Program. "Our Team works very hard to ensure we not only
meet the FAA's required noise level reduction, but also main-
tain the historic aesthetic of the homes."
The Airport Authority also was awarded separate awards
for excellence in managing the development and construction
of San Diego International Airport projects.
The Quieter Home Program has insulated 1,200 homes in
the 65 dB DNL and higher contours around the airport with

the goal of including treatment to 10,000 homes. Noise miti-
gation measures provided in the program include retrofitting
current windows, doors, heating ventilation and air condition-
ing (HVAC) systems with sound attenuated products in the
homes most impacted by aircraft noise.
In addition to the Project Achievement Award for The
Quieter Home Program, the airport authority also received
the Client of the Year award for going "above and beyond" to
support and take an active part in the CMAA, as well as pro-
moting the role of construction management in its field work.
Steve Comell, Director of the airport's Terminal Develop-
ment Program, also was recognized for his contribution to the
CMAA on a regular basis and for influencing the success of
the chapter.
The development will include 10 new gates, a dual level
roadway system in front of Terminal 2 and airfield improve-
ments. The expansion will enhance the flow of passengers,
allowing them to move quickly through checkpoints, as well
as provide facilities and service to make passenger travel
more comfortable and convenient. The project is scheduled
to begin in the late summer. The completion is expected
around late 2012. The agency would pay for the expansion
through airport users and federal grants.
The .mission of the CMAA is to promote and enhance
leadership, professionalism and excellence in the construc-
tion industry. The awards acknowledge the individuals and
programs that have made significant contributions to the
CMAA, which is leading the growth of construction manage-
ment.
In Brief...
1,000th Home Soundproofed At Tulsa
The Tulsa International Airport Authority celebrated the
completion of sound insulation on the 1,O00th home in its
residential sound insulation program on April 9.
In 2000, the FAA determined that 1,672 homes, four
schools, and three churches were eligible for the airport's
noise mitigation program.
Thus far, over 88 percent of eligible homeowners have
opted for sound insulation, 6.8 percent took a one-time pay-
ment of $2,500, and 4.5 percent of homeowners opted for
sales assistance.
The program to date has cost $53.6 million.
Van Nuys Part 150 Under Review
The Federal Aviation Administration announced April 30
that noise exposure maps submitted by the City of Los Ange-
les for Van Nuys Airport meet federal requirements.
The agency also announced that it is currently reviewing
a proposed Part 150 Airport Noise Compatibility Program for
the airport and that its review will be done by Oct. 16

the City of Westfield, MA, for Westfield -Barnes Airport meet federal re-
