BACKGROUND:
Each year the City forecasts capital expenditures in a five-year Capital Improvement Plan
(CIP). CIP projects aredivided into seven categories and projects are tentatively
programmed into future funding years. Infrastructure projects are categorized into
streets, sanitary sewer, storm sewer, and parks/trails; additional identified projects
include City Hall/facilities and equipmentpurchases. The attached Draft 2015-2019 CIP
shows proposed projects listed by these categories.
The second part of the CIP identifies funding sources, by budget year, for the same
projects. These funding sources include the general fund levy, bond sales, Municipal
State Aid (MSA) funds, assessments, sanitary sewer utility fund, storm sewer utility fund,
water fund, special park fund, City Hall fund, and other monetary sources such as grant
funds or other City funding sources. Included in the attached CIP is a listing of proposed
CIP projects sorted by budget year with proposed funding sources for each project.
In past years, the portion of the CIP outlining street improvement projects has been an
item of discussion for Council. Specifically, the amount of new debt incurred due to
municipal bonds issued for the City portion of the proposed project costs. The current
CIP utilizes a target value of 1% of the general levy for the amount of new debt incurred
year-to-year. Table 1 below summarizes the street improvement projects in the current
CIP based on this target.

Staff has analyzed reducing the amount of estimated City bond debt by setting a reduced
target for percent of new debt due to municipal bond sales at 0.60%. Table 2 below
shows a revised street CIP based on this new target. These are the same projects listed in
Table 1 with three more years added to the plan to accommodate the reduced scope of
work year to year.

The 0.6% target is harder to hit on a consistent basis due to the scope of some of the
projects in the plan. Staff tried to offset years where the percent increase exceeds 0.6%
by establishing years with a percent increase less than 0.6%. Over the course of the 8
years outlined in Table 2, the average annual percent increase to the general levy is
0.59%.
The streets portion of the CIP is not a finite plan. As existing streets age and wear, new
projects are added to the plan for forecasted for future improvements. The goal is to get
all City streets into a 50-year life cycle program that would provide for work on a portion
of the 71 mile street network in each budget year.
The streets plan is the only difference between the two attached CIP spreadsheets. All
other items remain the same between the two attached proposed CIPs.

BUDGET IMPACT:
The CIP is a planning and forecasting document and is intended for review on an annual
basis. Other than the 2015 budget year, the CIP does not obligate or commit the City to
any future expenditure. All items listed in the 2015 budget year are part of the proposed
2015 annual budget.
RECOMMENDATION:
Staff recommends the City Council review the CIP and provide direction to staff for
inclusion in the 2015 budget approval process scheduled for December.This action
requires a simple majority vote.

BACKGROUND
In preparation for the city council’s discussion regardingthe transition and search process for the
new city administrator, staff has compiled the following list of items to discuss:
Transition Process
I expect my last day with Mendota Heights to be sometime in mid to late December. The city will
need to designate an interim city administrator while the search process for a permanent
administrator is underway. Options for filling the interim position include:
1)Naming a current staff member (customarilyincludes a salary increase to recognize
additional duties)
2)Utilizing the services of an outside person. The League of Minnesota Cities maintainsa
list of people whoare available andstaff will providethis listat the workshop.
Compensation and number of hours worked for these positions are negotiable and differ
based on person selected.
Search Process
Cities typically use two different methods when filling city administrator positions:
1)Using internal human resources staff (in our case, Assistant to the City Administrator
Tammy Schutta) to advertise the position, collect resumes, work with city council on
evaluating candidates, scheduling interviews, conducting background checks, and
negotiating contract language with the selected candidate. This is a very labor intensive
process but one which the city has utilized successfully in the past.Materials from the
2011 search process are attached to this memo.
2)Hire a search consultant to manage the entire process. There are several who specialize in
public sector processes and are capable of handling the entire list of duties. From recent
history in other cities, this would cost $10,000 - $15,000 (depending on the scope of
services) but can also free up human resources staff to complete other tasks.
Personnel Committee
Many cities use a committee of two councilmembers to conduct initial reviews of candidates,
preliminary interviews, and contract negotiations. If the council desires, you should designate two
members to serve in this capacity.

Timing
If the council desires, the position could be posted relatively quickly. With the winter holidays
coming up, it may be difficult to find time for the council and candidates to schedule interviews.

The Community
The City of Mendota Heights is a premium suburb nestled between Minneapolis and Saint Paul
on the bluffs overlooking the Mississippi River valley. Boasting a close proximity to the

Mississippi and Minnesota rivers, the historic
site of Pilot Knobis one of the city’s historic

Parks and Recreation
The Cityof Mendota Heightstakes pride in the seventeencounty, city and neighborhood parks
sprinkled throughout the community boasting over twenty-two miles of paved off-road trails.
The city owns and operates the Mendota Heights Par 3 golf course offering an array of youth and
adult leagues and lessons for the community. Located in Mendota Heights are Mendakota
Country Club and Somerset Country Club, two beautifully maintained private golf clubs.
Education
School District 197 serves Mendota Heights, Eagan and West Saint Paularea residents.
Educational institutions within the city limits include Henry Sibley High School, St. Thomas
Academy, Visitation School, Friendly Hills Middle School, Somerset Elementary and Mendota
Elementary.Post-secondaryinstitutions in the city include Brown College and Western Culinary
Arts Institute.
The Organization
The City of Mendota Heights, a Plan A municipal corporation, is comprised ofa mayor and four
city council memberswho work with the city administrator who carries out the administrative
responsibilities of the organization. All members of the city council are elected at large.
Organizational goals and priorities are determined at goal setting sessions conducted by the
mayor, city council, city administrator and pertinent staff. Staff is trusted and relied upon to tend
to the administration of the city and to identify and analyze pending issues providing
recommendation and policy action by the mayor and city council.
The mayor and city council foster a team approach with both staff and advisory committees in
accomplishing organizational goals. The city council is assisted by three advisory commissions:
Airport Relations Commission, Parks and Recreation Commission and Planning Commission.
The Cityof Mendota Heightsemploys approximately fifty regular employees, several temporary
and contract employees and a volunteer fire department of thirty-six firefighters.

Mendota Heights’ city government consists of the following departments:
Administration, Police, Fire, Public Works, Planning, Parks and Recreation, Finance,
Engineering, Utilities, Streets, Human Resources and Information Technology.The current
operating budget is in excess of tenmillion dollars. The city provides police services for the
cities of Mendota and Lilydale. The city provides fire services for the cities of Mendota,
Lilydale and Sunfish Lake. Community access programming is provided by the Northern
Dakota County Community Cablevision (NDC4) which operates under a joint powers agreement
with six other Dakota County cities.
The City of Mendota Heights major capital facilities include City Hall/Police Department, the
Fire Department, the Public Works Garage and the Water Towerwhichare in good condition but
are in anticipation of routinemaintenance in the coming years. The city’s water is provided by
Saint Paul Regional Water Services.

Position
The City Administratoris appointed by the Mayor and City Council. As the chief administrative
officer, the city administrator is responsible for the day- to-day operations of the city and for
implementing all programsandwork plans in accordance with city ordinances and directives
from the city council. The city administrator manages an adopted 2011 general fund budget of
$6.3 million and is responsible for managing a staff of fifty employees and thirty-six volunteer
firefighters, in addition to seasonal and contract employees. Departments reporting directly to

Works closely with the city council on a wide variety of issues affecting

speed on airport issues and working in conjunction with neighboring
cities, the Metropolitan Airports Commission, the Federal Aviation
Administrator and the airlines.
6.Dakota County Cooperation
Works closely with Dakota County and all of its cities in a variety of
projects. Actively participates in the High Performance Partnership,
monthly Mayor/Manger meetings, is a member of the Dakota
Communications Center Executive Committee, meets monthly with other
city administrators and other similar meetings/projects.

Physical Activities/Requirements
Positions in this class typically require: sitting, feeling, manual dexterity, grasping,
talking, hearing and seeing. The individual may encounter some travel, evening
meetings, unexpected and prolonged workdays and stress and pressures from
dealing with emotional issues and conflicts. There is sustained exposure to
computer keyboards and video screens.
Sedentary work: Exerting up to 20 pounds of force occasionally and/or a
negligible amount of force frequently or constantly to lift, carry, push, pull or
otherwise move objects.
Safety Policy
It is the responsibility of every employee of the City of Mendota Heights to know
and observe the safety policies and procedures of the city. Each employee is
expected to perform their tasks in a safe and efficient manner while using
appropriate safety equipment, clothing and devices.
Miscellaneous Information
Must satisfactorily pass a criminal background examination.
Environmental Conditions
-Work is performed in a well lit, well ventilated and
temperature controlled office. Noise level is at a minimum.
Equipment and Tools
-Computer,terminal, peripherals, multi-line telephone, fax
machine, calculator, and other basic office machines.
