2014-09-19 Friday News - - N E W S The Pipeline L E T T E R Public Works Engineering September 19, 2014 Code Enforcement Public Works The Parks Crew repaired a line marker at Mendakota Park. The door closer was repaired at the Mendakota Park bathroom. Graffiti was cleaned up at the skate park. A downed tree was cut up and removed from the Friendly Marsh Trail. The soccer fields were striped. Weeds were sprayed at Ivy Falls Park. They started aerating the parks. The Utilities Crew checked the lift stations daily and assisted with the interviews for the Maintenance Worker I opening. Weeds were sprayed on Westview Court where weeds were growing in the street. Weeds were also sprayed around the manholes on Mendota Heights Road to keep the buckthorn back from the manholes. Shrubs were trimmed around the fire hydrant on Diane Road. A manhole cover and casting were put back on Victoria Road. The storm sewer was jetted on Watersedge Terrace. The Streets Crew installed 15 plastic along Warrior Drive. Roadside weeds were cut. Tires were replaced on the parks one ton truck. The street sign head was worked on at Huber Drive and Delaware Avenue but more parts are needed. Barricades were brought down to Lilydale for their weekend celebration. Barricades were dropped off on Second Avenue for a neighborhood picnic. Four crime watch signs were dropped off at the police department. Interviews were held for the Maintenance Worker I position open for the streets department. Engineering City Projects (construction year) Highway 13 Trail Connection (2014) Saint Paul Regional Water Service is working with the contractor to schedule the lowering of a water main line. The contractor is ready to start immediately after the water main correction. Completion is expected in October. Victoria Road Reconstruction & Rolling Green Neighborhood Rehabilitation (2014/2015) All utility installations are complete and curbing has been placed. Pavement (first lift) is expected next week. Caren Road at Victoria is closed for the duration of the project. The Lilydale portion of the project has been paved (first lift), and all that remains for the rehabilitation portion of the project is the wear course (second lift) of asphalt. Substantial th completion date for this phase of the project is September 27. An th assessment hearing is anticipated during the October 7 City Council Meeting. Public meetings on the second phase of the project are expected in November/December of this year. Wentworth Avenue & Pilot Knob Road Trail Rehabilitation Projects (2014) The trails on Wentworth (Wachtler to Dodd) and Pilot Knob Road (I-494 to Highway 13) will be rehabilitated in conjunction with the Victoria and Rolling Green Neighborhood project. The Pilot Knob Trail pavement has been reclaimed and pavement is expected next week. The Wentworth Trail will be reclaimed and repaved after Saint Paul Regional Water Service relocates a fire hydrant to accommodate a better trail alignment. Temporary parking restrictions should be anticipated during construction. Marie Avenue/I-35E Erosion Repairs (2014) Staff has been working with MnDOT on a project to repair erosion that has taken place in the northeast quadrant of the Marie Avenue and I-35E intersection. Construction is set to begin next week, and should last 3-4 weeks. No detours are expected during this project, but the north shoulder of Marie Avenue may be periodically closed during the project. Kensington Neighborhood Rehabilitation (2015) City Council authorized staff to produce a Feasibility Report for the project. Once complete, the Feasibility Report will be presented to City Council (anticipated for the th October 7 meeting), and they will decide whether or not to proceed with the project design. The project is being developed at the request of the Kensington Homeowners Association. County Projects North Urban Regional Trail Greenway Realignment (2014/2015) Dakota Countyincluding the section along Warrior Drive and Marie Avenue on Henry Sibley High School property. Parking on the east side of Warrior Drive has been prohibited ndst during construction (approximately September 2 through October 31). Parking on the west side of Warrior Drive remains prohibited per City Code. The contractor has removed the old trail segments and has begun grading for the new trail location. Grading activity is expected to increase along Warrior Drive and Marie Avenue next week. State Projects Highway 149 (Dodd Road) Reconstruction (I-494 to Highway 55 Eagan) This project is underway, and will reconstruct Dodd Road from the I-494 Interchange to Highway 55 in Eagan. Construction is expected to be substantially complete by the end of November. Contact the City of Eagan for more information. Other Activities Metropolitan Council Transportation Policy Plan (TPP) Meeting Staff attended a public meeting sponsored by the Met Council to review their proposed 2014 TPP. There are some significant changes in policy regarding funding eligibility that ma County has volunteered to take the lead on consolidating comments from st area Cities, and will be providing a consolidated list by October 1. Future Cities Competition Staff met with Future Cities team members at Nolan Wall, provided the students with an overview of City planning, zoning, and general layout desired criteria for them to think about as they develop urban and suburban agricultural services for city population. In addition to the normally required land use planning, and infrastructure development, students will have to incorporate the growth and production of one protein and one vegetable in such a quantity to feed their city population. Representatives from Le Cordon Bleu will also be assisting the students in developing their localized food sources. Employees were able to get a license plate of the suspect vehicle yet the registered owner does not match that of who pumped the gas. The suspect vehicle was used in a few other gas drive off cases so a letter was sent to the registered owner. Case pending. Motorist vs. Bicyclist Thursday 15:26 hours Officers Todd Rosse and Bobby Lambert along with Sergeant Eric Petersen were dispatched to a local elementary school concerning a personal injury accident involving a bicyclist and a motorist. The driver of the vehicle stated that as she was turning into the school parking lot, a bicyclist came out of nowhere and she did not have enough time to react which resulted in her colliding with and throwing the bicyclist from the bike. The bicyclist had a few abrasions to his knee and was conscious and breathing but was transported to the hospital to get checked out because he was not wearing a helmet. No citations were issued. Threats Thursday 17:03 hours Officer Michael Shepard was dispatched to call a complainant regarding threats. Shepard made contact with a business manager who claimed she had given a male employee a routine urine/drug test and heard from another employee that he used fake urine to pass the test, resulting in him being suspended from work. The employee then made threats to his manager so he was ultimately terminated. No citations issued as the manager wanted to report it for informational purposes only. DAS/Warrant Monday 15:33 hours While on routine patrol, Officer John Larrive ran a license plate and it came back as suspended. The driver appeared to be the registered owner. Larrive stopped the vehicle and the driver admitted to not having a drivers license and possibly having warrant. A Ramsey County felony warrant was confirmed and he was handcuffed and brought to Ramsey County Jail to satisfy the warrant. The driver was also issued a citation for DAS and the vehicle was impounded. Traffic Stop/Felony Drug Tuesday 02:29 hours While on routine patrol, Officers Nick Gorgos and Tanner Spicer observed a vehicle with no tail lights on. They stopped the U-Haul truck to notify the driver that the tail lights were inoperable. In asking several questions, the driver and passenger seemed fishy. The passenger had on her person an ID of someone else and had a previous forgery charge. With all of the suspicion, a K-9 unit was called to the scene to do a check. Underneath the hood of the truck was a container with newspaper stuffed in it and a magnet to secure it to the metal portion of the hood. Within were 4 small baggies of a clear crystal like substance and several debit, credit and medical cards of another individual. The two were arrested for felony drug charges; case pending. DUI/Disorderly Conduct Tuesday 19:28 hours Officers Peyton Fleming and Todd Rosse were dispatched to a local bar on a disturbance call. The complainant, the bar manager, stated the male party was throwing peanuts at a woman and making threats to her and her boyfriend. He was physically removed from the bar, last seen driving off on his motorcycle, intoxicated. Officers searched for the motorcycle but then received a call that the motorcycle had just returned to the bar. Officers approached the driver who stated he had been assaulted by the bouncer and his throat hurt. It was clear he was intoxicated as he smelled of alcoholic beverage, slurred speech and bloodshot eyes. He refused a PBT and was taken to the PD to perform SFSTÓs which he failed. He was arrested for DUI and Disorderly Conduct. 3 Theft Wednesday 13:27 hours Officer John Larrive was dispatched to a home on a theft report. In speaking with the two victims, a father and daughter, they stated that the son/brother was just in the home where he is not welcome anymore and stole $100 from his sister and a mountain bike from his father. A message as left with the suspect. Case pending. Suspicious Person/Mental Health Hold Wednesday 14:10 hours Officers Peyton Fleming and John Larrive were dispatched to a local cemetery on a suspicious person call. Upon arrival, they located a female who was wearing only one undergarment and a small wrap to cover her. The contents of her vehicle was thrown out onto the lawn. In asking what she was doing, she stated she had dropped her boyfriend off for work and then stopped to design a dress for him. After several more questions and incoherent statements were given, it was ultimately decided that a mental health hold should be placed on the female. Abandoned Motorcycle Wednesday 15:45 hours Sergeant Eric Petersen was dispatched to a wooded area on Hwy 13 in reference to a motorcycle in the ditch. The motorcycle was located, plates were gone and it looked like it was completely stripped. The VIN was ran and Petersen found a registered owner. He attempted to obtain a phone number with no success so sent a letter to the registered owners address. Motorcycle was towed. Personal Injury Accident Wednesday 17:10 hours Officer Nick Gorgos along with Sergeant Petersen responded to a motor vehicle accident at Pilot Knob Road and Mendota Heights Road. In speaking with driver #1, she stated that she had right shoulder pain and could not remember how the accident took place. Driver #2 was not injured and stated he was traveling through the green light at the intersection when Driver #1 turned onto Pilot Knob Road striking him. Both vehicles were inoperable and were towed. Damage to Property Thursday 17:47 hours Officer Peyton Fleming responded to a residence on a property damage report. In speaking with the homeowner, he stated that his home had been hit by pink colored paintballs. He stated that this wasn't the first instance and that it had also occurred two other times in the past couple of days. The paintballs stained the stucco of the home. No suspects.
