2014-09-12 Friday News - - - - The Pipeline N E W S L E T T E R Public Works Engineering September 12, 2014 Code Enforcement Public Works The Parks Crew installed wood chips in the play areas at Rogers Lake and Friendly Hills Parks. They repaired the trailer, slit seeder, truck #304, and the fire boat motor. Hockey boards were painted as needed. A large soccer field was laid out at Kensington Park. All fields were striped and dragged. The blacktop was painted at the Friendly Hills Park skating rink. The Utilities Crew checked the lift stations daily. A sanitary sewer inspection was done at LCS Metal Stamping on old Highway 13 and at the new home on Oak Street. An inspection was also done on the Dodd Road storm pipe that runs from homes to the manhole. Pedways were sprayed for weeds on the north end. Ivy Falls and Wentworth Parks were sprayed for broadleaf weeds. The sanitary sewer line was cleaned on Mendota Heights Road and the lift station cleaned. The Lilydale lift station was also cleaned. The Streets Crew cut weeds on the west end of the city. A tree was down on Sylvandale Road and pushed off the street. A dead mink was picked up on Wagon Wheel Trail. Locates were called in for Beebe Avenue and Dodd Road for sign installation. A new sign head was installed on John Street and ns will be installed on Warrior Drive. They are helping the sweepers that are sweeping up the seal coat area. Plow damage repairs were made on Winston Court. Black dirt and grass was put down. Engineering City Projects (construction year) Highway 13 Trail Connection (2014) Saint Paul Regional Water Service is working with the contractor to schedule the lowering of a water main line. The contractor is ready to start immediately after the water main correction. Completion is expected by the end of September. Victoria Road Reconstruction & Rolling Green Neighborhood Rehabilitation (2014/2015) Water main replacement on Victoria is complete and the temporary water service has been removed. Caren Road at Victoria is closed for the duration of the project. Rehabilitation of the Rolling Green neighborhood is nearly complete, and the Lilydale portion of the project has been reclaimed and repaved. Storm sewer installation is complete in the reconstruction area, and curb and gutter installation is scheduled for next week. Substantial completion date for this phase of the project is th September 27. An assessment hearing is anticipated during the October th 7 City Council Meeting. Public meetings on the second phase of the project are expected in November/December of this year. Wentworth Avenue & Pilot Knob Road Trail Rehabilitation Projects (2014) The trails on Wentworth (Wachtler to Dodd) and Pilot Knob Road (I-494 to Highway 13) will be rehabilitated in conjunction with the Victoria and Rolling Green Neighborhood project. Tree trimming and removal along the trails is complete, and construction on the trail is anticipated soon. Temporary parking restrictions should be anticipated during construction. Marie Avenue/I-35E Erosion Repairs (2014) Staff has been working with MnDOT on a project to repair erosion that has taken place in the northeast quadrant of the Marie Avenue and I-35E intersection. Construction is set to th begin the week of September 15, and should last 3-4 weeks. Kensington Neighborhood Rehabilitation (2015) City Council authorized staff to produce a Feasibility Report for the project. Once complete, the Feasibility Report will be presented to City Council (anticipated for the th October 7 meeting), and they will decide whether or not to proceed with the project design. The project is being developed at the request of the Kensington Homeowners Association. County Projects Lexington Avenue Sealcoating (2014) Dakota County will be seal coating (chip seal) Lexington Avenue from Vail Drive to Mendota Heights Road once the crosswalk and median construction is complete. This is a preventative maintenance measure to increase the life of the pavement that was put down in 2012 as part of the mill and overlay project. Actual construction time frame has not been established, and there is a possibility this work will move to 2015. North Urban Regional Trail Greenway Realignment (2014/2015) Dakota County section along Warrior Drive and Marie Avenue on Henry Sibley High School property. Parking on the east side of Warrior Drive has been prohibited ndst during construction (approximately September 2 through October 31). Parking on the west side of Warrior Drive remains prohibited per City Code. The contractor has removed the old trail segments and has begun grading for the new trail location. North Urban Regional Trail Greenway Master Plan Staff attended a Technical Advisory Committee (TAC) meeting on Thursday to go over the early stages of the Master Plan development. Dakota County is looking at improving the current NURT by adding interpretive signage, adding vegetation and landscaping. A presentation before the City Council will take place in November to go over the Master Plan and its goals. State Projects Highway 149 (Dodd Road) Reconstruction (I-494 to Highway 55 Eagan) This project is underway, and will reconstruct Dodd Road from the I-494 Interchange to Highway 55 in Eagan. Construction is expected to be substantially complete by the end of November. Contact the City of Eagan for more information. I-35E Guardrail Installation (2014) MnDOT will be installing new guardrails along I-35E between Highway 13 and the Marie Avenue bridge. The work is part of a metro-wide project, and the Highway 13 portion could happen anytime between August and September of next year. Notice will be given to the City prior to work beginning. Lane closures and traffic delays should be expected during off-peak travel times. Installation work is expected to last less than 2 weeks. Other Activities Lower Mississippi River Watershed Management Organization (LMRWMO) Staff attended the monthly meeting of the LMRWMO on Wednesday. A project to repair erosion west of Cherokee Park in Saint Paul was discussed, as was the ongoing study of Rogers and Augusta Lakes. The next meeting th is scheduled for October 8 at West Saint Paul City Hall. Future Cities Competition Staff is again volunteering at Friendly Hills Middle School assisting Middle School students with the annual competition. suburban agricultural services for city population. But research shows that school-age children are actually nine times more likely to POLICEOFFICERS sustain an unintentional injury at school. In fact, an estimated 2.2 million children ages 14 and under are injured in school related accidents each year, according to the National SAFE KIDS Campaign. To help keep your kids free from harm, here are some safety tips from SAFE KIDS, the Consumer Product Safety Commission, and the American Academy of Pediatrics. Plan a walking route to school or the bus stop. Choose the most direct way with the fewest Steven street crossings and, if possible, with intersections that have crossing guards. Be sure your child walks to and from school with a sibling, friend, or neighbor. Teach your kids—whether walking, biking, or riding the bus to school— to obey all traffic INVESTIGATIONS signals, signs, and traffic officers. Remind them to be extra careful in bad weather. If your child bikes to school, make sure he/she wears a helmet that meets one of the safety standards (U.S. CPSC, Snell, ANSI, ASTM, or Canadian). Be sure that your child knows his or her home phone number and address, your work number, and the number of another trusted adult and how to call 911 for emergencies. Check the playground equipment at your child’s school. Look for hazards such as rusted or broken equipment and dangerous surfaces. Report any hazards to the school. RESERVES Avoid any drawstrings on the hood or around the neck of jackets and sweatshirts. Drawstrings at the waist or bottom of jackets should extend no more than three inches long to prevent catching in car or school bus doors or getting caught on playground equipment. Teach children proper playground behavior: no pushing, shoving, or crowding. Give your child some strategies for coping with bullies. He/She should not give in to a bully’s CHAPLAINS demands, but should simply walk away or tell the bully to stop. If the bullying continues, talk to a teacher. She walked along the side of the building which was adjacent to Hwy 13 and was in view of anyone driving by at that time. He then observed her pull down her pants and squat down to urinate. Officer Peyton approached the intoxicated female who apologized and stated ÐThat was really stupid of me.Ñ She was cited for Indecent ExposureÏEngage in Lewd/Indecent Behavior. The young womanÓs boyfriend met her and they took a cab home. Harassing Communication Sunday 20:05 hours Officer Denise Urmann was dispatched to a residence on a harassment complaint. The caller stated that her neighbors had sent her harassing texts in regards to her relationship with her estranged husband. The caller felt no threat by the neighbors but did tell Officer Urmann that her estranged husband with whom she has an active Harassment and Restraining Order against has been sending her emails and calling her violating the terms of the Order. The female produced copies of the emails and texts. Officer Urmann issued a citation to the husband for Violation of Harassment and Restraining Order. Theft Monday 08:38 hours Officer John Larrive was dispatched to a business on report of stolen trailer. Officer Larrive met with the reporting party who stated that his trailer he had parked in front of his business yesterday evening had been stolen. The trailer belonged to a friend but the snowmobile inside belonged to the reporting party. Officer Larrive attempted to contact the owner of trailer but was unsuccessful. This case is under investigation. Theft Monday 07:12 hours Officer Nick Gorgos responded to a business on report of a theft of 50 tires stolen from a 26-foot truck parked in the businessÓs parking lot overnight. This case is currently under investigation. Theft Monday 13:35 hours Officer John Larrive responded to a business on report of a stolen vehicle. The van was parked in the businessÓs overflow parking lot when an employee went out to get it he discovered it was missing. The vehicle was recovered later by Minneapolis Police. The theft occurred in the same business area as the missing trailer and snowmobile. There are no suspects and the case is under investigation. Identity Theft Monday 15:22 hours Officer Bobby Lambert was dispatched to a residence for an identity theft report. The resident reported that someone attempted to open two accounts using her name. She notified both entities of the fraudulent activity and the accounts will be closed. There are no suspects. Medical/Crisis Wednesday 19:58 hours Officer Peyton Fleming responded to a medical call where a man was unresponsive in his bedroom. The living conditions of the bedroom were unlivable. Paramedics arrived and determined the man was having diabetic issues. He was transported to the hospital. Due to the living conditions this case has been referred to Dakota County Social Services for follow up.
