2014-09-05 Friday News - - - - - 05 2014 SEPTEMBER The latest from the Mendota Heights Police Department CHIEF According to the National Highway Traffic Safety Administration, school buses are the safest mode of transportation for children – if kids are on the bus – the real “Danger Zone” is outside the school bus. SERGEANT #1 Rule for parents, kids and drivers: Patience! The most frequent bus issue law enforcement encounters are stop arm violations which are committed by both POLICEOFFICERS adult and student drivers, racing to and from school and/or work. Motorists must stop at least 20 feet from a school bus that is displaying red flashing lights and/or its stop arm is extended when approaching from the rear and from the opposite direction on undivided roads. Red flashing lights on buses indicates students are either entering or exiting the bus. Slow down, be vigilant, change your route to avoid bus stops, and be watchful for pedestrians, especially those standing at a crosswalk or corner. Take your time and simply drive safe. In running the vehicle plate, it came back clear; however, the registered owner came back as DAC/IPS. Officer Larrive advised he was under arrest. The vehicle was impounded and the driver was transported to Dakota County Jail. Theft Saturday 09:00 hours Officer Jennifer Fordham and Officer Nick Gorgos received a call from the Facilities Technician for ISD 197 who stated a large piece of equipment (a hydraulic lift) had been stolen from Somerset Elementary. The value of the machine is $7,000. The investigation led to suspect photos, documentation and video. Suspect was located at home, but reluctant to answer the door since he had been highÏwhen he did answer the door, he admitted to the theft, saying he received, $66 for his scraping efforts. The suspect was arrested for and charged with felony theft and remains in jail. Warrant Arrest Saturday 14:36 hours Officers Nick Gorgos and Chad Willson were made aware of an arrest warrant from Ramsey County for a male who resides in Mendota Heights. Officers responded to the location, made contact with the male and placed him under arrest and transported him to Dakota County Jail to satisfy the Ramsey County warrant. Warrant Arrest/DAR Saturday 22:51 hours While on routine patrol, Officer Peyton Fleming ran a routine license plate check and the registered owner showed a DL status of revoked and a misdemeanor warrant out of Hennepin County for DWI. Fleming initiated a traffic stop, confirmed her identity and placed her under arrest. The woman was able to provide bail money and she was released with a citation for DAR. Theft from Vehicle Tuesday 10:55 hours Officer Bobby Lambert took a theft report from a vehicle owner who stated that sometime overnight, his unsecured vehicle parked in his driveway had been entered and their personal checkbook stolen. Many unlocked cars in the same neighborhood were rifled thru overnight but most had nothing stolen. Suspect information pending; investigation on-going. Damage to Property Tuesday 18:59 hours Officer Todd Rosse responded to a home on a vandalism report. In meeting with the homeowner he stated he drove his vehicle to several locations throughout the day and then noticed his driverÓs side rear tire to be vibrating. While in route to a gas station to check it out, the tire and rim fell off. It appeared all of the wheel studs broke off but could not locate the lug nuts. A few days later, the lug nuts were found in the grass in his yard which the complainant believes someone attempted to steal his tire. No suspects. Suspicious Persons Thursday 1756 hours Officers were dispatched to two different fitness clubs in MH & Lilydale on re- port of theft and suspicious person. The employee who called in the theft of wallet had seen an suspicious person in the building and followed the male to a vehicle and obtained a plate. He provided a good descrip- tion for the male, who had been wearing a blue jumpsuit and acting jumpy and nervous around the storage cubbies. The other location reported a similar suspicious person attempting entry in the building but with the wrong type of entry fob who also had a friend waiting outside. This activity is similar to other thefts of wal- lets, phones and personal items at fitness businesses in the metro (and our own cities); investigation pending. Ѝ N E W S The Pipeline L E T T E R Public Works August 5, 2014 Engineering Code Enforcement Public Works The Parks Crew dragged the fields, cut grass and striped the soccer fields. They worked on outfitting the new truck. The Utilities Crew checked the lift stations daily. The generator was exercised at the main lift station. A wallet was retrieved from the storm sewer on Marie Avenue with assistance from the Parks Crew. The right of way guardrails were sprayed for weeds. Hagstrom King Park and Marie Park were sprayed for broadleaf weeds. A sanitary sewer service was capped on Willow Lane. The Streets Crews trimmed trees on both sides of Delaware Avenue at Abbey way. They helped the mechanic with the rear tires on dump truck 304. Light bulbs were replaced in the signals at Mendota Heights Road and Dodd Road. “No U Turn” signs were picked up and installed on Warrior Drive. “No Parking” signs were reinstalled after they were taken down along Warrior Drive. A street sign was replaced at Dodd Road and Cheri Lane. Engineering City Projects (construction year) Highway 13 Trail Connection (2014) – Saint Paul Regional Water Service is scheduled to relocate the water main next week. The contractor is ready to start immediately after the water main correction. Completion is expected by the end of September. Victoria Road Reconstruction & Rolling Green Neighborhood Rehabilitation (2014/2015) –Water main replacement on Victoria is complete and the temporary water service has been removed. Caren Road at Victoria is closed for the duration of the project. Rehabilitation of the Rolling Green neighborhood is underway, and the Lilydale portion of the project has been reclaimed and repaved. Storm sewer installation is ongoing in the reconstruction area, and curb and catch basin repair is underway in the rehabilitation area. Substantial completion date for this phase of the project th is September 27. An assessment hearing is anticipated during the October th City Council Meeting. Public meetings on the second phase of the project 7 are expected in November/December of this year. Wentworth Avenue & Pilot Knob Road Trail Rehabilitation Projects (2014) – The trails on Wentworth (Wachtler to Dodd) and Pilot Knob Road (I-494 to Highway 13) will be rehabilitated in conjunction with the Victoria and Rolling Green Neighborhood project. Tree trimming and removal along the trails is complete, and construction on the trail is anticipated soon. Temporary parking restrictions should be anticipated during construction. Marie Avenue/I-35E Erosion Repairs (2014) – Staff has been working with MnDOT on a project to repair erosion that has taken place in the northeast quadrant of the Marie Avenue and I-35E intersection. Staff attended a pre- construction meeting on Wednesday. Construction is set to begin the week th of September 15, and should last 3-4 weeks. Kensington Neighborhood Rehabilitation (2015) – City Council authorized staff to produce a Feasibility Report for the project. Once complete, the Feasibility Report will be presented to City Council (anticipated for the th September 16 meeting), and they will decide whether or not to proceed with the project design. The project is being developed at the request of the Kensington Homeowners Association. County Projects Lexington Avenue Sealcoating (2014) – Dakota County will be seal coating (chip seal) Lexington Avenue from Vail Drive to Mendota Heights Road once the crosswalk and median construction is complete. This is a preventative maintenance measure to increase the life of the pavement that was put down in 2012 as part of the mill and overlay project. Actual construction time frame has not been established, and there is a possibility this work will move to 2015. North Urban Regional Trail Greenway Realignment (2014/2015) – There has been a significant schedule change from previous reports on this project. Dakota County’s contractor will be building the entire trail this fall, including the section along Warrior Drive and Marie Avenue on Henry Sibley High School property. Parking on the east side of Warrior Drive has been nd prohibited during construction (approximately September 2 through st October 31). Parking on the west side of Warrior Drive remains prohibited per City Code. Staff attended an all school assembly on Friday to address concerns about the project and resident traffic safety concerns around the school. State Projects Highway 149 (Dodd Road) Reconstruction (I-494 to Highway 55 – Eagan) – This project is underway, and will reconstruct Dodd Road from the I-494 Interchange to Highway 55 in Eagan. Construction is expected to be substantially complete by the end of November. Contact the City of Eagan for more information. I-35E Guardrail Installation (2014) – MnDOT will be installing new guardrails along I-35E between Highway 13 and the Marie Avenue bridge. The work is part of a metro-wide project, and the Highway 13 portion could happen anytime between August and September of next year. Notice will be given to the City prior to work beginning. Lane closures and traffic delays should be expected during off-peak travel times. Installation work is expected to last less than 2 weeks.
