Public Works
The Parks Crew cut grass and fertilized at City Hall, the Fire Hall and
Mendakota Park. They sprayed weeds. New basketball nets were replaced
where needed. The skate park was cleaned up. The soccer nets were put
up at Kensington Park.
The Utilities Crew checked the lift stations daily. Two foot concrete rings
were replaced for the manhole on Hazel Court. A broken manhole cover
was replaced on Lansford Lane. Fire hydrants were painted in the Rogers
Lake area. The shop floor drain was cleaned.
The Streets Crew filled potholes on Victoria Curve and the city hall parking
lot. Street patching was started on Concord Way. They helped the Utilities
Crew patch around some manholes. A sign was made for the Pilot Knob
site.
Engineering
City Projects (construction year)
Highway 13 Trail Connection (2014)–Saint Paul Regional Water Serviceis
scheduled to relocate the water main on September 8th. The contractor is
ready to start immediately after the water main correction.Completion is
expected by the end of September.
Victoria Road Reconstruction & Rolling Green Neighborhood Rehabilitation
(2014/2015)–Water main replacement is complete and the temporary
water service has been removed.Construction on the southbound lane has
begun and theintersection of Victoria and Caren Road is closed for the
duration of the project.Residents west of Victoria are asked to use the
Lexington Avenue detour and access the subdivision via James, Douglas, or
Lilac. Rehabilitation of the Rolling Green neighborhood is scheduled to
begin on Saturday (8/16). Substantial completion date for the entire
th
project is September 27.
Wentworth Avenue & Pilot Knob Road Trail Rehabilitation Projects (2014) –
The trails on Wentworth (Wachtlerto Dodd) and Pilot Knob Road (I-494 to
Highway 13) are scheduled for rehabilitation this summer. Tree trimming
and removal along the trails is complete, and construction on the trail is
anticipated later in August. Temporary parking restrictions should be
anticipated during construction.
Preventative Maintenance (Crack Sealing & Sealcoating) Contract (2014)–
This project is complete. The contractor is sweeping up the excess rock
from the chip seal. Areas not completed by the end of today will be
completed early next week.
Marie Avenue/I-35E Erosion Repairs (2014)–Staff has been working with
MnDOT on a project to repair erosion that has taken place in the northeast
quadrant of the Marie Avenue and I-35E intersection. Bids for the project
th
were opened on July 30and they were substantially higher than MnDOT’s
cost estimate. MnDOT has found extra funding and bid award will be
th
presented to City Council at the August 19meeting.
Kensington Neighborhood Rehabilitation (2015)–City Council authorized
staff to produce a Feasibility Report for the project. Once complete, the
Feasibility Report will be presented to City Council (anticipated for the
th
September 16meeting), and they will decide whether or not to proceed
with the project design. The project is being developed at the request of
the Kensington Homeowners Association.
County Projects
Delaware Avenue Resurfacing (2014)–This project is complete.
Lexington Crosswalk at Victoria (2014)–This project is substantially
complete. The contractor will do a final inspection next week and remove
all barricades.
Lexington Avenue Sealcoating (2014)–Dakota County will be seal coating
(chip seal) Lexington Avenue from Vail Drive to Mendota Heights Road once
the crosswalk and median construction is complete. This is a preventative
maintenance measure to increase the life of the pavement that was put
down in 2012 as part of the mill and overlay project.Actual construction
time frame has not beenestablished.
North Urban Regional Trail Greenway Realignment (2014/2015)–Dakota
County awarded the construction contract and a preconstruction meeting is
th
scheduled for August 20. Due to the late start of the construction project,
only the Dodge Nature Center portion of the trail and the Charlton Road
underpass (West St. Paul) are expected to be completed this year. The
“speed table” at the west entrance to Henry Sibley High School will also be
installed this year. The remainder of the trail realignment, including along
Warrior Drive and Marie Avenue will take place in 2015. For more

State Projects
Highway 149 (Dodd Road) Reconstruction (I-494 to Highway 55 –Eagan)–
This project is underway, and will reconstruct Dodd Road from the I-494
Interchange to Highway 55 in Eagan. Construction is expected to be
substantially complete by the end of November.
I-35E Guardrail Installation (2014)–MnDOT will be installing new guardrails
along I-35E between Highway 13 and the Marie Avenue bridge. The work is
part of a metro-wide project, and the Highway 13 portion could happen
anytime between August and September of next year. Notice will be given
to the City prior to work beginning. Lane closures and traffic delays should
be expected during off-peak travel times. Installation work is expected to
last less than 2 weeks.
Other Activities
Lower Mississippi River Watershed Management Organization (LMRWMO)–
The monthly meeting was held at Mendota Heights City Hall on Wednesday
afternoon. Items discussed included the revision to the Watershed
Management Plan and the progress on the Cherokee Heights Drainage
Improvements Project that impacts the cities of Saint Paul, West Saint Paul,

and Mendota Heights. The next meeting is scheduled for September 10.

Theft Friday 06:10 hours
Officer Denise Urmann was dispatched to a new construction site in regard to a theft report. Urmann was met by
a contractor who stated that many tools had been stolen overnight. The contractor is still in the process of
gathering a complete list of stolen items to submit so investigation can begin.
Neglect/Child Endangerment Friday 10:47 hours
Officer John Larrive received a call on a report of a child locked inside of a vehicle. Upon arriving, the child was
found in the vehicle, doors locked, windows up, not running. The approximately 3-year old child was buckled in
the car seat, sweating and wiping her forehead. The drivers side window had to be smashed to gain access to the
vehicle. The child stated she was with her father. Sergeant Eric Petersen assisted and went into a building where
an estate sale was going on to try and locate the father. The father was located and he stated he had left the child
in the car while he went into the estate sale because he and his daughter had gotten into an argument on the way
there. It was believed with all of the timeframes that the child had been in the vehicle for approximately 30
minutes. The child was taken to the hospital for further evaluation. This case has been forwarded on to Social
Services/Child Protection. NEVER LEAVE A CHILD IN A CAR UNATTENDED! On a side note, I wonder if
he got anything good out of the estate sale worth leaving his child in the car.
Theft from Motor Vehicle Saturday 18:06 hours
Officer Peyton Fleming was dispatched to the scenic overlook on a theft from motor vehicle report. The
complainant stated he had witnessed a male smash the window and remove a bag inside and then a 2000
Chevrolet Malibu left the area. The owner of the vehicle was not present but Fleming did make contact with the
registered owner who said her son currently had the vehicle. The suspect description matched that of her son.
She was advised of what action to take with her stolen items. Under investigation.
AOA/DWI Monday 02:36 hours
While on routine patrol, Officer Denise Urmann noticed a vehicle parked on the shoulder of the highway and a
male standing outside urinating. In approaching the male, he had trouble zipping up his pants, swayed and
mumbled something that could not be made out. He speech was slurred and he smelled of alcoholic beverage. In
running a license check, he was revoked and had a previous DUI conviction. Due to being short staffed, State
Patrol was called to conduct field sobriety tests and issue the DWI.
Burglary Monday 21:49 hours
Officer Denise Urmann was dispatched to a residence on report of a suspicious person in the residence. The
caller stated that she saw a male run from the upstairs of the residence to the basement. Officers Peyton Fleming,
Steve Meyer, Michael Shepard, and Dakota County K-9 Deputy Smidt all arrived to assist. Officer cleared the
residence and found no suspects inside. Officers from West Saint Paul searched the neighborhood and found no
suspects. A search of the residence did reveal that the suspect had spent a lot of time in the residence. Every room
in the lower level of the home had been rummaged through. The resident reported a purse with cash and credit
cards was missing. The resident also informed officers that her neighbors were on vacation. Officers checked the
neighborÓs home and found a screen cut on the porch. The residents were notified and police did not know if
anything was missing but it did not appear that anyone had entered the house.
Damage to Property Wednesday 22:02 hours
Officers Tanner Spicer and Todd Rosse responded to a complaint of an extremely intoxicated group home resident.
The intoxicated individual was making threatening comments to all the other residents and the staff wanted the male
removed for the safety of the other residents. The male was transported to Ramsey County Detox but along the way
decided he didnÓt want to go and caused damage to the squad car by breaking the rear dome light and kicking the
widows.
