Public Works
The Parks Crew cut grass in the parks. Turf repairs and renovations were
done on the Kensington soccer fields. The ball fields were dragged. Trash
was picked up in the parks. Soccer fields were set up for fall soccer. A
parking lot was laid out at Acacia cemetery. Grass was cut and trimmed
along the procession route and no parking signs were put up (with help from
others in Public Works and Administration).
The Utilities Crew watered new trees in the parks. The lift stations were
checked daily. Three broken manhole covers were replaced throughout the
city. They fin
was filled with a lot of gravel and sand. Hydrant painting was finished in
Friendly Hills and the Copperfield areas. The sanitary sewer lines were
checked on Apache. A resident called in a report of a sewer smell. The line
was flowing fine, plugged pick holes were found and cleaned. The jet truck
broke down on Dodd Road because of the radiator fan blades and two
broken belts. It is out of service now and parts have been ordered. A sink
hole was fixed on Vandal Street. There was an alarm on Wednesday at the
main lift station. Dental floss was impairing the floats and cleaned off. The
Arbor Court sanitary sewer line easement was cleaned.
The Streets Crew finished blacktopping Marie Avenue and Centre Pointe
Curve. They started blacktopping Victoria Curve. A field was mowed
adjacent to Acacia Cemetery for law enforcement parking, and a temporary
road was made with gravel for the squad cars. On Thursday, trash was
cleaned up in the cemetery. The no parking signs and other signs were
taken down along the procession route.
Engineering
City Projects (construction year)
Hunter Lane/Orchard Place Neighborhood Improvements (2013) The wear
course of asphalt has been installed. After a successful final inspection, this
project will be considered complete.
Highway 13 Trail Connection (2014) Saint Paul Regional Water Service is
still trying to schedule a crew to lower a service main in the project area.
The contractor is ready to start immediately after the water main correction.
Victoria Road Reconstruction & Rolling Green Neighborhood Rehabilitation
(2014/2015) Water main replacement is nearing completion and the
contractor should be starting construction on the west side of Victoria next
week. Reclaimed pavement material is being temporarily stored at Marie

Park. Substantial completion date for the project is September 27.
Wentworth Avenue & Pilot Knob Road Trail Rehabilitation Projects (2014)
The trails on Wentworth (Wachtler to Dodd) and Pilot Knob Road (I-494 to
Highway 13) are scheduled for rehabilitation this summer. Tree trimming
and removal along the trails is complete, and construction on the trail is
anticipated later in August. Temporary parking restrictions should be
anticipated during construction.
Preventative Maintenance (Crack Sealing & Sealcoating) Contract (2014)
Crack sealing is complete, and sealcoating began August 6th. Sealcoating
activities are expected to be complete today. A final sweeping will be
conducted by the contractor later next week to capture any excess granite
chips form the streets.
Marie Avenue/I-35E Erosion Repairs (2014) Staff has been working with
MnDOT on a project to repair erosion that has taken place in the northeast
quadrant of the Marie Avenue and I-35E intersection. Bids for the project

were opened on July 30
cost estimate. Staff has reported the results to MnDOT. The project will
proceed once we receive direction from MnDOT.
Kensington Neighborhood Rehabilitation (2015) City Council authorized
staff to produce a Feasibility Report for the project. Once complete, the
Feasibility Report will be presented to City Council (anticipated for the

August 19 meeting), and they will decide whether or not to proceed with
the project design. The project is being developed at the request of the
Kensington Homeowners Association.
County Projects
Delaware Avenue Resurfacing (2014) This project is scheduled for
completion today. The contractor will complete striping the new pavement
and apply an epoxy sealant to the road surface, and the road should be fully
open by this afternoon.
Lexington Crosswalk at Victoria (2014) Construction has begun. The
pavement has been removed for median installation. Curbing and asphalt
patching is scheduled for tomorrow. Striping and epoxy coating is
scheduled for next week. Project completion is expected by next Friday.
Lexington Avenue Sealcoating (2014) Dakota County will be seal coating
(chip seal) Lexington Avenue from Vail Drive to Mendota Heights Road once
the crosswalk and median construction is complete. This is a preventative
maintenance measure to increase the life of the pavement that was put
down in 2012 as part of the mill and overlay project.
North Urban Regional Trail Greenway Realignment (2014/2015) Dakota
County awarded the construction contract and a preconstruction meeting is

scheduled for August 20. Due to the last start of the construction project,
only the Dodge Nature Center portion of the trail and the Charlton Road
underpass (West St. Paul) are expected to be completed this year. The
installed this year. The remainder of the trail realignment, including along
Warrior Drive and Marie Avenue will take place in 2015. For more

State Projects
Highway 149 (Dodd Road) Reconstruction (I-494 to Highway 55 Eagan)
This project is underway, and will reconstruct Dodd Road from the I-494
Interchange to Highway 55 in Eagan. Construction is expected to be
substantially complete by the end of this summer.
I-35E Guardrail Installation (2014) MnDOT will be installing new guardrails
along I-35E between Highway 13 and the Marie Avenue bridge. The work is
part of a metro-wide project, and the Highway 13 portion could happen
anytime between August and September of next year. Notice will be given
to the City prior to work beginning. Lane closures and traffic delays should
be expected during off-peak travel times. Installation work is expected to
last less than 2 weeks.
Other Activities
Lower Mississippi River Watershed Management Organization (LMRWMO)
The revised Joint Powers Agreement (JPA) to incorporate that portion of
Mendota Heights formerly in the Gun Club Lake WMO into the LMRWMO was

approved by City Council at their August 5 meeting.
Henry Sibley Parking Solutions Staff met with representatives of
Independent School District 197 and Henry Sibley High School on July 30th
to continue the discussion about school parking on Warrior Drive. ISD 197
is coming up with some internal plans to provide increased student parking.
The City Traffic Safety Committee will review possible alternatives, including
any potential City actions, later this year.
