Public Works
The Parks Crew cut grass and dragged fields. They did repairs on sprinkler
heads and did bleacher repairs. Shrubs were trimmed and weeds were
pulled around park signs. Also, congratulations to John Boland on being
appointed as the new Parks Maintenance Lead-Person. John replaces Terry
Blum who was recently promoted to Public Works Superintendent.
The Utilities Crew checked the lift station daily. There was a power outage
on Monday at the Centre Point lift station. Utilities Crew also assisted
Streets Crew on Sunday with pumping of water over the levy
Manufacturing. Sanitary sewer lines were cleaned along Keokuk Lane,
Navajo Lane, Pontiac Place, Apache, Cheyenne Lane, Decorah Lane and
Ocala.
The Streets Crew continues to cut road side weeds on city property. Storm
sewer grates were cleaned out. They attended the lock out/tag out
training. Barricades were dropped off at Mendakota Park for the fireworks.
They were called in on Sunday to Jac
the dike to help relieve flooding.
Engineering
City Projects (construction year)
Hunter Lane/Orchard Place Neighborhood Improvements (2013) The
project is considered substantially complete and the final lift of wear course
asphalt, originally scheduled for installation in June, is now scheduled for
th
the week of July 7.
Highway 13 Trail Connection (2014) Construction is anticipated to begin in
July. A water main will need to be lowered in conjunction with this project.
Saint Paul Regional Water Service will lower the main as soon as they have
a crew free to do the work. The contractor is ready to start immediately
after the water main correction.
Victoria Road Reconstruction & Rolling Green Neighborhood Rehabilitation
(2014/2015) The first (2014) phase of the project will reconstruct Victoria
Road from Highway 13 in Lilydale to Marie Avenue and rehabilitate the
Stratford/Walsh/ Rolling Green neighborhood. A pre-construction meeting

was held June 26, and construction is expected to begin July 21st. Utilities
will be located and temporary water main will be installed over the next two
weeks. The remainder of Victoria is anticipated for construction in 2015.
Wentworth Avenue & Pilot Knob Road Trail Rehabilitation Projects (2014)
The trails on Wentworth (Wachtler to Dodd) and Pilot Knob Road (I-494 to
Highway 13) are scheduled for rehabilitation this summer. The project was
awarded with the Victoria Road/ Rolling Green Neighborhood project, and
construction is expected to begin in July. Limited Use Permits for portions
of the trails in MnDOT right-of-way will need to be approved, and will be
brought to City Council at a future meeting.
Preventative Maintenance (Crack Sealing & Sealcoating) Contract (2014)
Crack sealing is complete, and sealcoating will follow in July for designated
neighborhoods. Those scheduled to receive a chip seal coat on their streets
are Park Place, Highland Heights including Mayfield Heights Road,
Copperfield, and North Ivy Falls. Additional neighborhoods are receiving
crack sealing only. Homeowners are not assessed or billed for this work,
and will have access to their properties during construction. Temporary
(hourly) no parking areas will be posted on streets being seal coated.
Marie Avenue/I-35E Erosion Repairs (2014) Staff has been working with
MnDOT on a project to repair erosion that has taken place in the northeast
quadrant of the Marie Avenue and I-35E intersection. Authorization to bid
the project has already been granted by City Council, and as soon as staff
receives the final pieces of information from MnDOT the project will be
advertised. Bid opening is expected 3 weeks after advertisement.
Kensington Neighborhood Rehabilitation (2015) City Council authorized
staff to produce a Feasibility Report for the project. Once complete, Council
will decide whether or not to proceed with the project design. The project is
being developed at the request of the Kensington Homeowners Association.
County Projects
Delaware Avenue Resurfacing (2014) Dakota County will be resurfacing
Delaware Avenue from Highway 110 south to I-494. This project will not
widen or alter the lane alignment of Delaware, but will provide a new
asphalt driving surface and new striping. The 2-3 week construction project
is expected to begin in late July.
Lexington Crosswalk at Victoria (2014) This project will install a center
median in Lexington on the north side of the Victoria intersection and
provide for a crosswalk to connect the trails on the east and west of
Lexington. The left turn lane from southbound Lexington to eastbound
Victoria will be removed. Construction is expected to begin during the first
week of August.
Lexington Avenue Sealcoating (2014) Dakota County will be seal coating
(chip seal) Lexington Avenue from Vail Drive to Mendota Heights Road in
July. This is a preventative maintenance measure to increase the life of the
pavement that was put down in 2012 as part of the mill and overlay project.
State Projects
Highway 149 (Dodd Road) Sealcoating (2014) The State has completed

the chip seal treatment this past week. Originally scheduled for June 10 &
th
11, the schedule slipped due to weather. Some pavement repairs were
completed at the Wentworth intersection prior to the chip seal. This is a
pavement life extension project until Dodd Road is resurfaced in 2017.

Highway 13 Landslide (Lexington to 2 Street Mendota) Earlier in June,
the slope below Highway 13 in Mendota failed, blocking the Big Rivers
Regional Trail. The Highway is now re-opened, but the trail remains closed
reconstruction project of Highway 13 from Mendota to I-35E.
Highway 13 Landslide (Sylvandale to Wachtler) The landslide from the

June 19 rain storm has been largely cleaned up. MnDOT is working on a
slope repair for the landslide area and has committed to working with
adjoining property owners on coordinating slope repair and restoration.
Highway 149 (Dodd Road) Reconstruction (I-494 to Highway 55 Eagan)
This project is underway, and will reconstruct Dodd Road from the I-494
Interchange to Highway 55 in Eagan. Construction is expected to be
substantially complete this summer. Detours will be posted as needed.
I-35E Drainage Washout MnDOT will be repairing a storm drain culvert on
the east side of I-35E between Marie Avenue and Highway 13. The recent
storms have caused a downstream washout of soil. MnDOT will be repairing
the erosion, and adjusting the drainage culvert. This work is estimated to

be complete by July 11. Brief lane closures on northbound I-35E should be
expected between 9:00am and 4:00pm throughout the project.

Damage to Property Friday 05:43 hours
Officer Tanner Spicer, and Officer John Larrive responded to six residents who experienced criminal
property damage to their homes and cars overnight. Victims woke up to spray painted and keyed vehicles
and garage doors. The police department is currently investigating these cases and would like anyone who
has information to please contact them.
Traffic Stop Friday 17:04 hours
Officer Bobby Lambert conducted a traffic stop on driver whoÓs license was currently revoked as well as
the vehicleÓs plates. Prior to conducting an inventory search of the vehicle Officer Lambert asked the
suspect if there was anything illegal inside the vehicle. The driver advised Officer Lambert that there was
marijuana inside his backpack. Officer Lambert located the backpack and found a pot pipe with
marijuana packed inside as well as black metal ÐSanta Cruz ShredderÑ with marijuana residue inside. The
pipe and shredder were seized and place into evidence to be destroyed. The driver was issued a citation
and the vehicle was towed from the scene.
Underage drinking Saturday 01:09 hours
Officer Peyton Fleming and Officer Tanner Spicer were dispatched to a loud party report. Upon arrival
they located four underage persons in the backyard who were under the influence of alcohol including one
who had a marijuana pipe. Three were cited for minor consumption and one was cited for minor
consumption and possession of drug paraphernalia. The adult son of the homeowner was cited for
violation of the city social host ordinance.
Civil Issue Saturday 13:34 hours
Officer John Larrive was dispatched to the Mendota Heights Par 3 golf course on a civil issue. A resident
was inside their home when a golf ball stuck and broke the window. An attempt was made by Officer
Larrive, Par 3 employees and the resident to locate the golfer who made the errant shot at the window, but
proved unsuccessful. The homeowner was provided with the name and business phone number for the
Mendota Heights Parks and Recreation Director.
Detox Sunday 01:06 hours
Officers Petyon Fleming, Tanner Spicer, and Michael Shepard all responded to a report at local bar where
a man was lying in the parking lot with one man standing over him. Upon arrival they found three men
trying to get across the street to catch a cab. The two men were carrying and dragging their friend who was
extremely intoxicated and now lying on the ground moaning. A weak PBT sample revealed a BAC of .220.
He was transported to the hospital and the two other friends arranged for a ride home.

Theft Monday 10:23 hours
Officer John Larrive took a report from a victim who stated that her wrought iron planter was stolen over
night. There were no witnesses and no suspects to the crime.
5th degree Assault/Drugs Tuesday 04:00 hours
Officer Peyton Fleming and Officer Steven Meyer responded to a call on an individual who was injured
due to an assault. Officers learned that the victim was in a car with his father when they began to argue
and then began striking his son with a closed fist. After returning to their home the victimÓs roommate
called 911. The victim appeared under the influence of methamphetamine and admitted to recently
smoking it. The suspect was located in his vehicle parked in front of the residence. A search of the
suspectÓs vehicle revealed a glass pipe with a residue suspected to be methamphetamine. A small bag of
what appeared to be methamphetamine was also found. The suspect was arrested and transported to the
Dakota County Jail.
Damage to Property Tuesday/Wednesday 07:00 hours
Officer Eric Petersen responded to eight more residences who were the victims of criminal damage to
property in the overnight hours. Vandals armed with red and green spray paint caused damage to cars,
