The Primary Election is scheduled for Tuesday, August 12, 2014. Are you unable to get to your polling place on Election day and still want to vote? Did you know you can vote by casting an absentee Dates to Remember: ballot prior to Election Day? Voters can absen- tee vote in person at City Hall or at the Dakota July 1 County Administration Center, Northern Ser- City Council 7:00 p.m. vice Center, or Western Service Center offices. Elections offices are open during business hours on weekdays. July 4 Independence Day City Offices Closed Voters can also mail, fax or email an absentee ballot application to City Hall. Twitter.com/@mendota_heights June 27, 2014 The Pipeline N E W S L E T T E R Public Works Engineering June 27, 2014 Code Enforcement Public Works The Parks Crew fixed the bathrooms at Kensington Park because of vandalism. Signs were repaired at the Pilot Knob site. They graded/leveled the ball fields at Mendakota Park and did other prep work for the tournament this weekend. Grass was cut. They worked on the new truck. Soccer and ball fields were striped. Brush was picked up throughout the city from downed limbs. pump 2 is in for repairs for the seals and bearings. The force main had a break which will be repaired during the Victoria Road construction. Sanitary sewer lines were cleaned on Hazel Court, Havenview Court, Pagel Road easement, Pueblo Lane, Mohican Lane, Mohican Court, Pueblo Drive, Apache Street and Havenview Court. The Streets Crew hauled concrete bunkers and 150 tons of gravel down to manhole cover was put in place in that area also. Blacktopping was done on Marie Avenue. They helped work on dump truck 304. Weeds are being cut along the streets. Black dirt and rip rap was brought to the washed out storm pipe on Fieldstone. Engineering City Projects (construction year) Hunter Lane/Orchard Place Neighborhood Improvements (2013) The project is considered substantially complete and the final lift of wear course asphalt will be placed in early July, and punch list items will be identified and corrected by the contractor. The wear course of pavement, originally scheduled for installation in June, has been delayed due to weather. Highway 13 Trail Connection (2014) Construction is anticipated to begin in July. A water main will need to be lowered in conjunction with this project. Saint Paul Regional Water Services will lower the main as soon as they have a crew free to do the work. The contractor is ready to start immediately after the water main correction. Victoria Road Reconstruction & Rolling Green Neighborhood Rehabilitation (2014/2015) The first (2014) phase of the project will reconstruct Victoria Road from Lilydale to Marie Avenue and rehabilitate the Stratford/Walsh/ Rolling Green neighborhood. The Lilydale portion of Victoria Road from Caren Road to Highway 13 is included in the 2014 construction phase. A pre-construction meeting was held Thursday afternoon, and construction is expected to begin July 21st. Utilities will be located and temporary water main will be installed over the next three weeks. The remainder of Victoria is anticipated for construction in 2015. Wentworth Avenue & Pilot Knob Road Trail Rehabilitation Projects (2014) The trails on Wentworth (Wachtler to Dodd) and Pilot Knob Road (I-494 to Highway 13) are scheduled for rehabilitation this summer. The project was awarded with the Victoria Road/ Rolling Green Neighborhood project, and construction is expected to begin in July. Limited Use Permits for portions of the trails in MnDOT right-of-way will need to be approved, and will be brought to City Council at a future meeting. Preventative Maintenance (Crack Sealing & Sealcoating) Contract (2014) Crack sealing is complete, and sealcoating will follow in July for designated neighborhoods. Those scheduled to receive a chip seal coat on their streets are Park Place, Highland Heights including Mayfield Heights Road, Copperfield, and North Ivy Falls. Additional neighborhoods are receiving crack sealing only. Homeowners are not assessed or billed for this work. Marie Avenue/I-35E Erosion Repairs (2014) Staff has been working with MnDOT on a project to repair erosion that has taken place in the northeast quadrant of the Marie Avenue and I-35E intersection. The erosion has exposed some utility pipes and conduits that need to be repaired, and drainage will be altered to prevent further erosion. Under the terms of the City will administer the construction contract. Authorization to bid the project has already been granted by City Council, and as soon as staff receives the final pieces of information from MnDOT the project will be advertised. Bid opening is expected 3 weeks after advertisement. County Projects Delaware Avenue Resurfacing (2014) Dakota County will be resurfacing Delaware Avenue from Highway 110 south to I-494. This project will not widen or alter the lane alignment of Delaware, but will provide a new asphalt driving surface and new striping. The 2-3 week construction project is expected to begin in late July. Lexington Crosswalk at Victoria (2014) This project will install a center median in Lexington on the north side of the Victoria intersection and provide for a crosswalk to connect the trails on the east and west of Lexington. The left turn lane from southbound Lexington to eastbound Victoria will be removed. Construction is expected to begin during the first week of August. State Projects Highway 149 (Dodd Road) Sealcoating (2014) The State has given Dodd Road a chip seal treatment this past week. Originally scheduled for June thth 10 & 11, the schedule slipped due to weather. Some pavement repairs were completed at the Wentworth intersection prior to the chip seal. This is a pavement life extension project until Dodd Road is resurfaced in 2017. nd Highway 13 Landslide (Lexington to 2 Street Mendota) Earlier in June, the slope below Highway 13 in Mendota failed, blocking the Big Rivers Regional Trail. Highway 13 was closed temporarily for MnDOT to repair the slope. The highway is now re-opened, but the trail remains closed reconstruction project of Highway 13 from Mendota to I-35E. Highway 13 Landslide (Sylvandale to Wachtler) The landslide from last week that blocked a portion of Highway 13 has been cleaned up. Highway 13 was closed, but is now re-opened. MnDOT is working on a slope repair for their portion of the landslide area. Highway 149 (Dodd Road) Reconstruction (I-494 to Highway 55 Eagan) th This project is scheduled to begin on June 30, and will reconstruct Dodd Road from the I-494 Interchange to Highway 55 in Eagan. Construction is expected to be substantially complete this summer. Detours will be posted as needed. I-35E Drainage Washout MnDOT will be repairing a storm drain culvert on the east side of I-35E between Marie Avenue and Highway 13. The recent storms have caused a downstream washout of soil. MnDOT will be repairing the erosion, and adjusting the drainage culvert. This work is estimated to th be complete by July 11. Brief lane closures on northbound I-35E should be expected throughout the project. J 27, 2014 UNE The latest from the Mendota Heights Police Department Ώ - - - - - - AOA/Medical Friday 19:11 hours Officer Steve Meyer along with Officer Jennifer Fordham assisted West St Paul PD with a medical call where a male was reported laying on the ground unconscious. Upon arrival, Officers were flagged down by the caller who stated that he found the male on the ground, who eventually woke up. The RP handed over a marijuana pipe and a cellophane package containing several white pills he found with the male. In meeting with the male, his speech seemed slow and was unable to state how he ended up on the sidewalk. South Metro Fire arrived on scene and transported him to the hospital on a health and welfare hold. Damage to Property Saturday 14:14 hours Officer Scott Patrick responded to a home on a report of damaged property. In meeting with the homeowner, he stated that he had a pool technician at the home recently who found an area of the pool liner damaged and debris from fireworks present. He stated the damage to have occurred sometime in the Summer of 2013. There are no suspects. Case Inactive. Domestic Saturday 16:58 hours Officer Tanner Spicer was dispatched the PD lobby on a report of an after the fact domestic assault. In meeting with the woman, she stated that the past few weeks her live in boyfriend has been abusive toward her. The boyfriend has become increasingly controlling blocking her car in with his so she cant leave and went as far as putting a tracking app on her phone to track where she goes and he will show up there. In an attempt to locate the boyfriend, he could not be found so he was mailed a citation for Domestic Assault. The woman stated she would be moving out with their son and filing an OFP. Burglary Monday 13:04 hours Officer Bobby Lambert responded to a local business on a no forced entry burglary report. An employee at the business stated he had video surveillance of a theft of power tools stolen from a work room. A suspect description was given and the male was seen carrying a key with key ring believed to be the master key to the suite. The suspect was also in possession of an access card to a neighboring business and the card had been used several times throughout the year. Another video shows this same suspect going into multiple rooms of the business using a master key and carrying unidentified items. Under investigation. Harassing Communication Tuesday 10:11 hours Officer Bobby Lambert spoke with a male complainant over the phone who stated he was receiving unwanted text messages from a woman who him and his brother used to associate with. The brothers who are ex-addicts used to associate with this woman who also prostitutes. The male does not want to get into his old ways so wants nothing to do with the woman. He was advised to block the phone number from calling him and to let police know if it continues. Domestic Thursday 12:53 hours Officer John Larrive along with Officer Bobby Lambert were dispatched to a home on a domestic assault report. One of the adult sons, after being admonished his mother, became enraged, grabbed her by the neck and started to slam her head off the door a few time and she received various marks and bruises in the process. He finally stopped, left the room and headed into the garage. Upon locking him out, she then saw he had a golf club in his hand. He smashed the window out of a car, which was slotted to be donated, and took off. Upon obtaining and dispatching suspect information, Officer Lambert found him and arrested him. The son, after recently going thru anger management and drug treatment, found it ironic that he was now being arrested for Felony Domestic Assault (based on his record). Closed by arrest. Officer Jenny Fordham was dispatched on a report of a wounded deer in the roadway. Upon arrival, she found a passer-by had stopped and was literally cradling an injured fawn, whose mother was pacing Check out the MH Crime Map! The passerby had determined the injury to the leg was minor and if they could get it to its waiting mother, it would be fine. He and Officer Fordham, along with two other passer-bys who stopped to help, wrapped the fawn in the squad blanket and transported it to the other side, while mama deer watched from a safe location. After they left, the fawn bounced happily over to mama.
