The fields were striped, dragged and chalked. A drainage ditch was installed on the soccer fields at South Kensington Park. The spill way was cleaned out of trees and tree limbs in Valley Park. The Streets Crew spent the week with the street sweepers. The entire City has now been swept for the spring. The Utilities Crew was called in on Sunday morning at 9:00 a.m. for a power outage at the Northland lift station. Power was restored at 11:00 a.m. The lift stations were checked daily. The fire hydrants in Friendly Hills were painted. Broadleaf weeds were sprayed at the Par 3, Rogers Lake, Friendly Hills Park, North and South Kensington Park, Hagstrom King Park and Marie Park. Top soil was hauled to Kensington Park. The utilities seasonal employee started on Monday. Engineering City Projects (construction year) Hunter Lane/Orchard Place Neighborhood Improvements (2013) - The project is considered substantially complete and the final lift of wear course asphalt will be placed by mid to late June. Highway 13 Trail Connection (2014) - Construction is anticipated to begin in late May or early June. A watermain will need to be lowered in conjunction with this project. Staff is coordinating between Saint Paul Regional Water Service and the trail contractor to work the repair into the schedule. Victoria Road Reconstruction & Rolling Green Neighborhood Rehabilitation (2014/2015) - The first (2014) phase of the project will reconstruct Victoria from Lilydale to Marie Avenue and rehabilitate the Stratford/Walsh/ Rolling Green neighborhood. The Lilydale portion of Victoria from Caren Road to Highway 13 is included in the 2014 construction phase. A Joint Powers Agreement (JPA) with Lilydale has been approved by both City Councils. The remainder of Victoria was put off to a future date, but it is anticipated for construction in 2015. Bid opening is scheduled for May 28th, and a contract award is anticipated to be before Council at their June 3rd meeting. Construction is expected to begin in late June. Wentworth Avenue & Pilot Knob Road Trail Rehabilitation Projects (2014) - The trails on Wentworth (Wachtler to Dodd) and Pilot Knob Road (Mendota Heights Road to Highway 13) are scheduled for rehabilitation this summer. Projects will reclaim the existing pavement; install ADA compliant ramps, and a new paved surface along each trail. Dakota County is participating in cost sharing since these trails are in County right-of-way. The project will be bid with the Victoria Road/Rolling Green Neighborhood project, and construction is expected to begin in July. Limited Use Permits for portions of the trails in MnDOT right-of-way will be on the City Council agenda at their June 3rd meeting. Preventative Maintenance (Crack Sealing & Sealcoating) Contract (2014) - Crack sealing will being next week with sealcoating to follow in July. Neighborhoods receiving a chip seal coat on their streets are Park Place, Highland Heights including Mayfield Heights Road, Copperfield, and North Ivy Falls. Homeowners are not assessed or billed for this work. County Projects Delaware Avenue Resurfacing (2014) - Dakota County is planning on resurfacing Delaware Avenue from Highway 110 south to I-494. This project will not widen or alter the lane alignment of Delaware, but will provide a new asphalt driving surface and new striping. The 2-3 week construction project is expected to begin in late July. Lexington Crosswalk at Victoria (2014) - This project will install a center median in Lexington on the north side of the Victoria intersection and provide for a crosswalk to connect the trails on the east and west of Lexington. The left turn lane from southbound Lexington to eastbound Victoria will be removed. Construction is expected to begin in July. State Projects Highway 110 & Lexington Avenue Signal Replacement (2014) - Construction is underway. The existing signal will be replaced with a new LED signal with a flashing yellow arrow for the Lexington left turn lanes. Also included in the project are new ADA compliant pedestrian ramps and signals, and new crosswalk striping. The contractor has until May 20th to complete the project. Steve Meyer Police Officer A property owner or lessee of the property may have a recreational fire without obtaining a permit by complying with the following regulations: A. Hours Fires To Be Extinguished: Fires shall be extinguished within three (3) hours after start but not later than eleven o'clock (11:00) P.M. B. Materials Burned Restricted: Clean, dry wood only (no refuse, grass, leaves, logs over 3 inches in diameter, paper, garbage, trade waste or other combustibles). C. Size Of Fire: Size shall not be more than three feet (3') in diameter, nor shall the flames reach a height in excess of three feet (3'). D. Location: No fire shall be within twenty feet (20') of any building or structure. E. Means To Extinguish: A means of extinguishment must be in the immediate area of the fire. F. Weather Conditions: No fire shall be started or maintained in dry conditions or when winds are over fifteen (15) mph. G. Notice To City: Prior notice shall be given to the dispatcher one hour before the fire is ignited. H. Attendance Required: Recreational fires must be constantly attend- ed by a competent person until the fire has been completely extin- guished. I. Authority To Restrict Fires: The code official has the authority to prohibit, suspend, or further restrict all fires should conditions warrant such action. L FRIENDS /Ugit=a Idoo�a Identity Theft Thursday 4 1 1 12:00 hours 1 Officer Bobby Lambert responded to the Mendota Heights Police lobby to take a report from a victim of identity 1 theft. She reports that while attempting to change her address via the US Post Office website she was unaware that she had clicked on a fraudulent website and completed a change of address form. She provided her personal debit card number and when she did not receive a confirmation email she began to suspect something was not right. Within 24 hours two fraudulent charges were made to her debit card. The victim closed her account immediately and notified her bank of the incident. This case is under investigation. Possession of Marijuana Saturday 1 1 1 1 1 00:56 hours 1 Officer Tanner Spicer was conducting traffic enforcement on I-35 under Wagon Wheel Trail when he observed a vehicle approaching at a high rate of speed. Officer Spicer stopped the vehicle and made contact with the driver. There was a strong odor of marijuana coming from the interior of the vehicle. Upon questioning the driver about possible marijuana possession, a passenger in the vehicle turned over a substantial amount of marijuana as well as one marijuana pipe, plastic baggies, TOP brand rolling papers, and a digital scale. A passenger in the ve- hicle admitted to ownership and was issued a citation for possession of marijuana and possession of drug para- phernalia. The driver of the vehicle was cited for speeding. Theft of Gas Saturday 1 1 1 1 1 1 1 18:05 hours I Officer Mike Shepard responded to a call from a gas station attendant who wanted to report that a man in silver Honda drove off without paying for his gasoline. The reporting party provided a MN license plate number which came back as not being on file. The gas station attendant also said he would not be able to identify the driver of the vehicle. Case is inactive. Theft of Gas Monday 1 1 1 19:06 hours 1 1 1 1 1 06:34 hours 1 Officer Todd Rosse was dispatched to an after the fact gas drive -off report. The suspect vehicle was described as a dark blue Buick driving towards 35E. The area was monitored but the vehicle was not found. The gas station attendant said the vehicle did not have front or back license plates, but thought there was a yellow piece of paper in the back window. There is no further information and this case remains inactive due to lack of evidence. Traffic Tuesday I Officer Tanner Spicer was on routine patrol when a he stopped a vehicle that revoked license plates. The driver I was confirmed as being the registered owner of the vehicle. The driver was issued a citation for driving after revo- cation, having no insurance, and operating a vehicle with revoke plates.
