April 9, 2014
The regular meeting of the Mendota Heights Airport Relations Commission was held on Wednesday,April 9,
2014at 7:00 p.m. at 1101 Victoria Curve, Mendota Heights, Minnesota.
The following commissioners were present: William Dunn, Gina Norling, Jim Neuharth, Kevin Byrnes, and
Sally Lorberbaum
Absent:David Sloan (excused) and Paul Portz(excused)
Also present: CityAdministrator Justin Miller
Approval of Minutes
Neuharth made a motion, seconded by Dunn, to approve the February 12, 2014 minutes as presented. Allvoted
in favor.
Lorberbaum suggested that in the March 12, 2104 minutes, the word “timeline” under the RNAV Update

section be changed to “process”. Norling made a motion, seconded by Dunn, to approve the March 12
minutes as amended. All voted in favor, with Lorberbaum abstaining.
June Televised Meeting

The commission discussed topics that should be addressed during the June 11ARC meeting, which would be
broadcast by NDC4. The commission agreed staff should ask MAC tobe prepared to discuss the recent noise
contour reports, corridor compliance reports/studies, and an overview of improvements being made at the
airport. The commission also agreed that the ARC should update the MAC and viewing public on the work of
the commission.
May Meeting Schedule
Due to a conference, City Administrator Miller will be out of town on the regularly scheduled May commission

meetingdate. The commission agreed to move the May meeting up by one week to May 7.
Reports of Areas of Focus
Norling presented her charts about excessive noise events at the RMTs and noted that several of the towers are
seeing incidents below the lower control limit. The commission noted the seasonal cyclical effect on these
readings and asked staff to inquire with the MAC about impact of severe cold weather on the tower operations.

Metropolitan Airports Commission staff has agreed to be on hand to make presentations based
on the desires of the commission. At the April meeting, the commission tentatively decided to
set the agenda as follows:

Corridor compliance reports/studies
Overview of improvements at MSP airport
Presentation on ARC workplan/initiatives
If this is still the desire of the commission, staff will work with MAC representatives on final
details.

MAC Correspondence Discussion
At the February ARC meeting, commissioners asked staff to send the following questions to
MAC staff:
1.
Our residents near Sensor 23 have experienced a significant increase in 80dBA noise
events. Year over year analysis from 2011, 2012 and 2013 show a 29% increase in events. We
are concerned that the number of 80dBA noise events has increased even with the phase out of
louder aircraft from the fleet mix. We would like to see a reduction in 80dBA noise events in
2014.We know that there are multiple reasons for explaining noise events, but a 29% increase
seems unreasonable. Can you please provide an explanation of this increase and share with us
any plans to decrease these noise events to more historic numbers?

During the time period of 1/09 thru 12/2013 the 12L % of total operations increased from 12.3 to
12.7 while 12 R % total operations decreased from 7.7 to 6.5. We believe the 12L increase in total
operations is primarily responsible for the increase in the 80dBA noise events. We would like to
see a more equitable distribution of total operations between runways 12L & 12R. We know that
runway use is primarily an FAA issue, but can you share with us what efforts are being made to
equalize the runway departure distribution?
The second question is being discussed at the May NOC meeting in a report on the Runway Use System
(see attached report). The first question was answered with the following:

As the numbers of flights increase, the possibility of aircraft noise events > 80 dB also increases. This is
seen in the July to August counts in 2012 and 2013. There are irregularities. In June 2011 there were
many more flights, the highest shown, yet the number of aircraft noise events was 468. In June 2011, the
hushkitted DC-9’s were the loudest source of noise, in June 2013 the MD-80’s were the loudest source of
noise. In general, an MD-80 will produce an aircraft noise event at #23 > 80dB. As the numbers of
aircraft noise events greater than 90 dB decrease, the aircraft noise events settle to a new bracket, which at
#23 is now > 80dB. This bracket has more aircraft noise events during the warm months due the reasons
stated, aircraft lose performance in gaining altitude and the increase in SE departures due to the wind
direction. “
The commission may want to further discuss this response to see if any further questions are warranted.

The Runway Use System (RUS) for Minneapolis – St. Paul international Airport (MSP), a
defined list of runway prioritizations for arrival and departure procedures, is intended to reduce

noise impacts in densely developed residential areas to the west and northwest of the airport.
To that end, the RUS gives first priority to departures and arrivals over open space, the
Minnesota River, wetlands, and noise compatible commercial and industrial areas located to the
south and southeast of MSP.
Departures, because they are louder noise events than arrivals, are further prioritized as the first
operations to be considered when conditions permit the RUS to be used by the Federal Aviation
Administration’s (FAA) Air Traffic Control (ATC). Typically, the RUS is able to be used when
MSP is operated in a “south” flow, with departures off of runways 12L/R and 17. When used for
arrivals, the RUS gives priority for operations using runways 30L/R and 35. However, using the
RUS for both arrivals and departures creates opposite flight paths to the south and southeast.
Over time the RUS has been limited primarily to nighttime operations. During 2012 and 2013,
the RUS was used for 65% of the MSP departures and 57% of the MSP arrivals between 10:30
p.m. and 6:00 a.m.
Numerous and complex factors affect the particular use of any specific runway configuration at
any time. The RUS study determined that wind direction, wind speed, and aircraft traffic demand
play significant roles in the utilization of the RUS at MSP. Historical wind data indicate a strong
and consistent pattern of prevailing winds from the north and northwest for many months of the
year at MSP. Since it is preferred that aircraft arrive and depart into a head wind, the use of a
“north” flow with departures on runways 30L/R and arrivals on runways 12L/R and 35 is
commonly observed. Periods of high traffic volume, those with more than 60 arrival and
departure operations per hour, are present at MSP from 7 a.m. to 9 p.m., which limits the
utilization of the RUS due to the potential for opposite head to head flight tracks when the local
airspace is in high demand.
During the nighttime hours, when the wind speeds are less than 7 knots and traffic volumes are
low, (fewer than 15 operations per hour), the RUS is utilized to reduce noise impacts to the
northwest and west of MSP. This means that the noisier departure operations are placed on
runways 12L/R and 17. This configuration places arrivals on runways 12L/R and has resulted in
an increase in noise impacts in residential areas located on the extended centerline of runway
12R. When feasible, these impacts may be mitigated by using both runway 12L and runway 35
for more nighttime arrival operations.

In1972theFAAATCbeganoperatingaͻƦƩĻŅĻƩĻƓƷźğƌrunwayƭǤƭƷĻƒͼ(PRS)foraircraftoperationsat
MSP.ThePRSwastheprecursortotheRunwayUseSystem(RUS).UnderthePRS,theobjectivewasto
routeaircraftoverlesssensitivenoiseareas.ThePRSmaximizedthenumberofdeparturesandarrivals
tothesoutheastandsouthwestandminimizedthenumberofflightsaffectingresidentialareastothe

ofvariablesthatmayaffecttheuseoftheRUSatMSP.Theseinclude:safetyprocedures,efficiency
considerations,aircraftseparationminimums,runwayconditions,runwayconstruction,runway
maintenance,runwayclosures,meteorologicalconditions,visibility,navigationalequipment
maintenance,ATCworkloadlevels,aircraftgroundmovements,airspacecapacity,andthede
conflictionofaircraftonthegroundandintheairspace,amongothers.
RecentRUSAnalysis
TheRUSestablishesrunwayselectionpreferencesbasedonimpactedpopulation(i.e.,therunwaythat
impactsthefewestpeoplereceivesthehighestpreference);asaresult,theRUSservestoreduceaircraft
noiseimpactsonpopulationswithinthe60dBDNLcontour.
TheRUSisalwaysinuse,althoughitisusedtovaryingdegreesdependingontrafficlevels.Duringpeak
operationalperiods,capacityandweatherarethedrivingfactorsinrunwayselection.ATCmustselect
runwaysthatmaintainnecessaryairportcapacityandconsideraircraftperformancecriteria.Generally,
aircraftmusttakeoffandlandintothewind,inordertomaximizesafetyandaircraftperformance.
AlthoughATChaslimitedflexibilityinrunwayselectionduringhighdemandperiods,theRUScanbe
employedincertainconditions.Ifprevailingwindsarerelativelycalm,forexample,theRUSisthe
mechanismthatallowsATCtoselectasouthflow,anddepartaircraftonRunways12Land12Rinstead
ofonRunways30Land30R.OptimalnoisebenefitsutilizingtheRUScanbeobtainedonlyduringmid
andlowdemandperiods,whichtypicallyoccuratnightandforlimitedperiodsduringthedaytime.
Duringtheseperiods,ATChassomeflexibilityinrunwayselection.TheRUSisusedtomakeappropriate,
noisesensitiverunwayselectioninthemidtolowdemandtimeframes.

Discussion
AreviewoftherunwayusedatapresentedinthisstudyindicatesthattheRUSsystemisusedeffectively
duringthenighttimehourswhenwindconditionsandlowtrafficdemandpermit.Duringthedaytime
hourstheincreasedtrafficdemandandwinddirectionhaveasignificanteffectontheselectedrunway
configuration,andthenorthflowconfigurationwasusedmorethanthesouthflowconfigurationduring
thepasttwoyears.
Duringthenighttimehours,asthenoisierdeparturetrafficissenttothesoutheastandsouth,the
arrivalsonrunways12L/Rareincreased,consistentwiththeRUSdepartureprioritization.Thereare
morearrivalsonrunway12Rthan12Lduringthenighttimeandtheseeventscontributetoincreased
noiseimpactsthathavebeenidentifiedintheAnnualNoiseContourAnalysisfor2013recently
completedbytheMACinMarch2014.Greateruseofrunway12Lforarrivalsduringthenighttimecould
reducethesenoiseimpacts.Similarly,greateruseofrunway35forarrivalsduringperiodsofextremely
lowtrafficdemandcouldfurtherlowerthenighttimenoiseimpactsoverdenselypopulatedareastothe
westandnorthwestofMSP.
