CITY OF MENDOTA HEIGHTS DAKOTA COUNTY, MINNESOTA AIRPORT RELATIONS COMMISSION MINUTES February 12, 2014 The regular meeting of the Mendota Heights Airport Relations Commission was held on Wednesday, February 12, 2014 at 7:00 p.m. at 1101 Victoria Curve, Mendota Heights, Minnesota. The following commissioners were present: David Sloan, William Dunn, Jim Neuharth, Sally Lorberbaum, Gina Norling, Kevin Byrnes and Paul Portz Absent:None Also present: CityAdministrator Justin Miller, Rose Agnew Approval of Minutes Lorberbaum made a motion, seconded by Neuharth, to approve the January 8, 2014 minutes as submitted - all voted in favor. Election of 2014 Chair and Vice-Chair Lorberbaum nominated David Sloan as 2014 chair, and the motion was seconded by Dunn. Seeing no other nominations, all voted in favor. Dunn nominated Sally Lorberbaum as 2014 vice-chair, and the motion was seconded by Sloan. Seeing no other nominations, all voted in favor. Future Televised Meeting/Guest Speakers The commission discussed the timing and content of a future televised meeting. It was suggested that the content be either FAA or MAC staff so they could present an update on RNAV. It was decided to wait until the March commission meeting to decide on an exact date, and to allow for publication in the April Heights Highlights newsletter. The commission decided to review the airport’s 2030 long term capital plan at the March meeting, and future meetings to include a FAA tower tour, legislative visits, and a presentation from the city planner. RNAV Update th Sloan updated the commission on the NOC cities meeting that was held on February 7 relating to the pending FAA decision on RNAV. Staff was asked to distribute the draft NOC resolution and letter that Jeff Hamiel send to the FAA in 2013. Reports on Areas of Focus Norling presented her charts about excessive noise incidents at the RMTs and noted that the trend continued to be on the upswing. Neuharth further noted that the percentage of flights taking off of Runway 12L seems to be trending higher, while the departures off of 12R are decreasing, and this might be one reason why the number of noise events has increased. Norling and Neuharth agreed to collect more data and work with staff to present a case to MAC staff. Neuharth also asked that staff inquire about the reason for the high number of flights north of the corridor in November 2013. Since 2007, the contours have been shrinking, due to fewer flights and quieter aircraft. This map is referenced in the Mendota Heights City Code as the official map when determining if new construction is required to provide extra noise mitigation in their construction methods. Attached to this report are the key findings as they relate to Mendota Heights. They did announce that the use of RNAV for arrivals will be put in place by 2015. th The Noise Oversight Committee will be holding a meeting on Thursday, February 6 to discuss a response and recommendation to the full MAC board. Staff will have an update on this NOC meeting at the ARC meeting on Tuesday. Purpose and Need 2-8 Minneapolis-St. Paul International Airport 2020 Improvements Draft EA/EAW 2.2.5Timeframe for Implementation Subject to completion of the Federal and State environmental approval processes and provided funding is available, construction of the Proposed Action is anticipated to commence in late 2012 and be completed by 2020. Regional roadway improvements out to 2030 have been identified based on the 2030 LTCP and background traffic growth to satisfy FHWA NEPA requirements. 2.3Requested Federal Actions The requested Federal actions include FAA approval of the Airport Layout Plan (ALP) and environmental approval of the Sponsor’sProposed Action. Environmental approval would allow the MAC to establish eligibility for funding through the Federal Airport Improvement Program funds or Passenger Facility Charges (PFCs) for eligible airport development, assuming the independent requirements of these programs are met (49 U.S.C. Section 47101 et seq., 49 U.S.C. Section 40117). The requested Federal actions also include FHWA approval of the Sponsor’sProposed Action. Environmental approval would allow FHWA to approve the Interstate Access Request (IAR) for the proposed Interstate th 494 (I-494)/34 Avenue South interchange modifications and other improvements affecting the interstate. Purpose and Need 2-10 DATE: March 12, 2014 TO: Airport Relations Commission FROM: Justin Miller, City Administrator SUBJECT: MAC Information Request Follow-Up th On February 25, the ARC sent the following email to MAC staff: The Mendota Heights Airport Relations Commission is writing to alert you to two alarming trends. 1. Our residents near Sensor 23 have experienced a significant increase in 80dBA noise events.Year over year analysis from 2011, 2012 and 2013 show a 29% increase in events.We are concerned that the number of 80dBA noise events has increased even with the phase out of louder aircraft from the fleet mix. We would like to see a reduction in 80dBA noise events in 2014. We know that there are multiple reasons for explaining noise events, but a 29% increase seems unreasonable. Can you please provide an explanation of this increase and share with us any plans to decrease these noise events to more historic numbers? 2.During the time period of 1/09 thru 12/2013 the 12L % of total operations increased from 12.3 to 12.7 while 12 R % total operations decreased from 7.7 to 6.5. We believe the 12L increase in total operations is primarily responsible for the increase in the 80dBA noise events. We would like to see a more equitable distribution of total operations between runways 12L & 12R. We know that runway use is primarily an FAA issue, but can you share with us what efforts are being made to equalize the runway departure distribution?
