CITY OF MENDOTA HEIGHTS DAKOTA COUNTY, MINNESOTA AIRPORT RELATIONS COMMISSION MINUTES January 11, 2006 The regular meeting of the Mendota Heights Airport Relations Commission was held on Wednesday, January 11, 2006, at 7:00 p.m., in the Large Conference Room at City Hall, 1101 Victoria Curve, Mendota Heights, Minnesota. The following Commissioners were present: Scott Beaty, Vern Edstroxn, Brian Liniiihan, Liz Petschel, Mike Povolny, and Ellsworth Stein. Staff present; Jim Danielson, City Administrator; and Bonita Sullivan, Recorder. Ms. Sullivan took the minutes. Not Present: Approval of Minutes A. December 14, 2005 AirpoY-t RP1_ations Commission Minutes Commissioner Petschel had the following corrections • Guy Heidi presentation - last paragraph reads: `Commissioner Roszalc suggested that �'" � the AR.0 create a document that would track and log `flight data`; Should read: - `Commissioner Roszak suggested that the AR.0 create a document that would track and log `Heidi data` in order to create a chronological history and pattern.' • NOC Update - first bullet - Should read: `The NOC passed on the feedback to `MAC Staff' regarding the difficulties in navigating the MAC website.' • NOC Update - fourth bullet, last sentence - Should read. `The City of Apple Valley also requested that they be allowed to have a`Representative' seat on the NOC.' • NOC Update - seventh bullet - Should read: `A higher climb rate is being used off from Runway 17-35, 12L and 12R because of issues over Flying Cloud and downtown St. Paul airspace.' Commissioner Linruhan had the following correction: • Guy Heidi presentation, fourth sentence - Reads: `He indicated that the maps are significant to the residents of Mendota Heights because these are not the maps that were used for eligibility determination.'; Should read: `He indicated that the lnaps are significant to the residents of Mendota Heights because these are not the maps that were used for `sound-proofing' eligibility determination.' A motion was made by Commissioner Edstrom, second by Corrunissioner Linnihan, to approve the December 14, 2005 minutes as amended. Motion carried 6-0 Commission Meeting January 11, 2006 Mendota Heights Airport Relations Commission ` Public Comments NONE UnfinishecUNew Bnsin:ess A. Planning and Visionin� Commissioner Petschel stated that she_thought this would be a good time for the Commission to brainstorm and discuss ARC priorities and direction for the coming year. She suggested, as a starting point, to consider one of the ARC's most important goals, which is communicating with the public. She stated that she would like the Commission to work together to find a better way to com�nunicate airport noise issues with the public. Chair Beaty agreed and suggested putting together a semi-annual, two-page newsletter or include as an insert to the Highlights that would update the residents on the AR.0 activities and what is happening at the airport. Commissioner Linnihan suggested that the ARC include a special insert update twice a year that could be included with the Highlights newsletter. He stated that the insert could provide an overview of the items the ARC is currently working on in addition to including airport issues. � Chair Beaty agreed stating that in the past the AR.0 would include a monthly article in the Highlights that would focus on specific airport issues that impact Mendota Heights. City Administratar Danielson stated that he would be willing to put together an article each month and suggested that the Commission provide him with some ideas for articles. He stated that he could put together the article and then provide a draft copy to the Commission for the review and approval prior to publishing the article. Commissioner Petschel stated that she visited with Mr. Roszak briefly adding ihat he suggested that the ARC's main thrust should be legislative. She stated that she is in agreement with this suggestion noting that it would be very incumbent of the Commission to stay in touch with the Legislative sessions because of the 2020 plan. NOC Representative/Council Member Duggan suggested that the Commission provide City Administrator Danielson with an updated list of important items that could be provided to the Cable Company and included as a scroll item at the bottom of the screen during the airing of various City meetings. Commissioner Petschel suggested that the Commission review and update the ARC brochure. She stated that the brochure should include an updated list of the new Commission members in addition to the changes with the NOC. � Commission Meeting January 1 l, 2006 Mendota Heights Airport Relations Commission NOC Representative/Council Member Duggan referenced Items 11 and 12, Determining Parameters, and suggested asking what the capacity is at the airport. Commissioner Petschel indicated that this question has been asked at the last couple of NOC meetings and there is a very involved formula available that is used by the FAA. She stated that Cindy Green clarified that capacity is detei7nined by the length of flight delays. NOC Representative/Council Member Duggan referenced Item 13, Monitors, and suggested that the ARC check to see if newer monitors are available, where they are located and whether they would consider placing a new monitor in the Rogers Lake East area. Commissioner Petschel agreed noting that they should check on what they do to update, clean or calibrate the equipment. She stated that she would follow up on this issue. NOC Representative/Council Member Duggan noted that some of the City Council members would prefer that the City not continue ma.king meinbership payments to N.O.I.S.E. He suggested that the ARC review membership benefits and make their own recommendation to Council regarding continued membership with this organization. ;' � The Commission held a general discussion around the advantages of belonging to � N.O.I.S.E. noting that the City and the AR.0 does receive weekly updates. It was noted that the N.O.I.S.E. organization also provides inany opportunities to attend various seminars relating to airport noise issues. Cornmissioner Petschel noted that the Cities of Richfield, Eagan and Bloomington are all members of N.O.I.S.E. and it is her belief that it would reflect very poorly on the City of Mendota Heights if they City were to choose not to be a member of N.O.I.S.E. She suggested including this item on next month's agenda. City Adlxiinistrator Danielson stated that he would provide the Commission with a copy of the ARC budget and the billing for N.O.I.S.E. meinbership in the next meeting packet. B. Gu�Heidi Brief City Administrator Danielson stated that Mr. Heidi forwarded an electronic copy of his brief and also included hard copies of all attachments for the Commission's review. The Commission held a brief discussion regarding the contents of the Heidi brief noting that the document was well written and excellent in content and detail. NOC Representative/Council Member Duggan suggested that the ARC include the Heidi brief as an additional document for the new Commissioners. He stated that the brief Commission Meeting Tanuary 11, 2006 Mendota Heights Airport Relations Commission would provide them with a good background and history of the issues affecting Mendota Heights. He suggested bringing Mr. Heidi in for an update in the April timeframe. Coriunissioner Petschel agreed stating that the ARC would probably wait for a ruling and invite Mr. Heidi back at that time to provide an update. C. Citv Adininistrator Ubdate City Administrator Danielson provided the Commission with the following City Council Update: • Par 3 Golf Course - received a call from the City Attorneys informing them that the Supreme Court has ruled in favor of the City of Mendota Heights. He stated that there are still legal avenues against the City but that this is a major win for the City. • Received 13 applications expressin.g interest in the open positions on various Commissions and Coinmittees. I!e stated that City Council will begin interviews next week to fill the six open positions. s NOC meeting is next week, Wednesday, January 18th at 1 p.m. D. Updates for Introduction Book City Administrator Danielson reviewed the updates included for the Introduction Book with the Commission. �" Acknowled�e Receipt of Various Reports/Correspondence: The Commission briefly reviewed the following documents: Commissioner Petschel noted the letters from the various Mayors involving the CIP program is quite interesting. She stated that Mayor Ryback's letter addresses the issues around the MAC an.d the 2020 program and reviewed with the Commission. NOC Representative\Council Member Duggan stated that the Commission should review this issue fuxther and suggested including as an agenda item for next month's ARC meeting. Commissioner Petschel refereneed page eight of the November 2005 Technical Advisor Report noting that the airport has more than doubled in nighttime departures. She stated that the operations number is also up from last year noting that daytime departures have been flat while nighttime departures have increased. Commissioner Linnihan asked if Runway 4-22 is completely shut down. Commissioner Petschel confirmed stating that they are plann.ing to build a tunnel underneath that would provide better, safer access, for vehicles traveling from the southeast to the northwest area of the airport. Commission Meeting 7anuary 11, 2006 Mendota Heights Airport Relations Commission Commissioner Stein noted that the November 2005 Technical Advisor Report indicates that there is a rise in the number of noise complaints coming in froin areas as far south as Castle Rock. Cominissioner Edstrom noted that a good majority of the nighttime flights were DC9's. Chair Beaty suggested that the ARC consider working on this issue adding that the AR.0 should insist that the planes that are being used for nighttime flights should all be equipped with upgraded noise kits. a. OTHER COMMENTS OR CONCERNS Agenda items for February Meeting: • Tntroduction of the new ARC Commissioners • AR.0 101 • N.O.I.S.E. bill review and resolution for N.O.I.S.E. membership Comrnissioner Linnihan suggested that the ARC take the time to review a map of the airport; review hush kitting of planes; discuss and clarify the definition of the corridor; review acronyins; provide an overview or history on the Guy Heidi brief and the Rogers Lake East group; discuss key people froin the MA.0 and NOC membership; discuss the NOC and how it relates to the MAC; review the 20/20 Plan and Runway 17-35. Commissioner Edstrom asked City Administrator Danielson to correct the following in the ARC Plan of Action - Issue l, Action Step 3- should read `submitted for the development sites.' Issue 2- should read `meet with NOC and ARC representatives.' NOC Representative/Council Member Duggan asked each of the Commissioners to bring together their neighbors and create teams that would compete in some of the activities during the SOth Anniversary celebration. Commissioner Petschel stated that this is Chair Beaty's last meeting with the Commission adding that this is the end of an era. She stated that he is an excellent leader and one of the most honorable people she has had the pleasure to know. She stated that it has been a real pleasure to work with Chair Beaty adding that he would be missed very much. She wished him the best in whatever he decides to do. Commission Meeting January 11, 2006 Mendota Heights Airport Relations Commission Commissioner Edstrorn referenced the retirement ceremony held for Chair Beaty and several of the retiring Commission and Committee Members stating that he felt that Chair Beaty's speech was very professional and straight-up talk. He explained that Chair Beaty provided a thorough review of his and the ARC accomplishments. He stated that he wanted Chair Beaty to know that he felt that he did a really great job. Chair Beaty thanked the Cormnission for all their hard work and support.
