AIRPORT RELATIONS COMMISSION
JUNE 10, 1998 - MINUTES
The regular meeting of the Mendota Heights Airport Relations Commission was held
on Wednesday, June 10, 1998 in the City Hall Large Conference Room, 1 10 1
Victoria Curve. The meeting was called to order at 7:00 p.m. The following
members were present: Beaty, Roszak, Des Roches, Leuman, Stein and May.
Commissioner Fitzer was excused. Also present were City Administrator Kevin
Batchelder and Senior Secretary Kim Blaeser.

Commissioner May moved approval of the April 8, 1998 and May 13, 1998
minutes.
Commissioner Roszak seconded the motion.

Administrator Batchelder explained that at the May Airport Relations
Commission meeting, the Commission made revisions to the Mendota
Heights Air Noise Plan of Action and requested that it be placed on the June
agenda for further review and discussion.
The Commission reviewed and updated Air Noise Plan and Topics of Interest.
Regarding the Topics of Interest the Commission suggested that the High
Priority Issues read as follows:
HIGH PRIORITY ISSUES
1. Equity of Current Runway Use System (Head to Head Equitable
Distribution).
2. MAC Representation
3. Noise Abatement Departure Profiles

4. MSP Long -Term Comprehensive Planning Issues - Expansion of
Existing Airport.
5. Corridor Definition/Compliance Issues.

The Commission made no changes to the following Medium Priority Issues
and Issues to be Monitored.

8. Nighttime Restrictions on Aircraft Operations.
9. Noise Measurement Issues - a. Usefulness of Ldn 65 Contour

of Departure Over Minneapolis.
The Commission discussed and made changes to the Action Plan's Focus
Issues.
1. Noise Reduction through Modified Takeoff Procedures
a. Monitor the Implementation of Non -Simultaneous Procedures.
b. Pursue the Adoption of "Close In" vs. "Distant" Departure
Procedures.
C. Urge the Adoption of Mandatory Nighttime Takeoff Regulations.

d. Implementation of Narrowed Air Traffic Corridor.
e. Monitor Conformance with Three Mile Heading Procedure.
2. Heighten Awareness of Mendota Heights Air Noise Concerns Public
Participation and Representation
a. Pursue Appointment of City Resident to the MAC.
b. Advertising the MAC Air Noise Complaint Line. (The
Commission noted that the quarterly newsletter reminds City
residents of the air noise phone number).
C. Expand Distribution of Air Noise Related Information as well as
Informing the Community about the City's Progress related to
Air Noise Issues.
d. Continue to Collaborate with the Northern Dakota County
Airport Relations Coalition (NDCARC).
e. Continue to Keep Abreast of other Communities' Issues and
Actions.
f. Work with Metropolitan Council representatives regarding Air
Noise.
3. MSP Long Term Comprehensive Plan
a. Monitor and encourage Promulgation and Adoption of Air Noise
Mitigation Requirements in Mitigation Committee's Plan.
4. Advocate a More Equitable Runway Use System
a. Monitor Contract with MAC on Third Parallel Runway.
b. Eliminate Head -to -Head Operations by using Runway 4-22.
C. Prevent Construction of a Third Parallel Runway.
d. Monitor Progress of the North/South Runway.
e. Monitor Runway Use System (RUS) for Conformance with MAC
Policies.
The Commission felt that Monitoring the EIS Process for the 12,000 foot
runway should be made an action step.
Administrator Batchelder reminded the Commission that MASAC will be
reviewing the Runway Use System for Conformance with MAC policies this
summer.

5. Specific Noise Control Measurers
a. Assure conversion of Stage III Quieter Aircraft by Federal
Deadline of Year 2000.
b. Monitor MASAC's Plan to reduce aircraft engine run-up noise
and aircraft ground noise during periods of departure.
C. Promote the Implementation of Global Positioning Satellite
Technology to Control Departure Headings in Corridor.
6. Expand Eligibility of Part 150 Sound Insulation Program in Areas
Affected by Air Noise Exposure.
7. Metropolitan Council Noise Zone Map and Related Land Use Controls
a. Revise Metropolitan Council Land Use Zones and Controls to the
Previous Land Use Zones Using the MAC's Year 2005 LDN
Contour Maps.

Regarding Item No. 2, Administrator Batchelder stated that he had attended
a meeting regarding the Acquisition of the Bureau of Mines property and that
he has sent a letter to the general counsel.

Administrator Batchelder informed the Commission that he will be providing
them with copies of the MASAC's monthly packet.
Batchelder explained that he had received a complaint from an individual who
lives in northern Mendota Heights about excessive air noise. Batchelder
stated that he had sent a letter to the FAA informing them of the repeated air
traffic patterns north of the established southeast corridor boundaries.
Batchelder stated that ANOM monitors will be placed at five new sites. He
stated that two of these sites will be located on our side of the river.
The Commission acknowledged receipt of information regarding the FAA
Airspace Usage and Control Tower document. The Commission noted that
Departure Control is responsible for directing aircraft that depart Minneapolis
airport to a point 40 miles from the airport, which is Farmington. They noted

that departure control utilizes radar and SlDs to get the aircraft headed
towards its destination.
The Commission reviewed maps depicting Minneapolis Approach Control.

The Commission acknowledged receipt of the Airport Noise Reports for May
8 and May 22, 1998.
The Commission acknowledged receipt of the MASAC Agenda for May 26,
1998 and April 28, 1998 minutes.
The Commission acknowledged receipt of the MASAC Technical Advisor's
Report for April 1998.
The Commission acknowledged receipt of the MASAC Corridor Gate
Penetration Analysis for April 1998.
The Commission acknowledged receipt of the MASAC Operations Committee
Agenda/Minutes for May 8, 1998.
The Commission acknowledged receipt of the Eagan ARC Agenda for June 9,
1998.
MISCELLANEOUS
Administrator Batchelder informed the Commission that Councilmember
Smith would not be able to attend the June 23 MASAC meeting. Chair
Beaty stated that he would be unable to attend the meeting. Commissioner
Leuman stated that he would check is schedule and inform Administrator
Batchelder of his intentions on Thursday, June 11 .
ADJOURNMENT
There being no further business, the Airport Relations Commission moved to
adjourn its meeting at 9:10 p.m.
