FE�RUARY 12, 1997
The regular meeting of the Mendota Heights Airport Relations Commission was
held on Wednesday, February 12, 1997 in the City Hall Large Conference Room,
1101 Victoria Curve. The meeting was called to order afi 7:15 p.m. The following
members were present: Beaty, Stein and Gross. Commissioners Leuman and
Fitzer were excused. Also present were City Administrator Kevin Batchelder and
Senior Secretary Kim Blaeser.
APPROVAL OF MINUTES
Commissioner Gross moved approvai of the January 8, 1997 minutes.

REVIEW MSP NOIS� MITIGA'POON PROGRAM
The Commission reviewed the MSP Noise Mitigation Program Document.
The discussion focused on the Executive Summary of the MSP Noise
Mitigation Program.
Regarding Insulation and how the Program will be expanded after
completion of the current program to incorporate the area encompassed by
` the 2005 60 DNL, the Commission discussed when the official 2005 DN�
will be known and how will it be produced. The Commission discussed the
use of ANOMS data in identifying accurate 2005 60 DNL boundaries.
Commissioner Gross suggested that a timeline be generated as to when and
how the DNL boundaries will be determined. The Commission felt that this
information should be relayed to IVlayor Mertensotto and Councilmember
Smith.
The Commission discussed Airport Operations and when the nighttime hours

will go into effect. The Commission discussed how modifying the nighttime
operations will not go into effect until the new DNL boundaries are �\
established.
The Commission discussed how "natural boundaries" may be established and
that natural boundaries may be interpreted differently by varying entities.
Regarding Community Stabilization, the Commission discussed when and
who will serve from the affected communities to identify and quantify any
impacts the airport may have on declining property values and/or other
negative consequence on neighborhoods near the airport. Chair Beaty
inquired if MAC was suppose to initiate this process. Beaty stated that this
subject should be discussed at a MASAC or Operations Committee meeting.
Regarding Airport Operations, the Commission confirmed that the use of
Stage 11 aircraft will be prohibited after December 31, 1999. The
Commission discussed establishing a timeline as to when night hours (10:30
p.m. and 6:00 a.m) will be implemen#ed along with limiting the amount of
activity during these hours to Stage 3 aircraft. The Commission was of the
opinion that these hours should already be implemented. Administrator
Batchelder stated that this subject has been discussed at the MASAC
Operations Committee level but that it was never processed any further.
Chair Beaty inquired if a departure procedure has been implemented for (
Runway 22 and he inquired when departure procedures over the Mendota
Heights/Eagan corridor wiil be evaluated. Administrator Batchelder stated
that a MAC subcommittee has been established to review the FONSI. He
explained that if the FONSI is acc�pted, the local FAA will include the
changes into the local tower orders.
Commissioner Gross inquired if other carriers have commented on the
reducing of aircraft noise levels at MSP. Administrator Batchelder inquired if
Commissioner Grass' inquiring includes the reduction of ground noise and
test runup noise. Gross stated that he does not believe that ground noise
will ever be eliminated. Batchelder stated that several residents of the City
has expressed their displeasure with engine testing and the amount of air
noise this generates. The Commission briefly discussed the possibility of
turning aircraft, during testing procedures, away from the river and whether
constructing new hangers w611 help reduce the engine testing noise. Gross
inquired a6out the amount of testing done on a daily basis.
Chair Beaty inquired when penalties will be enforced for carriers who do not
comply with the $tage II prohibition, noise abatement procedures and
expansion of night hours. He further inquired when the MAC will increase
the use of ANOMS data. He stated that it would be nice to add another
ANOMS monitor in Mendota Heights, perhaps in Mendakota Estates.
Commissioner Gross inquired if the City could invest in an additional
monitor. Beaty stated that by using ANOMS data, the City could benefit
signifiicantly because the real air noise will be identified. Beaty felt that the
City should consider requesting, from the MAC, an additional monitor.
Regarding Runway Use, it was noted that there was a typographical error in
that the commencement of construction of the north/sauth runway should
commence in 1998 not 1988. Also, it was noted that the City of Richfield
has dropped its lawsuit against the MAC because the MAC has agreed to
not build a taxiway until the third year of construction. Chair Beaty stated
that the construction of the north/south runway should begin now. The
Commission discussed annual operation percentages and how these
operations will affect future conditions of MSP airport.
DISCUSS CONSTRUCTION OF RUNWAY 11 R IN 1997
The Commission discussed inviting Mr. Bruce Wagoner, FAA Control Tower,
to its March meeting to discuss how the construction of runway 11 R will
affect operations at MSP and affect the City. Administrator Batchelder
stated he would invite Mr. Wagoner to the Commission's March meeting.
Commissioner Gross stated his concerns for safety during the time of
Runway 11 R reconstruction process. He inquired if the length of the
existing runways will handle the larger jets. He stated that the safety of
Mendota Heights residents during the time of reconstruction is significant.
Beaty noted his concern for the amount of air noise Mendota Heights will
experience over the upcoming �ummer months. Gross suggested that the
City consider informing the public about the reconstruction of 11 R and how
the citizens of Mendota Heights need to be aware of safety concerns.

The Commission felt that this etem had been discussed earlier during the
meeting and that additional discussion was not necessary.
UPDATES
The Commission acknowledged that Chair Beaty recently appeared on
Mayor Mertensotto's City Hall Update cable program.

The Commission acknowledged recent Council action of reappointing Chair
Beaty and Joseph Leuman to the �4irport Relations Commission. These ��,
terms are for three years.
The Commission acknowledged that the Council recently approved the
Commission's request to subscribe to the Airport Noise Report.
The Commission acknowledged receipt of the 1997 Commission meeting
schedule.

The Commission acknowledged receipt of the Part 150 Buyout Update -
Issue 37.
The Commission acknowledged receipt of the MASAC Agenda for January
28, 1997 and Minutes of December 3, 1996. It was noted that no
representation from IVlendota Heights was present at the December 3
meeting due to a conflicting City Council meeting.
The Commission acknowledged receipt of the MASAC's Technical Advisor's
Report for December 1996. It was noted that the use of Stage I11 Aircraft is
up 55.6 percent. It was noted that Northwest Airlines has not responded to
the City's question regarding backsliding of Stage II aircraft.
The Commission acicnowledged receipt of the IVIASAC's Corridor Gate
Penetration Analysis for November and December 1996.
The Commission acknowledged receipt of the Agenda for Eagan's Airport
Commission for February 11, 1997.
The Commission acknowledged receipt of an Article and Advertisement on
Bose Acoustic Noise Canceling Fleadphones.

Commissioner Gross moved to elect Scott Beaty as Chair and Joe Leuman
as Vice Chair for the 1997 Airport Relations Commission meeting year.

Subject: Unfinished and New Business Items on March 12, 199'7 Agenda.
DISCUSSION
1. Interviews of Candidates for Airportr Relations Commission
�
The City has received four applica.tions from residents who are interested in filling the
two vacancies on the Commission. As discussed last month, the Mayor has requested
that the Airport Relations Commission interview the cand.idates and make a
recommendation to the Mayor for appointment to fill these vacancies. Each candidate
is scheduled for a ten mi.nute interview beginning at 7 p.m. sharp. Please try to be a
few minutes early. (Please see attached letters of interest.)
There will not be a"prepared" interview session for each candidates. I would suggest
that each Commissioner come prepared with a question or two that might elicit a
responses in areas that you feel are appropriate. For instance, the candida.tes' desire to
serve on the Commission, their background knowledge of the city and its airport noise
unpact and the commitment of each candidate to be here on the second Wednesday
evening of each month.
On a personal note, interviews can be clifficult for both the interviewer and the
interviewee, however, they can also be enjoyable. Not all of our candidates can serve
on the Commission, some will be selecte� and some will not. As a Commission, we
need to make an effort to put them at ea.se and welcome them to our group so that they
leave with a good impression, even if they are not selected.
Construction of Runwa.y 11R
The Commission discussed the construction of Runway 11R at the last meeting and
requested that someone from the FA�i or the MAC be invited to d.iscuss operational
changes that we can expect during construction. Mr. Bruce Wagoner, Air Traffic
Manager - FAA, has agreed to discuss the operation of the airport with the
Commission. He has been scheduled to appear at approximately 7:45 p.m. to make a
presenta.tion to the Commission. (Please see atta.ched letter of invitation.)
3. Backsliding of Sta�e II Aircraft - North�est Airlines
The long awaited response from Northwest Airlines regazding their use of Stage II and �
Stage III aircraft has arrived. ((Plea.se see attached letter from Jennifer Sayre, NWA.)
Also attached for background on this discussion is the NWA Fleet Conversion Plan
dated 7une 3, 1996 that was presented to the MSP Mitigation Committee last summer.
The Commission should give any appropriate direction to staff.

I am writing to express my interest in being considered for a position on the
Mendota Heights Airport Relations Commission.
I have been a resident of Mendota Heights since 1989 and have been
following as a concerned citizen the plans for airport expansion and the steps to
alleviate the noise levels. I am at a point in my personal and professional life that
I can devote some time to civic affairs and see this as an op�aortunity to combine my
educational and work experience with ar� activity of vital interest.
I believe my academic background qualifies me to serve on �he Airports
Relations Commission. Although I am certainly not an expert in aviation, I do have
a Master of Public Administration degre� fram the Kennedy School at Harvard and
I have a strong interest in public policy. The major focus of my studies at the
Kennedy School was intergovernmental relations and the role of local government.
I have a experience in public service bo#h as an elected and appointed official.
I was a staff aide to Governor Wendell Anderson from 1970 to 1974. (n 1978 I was
elected to city-wide office in Minneapolis as the Comptroller-Treasurer. I was
reelected fortwo subsequent terms and left the o�ce to become the Associate Vice
President for Finance and Business Administrafiion at the University of Minnesota.
Since 1995 I have been the Director of Central Services at Catholic �harities.
My responsibilities include finance, personnel, facilities, information systems,
development and strategic planning.
I have an understanding and respect for the work of government and the va{ue
of citizen advisory panels. I am interested in the airport issues as they will affect the

practice in Hastings. I have been in practice for approximately
27 years and began my career by serving as an Assistant Dakota
County Attorney in the Dakota County Attorney's Office from 1971

vacancies on the Airport Relations Commission. I would like to apply for one of the

Having been a resident of Mer�dota Heights for over thirty years, I certainly have
more than a casual interest in our community. The airport has been a topic of
�' j discussion for a number of years from the standpoint of air noise and general
-- operation. It would be my privilege to monitar proposed rules, procedures and
programs which impact the air noise. Also it is my understanding, that the
Commission would make recommendations regarding the city's air noise egposure
and other non-noise matters to the City Councii.
I understand that this a voluntary position and there is no compensation.
My background has been an entrepreneur in the business world most of my adult
life. My wife and I have raised four children in this fia►e caty and welcame the
oppurtunity to be of service to repay the community for the benefits that we have

First of all, my sincerest apologies on the tardiness of this response. There is no excuse other
than the fact other more pressing issues continued to flow across my desk. Please rest assured
that it is not due to non-compliance with our agreement wath MAC which states NWA will not
increase the Stage 2 proportionai utilization at MSP in any year above the prior year's
utilization. Our average 1996 annual MSP Stage 2 utilization was 51.7% compared to the
previous year's Stage 2 uNlization at 62%.
Attached is the detailed monthly information since January 1995. As you can see, there are
monthly variations which may temporarily increase the Stage 2 usage; however, the annual
average still decreases from the previous year. I have noted the Scheduled ("Skd") and the
Actual ("Act") as the last minute, ad-hoc schedule changes due to any number of issues
(aircraft rxiaintenance or weather cancellations, for example) can also result in elevated Stage
2 percentages over plan, but out of our control.
NWA continues to hushkit our DC9-30 fleet at an accelerated rate, reaching a total of SO this
month. We are in full compliance with the federal law mandating complete Stage 2
elimination by 2000. In fact, projections show NWA will eYceed the necessary requirements
in 1998 rea.ching an 85% Stage 3 tleet (75% Stage 3 requirement).

I wanted to take a moment to share a concern with you that I believe has affected the relationship
between the MAC and the noise-affected ciries for some time. The matter has come up a number
of times, most recently in a discussion with Kevin Batchelder and some of the other northern
Dakota County cities. I wanted to share this with you as a friend and a professional rather than
make it an issue with the Commission or MASAC. It is essentially a management issue and I
know that I would prefer it if people would bring such matters to my attention rather than going
to the public bodies.
The issue is one of timely and business-like communication. For some time, I have been
frustrated by the fact that conespondence to certain areas of the MAC, especially those related
to day to day noise abatement activities are not answered. In some cases, staff or MASAC may
take an action based on a community's letter, but does not communicate that to the community.
In other cases, the only written indication occurs in the MASAC minutes. In still other cases,
letters disappear into black holes. There are also occassions when there is little advance notice
for meetings, the MASAC Operations Committee is the most significant example. In those
circumstances, it is often dif�cult to rearrange schedules to attend and, even if it is possible, it
is difficult to properly prepare for the items to be considered. Likewise, neither MASAC nor its
Operations Committee send out background information on business items with their agendas.
As such city representatives, often citizent volunteers, are called upon to vote on issues on behalf
of their cities without the opportunity to review them with their elected officials, advisory
committees or staff.
Neither businesses nor government agencies can function that way. In our case, even if an
applicant is present for every meeting at which his request is discussed, we confirm our actions
in a letter to that person. Likewise, we expect that phone calls to our employees will be
responded to within twenty-four hours and letters within a week.

Dear Mr. Grieve:
Last faii the Metropolitan Airports Commission adopted its Mitigation Program for
the expansion of Minneapolis-St. Paui International Airport. The Program identifies
a series of actions in the areas of sound insulation, community stabilization,
operations and �unway use, specifically the use of Runway 4/22. The Program
does not provide a work plan or timeline for the implementation of these actions.
The cities in northern Dakota County request that the MAC move forward to
(;j identify responsible parties and establish work plans and timelines for each of the
- program elements. Additionally, we would ask that the working group on
comrraunity stabilization be formed as soon as possi6le so that its conclusions can
be shared with the Legislature in the near future. We believe that it is essential for
the MAC to communicate expectations concerning the implementation of the
Mitigation Program to the affected cities as an extension of the mitigation process.
We appreciate your attention to this matter and we look forward to your response
in its regard.

2. . Approval of Minutes
The minutes of the December 3, 1996 meeting we�e approved with the addition of Petrona
Lee, Bloomington, to the roil call.
3. Introduction of invited quests

There were no invited guests.
A letter was received from the City of Mendota Heights on behalf of the Northem Dakota
County Airport Relations Coalition and the city requesting a copy of the cuRent MASAC
bylaws and an updated roster of MASAC members, including terms of appointments and
expirations. This request will be given to the staff for action.
A letter was received from the City of Richfield indicating the names of its new MASAC
membe�s, Kristal Stokes and Dawn Weitzel. The altemates were unchanged.
A letter was received from the City of Eagan requesting the Operations Committee consider
placing a temporary noise monitor at the intersection of Highview Avenue and Highview
Terrace for one month in the late spring or early summer of 1997. The letter gave three
reasons for the request. The request will be given to the Operations Committee for
consideration. �:
4. Technical Advisor's Runwav Svstem Utilization Report and Complaint Summarv
Traci Erickson presented the November and December, 1996 Technical Advisor's Reports.
The highlights of the reports are as follows:

� Although the annual increase in operations has been 4-5% over the summer and fall
months, in November and December operations only increased by 1% over the
number of 1995 operations of the same period.
� There was an increase in the number of arrivals over the Northwest on 11 L and 11 R.
� Crosswind runway usage was down because of the significant impact of closures due
� to snow removal efforts on the parallel runways.
Lance Staricha, Eagan, said Eagan has noted a higher number of Stage 111 aircraft over
Eagan. Traci Erickson said there was a higher percentage of Stage III operations compared
to the last month (October).
Manny Camilon, St. Louis Park, questioned the high number of complaints in St. Louis Park.
Dan Pfeffer, MAC GIS Specialist, confirmed that the complaints were from one address.
James Serrin, Minneapolis, questioned the increase in the number of departures of Nighttime
Carrier Jet operations in December. Traci Ericicson said she noticed the increase and
checked into it. She said there were a number of deiays in the system last month and, due to
the arbitrary cutoff time of 11:00 p.m., they were included in the nighttime operations. John
Richter mentioned he would like more infoRnation on the exacY times of nighttime departures.
John Nelson, Bloomington, asked about the complaint summary graphing and what the
numbers on the left of the graph depicted. Traci Erickson said they we�e percentages �ot
actual counts of complaints and that it could be labeled as such. Mr. Neison also mentioned
that the graph hid some information due to the 3D graphing and wondered if it could be
changed to a straight bar graph. He said the information is used by the cities to analyze
trends. He proposed that the Operations Committee develop a number of drafts of the
complaint summary and bring them to the council. Traci noted that the actual numbers were in
the report, but that the staff could do any type of graph. Mr. Nelson's request will go to the
Operations Committee for consideration.
5. Briefinq of the Noise Mitiqation ProQram - Commissioner Steve Cramer
Chairman Bob Johnson introduced Commissioner Steve Cramer to brief the council on the
MSP Noise Mitigation Program. It was mentioned that the recommendations are now in the
Legislature's Airport Advisory Committee. Mr. Cramer explained why the Mitigation Committee
was put together. He said the Dual Track legislation last spring required the MAC to put
together a noise mitigation plan within 180 days. The MAC chose to appoint an advisory
committee to help with that process. Each community represented at MASAC was
represented, through their mayor, on the committee. Bob Johnson represented MASAC and
Jennifer Sayre represented No�thwest Airlines. There were also several representatives from
the Metropolitan Council and commissioners of the MAC.
Mr. Cramer reviewed the four areas of the Program recommendations:
� Part 150 Sound Insulation Program_
= The current program should be completed first, which is expected to be completed by
the year 2001.
- After the current program is completed, insulation should be extended:
- geographically to the 60 DNL
- to new land uses such as:
multi-family units
day care centers
nursing homes, etc.
- Current funding should be adequate to fund the program at its current rate
� Communitv Stabilization Packaqe
- There are indirect effects on the surrounding neighborhoods with the airpo�t staying in
the metropolitan area, such as:
- homeowners' level of confidence in a neighborhood
- investments in homes (quality of housing stocic)
- The airport is not solely responsible for urban problems, but it is a contributor.
- There should be a community stabilization package to address these indirect effects.

- This package couid include such things as:
- home purchase guarantees _ � .
- property value guarantees
- tax abatements
- amenities to neighborhoods to help improve quality of life
- The Mitigation Committee was unable to come to any decision on a specific package
or program, but recommended that a working group be formed. Either the MAC or the
Metropolitan Council will take the lead. It is expected that a community stabilization
p�ogram would go to the legislature in 1998. �
►� Airport Operations
On a voluntary basis, the nighttime hours were set to begin at 10:30 rather than 11:00
and all flights would be Stage II1. Although the Mitigation Committee thought
regulatory efforts could be implemented with this option, the Commission decided it
should be on a voluntary basis. � _
� Runwav Use
- The North/South runway should be built as quickly as possible. Barring any delays,
the soonest the runway could be operational would be the year 2003. The reasons for
the. runway are 1.) to respond to the growing capacity needs of the airport, and 2.) the
FAA will have a better abilify to distribute flights around the airport and thus have a
more equitable distribution in noise impact.
- Runway 4/22 should be used in a way to maximize traffic on this runway. The
Mitigation Committee and the MAC would like to see it used in this way. This would �
mean a commitment to the Richfield and Bloomington areas south of the runway to
insulate their homes as soon as possible, even though these areas may not be in a
new noise contour when it is generated again after the building of the North/South
runway.
Mr. Cramer then entertained questions.
A woman from Highland Park in the audience asked Mr. Cramer where the Crosswind
Runway was on the airport and what area it affected. She said she lived in Highland Park
and was very concemed about what she believed was an increase in airport related noise.
She asked if there was a new runway being used that would be affecting Highland Park.
Cincfy Greene, FAA, said the�e were no changes in nanway use except that Runway 4/22 is
now open and being used to the extent it was before it was closed for constnaction this
summer. There was a brief discussion regarding whether or not she could be experiencing
g�ound noise. John Richter, Minneapolis, recommended that the staff do monitoring at her
house.
Manny Camilon, St. Louis Park, referred to these recommendations depending on the airport
maintaining a bond rating of "A" or better. He asked whether or not the MAC could maintain
an "A" rating. Mr. Cramer said he believed so.

Carol McGuire, St. Paul, asked Mr. Cramer how far the process was for buiiding the
North/South runway. Mr. Cramer said the environmental woric is currently being completed.
Ms. McGuire also wanted to know if there were any contingency plans if the No�th/South
runway was not built. Mr. Cramer said there really are no other options to alleviate capacity
problems. - � .
John Nelson, Bloomington, asked Mr. Cramer about how the Commission intends to proceed
on the issue of runway operations. (How are the recommendations going to be implemented?
How will MASAC be involved?) Mr. Cramer responded that the Mitigation Committee felt
these issues should be moved along quickly. He also said, in reference to item #8 (noise
monitoring), that the committee felt that newly impacted areas should be monitored to keep up
with changes in the impact area. Mr. Cramer encouraged MASAC members to bring
recommendatians to the Commission that are consistent with the plan, as well as those not in
the plan, as quickly as possible.
John Nelson, Bloomington, asked if the Stage 11 prohibition (item #7) would be sooner than
December 1999. Mr. Cramer said that the item referred to nighttime limits and that the airpo�t
couldn't really override the federal deadline of December 31, 1999.
John Nelson also asked about whether the construction of the associated taxiways for
Runway 4/22 would be begun this year. Mr. Cramer said the commitment is to build them as
soon as it was necessary and possible, but it would not be this year.
John Richter, Minneapolis, asked Mr. Gramer about the Community Stabilization issue. He
was concemed about homeowner selling price guarantees and home values in Minneapolis.
Mr. Cramer said that a specific plan had not been developed to that detail.
Dawn Weitzel, Richfield, asked whether or not the 2005 contour took into effect ground noise
levels. She was told that ground noise was not taken into effect.
James Serrin, Minneapolis, began a discussion between Cindy Greene, FAA, and Mr. Cramer
on how the North/South runway would be used for noise abatement/mitigation. He wanted to
know if a new RUS would need to be formulated when the ►vnway was built. Scott Bunin told
Mr. Serrin that because the runway is not included in the current RUS, a new RUS would
have to be developed. Mr. Serrin also expressed his concem that the contour presented at
the Minneapolis City Council meeting was not an approved contour and that decisions at that
meeting were made with the assumption that it was.
Manny Camilon, St. Louis Park, asked if at some point in the future the MASAC members
could have a copy of the projected percentages of nmway use that includes the North/South
n.mway. Traci Erickson said staff would have them for the next meeting.
6. Elections
Chairman Johnson opened nominations for MASAC Chair.
Mark Salmen NWA nominated Bob Johnson. MBAA.
There were no other nominations. Dicic Keinz MAC, moved to close nominations.

Chairman Johnson then opened nominations for MASAC Vice Chair. �
John Nelson Bloomington nominated Scott Bunin, St. Paul.
Dick Keinz MAC nominated Tom Huea, St. Paul.
Voting slips were passed out to all voting members present. l.ance Staricha, Eagan, noted
before the votes were cast that the MASAC by-laws provided for two Vice Chairs. This was
confirmed and Chairman Johnson re-opened nominations for Vice Chair.
John Richter Minneapolis nominated Mavor Charles Mertensotto. Mendota HeiQhts.
The three candidates then introduced themselves and gave a shor# explanation of why they
would like to be Vice Chair. New voting slips were passed out and a secret ballot was cast.
Bob Johnson directed Traci Erickson, MASAC Technical Advisor, to count the ballots. Bob
Johnson announced that Tom Hueg had been elected First Vice Chair and Scott Bunin had
besn elected Second Vice Chair.
7. Report of the MAC Cornmission Meetinq
Chairman Johnson briefed the Council on the latest Commission meeting.

� MESABA Airlines will be moving from the end of the Gold Concourse to the end of the
Green Concourse next to the Post O�ce. Construction on a temporary regional
terminal has already begun. Eventually, the Post O�ce will be moved and 10 more
gates will be added to the end of the Green Concourse. ,'
� A number of issues were discussed including:
- issues regarding the cleaning of the terminal
- the fact that federal airport aid is running out, and
- Jeffrey Hamiel briefed the Commission regarding Southwest Airlines. He
said he sent a letter to Southwest Airiines offering 2 gates now and an
additional gate in 30-60 days. Southwest responded that they would only
come to MSP if they could have 8-10 gates right away.
8. Persons Wshinct to Address the Council , - -
There were no persons wishing to address the Council.
9. Other Items Not on the AQenda
Dick Keinz, MAC, announced that Traci Erickson would be the new MASAC Technical

Declaration oF Purposes
(.) Promote public welfare and national security; secve pubiic interest, conyenience,
and necessity; promote air navigation and transportation, interriational, national, st�te,
and local, in and through this state; promote the efficienG safe, and eco�omical
handling of air commerce; assure the inclusion oF this state in national and international
programs of air transportation; and to those ends to deve(op the full potentialities oF the
metropo(itan area in this state as an aviation center, and to correlate that area with all
aviation facilities in the entire state so as to provide for the most economical and
effective use of aeronautic facilities and services in that area;

from air navigation and transportation, and to that end provide for noise abatement,
controt of airport area land use, and other protective measures; and

_ Statement of Purpose
This corporation was formed in furtherance of the general welfare of the communities
adjoining Minneapolis-St. Paul International Airport - Wold-Chamberlain Fieid, a
public airport in the County of Hennepin, State of Minnesota, through tlie alleviation of
the probtems created by the sound of aircraft using the airporr, through study and
evaluation on a continuing basis of the probiem and of suggestion for the alleviation of
the same; through initiation, coordination and promotion of reasonable and eFfective
procedures, control and regulations, consistent with the safe operation of the airport and
of aircraft using the same; and through dissemination of information to the affected
communities, their affected residents, and the users of the airport respecting the
problem of aircraft �noise nuisance and in respect to suggestions made and actions
initiated and taken to alleviate the probtem.
Metropolitan Aircraft Sound Abatement Council
Representation
The membership shall include representatives appointed by agencies, corporations,
associations and governmental bodies which by reason of their statutory authority and
responsibility or control over the airport, or by reason of their status as airport users,
have a direct interest in the operation of the airport. Such members will be called CJser
Representatives and Public Representatives, provided that the User Representatives and
Public Representatives shall at all times be equal in numbec.

The meeting was heid at the Metropolitan Airports Commission West Terminai Building
MAC ANSP Conference Room, and calied to order at 10:00 a.m.

NADP STATUS
Traci Erickson, MAC, recapped some of the past problems with the initial NADP anaiysis. She
said HNTB still has to run finro new contours. One is for close-in departures off all ends of the
runways and the other is for distant departures off all ends of the runways. Those contours will
be brought into G1S, which has the latest information for correct population counts. HNl'B has
promised these contours by March 14�'. The results wiil then be brought back to the MASAC
Operations Committee in March (before the MASAC meeting) for discussion. The
communities wiil then have a chance to o.k. the census counts and the MASAC
representatives can then vote on implementation in April.
CROSS/NG IN THE COOR/DOR
Traci Ericicson briefed the council on the stauts of the Crossing in the Cooridor procedure. She
said Annette Davis of the FAA has been working on the Environmental Assessment (EA).
Traci said she received a draft conclusion from Ms. Davis that read, "No significant impacfs for
any of the environmental impact categories would occur as a result of this project'
Bruce Wagoner, FAA; said they would call Ms. Davis and find out what the next step for this
project would be. He said, after the EA is finalized, all that is left to do is to implement it.
The MASAC council wili not need to vote but wiil be briefed on the project when it is finalized.
COMMUN/CATIONS

Traci Erickson read a letter from Mr. Nelson recommending that a group be formed to
study the best way to make information available to the public regarding construction
and its operational impact Traci recommended that the MASAC Operations
Committee act as the body to help in this effort.
Kevin Batchelder, Mendota Heights, said the Mendota Heights Airport Commission
requested M�. Batchelder schedule a special guest to come and speak about the
changes expected in operations due to construction this summer. He said Mendota
Heights is very interested in the operational impaet of the project.
John Nelson said the City of Bloomington is proposing the following three items for a
public relations effo�t: �
The city would like to have a meeting for the leaders of the community (mayor,
community leaders, press, city council, etc) in order to brief them on the upcoming
construction seasan and how flight operations would be afFected.
2. The city would also like to mail a monthly information newsletter to the members of
the community, which would be developed by the city with the input of MAC. l'he
city is proposing that the MAC pick up the cost of printing and mailing.
3. The city is also proposing that a separate phone line be set up with someone to . �'
answer questions regarding construction progress and flight operations.
John said it was very important that this information get out to the public before
construction begins. He mentioned�that MnDOT had success with newsletters. John'
has spoken with representatives af MnDOT regarding their public relations effo�ts and
has asked for samples of their newsletters.
There was a brief discussion regarding the various construction projects and the
possible changes in the construction schedule over the next few years
Traci reiterated that the public relations effort is a very good idea and that she feels the
MASAC Operations Committee would be a perfect body to help in this effort. Traci
also proposed that the existing Noise Information line be used for answering questions
from the community. She said the clerks would be thoroughly infoRned about
construction progress and flight operations.
Traci said she would have to check with the Public Affairs Depa�tment regarding the
proposal that the MAC pay for the mailing and printing costs for . the proposed
newsletters.
Kevin Batchelder reiterated his support of a public relations effort.
John Nelson reiterated that all communities should be given the same information so
that there is uniformity in information.
2. Request from the Ciiy of Eagan to p/aca a temporary noise monitar at the
irrtersection ot' Nighview Avenue and Highview Terrace for one calendar month
in the late spring or early summer.
Traci Erickson, Technical Adviso�, said that, with the MPCA's help, we have done this
type of monitoring in the No�th Richfield area, and it is possible to do this. She said
she had reservations aboui having an unmanned monitor ai somebody's house. She
said she would prefer to have someone go out to that spot and monito�. In this way,
the noise events could be coRelated with actual aircxaft overftights, rather than having
noise data that has no correlation with noise sources.
Traci read the purposes of this request:
1. Corroborate noise levels indicated by current modeled contours
within the area.
2. Provide data to residents conceming the measured difference
befween thei� area and the nearest permanent monitor location.
3. Provide actual data for residents of the area, some of whom are
distrustful of noise modeling because they believe it understates
the impact they receive.
Traci noted that the monitared noise would be different than the modeled noise
because the modeled contours do not take into account actual noise monitoring.
Mark Salmen, NWA, asked how additional noise monitoring is paid for. Traci said the
MPCA's noise monitors are used and there is no additional equipment to buy.
Kevin Batcheleder, Mendota Heights, said he thought that when the 24 RMTs were
bought there were'additional mobile RMTs to be used for this type of monitoring.
Traci e�lained . that we have two mobile noise analyzers that are not tied to the
ANOMS system.
There was a brief discussion on how many days this monitoring should be done and
that the days reflect typical conditions. �
It was decided that 1 day of arrivals and 1 day of departures would be sufFcient. It was
also decided that a letter should be d�afted to the City of Eagan explaining the decision
to have a manned monitor for two days at the site (rather than unmanned for a month)
with the following reasons:
1. Data validity.
2. Equipment availability.
3. Equipment security.

City of Mendota Heighfs letter requesting an updated capy of the MASAC roster
and the MASAC By-laws.
Traci read the letter from Mendota Heights and mentioned that the By-laws were
distributed at the January 1997 meeting and that the current roster had been mailed
with the February agenda.
BLOOM/NGTON REQUEST: PROPOSAL TO CHANGE GRAPHS FOR THE MASAC
TECHNICAL ADV/SOR'S REPORT
John Nelson, Bloomington, began a discussion regarding changing the 3D graph in the
technical advisor's report to a line graph so that hidden information could be seen. He said he
felt the information given ta the public should be clearly shown. He also mentioned that people
leam in different ways, and that some people prefer looking at graphs rather than raw data.
Traci Erickson, Technical Advisor, noted the current graphs were voted on in MASAC a4 an
eariier date, and said she did not believe that a new graph was needed because all the
numbers were already provided in the report. She offered to give the City of Bloomington a
computer disk with the data used for that graph. She said the disk could be formatted for any
number of soffinrare programs so that the City could use the data to create its own graph. �
Kevin Batchelder, Mendota Heights, said that their Airport Commission has told him what
pieces of the report they would like to see traciced on a monthly basis. He said he lifts out the
data that is needed and puts it in a spreadsheet in Lotus.
Traci said she believes the Technical Adviso�'s Report should report the raw data to the
MASAC Representatives. The representatives can then do whatever is necessary with tHe
data.
M/NNEAPOLlS REQUEST
John Richter, Minneapolis, requested at the January meeting that the MASAC Operations
Committee determine if the noise canceling headphones he brought with him were effeciive.
Traci Erickson, Technical Advisor, showed the committee two noise canceling headphone sets
that the MAC had purchased. She said they definitely wor{c, especially for low frequency
noises such as refrigerators and fans.
After trying them out, it was the general concensus that the headphones work, but that it would
be the responsibility of individual households to purchase them.
D/SCUSSION REGARDING THE MSP NOISE MlT/GAT/ON PROGR,A/W
RECOMMENDATIONS
The committee reviewed the recammendations for Airport Operations from the MSP Noise
Mitigation Committee. A discussion ensued regarding which of these recommendations affect
MASAC. The following 8 recommendations were discussed:

1. Take action, as requir�ad by the 1996 Legislature, to prohibit use of
Stage 2 aircraft after December 39, 1999. MASAC cannot affect this
recommendation.
2. Modify night hours to 10:30 p.m. to 6: 00 a.m. and limii activrty during
these hours to Stage 3 aircraft Mark Saimen, NWA, said Northwest has
aiready ag�eed to abide by these hours, and with the New Noise
Management Methodology agreement, have made best efforts to keep
Stage 2 aircraft limited during these hours. The topic of shoulder hours will
be discussed at the next meeting.
3. Develop a departure procedure for Runway 22 to direct aircraft over
areas of cammercial deve%pmerrt and the Minnesota River Valley.
This recommendation will be revisited.
4. Seek cooperation from FAA to implemer�t departure procedures as
appropriate at each runway end. MASAC is currently working on this
recommendation. (See NADP Update above.)
5. Eva/uate departure pr�cedures in fhe Eagan-Mendota Heights
corridor. (Ses Crossing in the Corridor above.) The committee will need
to evaluate possible other corridor procedure issues.
6. Work within the aviation industry to encourage further r�educiions in
ai�craft noise /eve/s. The committee will follow up on this
recommendation by reviewing the MSP Night Field Rule.
7. Negotiate the Stage 2 prohibition, noise aba#ement procedures, and
expansion of night hours, incorporating appropriate penatties for
non-complianca. This recommendation was felt to be out of MASAC's
realm of responsibility. It will involve modifying lease agreements with the
airlines.
8. Addifional Noise monitoring systems (RMTs). � Traci Erickson,
Technical Advisor, said the system can handle more monitors, but there is
no mention of where the funding for these monitors will come from.
John Nelson, Bloomington, reiterated the need to continue supporting ANOMS upgrades, as it
affects these recommendations. ,

Runway 29L/12/22 will be used as much as much as 75% of the time
during the sumn�.er. This configuration is the least compleg and
has the least amount of potential for delays due to the independent
operations that can be conducted on runway 29L/R and runway
22.
There will be more jet operations on the north runway than
normal due to runway length with more props utilizing the south
runway d.ue to increased. jet trafiic on the north runway.
All heavy departures will require the north runway or the
cross runway.
Egpect a greaily increased use of runway 22 for departures, a
minimum of 50% will depart on runway 22 when the wind allows.
• It is anticipated that the airpori capacity will remain close to what
it presently is.

A Proposal for a Public Information Program
Regarding the Reconstruction of Runway 11R-29R

Introduction
Bloomington staff has requested an agenda item for the February MASAC meeting to discuss a public
relations program designed to keep Bloomington and Richfield residents and businesses informed of the
reconstruction of Runway 11R-29L.
Staff anticipates that the reconstruction of the runway could cause significant changes in the air traffic
patterns at the airport. These changes could result in many more aircraft using runway 4-22. If the use of
4-22 is increased the residents and business o�mers in the affected communities will seek information
concerning the increase in aircraft noise.
Thus, Bloomington is proposing that a comprehensive public relation program be put in place to keep the
public well informed during the reconstruction project. Preliminary details of the public relations effort
are given below.
Public Relations Elements
A. Communications
Communication with the affected people will be key to the success of the public relations program.
Communication needs to be established in three critical areas:
• A MAC presentation of the reconstruction project and its impacts should be made at a meeting of
Bloomington leadership. Leadership, in this case, includes the Mayor and Council, Chamber of
Commerce, Hospitality Industry, the Bloomington Sun Cunent, Commissioner Himle, neighborhood
leaders, Legislators and Bloomington staff.
Written information needs to be sent to Bloomington residents on a timely basis, perhaps as often as
once a month, describing the progress of the runway reconstruction project. The initial mailing, sent
before the reconstruction starts, should include the following information:
-What the project entails
-Why it is necessary
-Why there is no altemative
-What negative impacts might result (increased noise, number of flights e.�cpected, time and day
of week when the runway will likely be used, etc.) �
-A clear description of the project schedule
a. When it will start
b. When it will be over
c. The months and hours of activity (i.e. 24 hours a day/April through September)
MAC needs to set up a special "Hotline" to handle public inquiries related to the reconstruction and
changes in air traffic patterns. The person who is answering the Hotline for MAC needs to have
e:ccellent "people" skills, authority to make decisions, be able to handle special hardship cases, log
complaints and be especially sensitive to public needs �vith a"sympathetic ear". Due to the unique
responsibilities of this individual, MAC should consider hiring a person or contractor specifically to
handle the public relations aspects of the project. �\ :�
B. Bloomington's Contribution, Written Ntaterials
Staff proposes that the written information for Bloomington residents be prepa;ed by our staff. The
documents would then be sent to MAC for revietiv and distribution.
We also tivill provide mailing labels for the area of distribution, which is proposed to be all addresses east
of 35W to the eastern City limit (this allows for zip code bulk mailing).
C. 11�IAC's Contribution, Written Materials
Besides reviewing the written rnaterials prepared by Bloomington Staff, MAC would be responsible for
printing and mailing the materials. Bloomington would also like 300 copies of the initial mailing for
people who inquire at the City's offices.

E. Program Schedule
Staff recommends that MAC begin to act on the items of the public relations effort detailed above as soon ��
as possible. �
The leadership meeting and first mailing need to be completed before the start of the project. Subsequent
information items should be prepazed during the duration of the project (Spring, Summer and Fall of 1997
and 1998).
Summarv
Staff believes that considerable benefits can be gained from a well presented preventative public relations
program. We believe the effort put into informing the public of impacts before the project, can aiid will,
reduce the complaint loads and demands on staff time and energy during the project. We strongly
advocate the Public Relation Program.
Motion
"The Metropolitan Airports Sound Abatement Council moves that the Metropolitan Airports
Commission initiate a public information program regarding the reconstruction of Runway 11R-29L. The
program should be initiated a minimum of sis weeks prior to the start of the ru�way reconstruction, and
should be a cooperative effort between the MAC and the communities affected by changes in air traffic
concentrations caused by the reconstruction".
