AIRPORT RELATIONS COMMISSION MINUTES
FEBRUARY 12, 1997
The regular meeting of the Mendota Heights Airport Relations Commission was
held on Wednesday, February 12, 1997 in the City Hall Large Conference Room,
1101 Victoria Curve. The meeting was called to order at 7:15 p.m. The following
members were present: Beaty, Stein and Gross. Commissioners Leuman and
Fitzer were excused. Also present were City Administrator Kevin Batchelder and
Senior Secretary Kim Blaeser.
APPROVAL OF MINUTES
Commissioner Gross moved approval of the January 8, 1997 minutes.
Commissioner Stein seconded the motion.

REVIEW MSP NOISE MITIGATION PROGRAM
The Commission reviewed the MSP Noise Mitigation Program Document.
The discussion focused on the Executive Summary of the MSP Noise
Mitigation Program.
Regarding Insulation and how the Program will be expanded after
completion of the current program to incorporate the area encompassed by
the 2005 60 DNL, the Commission discussed when the official 2005 DNL
will be known and how will it be produced. The Commission discussed the
use of ANOMS data in identifying accurate 2005 60 DNL boundaries.
Commissioner Gross suggested that a timeline be generated as to when and
how the DNL boundaries will be determined. The Commission felt that this
information should be relayed to Mayor Mertensotto and Councilmember
Smith.
The Commission discussed Airport Operations and when the nighttime hours

will go into effect. The Commission discussed how modifying the nighttime
operations will not go into effect until the new DNL boundaries are
established.
The Commission discussed how "natural boundaries" may be established and
that natural boundaries may be interpreted differently by varying entities.
Regarding Community Stabilization, the Commission discussed when and
who will serve from the affected communities to identify and quantify any
impacts the airport may have on declining property values and/or other
negative consequence on neighborhoods near the airport. Chair Beaty
inquired if MAC was suppose to initiate this process. Beaty stated that this
subject should be discussed at a MASAC or Operations Committee meeting.
Regarding Airport Operations, the Commission confirmed that the use of
Stage 11 aircraft will be prohibited after December 31, 1999. The
Commission discussed establishing a timeline as to when night hours (10:30
p.m. and 6:00 a.m) will be implemented along with limiting the amount of
activity during these hours to Stage 3 aircraft. The Commission was of the
opinion that these hours should already be implemented. Administrator
Batchelder stated that this subject has been discussed at the MASAC
Operations Committee level but that it was never processed any further.
Chair Beaty inquired if a departure procedure has been implemented for
Runway 22 and he inquired when departure procedures over the Mendota
Heights/Eagan corridor will be evaluated. Administrator Batchelder stated
that a MAC subcommittee has been established to review the FONSI. He
explained that if the FONSI is accepted, the local FAA will include the
changes into the local tower orders.
Commissioner Gross inquired if other carriers have commented on the
reducing of aircraft noise levels at MSP. Administrator Batchelder inquired if
Commissioner Gross' inquiring includes the reduction of ground noise and
test runup noise. Gross stated that he does not believe that ground noise
will ever be eliminated. Batchelder stated that several residents of the City
has expressed their displeasure with engine testing and the amount of air
noise this generates. The Commission briefly discussed the possibility of
turning aircraft, during testing procedures, away from the river and whether
constructing new hangers will help reduce the engine testing noise. Gross
inquired about the amount of testing done on a daily basis.
Chair Beaty inquired when penalties will be enforced for carriers who do not
comply with the Stage 11 prohibition, noise abatement procedures and

expansion of night hours. He further inquired when the MAC will increase
the use of ANOMS data. He stated that it would be nice to add another
ANOMS monitor in Mendota Heights, perhaps in Mendakota Estates.
Commissioner Gross inquired if the City could invest in an additional
monitor. Beaty stated that by using ANOMS data, the City could benefit
significantly because the real air noise will be identified. Beaty felt that the
City should consider requesting, from the MAC, an additional monitor.
Regarding Runway Use, it was noted that there was a typographical error in
that the commencement of construction of the north/south runway should
commence in 1998 not 1988. Also, it was noted that the City of Richfield
has dropped its lawsuit against the MAC because the MAC has agreed to
not build a taxiway until the third year of construction. Chair Beaty stated
that the construction of the north/south runway should begin now. The
Commission discussed annual operation percentages and how these
operations will affect future conditions of MSP airport.
DISCUSS CONSTRUCTION OF RUNWAY 11 R IN 1997
The Commission discussed inviting Mr. Bruce Wagoner, FAA Control Tower,
to its March meeting to discuss how the construction of runway 11 R will
affect operations at MSP and affect the City. Administrator Batchelder
stated he would invite Mr. Wagoner to the Commission's March meeting.
Commissioner Gross stated his concerns for safety during the time of
Runway 11 R reconstruction process. He inquired if the length of the
existing runways will handle the larger jets. He stated that the safety of
Mendota Heights residents during the time of reconstruction is significant.
Beaty noted his concern for the amount of air noise Mendota Heights will
experience over the upcoming summer months. Gross suggested that the
City consider informing the public about the reconstruction of 11 R and how
the citizens of Mendota Heights need to be aware of safety concerns.
DISCUSS NON SIMULTANEOUS DEPARTURE PROCEDURES
The Commission felt that this item had been discussed earlier during the
meeting and that additional discussion was not necessary.
The Commission acknowledged that Chair Beaty recently appeared on
Mayor Mertensotto's City Hall Update cable program.

The Commission acknowledged recent Council action of reappointing Chair
Beaty and Joseph Leuman to the Airport Relations Commission. These
terms are for three years.
The Commission acknowledged that the Council recently approved the
Commission's request to subscribe to the Airport Noise Report.
The Commission acknowledged receipt of the 1997 Commission meeting
schedule.
ACKNOWLEDGE RECEIPT OF VARIOUS
REPORTS/CORRESPONDENCE
The Commission acknowledged receipt of the Part 150 Buyout Update -
Issue 37.
The Commission acknowledged receipt of the MASAC Agenda for January
28, 1997 and Minutes of December 3, 1996. It was noted that no
representation from Mendota Heights was present at the December 3
meeting due to a conflicting City Council meeting.
The Commission acknowledged receipt of the MASAC's Technical Advisor's
Report for December 1996. It was noted that the use of Stage III Aircraft is
up 55.6 percent. It was noted that Northwest Airlines has not responded to
the City's question regarding backsliding of Stage II aircraft.
The Commission acknowledged receipt of the MASAC's Corridor Gate
Penetration Analysis for November and December 1996.
The Commission acknowledged receipt of the Agenda for Eagan's Airport
Commission for February 11, 1997.
The Commission acknowledged receipt of an Article and Advertisement on
Bose Acoustic Noise Canceling Headphones.
ELECTION OF OFFICERS
Commissioner Gross moved to elect Scott Beaty as Chair and Joe Leuman
as Vice Chair for the 1997 Airport Relations Commission meeting year.
Commissioner Stein seconded the motion.
