The regular meeting of the Mendota. Heights Airport Relations Commission was held on
Wednesday, August 14, 1996, in the City Hall Large Conference Room, 1101 Victoria Curve.
The meeting was called to order at '7:01 o'clock P.M. The following members were present:
Beaty, Fitzer, Gross, Olsen, and Stein. The following members were excused: None. The
following members were absent: Leuman and Surrisi. Also present were City Administrator
Kevin Batchelder and Recording Secretary Carla Wirth.
Gross expressed concern with the projected numbers of operations being used by MAC for basing
decisions on the dual-track and noise mitigation efforts. Gross stated the project operations are
underestimated significantly and that this seems to be a major factor in their future noise contour
models. Batchelder displayed a colored map showing 1996 and year 2005 DNL contour
alignments. Beaty asked if the DNL 2005 LDN 60 is based on new technology, shrinking the
corridor, or Sta.ge IIT.
Batchelder reported on his conversation with Evan Futtermann, of HNTB (consultant to MAC).
Batchelder reported that Futtermann stated that Sta,ge III aircraft are the primary reason for the
shrinking of the year 2005 LDN 60 contour. He reported that Futtermann stated that, with Stage
III aircra�ft, the landings begin to dominate the contours and thai is why they are narrower and
longer than current contours. Batchelder reported that the 2005 contours use an assumption of
520,000 operations in the year 2005, which is not realistic. Batchelder stated that in arguing for
an expanded area of eligibility for Part 150 Sound Insulation we have to be careful that the MAC
does not use a future (year 2005) contour that is actually smaller than today's contour.
Gross stated he does not consider the projected contours valid because with GPS they will be able
to approach along the river, make a right hand turn and land - in theory. He stated he does not
believe long and narrow contours, based on an assumption of that landings dominate the contours,
is credible. - -

Batchelder reviewed past activity regarding the position statements from various municipalities
which were recorded during the MSP M"itigation Committee's deliberations on noise mitigation.
He reported that the Council sent a letter to the Dakota. County board requesting their assistance
in the lobbying effort. The Council also considered the statement of Cornmon Issues generated by
NDCARC and made some minor revisions.
Batchelder reported the MSP M'itigation Committee will be hold�ng a public hearing �t their ne�
meeting which is August 29, 1996. He suggested the Airport Relations Commission be
represented at this meeting.
Batchelder reviewed the revisions and advised that one area. of concern is regarding property
guarantee assurance and how a program of this type would work. Beaty inquired who would pay.
Batchelder stated that a likely scenario may be some type of fund set aside through MAC for this
purpose. �.
Batchelder explained the Council still wants the Commission to discuss this matter and provide
input even though they have already reviewed and endorsed it. He stated the upcoming public
hearing provides a good opportunity for Mendota Heights, this Commission, and residents to
make statements at that public hearing. Batchelder asked if the Airport Relations Commission
would like to ha.ve a subcommittee representing them at this meeting.
Beaty supported representation at the public hearing and suggest those attending meet ahead of
time to deterniine which issues will be brought forward. Batchelder noted the survey results
which identxfy what residents want, such as some time off or "window" of time without airport
noise. �
Batchelder advised the Ma.yor is a member of the committee and suggested Mendota. IIeights
residents also be organized to provide input. He stated he would be willing to script statements to
assure major points of concern are addressed. .
Beaty, Olsen, and Stein volunteered to present comments at the public hearing.

Beaty sugge1sted this public hearing be announced at the upcoming Council meeting which will be
televised. Olsen suggested the petitioners for Part 150 Sound Insulation Program eligibility also
be informed of this public hearing. (

Beaty commented on the need to educate residents and clear up misunderstandings regarding the
Part 150 Sound Insulation Program which will also assure articulate comments are made at the
public hearing.

Gross inquired regarding the noise level at the DNL65 arid at one mile distant from this contour.
Batchelder explained the levels are averages based on 24 hours. Gross explained how a phased-in
option based on noise levels may require meters to be relocated to determine the level of noise.
Beaxy explained that meters are not used to determine the levels and commented regarding
ANOMS data. and his belief that if used, contours would be longer and, perhaps, even wider.
Batchelder pointed out the variance in DNL maps and provided a comparison between the Part
150 Noise Exposure map and the map identifying the MSP Urban Revitalization and Stabiliza,tion
Zone. The Commission discussed the new Urban Revitaliza.tion and Sta.bilization program passed
during the 1996 legislative session.
Cons�nsus was reached that Beaty, Olsen, and Stein will attend the MSP M'itigation Committee
public hearing of August 29, 1996 and requested Batchelder to prepare statements which can be
presented. Batchelder was also asked to send out a notice of the public hearing and invite
residents of the petition to contact him to obtain suggestions on their presentation to assure they
are well prepared. Also, the public hearing date will be announced at the August 20, 1996,
Council meeting.

introduced and add comments.

Batchelder advised this is the last opportunity for the Commission to review the Airport Noise
Plan of Action and prioritized list of Topics of Interest prior to City Council consideration on
August 20, 1996.
Beaty advised he will meet with Batchelder next Tuesday morning to prepare a presenta.tion for
the Council.
Batchelder noted revisions made since the last meeting which includes adding dates, removing
redlining, and the intent to leave in items defined as "completed° which will indicate activities of
the Airport Relations Commission over the past several years.
Stein requested adding an issue to address areas seriously impacted by continuous aircraft noise.
Batchelder commented on previous discussions regarding the Part 150 Program and potential

acquisition. With regazd to the Furlong neighborhood, Batchelder noted that at one time, sewers

in that location were failing but then utilities were installed and now homeowners have the
opportunity for noise insulation so it is now considered a viable neighborhood.
Batcheld�r explained that due to the public investment in the Furlong neighborhood, he is not sure
it would qualify or that the City would approve acquisition. It was deternuned to add to Page 12,
as #6, "City would examine the feasibility of Part 150 purchase or buy-out of severely impacted
areas". The "ISSUE" identified on this page will also be revised to indicate "Assure Eligibility of
Part 150 Benefits in Areas A.ffected by Air Noise Exposure".
Beaty asked if the Furlong neighborhood would be assisted if aircraft rema.ined on the south side
of the watertower. Stein concurred this would help. Beaty commented on the positive impact
that would result if aircraft was required to remain on the southside of �he watertower.
Batchelder explained that as part of the Program, the resident is required to sign a navigation
easement for aircraft io fly over their house.
Beaty invited all to attend the Tussday, August 20, 1996 meeting with Batchelder to prepare the
Council presenta.tion. Olsen indicated he will attend the Council meeting.
Beaty stated he believes that the general populaiion is not aware of the issues dealt with by the '
Airport Relations Commission. Batchelder suggested this be covered during the presentation
introduction. Beaty asked that an announcement be published in the newspaper the next time
such a presentation is being made to the Council. Batchelder stated he will conta.ct the Sun �
Current and Southwest Review newspapers tomonow morning to see if a news release can be ��
published prior to the August 20, 1996, Council meeting.

Batchelder reviewed the history of the Survey of Community Preferences for Air Noise
Mitigation, which grew out of the 4/22 Runway Mediation Group's efforts. He reviewed the
graphs on Mendota Heights respondents' on duration of residence, description of neighborhood,
degree of neighborhood noisiness, major source of neighborhood noise, etc. It was noted that if it
were not for aircraft/airport noise, Mendota Heights' neighborhood noise level would be quite
low, compaxed to all other airport communities.
Gross was excused from the meeting at 8 p.m.
Batchelder continued a review of the Survey, in particular that annoyance made by depariures is
much higher than arrivals. Also reviewed was the study design and time of da.y when aircraft
noise is most objectionable. Batchelder noted Mendota Heights' residents responded that evening
noise event 1�were most annoying.

Batchelder noted that Mendota Heights' residents do not believe acoustic insulation will help that
much or that reducing properry taxes would reduce their annoyance with aircraft noise since the (

(- reduction would be minimal. A high number of residents believe time periods free of aircra.ft
' noise would reduce their annoyance, as would fewer a.irplanes. He noted that Mendota Heights
residents responded favorably to free airline tickets to compensate for noise. Ii was noted the
recap ofi�ll questions indicates free time periods and fewer airplanes rank highest as mitigation
measures for Mendota Heights residents. �
Beaty commented on the impact of cognitive rationaliza.tion on homeowner's response to
questions such as this and how it can differ once they understand there is an option, such as
operational changes, which would reduce the level of aircraft noise. The Commission then
reviewed the information which identified the inteiview area within Mendota. Heights
Consensus was reached to forward comments to the City Council that the Survey indicates
residents want more free time periods and fewer planes.
DISCITSS RESIDEN'�'S PETITION (2N
PART 150 SOUND INSULATION
Batchelder advised a petition has been received from 24 households in the Rogers Lake
nei,ghborhood asking why their homes aze not eligible for the MAC Part 150 Residential Sound
Insulation Program. He stated a letter of response has been sent to them acknowledging receipt
of the petition and informing them of boundaries of eligibility for this program. This petition was
also forwarded to Steve Vecchi, Program Director at the Metropolitan Airports Commission for
the Part 150 Noise Program.
It was noted that it had been previously determined to ask Batchelder to send these residents
another letter to inform them of the August 29 public hearing and to offer assistance in
formulating their response at the public hearing, should they decide to attend.

Batchelder stated he will send a letter to Annette Davis of the FAA reminding of Mendota
Heights' interest and to request a decision in the City's favor. He noted that the Commission also
discussed copying this letter to Representative Bruce Vento, Senator Paul� Wellstone, and Senator
Rod Grams.
Batchelder noted the household and population data. being used for the Noise Abatement
Departure Profiles study was faulty so he arranged for MAC to contact Dakota. County to obtain
parcel specific information for each lot in Mendota Heights and Dakota. County through GIS. It
was noted that this particular issue has not been on A�IASAC's agenda since this request was
made.

In response io Beaty, Batchelder explained that since MASAC is still trying to get more accurate
numbers than the 1990 data, they may not be ready to discuss it again. Perhaps, ii is "on hold"
� j until the consultant puts accurate data into the equation.

Batchelder reviewed an article recently published in the Mendota Heights Sun Current indicating
the discus�sion between the mayors bogged down on the issue of noise redistribution. It was
noted that the City of Richfield has indicated they will have a position sta.tement by the end of the
month about whether they intend to litigate over the new proposed North-South Runway.
Beaty suggested the City af Mendota Heights address the concern that during runway
construcrion, more flights will be directed over Mendota. �ieights.
Batchelder advised that Mayor Mertensotto requested a time and construction schedule for the
north-south runway, as well as, for the reconstruction process for 11R.

Batchelder reviewed the MAC letter inviting Mayors Sayles Belton and Mertensotto to negotiate
an agreement to comply with recently adopted legislation which requires affected city approval
prior to the construciion of a third parallel runway.
Bea.ty suggested there is no need for Airport Relations Commissioners to be present since Mayor '
Mertensotto is involved and doing a good job representing the concerns of Mendota Heights.

June 25, 1996, Niinutes.
Sb. The Commission acknowledged receipt of the MASAC Technical Advisor's Report for
7une 1996. Olsen reported on his attempts to telephone them several times and that on
several occasions, there has been no answer. Also, he has requested a response but
received none.
The Commissioners reviewed the Technical Advisor's Report and charts identifying the
loudest aircraft noise events. They questioned whether this data. contains some
inaccuracies. Beaty questioned the various types of planes which are being identified. _ �_.
Sc. The Commission acknowledged receipt of the MASAC Complaint Summary for 7une
1996. It was noted the monthly complaints for May and 7une are increasing. Beaty
pointed. out that with backsliding, a decease should be apparent. Stein stated United is
using a lot of 737's with ihe old engines. Beaxy added that Continental is doing the same.

B�a.ty stated he reviewed an article indicating a lot of Northwest's new planes are now
operating from Dettoit. The proposed expansion to the Detroit airport was also
discussed.
Sg. The Commission acknowledged receipt of the Northern Dakota County Airport Relations
Coalition l�nutes of July 16, 1996. Bea.ty inquired regarding meetings held and asked
what will be discussed at the meeting scheiiuled for this Tuesday. Batchelder stated he has
not yet received the agenda for that meeting but expects MSP mitigation will be the main
topic and each community will report whether or noi their Council approved the letter to
Dakota County.

Si. The Commission acknowledged receipt of the Backsliding Letter of July 22, 1996 to
Jennifer Sayre of Northwest Airlines. Batchelder advised Jennifer Sayre is in the process
of providing a response. Bea.ty questioned whether the increases use of Stage II airplanes
is causing an impact.
! j Batchelder noted that part of the Northwest Airlines backsliding agreement is that they
i will not use a higher percentage of Stage II planes than is present in their fleet mix.
FIowever, the fleet mix is actually comprised of a mi�ct.ure of short haul (Stage II) and long
haul (Sta.ge IIn airplanes and Northwest may be doing more short hauls into l�Sinneapolis.
Fitzer agreed this may be the case.

Batchelder explained that a copy was provided last month by J"ill Smith, MASAC Representative,

Beaty asked the Commission if they would like the Mayor to attend the next meeting to provide
an update on the Mitigation Committee. The Commissioners answered affirmatively. Batchelder
stated he will contact the Mayor to deternune if he is available.

A brief discussion occurred regarding the future of Stage N aircraft. Beaty suggested Batchelder
try to locate someone who can inform the Commission regarding types of future aircraft.
There were no other comments or concerns.

1996 agenda.
1. Discuss MSP Mitigation Committee - Mayor Mertensotto will be present to upda.te
the Commission on the progress of the MSP Committee. On September 1l, 1996, the
MSP Mitigation Committee held a four hour meeti.ng to begin to bring
recommendations on a mitigation plan to conclusion. Many motions were made by
various Ma.yors and MAC wi11 bri.ng these moti.ons back for consideration at a final
meeti.ng on September 30, 1996.
Attached are some documents from that meeting including:

2. Metropolitan Council Revisions to Aviation Guide Plan - Atta.ched is the agenda and
supporting documents for a TAC - Avia.tion Committee meeting of the Metropolitan
Council. They are proposing to update their noise policy contours. The Mendota.
FIeights Noise Attenuation Ordinance is based upon the existing Met Council noise
policy contours. The updated contours are signiiicantly expanded and raise several
policy concerns for Mendota. I3eights.
On one ha.nd, the Met Council is recognizing the need for an expanded noise policy
contour that better defines the area of noise impact than the MAC's DNL 65 contour.
This is a recognition of the need for an expanded area of eligibility for mitigation
progra.ms that are currently being discussed by the MSP Mitigation Committee. On the
n�' other hand, an expanded noise policy contour affects our Noise Attenuation Ordinance
� )
which would have to be revised to be consistent with any new noise policy contours.
This raises several issues for our considera.tion. Almost 2/3 of Mendota Heights would
be covered by our noise attenuation ordinance and its requirements for sound insulation �'
in new construction. This is a raclical change from past practice. Staff will be
prepared to discuss the repercussions of this change on Wednesday evening.
3. 3rd Parallel Runwav Contract - On Wednesday, September 1l, 1996, Mayor
Mertensotto, Councilmember Jill Smith and myself inet with MA.0 attorneys to discuss
the contract they are proposing for the prohibition of the 3rd Parallel Runway. At this
meeting, it was discovered that Mendota. Heights has similar interests with MAC
regarding the north para]lel runway and the construction of other proposed runways.
Attached is a copy of the state statute and the draft Runway Contract that was used as a
basis of discussion. Mendota Heights saggested several revisions and additions to this
mugh draft which we can discuss on Wednesday evening.

I. Recitals.
1. The Minnesota Legislature, at its 1996 session, has
enacted Law of Minnesota, Chapter , Art. 3, Sec.10, which
amends Minnesota Statutes 1994, Sec. 473.608 (hereinafter
referred to as "the Runway Statute") to require the
Metropolitan Airports Commission (hereinafter "the Commission"
or "MAC") to enter into certain contracts with "affected
cities."
2. The Commission has determined that [Minneapolis] [Mendota
8eights] (hereinafter referred to as "the City") is an
affected city within the meaning of the Runway Statute.
3. The Commission and the City have met and negotiated in
good faith concerning the terms and conditions of the contract
required b�r the Runway Statute, and have arrived at an
agreement (hereinafter "the Agreement") which both parties
desire to set forth in writing.
II. Definitions.
1. The term "third parallel runway" shall mean [definition].

Formally Icnown as the MAC Part 150 Residential Sound Insulatioa Program, this is a federal
program implemented through MAC by the Federal Aviatioa Adminishatioa (FAA) to make
neighbarhaods Iocated near airports more compatible with airport noise. We appreciate your
interest in this pmgrdm and this letter is aa attempt ta describe the Fart 150 program for you.
The Pan 150 Program is a program where FAA fuads are given io local. airport operators
(MAC� to provide sound insula�iioa to residential and educ�iional structures or to acx�uire -
pr�perty within eligibie areas around aiiports. The a�a. of eligibiliLy for this pmgram has
been defined by the FAA. as the approved 1996 DNL 65 noise oontour. (Please see attached .
map.)
The 1996 DIVL noise contour represeats a five-year projeckion of the yearly noise average at
�; _) the NL'wt�eapolis-S`t. Paut Int,eroational Airport (MSP). Tbis contour has been overlaid on a
_ laad u�e maP arouad Minaeapolis/St.. Paul Ai�oit to define the area of eligibility. R�esidences
and schools inside or adjaoent to this LDN 65 contour a� eligible for Federal. assistance. The
Metmpolitan AirPorts Commissioa implements this program through'fuading provided by the
FAA and MA.0 in the Part 150 Sound Insulatioa Progrun.
The City of Mendota. Heights has no control over the FAA Part 150 program with the
exception of whe,iher we desire to participate in this.pmgram or not. • Siace 1991, the City of
Mendota Heighis has agreed to participate in this progiam and for the l.ast several years 54
homes in the Furlong Addition, along Pi1ot Rnob Raad, Rogers Road .(aow known as Bourne
Lane) and along Lexington Aveaue have had the opporlunity to volunt�rily participate.
Schools, whether they a� public or private, are secoad ia priority to residential. strudures for
sound insulation. V'�sitatioa and St. Thomas Academy are inside the a,rea of eligibility, aad
recently have ai�ained the priority 1eve1 necessary to panicipate in the progra.m.

R,ecently the FAA has apprnved the extensioa of the Part I50 program to include "boundary
blocks". Bouadary blocks are defined as blocks that are intersected by the outeravost 65 DNL
contour boundary of the approved 1996 Noise Sxposure Map. Based oa the "boundary 61ock"
decision, an r�ddiiional 35 homes �in the Curley Neighborhood, along Lexingtc�n Aveaue, ''
Wagoa Wh�e1, S�raa Drive and Rogers Avenue have become eligible for 1996 funding.

The City of Mendota Heights is strongly advocating the elcpansion of the as�ea. of eligibility for
the FAA�Part I50 program. Ma.yor Mertensotto is currently working e�emely hard thmugh
- the MSP Mitigatioa Committee to see that the sound insulation programs are expanded to
include other Mendota Heights neighborhoods including Wagon Wheel Trai1., Rogers La.ke
neighborhood, l6ide Addition, Mendakota Bsta,tes, Carley neighborhood and Frieadly Fi:ills. �
Mendota. Heights has long advocated the expansion of the Part I50 Pi�ogram to the DNL 6Q
contour whicb would include all the above mentioned neighborhoods. It makes no sense to
draw a curtain on a map in which homes on one side are 100 pe�ent eligible and homes oa the
other side are not eligible. We are hoping that through our current efforts, we can aclueve aa
expanded area of eligibility. I�owever, these decisions are exclusively under the control of the
MAC and the FAA.

The City Council of Mendota. Heights has asked me to forward to you a copy of the August 9,
1996 letter finm myself to 24 residents in Mendota Heights in response to their petition. City
Council feli that the Metrogolitan Airports Commission should be made aware of the sta.rk
difference for those inside the area of eligibility for Part 150 Sound Attenua.tion and those
residents just outside the area of eligibility.
The City Couacil wishes to bring your atrention to the need to expand the anea of eligibility for
the Part 150 Sound Insulation Program. Ma.yor Mertensotto is making efforts in this direetion
through his participation on the MSP Mitigation Commiftee and feeLs this is a vital. tool to
' ) mitig�.te air noise in neighborhoods that are severely impac�ed by air noise.
In this particular case, the City received a petition from 24 homeowners living in the Rogers
Lake Neighborhoocl. These residents were concemed that their aeighbors on Swan Court and
one side of Rogers Avenue are eligible to receive benefits through the sound insulation
program, yet they are not. These neighbors feel that the noise over their homes in the same
neighborhood is no less or no more than those receiving the benefits.

The mayors of cities that surround
Minneapolis St. Paul International Air-
port squared off Sept. 11 over how to re-
distribute aircraft noise equitably.
At issue is the use of the extended
crosswind Runway 422 and the proposed
north-south runway for noise redistribu-
G �. proponents want to use one or both
� ��'those runways to direct more flights
away from noise-impacted areas to areas
that experience little or no airplane
noise.
The mayors of Richfield, Bloomington,
Minneapolis, Eagan, Mendota Heights
and Burnsville voiced their views on the
use of those runways last week at the Air-
port Mitigation Committee meeting.
In addition to the mayors, the com-
mittee includes representatives from the
Metropolitan Airports Commission, the
Metropolitan Council and Northwest
Airlines.
MAC formed the mitigation commit-
tee to devise a plan to lessen the im-
pact of the airport on resiilents who
live near it. The committee plans to
make its iinal recommendations next
month.
While most of the mayors said they
were in favor of equitable noise relief, few
were willing to distribute that noise over
their respective communities.
Runway 4-22 was extended this sum-
mer and reopened Monday. But the queu-
ing taxiways needed to use it for noise
spreading were not built.
"��� A.mediation agreement between
� AC and the city of Richfield last year al-
lowed the runway to be built but without
the ta�ciways.
Richfield filed a lawsuit against MA.0
last year to keep the runway from being
used for noise spreading. Doing so would
move take-off points closer to residents,
say city officials.
The Rich�eld lawsuit alleges that
the environmental impact study that
MAC conducted on the runway exten-
sion was inadequate under federal and
state law.
Richfield officials oppose the use of
Runway 4-22 to spread noise to south
Richfield and north Bloomington but not
the construction of the extension itself.
Residents to the north of the airport
would see litt]e relief while requiring
hundreds of homes in Richfield and
Bloomington to be insulated, city officials
say. Insulation costs for south Richfield
and north Bloomington have been esti-
mated at $40 million.
The city's lawsuit has been stayed
since the mediated agreement was
signed.
During discussion last week, Min-
neapolis Mayor Sharon Sayles Belton
proposed constructing the required taaci-
ways and using Runway 422 to provide
noise relief for those in south Minneapo-
lis and north Richfield.
As a result, MAC should insulate
those Bloomington and Richfield homes
that would be affected by the noise shift,
Sayles Belton said.
At the same time, MAC should contin-
ue to study the construction of a north-
south runway, nearly parallel with High-
way 77 on the west side of the airport, she
said.
If Runway 422 cannot be used to re-
distribute at least 20 percent of airport
traffic to the southwest, the north-south
runway should be built, Sayles Belton
said.
Eagan Mayor Tom Egan concurred
with Sayles Belton, suggesting that the
Runway 4-22 redistribution plan be tried
for three years.
If after that time, the 422 proves to
be inadequate for the needs of the air-
port, the new runway should be built,
Egan said.
Meanwhile, Mendota Heights Mayor
Charles Mertensotto said the committee
should recommend that the north-south
runway be built as soon as possible.
The Runway, 422 plan does not pro-
vide for the growing number of flights at
the airport and won't improve its capaci-
ty, Mertensotto said.
In the long run, the north-south will
be more effective in increasing capacity
and redistributing noise, so that project
should be undertaken immediately, he
said.
When the Legislature voted to keep
the airport where it is, it approved a
plan that includes the north-south run-
way, Mertensotto said. To change the
airport design now would be wrong, he
said.
Once the north-south runway is built,
Runway 422 cannot be used for noise re-
distribution.
So insulating homes in south Rich-
field and Bloomington that will be affect-
ed by noise only for a few years makes no
economic sense, Mertensotto said.

That $40 million can be better spent in
areas that already have high noise levels,
he said.
Construction of the north-south run-
way could take,about 5 to 10 years.
Committee Chair and airport commis-
sioner Steve Cramer raised ano�her
wrinkie in the debate.
Perhaps, the Federal Aviation Ad-
ministration will waive the requirement
for noise insulation in sauth Richfield
and north Bloomington because Run-
way 422 can be used for noise spread-
ing for only five to l0�years, he said.
MAC staffwas directed to look into that
possibility. -
.Bloomington Mayor Coral Houle
coricurred with Mertensotto and Rich-
field's position, saying that her city op-
poses the 4-22 plan and esposing� a
whole new group of herresidents to air-
craft noise.
Bloomington does agree that the.
north-south runway should be built as
soon as possible because it will increase
airport capacity, Houle said. '
Rich�eld Mayor Martin Kirsch
would not commit on his cit�s position
on the north-south runway. City offi-
cials have requested information re-
gazding the ground noise the runway
will generate.
"That runway will be closer to'Rich-
�eld residents than the current run-
ways are to homes in New Ford Town ...
which the airport is buying out," Kirsch
said.

informed position on the north-south
runway until it gets all the information it
needs regarding ground noise, Kirsch

have never been exposed to air traffic

The committee discussed several
other noise mitigation options:
• The committee plans to expand the
number of homes and residences that
are eligible for free noise insulation.
Currently, single-family homes within
the 65 LDN are eligible. The 65 LDN is
a computer-generated footprint based
on average airplane noise levels. around
�the airport.
Committee members proposed ex-
pandirig the noise insulation boundaries
to the 60 LDN and possibly beyond.
Members also are considering plans to in-
sulate apartment buildings, schools and
nursing homes.
If the insulation area is expanded, the
committee should rank which areas are
to be done first, Mertensotto said.
FIomes in the 65 LDN should be insu-
lated first, then apartments in the 65
LDN, he said. Then� as funds become
available, houses in the 60 LDN should
be insulated �and then apartments,
Mertensotto said. �

mend �community stabilization" mea-
sures such as providing property tax re-
bates for residents'most effected by
noise..Other stabilization ideas include
p'roperty�value:and home purchase
guarantees. �
• Sayles Belton propose�l negotiating
pacts with airlines to keep flights from
talflng off or landing after 10:30 p.m. and
before 6 a.m: The current voluntary na
tly period begins at 11 p.m. �

4. Technical Advisors Runwav System Utilization Report and Comalaint Summarv
John Foggia, MAC Technical Advisor, presented the Technical Advisors Report.
� Highlights of' the �Technical Advisor's Report:
1. July 1996 �ecorded the highest number of operations ever at MSP. July 23, 1996 was a
record day �nrith 1583 operations. �
2. Complaints are up from the previous year. IVlost were from Minneapolis and North Richfield.
Seventy percent were departure complaints. Seventy-two percent of departures were over
North Richfield and Minneapolis. Night time jet departures showed 63% over EagaNMendota
Heights and 37% over Minneapolis.
3. There are a number of reasons for the increase in operations over Minneapolis and
North Richfield. Runway 04-22 was closed all of July and the North parallel runway had �
taxiway closures. The effect was more arrivals and departures from and to the northwest.
This is temporary. September brings the end of the summe� operation seasonal push and
the construction season, with a retum to a more ful(y utilized RUS.
4. Nighttime jet operations are up 10%. A decrease in the fall is expected. �
5. FAA controllers will be briefed again this fall on the MSP RUS.

5. Chicaqo Aimorts Visit Debriefinq and DGPS update - John Foggia
John Foggra passed out information and maps regarding Chicago's aircraft noise contours. July
9th, John Foggia, MAC, and Traci Erickson, MAC, attended an AAAE Great Lakes Meeting in
Chicago. The day before the conference they met with the Chicago O'Hare and Midway Noise
O�ces. Some of the significant points were: .
• O'Hare has no staff in their noise office. The office is run by consuitants.
• O'Hare is not engaged in a Part 150 Program at this time.
• Midway has 2 staff people in their noise office.
� � • Midway has a densely packed residential area suRounding the airport. There are 1860
residential dwellings in the 80+ DNL level.
• New townhomes are being buiit directly off one of the runways at Midway.
• Midway oniy has funds to insulate homes in the 85 DNL contour.
John Foggia also updated the council on the Differential Global Positioning System (DGPS). He
believes IVISP will be ce�tified by December 1996.
Lance Staricha, Eagan, asked about the significant decrease in noise levels reported on the June
1996 RMT Noise Events maps. John Foggia explained that there was a problem with the phone
system that dials the RMTs each night. The Noise to Track CoRelation was found to be off by
103 seconds. He said the problem is fixed. A new map depieting the approved modeled 1996
Part 150 Sound insulation 65 DNL countour with monitored aircraft DNL numbers at each RMT
will be issued at the next meeting.
Chairman Johnson asked John about the New Noise Management Methodology letters. John
Foggia said about 25 letters have been mailed out.
6. Report of the MAC Commission meetinq - Julv 1996
Highlights of the MAC Commission meeting:
1. Cindy Greene presented plaques to two MAC employees honoring them for their assistance
� � in bringing down a completely iced-over plane in February of 1995. It was the #1 flight assist in
-- the country for 1995.
2. The next commission meeting will be October 28th, one week past the nonnal,date.
3. The commission was briefed on all construction projects planned for the next 4-5 years.
MASAC was promised a briefing of these plans at the next meeting.
7. Persons Wishina to Address the Council
Borvs Polec, Minneapolis, complained about the nighttime flights. He said his family is having
trouble sleeping. He said he wanted no operations between 11p.m. and 6 a.m. He also said he
believed that the number of Stage II flights had increased, not decreased.
Keith Betz, Edina, asked at what decibel level you could no longer hold a conversation at three
feet apa�t. John Foggia explained that a nonnal conversation is at a 65 decibel level. When the
decibel level of outside noise becomes greater than this, it will begin to interfere with the
conversation. Eighty-five decibels is considered the point where two people can no longer hold
the conversation. Mr. Betr also asked how one could become a member of the MASAC council.
Joseph �ee, Minneapolis, told him that, although Edina was not part of the council, he could talk
with the Chairman after the meeting to find out more information about membership for Edina.
His last question was why it cost $50,000 for an RMT. John Foggia explained that the cost was
not simply the equipment costs but the labor and other consultant senrices.

�ois Howard, Richfield, thanked MAC for thei� help in placing a portable noise monitor at her
house. Siie explained the results of the monitoring and reiterated her position that the City of
Richfield should stop the lawsuit regarding the expansion of Runway 0422. �� �
John Sieberz, Richfield, disputed the number of noise events recorded over his area. He said
he couldn't �econcile the number of noise events Lois Howard had recorded and the numbe�
recorded in the July Tech�ical Advisor's Report. He also said he believed the value of his home
has dropped because of the noise. Jamie Verbrugge, Richfield, told Mr. Sieberz that the city did
a study on property values in Richfield and found that they are not going down but rather
increasing.
John Tower, Edina, asked whethe� pilots were flying at full power so that they can get away from
the airport and surrounding communities as soon as possible. Marfc Salmen, Northwest Airiines,
explained that power setting and corresponding climb rate were a function of aircraft loading,
atmospheric conditions, nanway length, etc.
8. Other Items Not on the Aaenda
Chairman Bob Johnson announced that there will be a public hearing of the Mitigation Committee
at the Thunderbird Hotel in Bloomington, August 29, 1996 at 7:00 p.m.

Traci Erickson, MAC Technical Advisor, presented the Technical Advisor's Reqort. A map, which
was requested at the last meeting, was presented entitled, "June 1996 Aircraft Ldn dB(A) at
Remote Monitoring Towers." The map depicts the approved modeled 1996 Part 150 Sound
Insulation 65 DN� contour with monitored June 1996 aircraft DN� numbers at each RMT.
Highlights of the Technical Advisor's Report:
1. There has been an increase in operations at the airport due to the busy summer seasonal
push. ,
2. Runway Usage: The Crosswind runway 04/22 has been closed, increasing traffic on
the parallel runways. The runway will not be fully operational until the end of September.
Limited departure traffic will be allowed beginning mid-August.

3. On pages 4- 7, there is no data for June 1995 because of hardware and software changes,
as well as network p�oblems during that time.
4. Nighttime Flight Tracks: Construction took place on R/W 29R/11 L from June 15 - 30 resulting
in increased traffic on the south parallel.
5. Geoqraphical Information Svstems Presentatation - Dan Pfeffer-ANSP
Dan Pfeffer presented information regarding ihe GIS System. He defined GIS, explained current
GIS uses, and listed futu�e possibilities. GIS was utilized to create a block prioritization map for
the Part 150 Sound Insulation Program. (Please see attachments regarding the GIS
presentation.)
6. Report of the MAC Commission meetinq - Julv 1996
Highlights of the MAC Commission meeting:
1. Parking is becoming a serious problem at the MSP Terminal.
2. More attention needs to be given to the relieve� airports - Bob Johnson cited rates, charges,
tenants, etc.
7. Persons Wishinq to Address the Council
Four people from N.W. Richfield and one from St. Louis Park addressed the Council. They had
questions and complaints to bring to the council. The following issues were raised and discussed:
1. RMT's: The residents of N.W. Richfield asked why they did not have a Remote Monitoring
Tower (RMT) near them. They also asked if there were any future plans to move
existing or install additional RMT's. Their concern is that N.W. Richfield is not being
represenfed accurately, as far as aircraft noise level is concerned.
Traci Erickson, MAC Technical Advisor, explained there are no plans to install additional
RMTs. She cited a cost of $50,000 for a new RMT. Currently the need is for the ANOMS
system to have upgrades and service contracts, rather than new RMTs. Traci also explained
that moving existing RMTs is very difficult.
Traci recommended they call the Minnesota Pollution Control Agency's Air Quality Division
to monitor aircraft noise with one of their portabte noise monitors.
2. Runway 04/22 and Noise Sharing: The residents had questions regarding the status of
runway 04/22. Jamie Verbrugge, Richfield, and Don Priebe, Rich�eld, explained why Richfield
is contesting additional use of Runway 04/22. It was mentioned that the Mitigation Committee
would be having a public hearing soon, but that a date had not been set.
-- Chairman Bob Johnson and Traci Erickson, MAC, explained that much of the reason the
� � noise cannot be distributed evenly across the cities is the physical constraints of the airpo�t
and the location of the runways.
8. Other Items Not on the Aqenda
John Richter, Minneapolis, presented a publication entitled "Relocating in the Twin Cities." In the
publication there was an ad entitled "Airport Noise." He stated that everyone needs to protect the
central cities from "urban flight."
Traci Erickson, MAC Technical Advisor, mentioned that the NADP issue is not dead. MAC staff
is acquiring updated population data from surrounding communities to redo the NADP population
counts. A MASAC Operations Committe meeting will be held to� present results.

Declaration of Purposes
1.) Fromote public welfare and nafional security; serve public interest, comenience,
and necessiry; promote air navigation and transportadon, international, national, state,
and local, in and through this state; promote the efficient, safe, and economical
handling of air commerce; assure the inclusion of this state in national and international
programs of air transportation; and to those ends to develop the full potentialities of the
metropolitan area in this state as an aviation center, and to conelate that area with all
aviafion facilities in the entire state so as to provide for the most economical and
effective use of aeronautic facilities and services in that area;
2.) Assure the residents of the metr�opolitan area of the minimum environmental impact
from air na�igation and transportation, and to that end provide for noise abatement,
control of airport area land use, and other protective measures; and
3.) Promote the overall goaLs of the state's environmental policies and m;,,;,,,;�e the
public's exposure to noise and safery hazards around airports. ��

Statement of Purpose
This corporation was formed in furtherance of the general welfare of the communities
adjoining Minneapolis-Sk Paul Intemaflonal Airport - Wold-Chamberlain Field, a
public airport in the County of E%nnepin, State of Minnesota, through the alleviation of
the problems created by the sound of aircraft using the airport; tl�rough study and
evaluation on a continuing basis of the problem and of suggestion far the alleviation of
the same; through initiation, coordination and pramotion of reasonable and effective
procedures, control and reaulations, cansistent with the safe �operation of the airport and
of sircraft using the same; and through dissemi.nation of information to the affected
communities, their affected residents, and the users of the .airport respecting the
problem of aircraft noise nuisance and in respect to suggestions made and actions
initiated and taken to alleviate the problem.

Representation
The membership shall include representatives appointed by agencies, corporations,
associations and governmental bodies which by reason of their statutory authority and
responsibiliry or control wer the auport, or by reason of their status as airpart users,
have a direct interest in the operation of the airport. Such members will be called User
Representatives and Public Representatives, provided that the User Representatives and
Public Representatives shall at all times be equal in number.

PHASE IV: ACQUISITION AND
RELOCATION
Appraisal Update:
The appraisal process is now 88% complete for Phase
IV. As of August 22, 1996, 56 field appraisal studies
have been compieted and foravarded to the O�1CC Of
WDSCO by Lyle Nagetl Company. WDSCO has
ceceived 58 environmental reports completed by PSI.
Fifty-two (52) appraisal reports have been forwarded to
the review appraisal firm of BCL Appraisals, Inc. As of
August 22, 1496, 47 appraisal certificarions have been
received back from BCL.
Offer Process Update:
As of August 22, 1996, 35 offer meetings have 6een
held, with 21 homeowners accenting their offarc. The
offer pmcess is now SS% complete. �
The written offer coasists of two parts. The iust part is
We acquisition oBer, which is the purchase price of%red
for your home based on the review appraiser's cert�ed
vatue. The second part consists of the relocation benefits
you may be eligible for. Relocation benefits include the
(RHP) Replacement Housing Payment and a moving
expense payment. Acquisirion and relocation (if eligibie)
combined create the wmplete offer for your home.
Please remember Wat each homeowner wili have sixty
(60) days to conaider and accept their written offer.
When the homeowner has decided to accept their off'er,
they should contact the'v consultaat at WDSCO to
schednle an acceptance meeting. At this meeting, the
purchase agreemeat will be signed along with the letter
of accepWnce.
Acquisition Ciosing Update•
As of August 22, 1496, there have been 7 acquisition
closings conducted for those homeowners in Phase IV.
The acquisition closing pmcess for this Phase is now
11% complete.
The acquisition closing is scheduted once the offer is
accepted in writing. T'he ctosing will be scheduled for
approacimately U►irty (30) days from khe date of
acceptance. Shouid there be an urgent aeed to conduct
a closing in less than thirty days, please norify your
WDSCO team consultant. Every effort will be made to
accommodate a shorter time frame.
Relocarion Ciosing Update:
The telocarion closing process ia now beginning for
Phase N homeowners. As of this issue of the Buyout
Update, 3 homeowners have closed on their relocations
homes. With the start of the celocation closings, Phase
N properties are also beginning to be vacated. As of
August 22, 1996, 2 homes in Phase N have been
vacated.
Please remember tn contact your WDSCO consuitant as
soon as you have signed a purchase agreement on your ,
new home. It is necessary to cnordinate acquisition and
relocation closing dates.
Comparable Housin�; Studies•
WDSCO consultants are carrently working on
comparable housing studies. These studies are initiated
once the review appraiser's certification of value is
received. From the appraisal report, your consultant will
obtain pertinent information regarding your home, such
as �inished squac� footage, total number of finished
moms and amenities.
The purpose of the comparable home stndy is to locate �
a pmperty similar to the homeowners' current home,
outside of the noise contour.
Tha information found on the appraisal is used to search
the Muldple Listing Services (MLS) system to find a
comparable home. The MLS is a data base, used by all
realtors to market homes that are presently on the market
for sala. Richfield aad Bloomington areas are first
searched; if` there are no comparabie houses in these
azeas, other areas sach as St. Loais Park, Golden Valley,
Bu'esyitlP, A?ple Valley and Eagao may bP looke� ar.
When matchin$ the criteria of the home, some factors
may be offset by others. For example, in order to match
the finished square footage and room count of a bome,
the style may be different. A rambler may be used in
place of a 1.5 story home, etc. Amenides are one of the
more difficnit areas to match exacdy when looking for a
compafable home. c Every effort will be made when
seazching for a home witfi similar amenities, however,
reasoaable tradeoffs may be necessary.

coasultant views the home to ensure that location and
condition are acceptable. At this time a meeting is
scheduled with the homeowner. The consultant will kry
to schedule the meeting with the homeowner as soon as
possibte, because the comparables could sell. If the
compazable seils prior to the offer meeting, thiy may

found.
PROPERTY MANAGEMENT UPDATE:
Dumnster Policy/Site• Important Note•
In order to better serve the homeowners, we are asking
that you call at least 24 hours in advance of when you
plan to use the dumpster. This wili give us enough time
to schedule a new dumpster if needed. It will also save
the homeowners' time from having to go to another site.

DEMOLITION
Eight (8) houses were demolished in July. The
contractor, Wickenhanser ExcavaNng, was able to
demolish about one house per day. With the small
number of houses, We contractor used minimal
equipment which resaited in less disturbance to the
neighborhood. The work went without incident and We
contractor finished the work at the end of July.
Carrentty there are no plans to demolish additional
houses Wis summer. It is expected Wat some houses wilt
be available later this fall. WDSCO will make eBorts to
limit the number af scheduled house demolitions to smal!
groups. This is to minimize any disruption ta the
neighborhood.

On behalf of the Federal Interagency Committee on Aviation Noise (FICAN), I would like
to invite you to attend our third public forurn, which will be held on October 4, 1996, at the
Jackson Federal Building in Seattle, Washington.
The main objectives of FICAN are: (1) to provide information to the public on aviation
noise research projects conducted by Federal agencies, and (2) to solicit input from the general
public and technical community regarding the directian of Federal researcl:ers to share research
goals and results. The public forum aims to satisfy the second of these goals.
The Seattle site was selected with the intention of attracting attendees of the 1996
National Conference on Noise Controi Engineerin� (NOISE-CON 96), which will be held in
Bellevue, Washington earlier that week. We hope other members of the general public aviation
and technical comrnunities will join us, as well.
We expect the format of the public forum to include brief presentations by agency
researchers on the status of aviation noise research, followed by public comment. Commenters
will be requested to notify the Committee by September 30, in order to allow organizers sufficient
time to schedule all presentations. We intend to structure the presentations and comment periods
in the following areas: land use compatibility, community reactions to aircraft noise, perception
of aircraft/background noise, rotary wing issues, noise reduction technologies, noise effects on
animals, noise model developments; public information/education, and structural damage. More
detailed information on the research projects is available on the FICAN report, Status Report on
Aviation Noise Research Conducted by U.S. Federal Agencies, copies of which are available
through FICAN's contractor, Harris Miller Miller & Hanson Inc.
Further information on the public forum will be published in the federal Register in
�eptember. Please contact Mary Ellen Eagan at (617) 229-0707 if you have any questions about
the public forum, or would like to submit a comment at the meeting.

4. Technical Advisor's Runwav System Utilization Report and Complaint Summary
Traci Erickson, MAC Technical Advisor, presented the Technical Advisor's Report. A map, which
was requested at the last meeting, was presented entitled, "June 1996 Aircraft Ldn dB(A) at
Remote Monitoring Towers." The map depicts the approved modeled 1996 Part 150 Sound
Insulation 65 DNL contour with monitored June 1996 aircraft DNL numbers at each RMT.
Highlights of the Technical Advisor's Report:
1. There has been an increase in operations at the airport due to the busy summer seasonal
push.
2. Runway Usage: The Crosswind runway 04/22 has been closed, increasing traffic on
the parallel runways. The runway will not be fully operational until the end of September.
Limited departure traffic will be allowed beginning mid-August.
3. On pages 4- 7, there is no data for June 1995 because of hardware and software changes, �
as well as network problerns during that time.
4. Nighttime Flight Tracks: Construction took place on R/W 29R/11 L from June 15 - 30 resulting
in increased traffic on the south paralleL
5. Geographical Information Svstems Presentatation - Dan Pfeffer-ANSP
Dan Pfeffer presented information regarding #he GIS System. He defined GIS, explained current
GIS uses, and listed future possibilities. GIS was utilized to create a block prioritization map for
the Part 150 Sound Insulation Program. (Please see attachments regarding the GIS
presentation.)
6. Repo�t of the MAC Commission meetinq - Julv 1996
Highlights of the MAC Commission meeting:
1. Parking is becoming a serious problem at the MSP Terminal.
� ;
2. More attention needs to be given to the reliever airports - Bob Johnson cited rates, charges,
tenants, etc.
7. Persons Wishinq to Address the Council
Four people from N.W. Richfield and one from St. Louis Park addressed the Council. They had
questions and complaints to bring to the council. The following issues were raised and discussed:
1. RMT's: The residents of N.W. Richfieid asked why they did not have a Remote Monitoring
Tower (RMT) near them. They also asked if there were any future plans to move
existing or install additional RMT's. Their concern is that N.W. Richfield is not being
represented accurately, as far as aircraft noise level is concerned.
Traci Erickson, MAC Technical Advisor, explained there are no plans to install additional
RMTs. She cited a cost of $50,000 for a new RMT. Currently the need is for the ANOMS
system to have upgrades and service contracts, rather than new RMTs. Traci also explained
that moving existing RMTs is very difficult.
Traci recommended they call the Minnesota Pollution Control Agency's Air Quality Division
to monitor aircraft noise with one of their portable noise monitors.
2. Runway 04/22 and Noise Sharing: The residents had questions regarding the status of
runway 04/22. Jamie Verbrugge, Richfield, and Don Priebe, Richfield, explained why Richfield
is contesting additional use of Runway 04/22. It was mentioned that the Mitigation Committee
would be having a public hearing soon, but that a date had not been set.
Chairman Bob Johnson and Traci Erickson, MAC, explained that much of the reason the
noise cannot be distributed evenly across the cities is the physical constraints of the airport
` � and the location of the runways.
8. Other Items Not on the Aqenda
John Richter, Minneapolis, presented a publication entitled "Relocating in the Twin Cities." In the
publication there was an ad entitled "Airport Noise." He stated that everyone needs to protect the
central cities from "urban flight."
Traci Erickson, MAC Technical Advisor, mentioned that the NADP issue is not dead. MAC staff
is acquiring updated population data from su.rrounding communities to redo the NADP population
counts. A MASAC Operations Committe meeting will be held to present results.

On behalf of the Federal Interagency Committee on Aviation Noise (FICAN), I would like
to invite you to attend our third public forum, which will be held on October 4, 1996, at the
Jackson Federal Building in Seattle, Washington.
The main objectives of FICAN are: (1) to provide information to the public on aviation
noise research projects conducted by Federal agencies, and (2) to solicit input from the general
punlic and technical community i egarding the dirzctian of Federat researcr.ers to share research
goals and results. The public forum aims to satisfy the second of these goals.
The Seattle site was selected with the intention of attracting attendees of the 1996
National Conference on Noise Control Engineering (NOISE-CON 96), which will be held in
Bellevue, Washington earlier that week. We hope other members of the general public aviation
and technical communities will join us, as well.
We expect the format of the public forum to include brief presentations by agency
researchers on the status of aviation noise research, followed by public comment. Commenters
will be requested to notify the Committee by September 30, in order to allow organizers sufficient
time to schedule all presentations. We intend to structure° the presentations and comment periods
in the following areas: land use compatibility, community reactions to aircraft noise, perception
of aircraft/background noise, rotary wing issues, noise reduction technologies, noise effects on
animals, noise model developments; public information/education, and structurai damage. More
detailed information on the research projects is available on the FICAN report, Status Report on
Aviation Noise Research Conducted by U.S. Federal Agencies, copies of which are available
through FICAN's contractor, Harris Miller Miller & Hanson Inc.
