AIRPORT RELATIONS COMNIISSION MINUTES
JANUARY 8, 1997
The regular meeting of the Mendota Heights Airport Relations Commission was
held on Wednesday, January 8, 1997 in the City Hail Large Conference Room,
1101 Victoria Curve. The meeting was called to order at 7:00 p.m. The following
members were present: Leuman, Fitzer, Olsen, Stein, Surrisi and Gross. Chair
Beaty. was excused. Also present were City Administrator Kevin Batchelder and
Senior Secretary Kim Blaeser.
MISCELLAIVEOUS
Commissioner Surrisi informed the Commission that due to other time
commitments, specifically related to her employment, she would be
resigning from the Commission. She informed the Commission that she
enjoyed her time as a Commissioner and that she would still be interested in
� providing technical information to the Commission in the future. She
informed Administrator Batchelder that she would submit her formal written
resignation to staff in the next few days. Commissioner Surrisi was
excused at 7:15 p.m.
AIRPORT RELATIONS COMMISSION
MONTHLY MEETING CALENDAR
The Commission acknowledged receipt of a calendar depicting 1997 Airport
Relations Commission meeting dates.

REVIEW FINAL CONTRACT FOR
THIRD PARALL.EL RUNWAY

The Commission briefly reviewed the final , executed version of the
Contract to Prohibit the Third Parallel Runway. City Administrator
Batchelder informed the Commission that the City Council approved this
contract on December 17, 1996.
Batchelder informed the Commission that the diagram, discussed in Section
II, No. 4 of the Contract, is being prepared by HNTB and when completed,
the design will be available for the City's review and approval. He stated
that this diagram is an extensive design and that it was not able to be
completed prior to the execution of the Agreement.
Commissioner Gross inquired about the headings of the aircraft departing
from the new north/south runway. It was determined that the aircraft
departing from the new north/south runway will follow the river valley and
will be at a higher altitude than aircraft currently departing over Mendota
Heights. It was noted that with the construction of the north/south runway,
only 8 percent of departures will be departing over Mendota Heights off of
Runway 11 L as opposed to 25 percent of all departures affecting originating
on Runway 11 L.
REVIEW MSP NOISE MITIGATION PROGRAM
The Commission was of the consensus to table action on this item until
February 12, 1997. Staff was directed to send copies of the program policy �
to Commissioners Fitzer and Gross. Vice Chair Leuman asked that each
member of the Commission generate a list of items regarding this policy for
discussion at their February meeting.
AIRPORT NOISE REPORT - SUBSCRIPTION
City Administrator Batchelder informed the Commission that the City Council
approved the Commission's request to subscribe to the Airport Noise Report
for one year at their January 7, 1997 meeting. Batchelder stated that these
reports are bi-weekly and that staff would include copies of these reports in
the Commission's Friday News packet.

City Administrator Batchelder informed the Commission that staff had
inquired with the FAA about who made comments to the FAA to delay the
non simultaneous departure procedures process along with requiring that
there be a public hearing process to discuss this proposed procedure.
Batchelder informed the Commission that the FAA informed him that the

City of Eagan had initiated the requests for further environmentai reviews.

and the FAA. ..

AN ORDINANCE ESTABLISHING THE AIRPORT RELATIONS COMMISSIONS
The City Council of the City of Mendota Heights does hereby ordain
as follows:
SECTION 1 ESTABLISHMENT OF COMMISSION
The Airport Relations Commission for the City of Mendota Heights is
hereby established.
SECTION 2 COMPOSITION
�
The Airport Relations Commission shall consist of seven residents
of the City, appoirited by the Mayor with the consent of the
majority of the members of the City Council. The membe�s shall
serve terms of three years, except ior those initially appointed to
the Commission. In order to ensure that terms will be staggered
two original appointees shall serve terms of one year, two shall (
serve terms of two years and three shall serve terms ot three \.
years. At the organizational meeting of the Airport Relations
Commission held in February of each year, the Airport Relations
Commission.shall elect a Chairperson and a Vice Chairperson from
among its members. The �erms of such ofiicers shall be for a
period of one year. -
SECTION 3 DIITIES .AND POWERS
The Airport Relations Commission shall advise the City Council on
ma.tters pertaining to airport noise and operations at Minneapolis-
Sto Paul International Airport. The Airport Relations Commission
is expected to monitor proposed rules, procedures and programs
which impact the air noise situation within the City, and to ma.ke
recommendations to the City Council regarding strategies to
mitigate the City's air noise exposure. The Airport Relations
Commission shall have such other duties and powers as granted by
the City Council from time to time.

SECTION 4 MEETINGS
The Airport Relations Commission shall hold at least one meeting
each month at a time regularly established and approved by �he City
Council and shall hold such special meetings as ma.y be necessary
for the conduct of its business. The Commission shall adopt rules
for the transaction of business and shall keep a record of its
proceedings, which record shall be ma.intained as a public record.
The Commission shall transmit to the City Council a true and
correct copy of all of its minutes, recommendations and other
reports.
SECTION 5 COMPENSATIOPT
The members of the Airport Relations Commission shall serve without
compensation but shall have the right to be reimbursed for expenses
incurred in �he performance of their duties.
SECTZON 6 VACANCIES
Any of the following may cause the ofiice of a member to become
vacated:

Disability or failure to serve, as shown by failure
to attend four regularly scheduled meetings in any
one calendar year;
Relocation of residence from the City;
Resignation in writing.

SECTION 7 This Ordinance shall be in full force and effect
_ from after its publication according to law.

1. MSP Mitigation Program
At previous meetings, the Airport Relations Commission desired to review in detail the
imal MSP Mitigation Program. Enclosed with this agenda are copies of the full MSP
Mitigation Program, as approved. The purpose was to learn more about the process
and the implementation of the details within the document. In the past, the
Commission has expressed a concern about how pieces of the MSP Mitigation Program
would be policed and implemented.
Each community in the Northem Dakota County Airport Relations Commission
(NDCAR.C) will be reporti.ng their review of the MSP Mitigation Prograin at our next
meeting. The intent of this discussion is to provide our MASAC representatives with a
list of items that MASAC should consider regardi.ng the MSP Mitigation Program.
2. Construction of Runway 11R
The Commission has expressed a concern that the planned construction of Runway 11R
might impact the aircraft tra.ff'ic pattems in a way that would negatively affect Mendota
Heights. The construction of Runway 11R was discussed at the 7anuary meeti.ng of
MASAC. Mayor Mertensotto, who attended the meeting on behalf of Mendota
Heights, gave the following update:
Runway 11R will begin construction in the summer of 1997. The first phase will be
the westerly portion of the runway. Runway 11R is approximately 11,OQ0 ft. in length
and when the westerly portion is under construction there will be 6,000 ft. of usable
runway. Runway 11L is approximately 8,300 ft. in length.
The re-construction of Runway 11R is intended to be a three year project, with the
reconstruction of westerly phase occumng in 1997, the reconstruction of the easterly
third of Runway 11R is projected to occur in 1998, and the center section is intended to
� . be reconstructed in 1999.
Construction of Runway 11R continued
�.
During the construction i.n 1997, of the westerly portion of Runway 11R, the taxiways
that would serve queuing airplanes on Runway 4/22 will not be constructed. It had
been hoped. that these taxiways would be constructed this year in order to provide air
traffic distribution. Apparently, Richf'ield has agreed to drop their lawsuit on Runway
4/22 if the taxiways are not constructed. This allows MAC to avoid the insulation
costs for Part 150 that would occur with redistribution of traffic off of Runway 4/22.
During construction of Runway 11R in 1997, both parallel runways will be in use.
Only when the center section of Runway 11R is under construction, will aircraft be
diverted to Runway 4/22, and this will not be until 1999. It is unknown at this point
how construction an Runway 11R will affect traffic on Runway 11R, however, it is a
safe bet to assume that larger planes will be arriving and departing on Runway 11L
beca.use it is 8,300 ft. (as opposed to the 6,000 ft. for 11R when it is under
construction). The Commission has discussed having a guest s��eaker from MAC or the
FAA address our group on this issue.
3. Non Simultaneous Departure Procedures
There have been no recent upda.tes on this issue. Sta.ff is attempting to further discuss
this issue with the FAA prior to Wednesday night's meeting so that an update may be
provided.

The open house for Phase V was held on January 9,
1997 at the Richfield City Hall. A large number of •
tenants and business owners attended: With the open ?,'' .
house completed and contracts for title work, appraisals `�` '
and environmental inspections in place, MAC and '
WDSCO will now begin to acquire properties in
priorities 22 through 28, Phase V of New Ford Town and
Rich Acres. These priority blocks consist of apartment
buildings, businesses and the church. The final
acquisitions will be vacant land, parks and a playground.

PROPERTY MANAGEMENT
UFDATE
Winter VacatinQ
Prior to your final walk-through with Scott at WDSCO,
it is imperative that you maintain a desirable temperature
in the home to prevent freezing pipes. We have had
problems with homeowners moving from the property
and furnaces being shut off or going out before the finat
walk-through is done. If you think it will be necessarv
for your homc to be left vacant for am amount of tinie
prior to your final walk-through being done, please
contact WDSCO before moving from the home. There
are several precautions that our property management
firm, Pham Express, can tal:e to insure there will be no
damage to the properi}�. They can shut off the water,
blow out all pipcs and fill all traps with recreation grade
anti-freeze. Also, during these cold winter months, �ve
ask that you schedule the final walk-through inspection
at your earliest convenience. This will help avoid any
liabiliry to the homeowner for damage caused by the
weathcr.
U�date on Aaction 7
With the February 21, 1997, deadline for removal of all
houses purchased at Auction 7 tess than thirry days
away, we aze anticipating a considerable increasc in
activity in the neighborhood within the next month. As
of Tuesday, January 21, 1997, there have been six of the
auctioned homes moved out of the project, with an
additional seventeen homes to be moved prior to the
deadline. The recent adverse �veather has created dela��s.
Hopefully, the weather witl improve so everyone can get
back on schedule.
Update on Auction 8
At this time, there are thiriy-three homes available for
Auction 8. This auction is tentatively being scheduled
for early Mazch. There wiii be two open house dates
scheduled for the Thursday and Saturday prior to the
auction for prospective buyers to vie�v the properties. In
addition, to these dates, the homes will be open for
viewing the day of the auction.

2. Approval of Minutes
The minutes of the October 22, 1996 meeting were approved as presented.

Receipt of Communications
Brian Timerson of the MPCA was present.
A letter was received from the City of IVlendota Heights indicating that both Jili Smith and
Mayor Mertensotto would not be able to attend tonight's meeting. it designated Mr. David
Olsen as the aitemate for this meeting.
4. Technical Advisor's Runwav Svstem Utilization Report and Complaint Summarv
John Foggia, Technical Advisor, briefly summarized the three Technical Advisor's Reports
published for August, September and October, 1996. He explained how the ANOMS system
. was tested for accuracy. It came out to have a 98% accuracy rate, which is considered
excellent.
John introduced Brian Timerson, MPCA, who works with the ANSP staff part-time on
numerous monitoring projects. Brian passed around two types of Larson Davis Sound Level
Meters; Mode! 720 and Model 870. The Model 870M precision environmental noise monitor is
the monitor used at all 24 remote monitoring towers (RIViTs).
John then gave a presentation on "Noise to Track CoRelation" and how ANOMS and the
FAA's ARTS III data is used to produce monthly reports. He explained how the system
interprets the raw data to determine which aircraft is responsible for a single "noise event."
- The remote monitoring poles can store between 5-7 days worth of noise event data
- Every night the ANOIVIS computer downloads noise data from all 24 Remote Monitoring
Towers by modem.
- The FAA contributes infonriation in the form of radar data. They record: x,y,z, & t of each
aircraft onto a dispack.
- The dispack is read by a dispack reader and the raw data is put on a 150mb tape
- The information is held at the FAA for a minimum of 72 hours before if is given to ANSP
-The tapes contain about 7 days worth of data by the time they are given to ANSP (the FAA
applies �Iters to the data to filter out confidential and sensitive information)
- Also, there is an ARTSIII program that records: time, flight #, etc.
- All computers synchronized by a pro.gram residing at the National Bureau of Standards radar
station VWWI, Fort Collins, Colorado. �
- All of the raw data is downloaded at separate times into the central computer at ANSP
- The system then applies a number of criteria to the data and assigns specific aircraft to
"noise events."
- Noise to Track correlation is 80%
- ANOMS' flight tracks are 98% accurate
The question was asked whether a"hush kitted" aircraft could be tracked with this system.
John Foggia said the FAA would need to tag an aircraft as hush kitted in order for this to
happen.

Lance Staricha, Eagan, reiterated that the group he represents is still committed to
microphone monitoring. He also said he would have liked a better communications effort from
the staff during the breakdown of the ANOMS system.

John Foggia answered that Staff briefed MASAC each month regarding ANOMS operational _
status. MASAC members were kept fully infoRned of ail ANOMS issues.
There was a brief discussion between John Foggia, Technicai Advisor, and �ance Staricha,
Eagan, on the pros and cons of ANOMS track data versus noise monitoring data.
John Foggia, Technical Advisor, said the ANOMS system must be upgraded.
Chairman Johnson asked Mr. Foggia about the DGPS ground station certification. John toid
MASAC the Ground Station shouid be ce�tified by January and commissioning should take
place during the first quarte� of next year.
John Richter, Minneapolis, asked why the number of noise complaints for Inver Grove Heights
was so high. John Foggia, Technical Advisor, told the Council that a large majority of the
calls came from one address.
5. Year-End Housekeepinq
The proposed regular meeting dates for 1997 were distributed.

SECONDED, TO APPROVE THE 1997 MEETING DATES AS PUBLISHED. THE VOTE
WAS UNANIMOUS. MOTIOIV CARRIED.

Chairman Johnson told the Council that Jamie Verbn�gge had been replaced by Dawn Weitzel
for the City of Richfield. He said the Council would need a letter from the City officially
designating her as the new representative.
Chairman Johnson mentioned that election of officers would take place at the January 1997
meeting:
John Foggia, Technical Advisor, said he sent out letters to two different airlines to try to find a
user counterpart for the City of Sunfish Lake so that they may become a full member of
MASAC. There has been no response as of yet. �
6. Report of the MAC Commission Meeting
Chairman Johnson briefed th� Council on the Commission meeting. He mentioned three
items of interest.
• There was a discussion at the meeting regarding a- Iawsuit filed by the City of
Richfield against MAC disputing the MAC's right to give an 18 month notification to the
City to take back the Rich Acres Golf Course land and the adjacent baseball fields.
• The final report of the Noise Mitigation Committee has been sent to the Metropolitan
Council. .

On October 28, 1996, the Metropolitan Airports Commission approved the following noise
mitigation program fo� Minneapolis-St. Paul International Airport:
INSULATION . �-
1. The residential sound insulation program for the area encompassed by the
1996 DNL 65 contour be completed on the currently approved schedule;
2. The program be expanded after compietion of the current program ta
incorporate the area encompassed by the 2005 60 DNL;
3. The 2005 60 DNL contour be based on the most accurate projection of
traffrc levels and use of appropriate ANOMS data;
4. MAC and affected communities seek approval from FAA to develop
neighborhood and "natural boundaries" that reflect current conditions at the
outer edge of the expanded contour to the maximum extent possi6le;
5. Prioritization of the expanded program should be to initiate singfe-family
homes upon completion of the currently app�oved schedule, and begin work
on the following newly eligible dwellingslbuildings, beginning with the highest
noise exposure levels•, in accordance with a schedule agreed upon with
each affected city — multifamily �dwellings, nursing homes, churches with
regular weekday daycare/nursery school types of operations;
6. The program be funded by a combination of PFC revenues, airline fees,
internally generated funds, and federal aid, with estimated total and annual �
costs as summarized below; to the extent that MAC cannot fund this �
expanded program in a reasonable period of time, support from the State of
Minnesota should be sought. In no case should unreimbursed financial
impacts fall on affected residents or their local governments.

7. The Metropolitan Airports Commission commit to funding its community
based noise abatement program on an accelerated basis beyond its current
level of $25.5 million annually.
8. MAC should develop noise impact modeis which reflect the impact of ground
level noise on residential properties. Mitigation for low frequency noise
should be developed after consultation with independent noise mitigation
experts.
9. � Completion of the sound insulation program is contingent upon the MAC
maintaining a bond rating of at least A.
II. COMMUNITY STABILi2ATION
The Metropolitan Airports Commission should participate with affected communities
to identify and quantify any.impacts the airport may have on declining property
values and/or other negative consequences on neighborhoods near the airport. To
the extent that negative consequences can be quantified, a Working Group should
prepare recommendations to MAC for conside�ation by the Minnesota Legislature.
Community stabilization measures considered should include, but not be limited to,
the measures described in the Metropolitan Council-MAC Community Protection
Report. The measures include purchase and property value guarantees and
housing replacement to complement the tax credit and revitalization area legislation
adopted in 1996. �
A Working Group should be convened including representatives from MAC, Met �
Council, Northwest Airlines, affected communities and legislative staff. The

Working Group should identify a program design, funding options, edministrative
responsibilities and eligibiiity area. The final legislative recommendation should be
presented to MAC and othe� interested parties for endorsement and inclusion in
1997 legislative programs.

The following be incorporated and evaluated in a Part 150 update:
Take action, as required by the 1996 Legislature, to prohibit use of Stage 2
aircraft after December 31; 1999.
Modify the night hours to 10:30 p.m. - 6:00 a.m. and limit activity during
these hours to Stage 3 aircraft.
3. Develop a departure procedure for Runway 22 to direct aircraft over areas
of commercial development and the Minnesota River Valley.
4. Seek cooperation from FAA to implement departure procedures as
appropriate at each runway end.
5. Evaluate depa�ture procedures in the Eagan-Mendota Heights corridor.
6. Work within the aviation industry to encourage fu�ther reductions in aiccraft
noise levels.
7. Negotiate the S#age 2 prohibition, noise abatement procedures, and
expansion of night hours, incorpo�ating appropriate penalties for non-
compliance.
8. The MAC noise monitoring system monitors should be increased in number
to provide more coverage of actual impacts in the airpo�t vicinity, in
particular, areas affected by the north-south runway. Areas affected by the
parallel runways may have additional microphone locations to monitor
continued and growing volumes of air traffic as the airpo►t expands. This
system should be used to corroborate the accuracy of the modeled contours
for noise program eligibility.
IV. RUNWAY USE
Completion of the environmental process and construction of the North-
South Runway should be expedited and completed as soon as possible.
Progress should be measured against this schedule: � .
a. commence construction 198
b. complete construction, open runway — 20Q3
2. In the interim, Runway 4/22 should be used for �oise mitigation purposes.
This requires the following:
a. Construction of associated taxiways; �
b. Mitigation p�ogram at the'southwest end of Runway 4-22 in the cities
of Bloomington and Richfield as required in the Final Record of
Decision (March 28, 1995). The acquisition portion of the mitigation
. should be initiated as soon as contracts for the associated taxiways
. are let and should be completed within a period of two years. Funds
for the acquisi�ion prog�am should be in addition to those designated
! 1 for the residential insulation program, consistent with the existing
\` " acquisition program. The insulation portion of. the mitigation should

be integrated with the current MAC program, starting as soon as
contracts for construction of the associated taxiways are let, or the
RUS is implemented, whichever occurs first. The insulation p�ogram
should be implemented at the rate of at least 20% of the total homes
ad defined in the Runway 4-22 mitigation program in each year until
all of the single family and muitiple family units within the 1996 DNL �
65 contour are insulated. To the extent practical, MAC shouid
identify funding and program administration options to minimize
delay in completion of the current insulation program.
c. If the North-South Runway is completed before insulation of ail
eligible homes is completed, the insulation program for the area
impacted by ai�craft using Runway 4-22 may be terminated.
3. Completion of this program is contingent on the MAC maintaining a bond
rating of at least A.

(.) Promote public welfare and national security; serve public interest, convenience,
and necessity; promote air navigation and vansportation, international, national, �tate,
and local, in and through this state; promote the efficient, safe, and economica!
handling of air commerce; assure the inclusion of this state in nationa! and international
programs of air transportation; and to those ends to devetop the fult potentialities of the
metropolitan area in this state as an aviation center, and to conetate that area with all
aviation facilities in the entire state so as to provide for the most economica! and
effective use of aeronautic facilities and services in that area;
2.) Assure the residents of the metropotitan area of the minimum environmental impact
from air navigation and transportation, and to that end provide for noise abatemenc,
control of airport area land use, and othec protective measures; and
3.) Promote the overali goals of the state's environmental policies and minimize the
public's exposure to noise and safety hazards around airports.

Statement of Purpose
This corporation was formed in furtherance of the general wetfare of the communi�ies
adjoining Minneapolis-St. Paul [nternational Airport - Wold-Chamberfain Field, a
public airport in the County of Hennepin, State of Minnesota, through the allevia[ion of
the problems created by the sound of aircraft using the airpoR; through study and
evaluation on a continuing basis of the probtem and of suggestion for the alleviation of
the same; through initiadon, coordination and promotion of reasonab(e and effective
procedures, control and regulations, consistent with the safe operation of the airport and
of aircraft using the same; and through dissemination of information to the aFfected
communities, their affected residents, and the users of the airport respecting [he
probtem of aircraft noise nuisance and in respect to suggestions made and actions
inidated and taken to alleviate the problem.

Representation
The membership shall include representatives appointed by agencies. �corporations,
associations and governmental bodies which by reason oF their statutory authority and
responsibitity or control over the airpoR, or by reason of their status as airport users,
have a direct interest in the operation of the airport. Such members wili be called User
Representatives and Pubiic Representatives. �provided that the User Representatives and
Pubtic Representatives shall at all times be equal in number. .
The Aitport 24-hour Noise Hotline is 726-94! l.
Complaints to the hotline do not resu[t in changes
in Airport activity, but provides a public sounding
board and ai�port information outlet. The hodine
is staffed during business hours, Monduv - Frida�.
