01-08-1997 ARC MinutesCITY OF MENDOTA HEIGHTS DAKOTA COUNTY, MINNESOTA AIRPORT RELATIONS COMMISSION MINUTES JANUARY 8, 1997 The regular meeting of the Mendota Heights Airport Relations Commission was held on Wednesday, January 8, 1997 in the City Hall Large Conference Room, 1101 Victoria Curve. The meeting was called to order at 7:00 p.m. The following members were present: Leuman, Fitzer, Olsen, Stein, Surrisi and Gross. Chair Beaty. was excused. Also present were City Administrator Kevin Batchelder and Senior Secretary Kim Blaeser. MISCELLANEOUS Commissioner Surrisi informed the Commission that due to other time commitments, specifically related to her employment, she would be resigning from the Commission. She informed the Commission that she enjoyed her time as a Commissioner and that she would still be interested in providing technical information to the Commission in the future. She informed Administrator Batchelder that she would submit her formal written resignation to staff in the next few days. Commissioner Surrisi was excused at 7:15 p.m. AIRPORT RELATIONS COMMISSION MONTHLY MEETING CALENDAR The Commission acknowledged receipt of a calendar depicting 1997 Airport Relations Commission meeting dates. APPROVAL OF MINUTES Commissioner Gross moved approval of the December 11, 1996 minutes. Commissioner Stein seconded the motion. AYES: 4 NAYS: 0 REVIEW FINAL CONTRACT FOR THIRD PARALLEL RUNWAY 0 The Commission briefly reviewed the final , executed version of the Contract to Prohibit the Third Parallel Runway. City Administrator Batchelder informed the Commission that the City Council approved this contract on December 17, 1996. Batchelder informed the Commission that the diagram, discussed in Section 11, No. 4 of the Contract, is being prepared by HNTB and when completed, the design will be available for the City's review and approval. He stated that this diagram is an extensive design and that it was not able to be completed prior to the execution of the Agreement. Commissioner Gross inquired about the headings of the aircraft departing from the new north/south runway. It was determined that the aircraft departing from the new north/south runway will follow the river valley and will be at a higher altitude than aircraft currently departing over Mendota Heights. It was noted that with the construction of the north/south runway, only 8 percent of departures will be departing over Mendota Heights off of Runway 11 L as opposed to 25 percent of all departures affecting originating on Runway 11 L. REVIEW MSP NOISE MITIGATION PROGRAM The Commission was of the consensus to table action on this item until February 12, 1997. Staff was directed to send copies of the program policy to Commissioners Fitzer and Gross. Vice Chair Leuman asked that each member of the Commission generate a list of items regarding this policy for discussion at their February meeting. AIRPORT NOISE REPORT - SUBSCRIPTION City Administrator Batchelder informed the Commission that the City Council approved the Commission's request to subscribe to the Airport Noise Report for one year at their January 7, 1997 meeting. Batchelder stated that these reports are bi-weekly and that staff would include copies of these reports in the Commission's Friday News packet. NON SIMULTANEOUS DEPARTURE PROCEDURES City Administrator Batchelder informed the Commission that staff had inquired with the FAA about who made comments to the FAA to delay the non simultaneous departure procedures process along with requiring that there be a public hearing process to discuss this proposed procedure. Batchelder informed the Commission that the FAA informed him that the 2 City of Eagan had initiated the requests for further environmental reviews. The Commission reviewed two letters sent by the City of Eagan to the MAC and the FAA. Commissioner Olsen arrived at 7:44 p.m. ACKNOWLEDGE RECEIPT OF VARIOUS REPORTS/CORRESPONDENCE The Commission acknowledged receipt of the Part 150 Buyout Update - Issue 36. The Commission acknowledged receipt of a Star Tribune Article on Northwest Airlines.
