The meeting was cailed to order at 8:07 o'clock P.M. The foilowing members were present: Beaty, Fitzer, Leuman, Surrisi. Commissioner Olsen had informed the Commission that he would be late. Commissioners Olin and Stein were excused. Also present were City Administrator Tom Lawell and Senior Secretary Kim Blaeser. Commissioner Leuman moved approval of the July 12, 1995 minutes. AYES: 4 NAYS: 0 • � � � , • � .�. �. .� � The Commission acknowledged receipt of the MASAC Agenda Packet from August 22, 1995. Chair Beaty pointed out that the MASAC Commission acknowledged receipt of a letter addressed to Mayor Tom Egan, City of Eagan, from Mark Salmen, of Northwest Airlines, responding to the Northern Dakota County Airport Relations Coalition's request to address the "distant" and "close-in" departure procedures as outlined in FAA Advisory Circular No. 91-53A. Beaty stated that Mr. Salmen responded that the MASAC Operations Committee will be evaluating the benefits of the NADPs, and that the final �'�3�'__. ' � ,; determination will be made by the MAC, not the air carriers. Beaty informed the Commission that the Coalition disagrees with Mr. Salmen's approach to� � this issue. The first set of decisions related to establishing NADDs were made by the air carriers, and the Coalition would like NWA to reevaluate the decisions they have already made relative to this issue. � Chair Beaty noted that the ANOMS report has not been submitted for = Commission review due to technical difficulties. Administrator Lawell submitted the Operations and Complaint Summary fior July 1995. It was noted that 100 complaints were received #rom Mendota Heights citizens. The Commission pointed out that 114 calls were received from St. Paul citizens. Administrator Lawell reviewed a Complaint Summary map. It was noted that the area south of the Curley Addition registered over 10 complaints. The Commission felt that this summer's complaints were low due to - weather conditions being hot and humid and that most people had their windows closed with their air conditioning on. The Commission also discussed the possibility of citizens getting tired of putting forth an effort in complaining about air noise. Administrator Lawell submitted a copy of the July 17, 1995 Special Meeting Minutes of the Metropolitan Airports Commission. The minufies noted that �. improvements of $300 million were made at Denver's Stapleton after the decision had been made to build a new airport and that these improvements were critical to the continued operation of Stapleton. The minutes also. summarized discussion about the new Denver airport and that 80 major contracts in the design area and 90 major contracts were involved in the construction management. The entire project experienced 14,000 change orders. It was noted that general airport revenue bonds were the major funding source with the first issue in 1989. The Commission acknowledged receipt of the July 13. 1995 MASAC Operations Committee minutes. The Commission discussed a letter of request from the City of Eagan's Airport Relations Commission asking for flight track analysis for operations southeast of MSP for the weekends of April 29-30 and May 6-7. It was noted that the first weekend had extremely loud aircraft noise while the second weekend was quiet. The City of Eagan is interested in an analysis of these two weekends in terms of compliance with current corridor boundaries and gate analysis. The City of Eagan asked the MAC to discuss conditions of those weekends with the FAA to determine operations or weather conditions which caused the �€?��f�� : � ��:> , 2 /� difference in noise on the eastern edge of the Eagan. The Commission discussed requesting from the MASAC Operations Committee a special report comparing huskitted and non huskitted aircraft flight paths over the City of IVlendota Heights. Administrator L'awell stated that he would inquire with the Committee. The Commission acknowledged receipt of the South Nletro Airport Action . Councii letter dated August 17, 1995. �, . The Commission acknowledged receipt of the NWA Letter to Inver Grove Heights dated August 4, 1995. Chair Beaty informed the Commission that the NDCARC will continue to send correspondence to the attention of Mr. Salmen at NWA. The Commission acknowledged receipt of the Metropolitan Airports Commission 1994 Report to the Public. DISCUSS DUAL TRACK AIRPORT PG4NNING STATUS AND STRATEGIES FOR EFFECTI�/ELY PARTICIPATING IN THE DECISION MAKING PROCESS (,+ �`'� Administrator Lawell explained that the Commission has been discussing the ��' -- status of the Dual Track Airport Planning process and the fast approaching deadlines which will decide this important issue. � Lawell explained that Mendota Heights' position is to not give an opinion on the Dual Track process until the result of the study are fully known. Lawell summarized that Dakota County Commissioner Bataglia had informed the Cities of Mendota Heights, Eagan, Inver Grove Heights and Sunfish Lake that an organized group known as SOAR would be making a presentation to the Dakota County Board of Commissioners on the status of their efforts to keep the new airport out of southern Dakota County. Lawell explained that SOAR's presentation concluded by having the County Commissioner who represents the Hastings area present a resolution which would formally declare that Dakota County is opposed to a new airport and the very idea of land banking for the future. �awell explained that representatives from the northern Dakota County cities were able to convince the other commissioners that this topic requires further discussion prior to the County taking a formal position. Lawell explained that this matter was tabled unit the September 26th titfTJ. ���� � _- 3 ., Dakota County Physical Development Committee meeting. He stated that the Commission should spend time discussing ;the City's p'bsition before � appearing before the County Board on September 26th. With respect to long term lobbying efforts, Chair Beaty stated �that the Commission should consider taking a position on whether the airport should stay or be moved. He stated that Mendota Heights' real frustration is the air noise issue. Beaty suggested that the City consider being in favor of moving the airport unless specific terms are met such as narrowing the existing corridor and equitable distribution noise. . The Commission discussed the County's concern for selective land banking and commercial land banking. Commissioner Surrisi inquired if the City is aware of the community's opinion on whether the airport should stay or be moved. She stated that a number of Mendofia Heights residents have moved to this community due to the proximity of the airport. Commissioner Beaty stated that a survey could be conducted but that he is concerned about uninformed opinions and that the community needs to be educated more about the air noise problem. Administrator Lawell explained that the City has conducted surveys in the past on other non-airport related topics. Commissioners Surrisi and Olsen agreed that a survey may prove useful. _ �� Chair Beaty stated that if the airport stays in place, we need to know how the community of Mendota Heights be protected from air noise. Administrator Lawell reviewed biographical information on key legislator:s who are involved in transportation matters. Specifically, legislators who are involved on the House Transportation and Transit Committee, the Senate Transportation and Public Transit Committee and the Senate Transportation and Public Transit Finance Division Committee. Chair Beaty noted that there are several out state committee members. The Commission discussed the possibility of hiring a professional lobbyist. Chair Beaty suggested that the City Council consider pursuing a professional lobbyisfi who specializes in transportation issues. Commissioner Olsen suggested that the NDCARC should become involved and should be the organization to pursue a professional lobbyist. He stated that a common position amongst the Cities makes fior a better stand. Commissioner Surrisi concurred. Chair Beaty stated that the Cities of Sunfish Lake and Inver Grove Heights may be close to Mendota Heights' stand on moving the airport. Not construct third parallel runway until 2015 �, Commissioner Surrisi wondered if the MAC is of the opinion that the airp'ort will never be moved. She also stated that some people believe that in the future, people will be traveling less due to increased technology. Commissioner Surrisi stated that the airport will probably have to be moved and that if that airport does stay, then we will have to live with it. She stated that she is convinced that the MAC cannot meet our conditions. Chair Beaty stated that the City should try its best to require that these conditions be met and that the media should be informed. The Commission discussed that by modifying the corridor departure procedures, overflights would be limited over populated areas. The Commission discussed including other surrounding` City interests and not just focusing on Mendota Heights interests. � In response to a requesfi from the Commission, Administrator �awell stated he would get a progress report on the mediation process and expenses from Metropolitan Council staff member Nacho Dias. The Commission discussed how the City needs to be more assertive in dealing with the inequitable distribution of noise and that the City needs to be more specific in letting the MAC know that Mendota Heights is receiving the brunt of the air noise. The Commission discussed better use of the corridor during non peak hours. Chair Beaty suggested that non peak hours be defined as 10:30 p.m. to 6:00 a.m. The Commission discussed day time operations and how Chair Beaty's suggestion would nofi include these operations. Commissioner Surrisi suggested that the corridor could best be defined and used when there is no potential conflict. Commissioner Surrisi was excused at 10:28 o'clock P.M. :: ....,, .; The Commission discussed noise abatement departure procedures and how .� Stage 3 aircraft will help minimize the noise impact on populated areas. The �' Commission discussed implementing nighttime restrictions and how fines could be incorporated if the restrictions are not adhered to by the airlines. Commissioner Olsen stated that he does not want to see a growth in nighttime procedures. The Commission was of the consensus that Stage 2 aircraft should not be allowed to fly during nighttime operations. Commissioner Olsen stated that the airport should not stayrtif the north parallel runway is to someday be constructed. Lawell stated that he has requested �� copies of the recently modeled contours from HNTB. � .. , Administrator Lawell stated the City Council will be reviewing the Minneapolis/St. Paul Airport Area Community Protection Concept Package at their September 13 workshop. Chair Beaty noted that over fifty percent of aircraft operations at MSP are Stage 2 aircraft. He also notecl that Mendota Heights registered only 100 complaints in the month of July. It was discussed that another newsletter 1 be sent to the community. The Commission reviewed the Nighttime Carrier Jet Operations Runway Use Report and noted that Runway 4-22 was used �( frequently in the month of July. The Commission reviewed the Community Overflights Analysis and noted that the Jet Operations - All Hours (arrivals).totaled 7004 over Mendota Heights/Eagan .and 3,701 over South Minneapolis/North Richfield. It was also noted that the Nighttime Operations (arrivals) totaled 41 S over Mendota Heights/Eagan and 33 over South MinneapolisfNorth Richfi�ld. . The Commission acknowledged receipt of the Corridor Gate Penetration � Analysis report for July, 1995. The Commission acknowledged receipt of the MASAC General Meeting Minutes and Technical Advisors Report for August, 1995. Chair Beaty noted the number of Stage 2 aircraft operations decreased during the month of August. It was noted that Mendota Heights residents registered 192 complaints in the month of August. The Commission acknowledged receipt of Corridor Gate Penetration Analysis report for August, 1995. The Commission acknowledged receipt of the MASAC General Meeting l Agenda Packet for August, 1995. It was noted that Councilmember Smith attended this meeting. � The Commission acknowledged receipt of the Part 150 Policy Advisory Committee Meeting Minutes for September, 1995. The Commission discussed how the Part 150 Sound Insulation Program began and how it was determined that specific homeowners in the City were eligible to participate in this program. The Commission acknowledged receipt of the Northern Dakota County Airport Relations Commission minutes for August, 1995. The Comrnission acknowledged receipt of the Richfield Part 150 Buy Out Updates for August and September, 1996. The Commission. acknowledged receipt of the Stop the Noise! And National Helicopter Noise Coalition Newsletter for September, 1995. The Commission acknowledged receipt of the NDCARC Letter to NWA dated 0 ,� September 1, 1995 which asked Mre IVlark Salmen, of NWA, to revisit the ' assumptions on which tHe proposed distant and close-in procedures were designed and that the NDCARC be involved in the review process. r �•,� � . . � . � , ; � � � . r Chair Beaty explained that at the last Airport Relations Commission meeting, the Commission discussed the status of the MSP Airport A,rea Community Protection Concept Package anci the need to define Mendota Heights' ;. position relative to our current and long term air noise mitigation needs. ' The Commission reviewed a four page document, written by Administrator Lawell, entitled "City of IVlendota Heights - MSP Airport Noise Mifiigation Needs". Adminisfirator Lawell explained that a draft of this document was reviewed by the City Council on September 13, after which Councilmember Snnith and himself finalized the needs statement. Lawell explained that the document was formally submitted to the MSP Communities Group Working on the Community Protection Concept Package. Lawell explained that the needs statement provides a very comprehensive statemenfi of those items judged most important to Mendota Heights in its i j campaign against air noise. � The'Commission discussed how the statement suggests that the aircraft departure corridor should be narrowed over Mendota Heights and Eagan and to take full advantage of the latest air traffic control technology - Global Positioning Satellite navigation system. The Commission noted how the statement points out inequitable reliance on the Mendota Heights/Eagan corridor and that it should be eliminated. The Commission noted that the s�atement suggests that aircraft, during non-busy hours, should be directed to fly a crossing pattern in the corridor, rather than being given departure headings which overfly close-in residential areas. The Commission was of the consensus to change item number 5, regarding nighttime aircraft restrictions and hours of nighttime operations to 10:30 P.M. and 6:00 A.M. instead of 11:00 P.M. and 6:00 A.M. Regarding Noise Abatement Departure Procedures and how the procedures should be reviewed and adjusted to ensure that the full performance capabilities of Stage III aircraft are being utilized, the Commission was of the consensus to include Stage II aircraft. 3 The Commission discussed M�►SAC and how industry representatives should not be included on the MASACa The Commission discussed how more representatives from Mendota Heights and Inver Grove Heights should be included on the commission. DISCUSS DUAL TRACK AIRPORT PLANNING MATTERS Administrator Lawell explained thafi the Dakota County Board of ; Commissioners has officiaily voted to oppose the relocation of MSP to � southern Dakota County. He explained that this position was taken despite opposition from the Cities of Mendota Heights, Eagan and Sunfish �ake who argued that such a decision should wait until the final results of the six year Dual Track Airport Planning Study are known later in 1995. Administrator Lawell reminded the Commission that Commissioner Bataglia was supportive of our City's efforts and voted not to support the Co4nty's position. The Commission acknowledged receipt of a copy of the Dakota County staff report to the County Board which outlines the logic used in making their decision. The Cornmission discussed the adopted Dakota County position which commits the Board of Commissioners to support noise mitigation measures in collaboration with northern Dakota County cities. Specifically, � Dakota County would ask the affected cities to define the noise mitigation program which they desire and the County would join ..the cities in seeking such a program through the MAC, �egislature and other cha�nels, as appropriate. Administrator Lawell informed the Commission that the Physical Development Committee of the �County Board will meet on October 24, 1995 to consider a funding request from SOAR , Stap Our Airport Relocation, to help support their Dual Track lobbying efforts at the capitol. Lawell explained that SOAR has also proposed to represent the interests of the whole County, as part of the funding request. Lawell explained that at the September 27th NDCARC meeting, it was evident that northern Dakota County cities are not in favor of this arrangement. Lawell stated that with the County's stated position to assist northern Dakota County in its efforts to mitigate noise, one option to consider would be to ask the County to similarly fund our effort as well. The Commission discussed an October 11, 1995 letter from Mayor Mertensotto to the Dakota County Board of Commissioners informing the Commission that the City of Mendota Heights objects to Dakota County 0 ,r spending taxpayer dollars in support of lobbying costs for a narrowly focused organization, (SOAR). This letter informs the Commission :that SOAR has never met with representatives of Mendota Heights to discuss Mendota Heights' objectivesa The letter aiso informs the Commission that Mendota Heights' does not believe that SOAR represents the City's interests in the Dual Track debate and our noise mitigation concerns. The Commission discussed a draft letter dated October 19, 1995 from the NDCARC to Dakota County Commissioners which informs #he Commission that the NDCARC acknowledges the County Board's position to formally :. oppose the relocation of MSP to southern Dakota County and that the ' County has pledged to support the efforts of norfihern Dakota County cities in their continuing efforts in battling against aircraft noise. This letter specifically discusses the NDCARC's position that they are not comfortable being represented by SOAR in matters related to overall noise mitigation concerns, and that the northern Dakota County interests will suffer under such an arrangement since the SOAR organization has as its primary emphasis the prevention of airport relocation, not the reduction of air noise over the northern part of the County. The Commission discussed two options the NDCARC suggests that the i; j County Board review. First, the County could decide not to fund SOAR, thereby leaving all parties on their own to lobby their respective positions. In the alternative, the County could choose to pledge an equal amount of money to both efforts, allowing SOAR to more clearly focus on its relocation opposition efforts, and the NDCARC to focus more clearly on its noise mitigation efforts. The Commission was of the consensus that NDCARC should send a letter to the County Board on this important issue. It was noted that the City of tVlendota Heights cannot sign this specific letter unless it is consistent with the October 11, 1995 letter sent by Mayor Mertensotto. DISCUSS GPS PRESENTATION � SCHEDULED FOR OCTOBER 25, 1995 Administrator Lawell explained that IVIr. John Foggia will be at the Mendota Heights City Hall on Wednesday, October 25, 1995 to give a presentation on GPS. The Commission acknowledged that members from the NDCARC have been invited as well as Councilmembers from Mendota Heights. It was noted that the entire Airport Relatians Commission should be in attendance for this presentation. 5 UPDATE ON NON-SIMULTANEOUS DEPARTURE. Approval of Minutes The minutes of the August 22, 1995, meeting were approved as presented. � 3. Introduction of Invited Guests Receiat of Communication No invited guests. A copy of the following cor�espondence is attached to the minutes. � A letter was received 9-26-95 from Mr. Jan J. CaR of St. Paul, on behalf of the Portlar�d Avenue Neighborhood Organization (PANO) who are a group of citizens concemed about air traffic noise. The letter complained of landings befinreen 3:30 to 5:00 a.m. which are unreasonable and unduly disruptive. The letter requested to redirect air tra�c away from this area between 11 p.m. -?: a.m. A copy of a letter received 9-25-95 addressed to Mark Salmen, Northwest Airlines, from Northem Dakota County Airport Relaiions Coalition, asked that Northwest revisit the assumptions on which the proposed Noise Abatement Departure Profiles (NAPDs) distant and close-in procedures were designed,-and•that the Coalition be-involved in the •review process. Mark Salmen responded that the NADP procedures are coming up for Operations Committee review. NADPs, both distant and close-in were developed specifically for each individual aircraft, taking into consideration safety of flight, and they are part of Northwest's (operations specifications) pilot procedures. The MASAC Operations Committee will not be reviewing changing particular aircraft type procedures. � � �� � � � � John Nelson, Bloomington, asked staff for an update on the HNTB contours. Roy Fuhrmann responded that MAC received a preliminary proposal on cost to run the contours and should receive the new contour information within two to three months. The data will consist of three contours for each aircraft type (727-200s, DC9-30 hushed, 757 and 747-400) on Noise Abatement Departure Profiles close-in and distant. . 4. Technical Advisor's Runwav Svstem Utilization Report and Complaint Summary Roy Fuhrmann briefed the reports for July and August 1995, which were distributed at the. meeting. Points of interest included: July 1995 Stage 3 operations were at 46.3% (due to hushkitted, NWA DC9s). There was a slight decrease in noise complaints from 1994. Operations increased to 1340. Favorable winds allowed a 20% increase in utilization of the Crosswind runway. August 1995 There was a major wind shift befinreen July and August - a lot of southerly winds. Stage 3 operations were at 46.8%. There was a decrease in noise complaints from the previous month. Operations increased to 1345 due to new intemational flights from Canadian markets, Operations increased 10% over August 1994 due to regional commuter flights. The community � 2 overflight analysis showed a high number of arrivals over Minneapolis because of prevailing sou#herly winds. Remote Monitoring Tower (RM'i� site 12 is not operating due to street rennovation in St. Paul�. The RMT is in the bidding process at this time for a new location. Staff will note on page three "Available Time for Operations" to help clarify. r Jamie Verbrugge, Richfield, asked staff to send information on nighttime Run-Up Pad use. Mr. Fuhrmann informed the council that in the month of October, reconstruction will be done to the Run-Up Pad, extending the fence upward to further contain the noise. The Run-Up Pad area will be closed for the next month. The approach to Runway 4 will be used in the interim for run-up purposes: MAC Operations will file a complete report on any run-ups which occur during nighttime hours. Mark Salmen added that run-ups conducted during the nighttime hours are strictly regulated by MSP Field Rule which ctearly states "only fo� operational necessity". Jill Smith, iVlendota- Heights,�requested• separate pages in the-Technical Advisor's Report for the�nighttime flight tracks. Staff will produce.the tracks for one month which will be examined. A detennination will then be made whether or not to continue producing separate tracks as a regular report item. I ) 5. Persons Wishing to Address the Council ��� 6. . Report of MAC Commission Meetina - September 18. 1995 Chairman Johnson repo�ted that the cities of Phoenix, Pittsburgh, and Chicago, had speakers present at the meeting who reported on how they are expanding their current airports. The commission voted not to continue researching the "remote runway concepts" and to proceed only with the Dual Track process. In July 1996 a final decision will be made on whether to expand the existing airport, or to build a new airport. 7. Other Items Not on the Aqenda Chairman Johnson introduced statements made previously by staff regarding putting information relative to MASAC, and noise issue reporting on the INTERNET. Roy Fuhrmann explained that one of MASAC's goals is to get more, and accurate information out to the public in many different forms (i.e. cable television and information on the Intemet). The Intemet is an incredib{e information resource tool. MAC is currently looking at access [�3 choices for hook-up to the Intemet. Staff requests that MASAC show their support and endorse using the Intemet as a means of an information source. � ., John Nelson, Bloomington, spoke in favor of pursuing use of the Intemet: H� asked if staff ( would prepare an outline, o� a written report on use of the "Intemet" in order to equalize the knowledge of all MASAC members. An exert from Airport Magazine will be mailed with the October meeting package for review. Staff will give a short presentation on Intemet capabilities at the next meeting. The September 8, 1995, minutes of the Part 150 Policy Advisory Committee (PAC) were distnbuted to all members. Jainie VerbruQae, Richfield, moved, and John Nelson, Bloominqton, seconded, that MASAC support the Policv Advisorv Committee motion approved September 8. 1995, as follows: recommend to the full Commission and the FAA, full inclusibn and elipibilitv for anv blocks intersected bv the outermost DNL65 contour boundarv of the 9996 Noise Exposure Maa in the Part 150 Sound lnsulation Program. A vote was taken and unanimouslV passed. John Nelson, Bloomington, asked if the 1994 Baseline for the NNMM (New Noise Management Methodology) has been established (Stage 2 usage fo� each of the air carriers)? Has a letter been drafted by staff to bring the air carriers into the voluntary provisions of the NNMM? Roy Furh'mann responded that the 1994 Baseline stage has not yet been established at the current time for each of the air camers. It is in the� process, as well as a draft letter to the air carriers conceming the issue of the NNMNI and acceptance of the agreement. A preliminary concensus is expeeted within the next month. Tom Hueg, St. Paul, asked if MASAC is planning to hold another joint meeting with MAC in 1995. Chairman Johnson �esponded that staff will communicate this request to the ( Commissioners to see if scheduling will permit. Chairman Johnson, and members expressed the need for clear and concise priority topics if a joint meeting is to take place: The council needs to be polished and prepared. • � 8. ' � - ., ;, . , , ;. . ; :. , , , .: ; , � Additional analysis through the same Hawthorne Woods neighborhood "gate" was done previousiy for a variety of citizen requests, and presented at the Eagan City Halt 12-13-9A�. This information � was also presented to a citizens group in Eagan on 8-16-95. For comparison, all analysis time periods are compiled into Table 1(attached). John Foggia repo�ted that the nature of operations has not changed. Additionally, the FAA procedures staff does not. anticipate any airspace changes. Aircraft procedures occurring southeast of the field have not changed, however, volume of total airport traffic has increased between June 1993 and 1994 and the total traffic within the Corrido� is up. Cindy Greene, FAA, �eported that Min�eapolis Center airspace had some realigr�ment of arrival and departure sectors. This realignment affects traffic within approximately 40 miles ouY of M�.P [compared to 30 - 35 miles before September 1995]. The additional 6 miles equates to about 50% more "all-around" airspace which allows jet aircraft to arrive at a higher altitude of 11,000 feet instead of 9,000 to 10,000 feet. There were not any operating procedure changes below 8,000 feet. Contour Generation Status HNTB's report on the contour analysis indicates that shifting non-simultaneous Runway 11 � departures to runway heading can be accomplished with no significant degradation to overall noise levels in noise sensitive areas southeast of the airpo�t. (Refer to the attached contour status, and the letter from Evan Futterman of HNTB.) � MAC staff will push for immediate implementation of the "corridor crossing" procedure. Arrangements of a conference call between FAA's Great Lakes Regional Office, MAC, HNTB, and local FAA have delayed movement on the issue due to schedule cpnflicts with one or more conference call parties. Another conference call attempt is pending for the week of October 16. ( John Foggia reported that the Base Case contour for 4994 is still pending comment by the FAA, has not yet been released or approved by MAC in any document, and will not be distributed or released in an official manner until approved and published. A� discussion followed. Noise Abatement Departure Profile (NADP) contour analysis funding has been approved and the work is in process. HNTB's proposal far analysis is attached. The proposed workscope will satisfy the NADP Advisory Circular and the questions raised by this committee. Task 1 Evaluatis�n of single departure events for select airc�aft from the current fleet mix at MSP. Task 2 Evaluation of DNL contours using various combinations of noise abatement departure procedures based on the agreed upon 1994 aircraft operations at MSP (a combination of tower and MAC ANOMS data). HAWTHORNE WOODS MONITORING A request for monitoring was received by the city of Eagan and was referred by MASAC to the Operations Committee. The committee requested a noise monitor be temporarily placed at Pinewood Elementary School, Hawthorne Woods neighborhood in Eagan. Thi�ty-eight select days � of data were collected during June, July, August and September 1995. The attached comparison T�bie 2 shows noise events g�eater than 85 dBA and 80 dBA during the same time periods for Eagan-Hawthorne Woods, Eagan-Highview RMT 16, and Mendota Heights-Furlong RMT 23. The figures reflect the effect of distance from the airport on magnitude of noise events. Hawthorne Woods had 20 noise events greater than 85 DBA, compared to Mendota Heights-Furlong with 2,123 events. � "SHOULDER" HOUR DATA ANALYSIS r The Operations Committee had previously asked fo� a number of analysis items including a representative sample of nighttime operations [a variety af "slices" on the shouldre� hours which are defined as 10 - 11 p.m. and 6- 7 a.m.]. MAC staff sampled ANOMS operations from Octob.�r 1994, January, Ap�il, and July 1995. Selec�ion from each calendar quarter eliminated seasonal biases affecting operations at MSP. John Foggia reviewed the attached report summary which � includes analysis of operations by hour, by 15-minute increments, and a Stage 2/Stage 3 split by . nighttime hour. A discussion session foilowed. ' Economic impact of shouider hour restrictions will be examined by the committee at'upcoming meetings. Members suggested that MASAC forward this correspondence to staff who will forward the applicable information, and also notify them of MASAC meeting dates so they can � appear on the public forum; and give' them the name of the appropriate �:�MASAC community • •member to contact. � Portland Avenue Neighborhood - St Paui complained of nighttime landings between 3:30 a.m. - 5:00 a.m., asking that the flights be directed away from this area. � � Tom Hueg, St. Paul, agresd to meeting with the neighborhood group to explain ope�ations at MSP, the RUS and the function and purpose of MASAC. � Northern Dakota Count�Airport Relatic�ns Caalition asked Northwest Ai�lines to revisit the assumptions on which the proposed NADPs both distant and close-in procedures were designed, and�that the Coalition be involved in the review process. Chairman Salmen conveyed that the Coalition [cities of Eagan, Inver Grove Heights, Mendota, Mendota Heights, Sunfish Lake] has su�cient representation at MASAC for input �egarding �he NADPs. • NADPs cannot be specific to MSP - they must be uniform throughout the U.S. The advisory circular was issued because there was a safety concern. It set guidelines on both distant and close-in procedures. These were analyzed for both safety and noise impacts. Procedures were then developed for each specific aircraft. This committee will technically analyze which procedure will be best used at MSP, but the airport authority makes the final decision. Currently the Distant pro�edure is being used on all runways, which seems to be most beneficial. There will be a complete response to this letter, but at this time, we are still in the information- gathering phase. A preliminary response on the NADPs will be presented at the Operations Committee and then at MASAC. ' The next Operations Committee meeting will be scheduled in November. PHASE III: ACQUISITION AND RELOCATION As of October 31, 1995, an accurate figure for Phase III, priority blocks 11 through 15 is still being calculated. Once the probable cost for Phase III is determined, it will be announced if those homeowners located in Priority 16 can be included in Phase III. T'he offer process for those homeowners within Phase III is progressing rather quickly. The September issue of the Buyout Update was the first issue to report the Phase III offer status. This October issue of the Buyout Update reports the offer process is now 70% complete. Offer Update: As of October 30, 1995, of the 69 homeowners in Phase III, 48 offer meetings have been held, with 21 hameowners accepting their offers. � Ctosing Update: The acquisition and relocation ciosing process for those homeowners and tenants in Phase III is also progressing quickly. The September issue of the Buyout Update reported the closing process for Phase III begaa with the first scheduled closing on September 29, 1995. As of October 30, 1995, there has been a total of 9 acquisirion closings conducted, with a total of 3 Phase III homeowners who have now closed on their relocation homes. WDSCO has also received 59 environmental reports completed by PSI. � PROPERTY MANAGEMENT UPDATE New Dumpster Hours Beginning November 18, 1995, rubbish drop off at the dumpster site will be return'ed to winter hours of the first and tlurd Saturday of each month from 9:U0 a.ra. to 3:00 p.m. The winter hours will allow for completion of dumpster acrivity during daylight hours, for everyone's safety. Itt addition to the new winter dumpster hours MAC and WDSCO would like to announce that if there is a winter weathar advisory, the dumpster site will be closed. Tom Lawell, City Administ a � SUBJECT: Discuss Status of Non-Simultaneous Departure Procedure ' Implernentation DISCUSSION Since the inception of the Airport Relations Commission, we have been discussing the anticipated implementation of a"Non-Simultaneous Departure Procedure" for aircraft departing MSP to the southeast. The intent of this procedure would be to direct aircraft towards non-noise sensitive areas during those hours when aircraft traffic is light enough to allow the FAA to use such a procedure. ; j Under this procedure, aircraft departing the north parallel runway (11 L) would be issued a departure heading of runway heading. Aircraft departing the south parallel runway (11 R) would be issued a heading of 105 degrees. A map showing these departure procedures is attached. These procedures were formally approved by the MAC several years ago and have been awaiting FAA review and implementation ever since. After receiving repeated complaints from IVlendota Heights and Eagan about the delay in having the procedures reviewed and implemented, the MAC commissioned their consulting firm, HNTB, to perform the necessary environmental analysis of the proposed non-simultaneous crossing procedure. A copy of the report submitted by HNTB is attached. The report shows that fihe largest noise level increase expected as a result of implementing the crossing procedure is .2 maximum DNL at Trinity Lone Oak Church/School. This increase falls well below the FAA established criteria which, if exceeded, would require thafi additional environmental review work be performed on the procedure. Despite this criteria, the FAA has expressed concern that those parties affected by the procedural change be in agreement on its implementation. On November 13, 1995 I received a telephone call from Eagan representative Jon Hohenstein who indicated that his City Council has a concern over the expanded DNL contour shown for Eagan as a result of implementing the new crossing procedure. He inquired as to whefiher or not we might consider ( revising the proceciure so that aircraft departing 11 L would not be issued a "runway heading" instruction, but rather some minimal left turn. At �resent such aircraft are issued an instruction to turn left to a heading of 105 degrees. In keeping with the FAA's policy of issuing headings in five degree increments, Eagan's new proposal would mean that aircraft would be issued either a 110 degree or 115 degree heading off of runway 11 L. ,, . This topic has previously been identified as a priority topic by both the Airport Relations Commission and fihe Northern Dakota County Airport Relations Coalition. At our request, this topic is currently being addressed by the MASAC Operations Commission, thus I thought it would be useful to include this item on Wednesday's agenda as a topic of discussion. Nighttime Operation and Shoulder Hour Statistics prepared by MAC. 2e Neighborhood �etter of Concern - Portland Avenue Area. 3. Draft Letter of Concern - Mendota Heights and other Northern Dakota County Coalition Communities. Previously we have discussed the shoulder hour statistical information which shows that some minor flight rescheduling could help lessen the number of flights departing between the hours of 10:30 and 11:00 p.m. Opportunities to lessen the number of departing flights between 6:00 and 6:30 a.m. are fewer given business travel needs. The draft letter to MAC Chairman Sandy Grieve states our concern with nighttime operations and specifically asks for shoulder hour relief. This summer planes began to descend over our homes in the middle of the night-- most often between 3:30 and 5:00 a.m. Many planes. Some nights there was constant disruption due to the noise. Our area residents had never been given notice of or reaso� for this schedule. We are extremely irritated. We are losing sleep. The most .recent example was Friday night September 15 starting about 3:15 a.m. Several years ago, our corridor was identified as a landing path for planes to Mpls/St. ` Paul International Airport. Planes flew overhead during waking hours--from 7 a.m. til 11 � p.m. Although air traffic noise is a great inconvenience, our neighborhood cooperated witli the plan. These new hours strike us as being unreasonable �and unduly disruptive. We ask that you look irtto this situation with the resolve to reflow air.traffic between ll p.m. and 7 a.m. away from our homes. Our association has its next meeting November 12. The draft Dual Track decision document has not yet been issued, but in today's Star Tribune there appeared a story regarding this topic. i' Due to the importance of this issue to Mendota Heights, 1 have scheduled with the MAC a full presentation on this subject for the December 19 , 1995 City Council meeting. Members of the Airport Relations Commission are weicome and are encouraged to attend this meeting as well. The presentation will be given by Mr. Nigel Finney of the MAC staff.
