AIRPORT RELATIONS COMMISSION
NOVEMBER 15, 1995
The regular meeting of the Mendota Heights Airport Relations Commission was
held on Wednesday, November 15, 1995 in the City Hall Large Conference Room,
1101 Victoria Curve. The meeting was called to order at 8:00 o'clock P.M. The
following members were present: Beaty, Fitzer, Olsen and Stein. Commissioners
Surrisi and Leuman were excused. Also present were City Administrator Tom
Lawell, Administrative Assistant Kevin Batchelder and Senior Secretary Kim
Blaeser.
Commissioner Olsen moved approval of the* September 6, 1995 minutes.
Commissioner Stein seconded the motion.

Administrator Lawell introduced Kevin Batchelder to Commission members.
Lawell explained that effective December 1st, Mr. Batchelder will assume
the responsibilities of staffing the Airport Relations Commission.
ACKNOWLEDGE RECEIPT OF VARIOUS
REPORTS/CORRESPONDENCE
The Commission acknowledged receipt of the MASAC General Meeting
Minutes for September 1995. Chair Beaty stated that the MASAC

- - - - - --- -- acknowledged receipt -of -a letter from the Northern Dakota County Airport
Relations Coalition to Mr. Mark Salmen of Northwest Airlines, asking that („
Northwest revisit the assumptions on which the proposed Noise Abatement
Departure Profiles distant and close -in procedures were designed and that
the Coalition be involved in the review process. Beaty stated that Mr.
Salmen responded that the NADP procedures are coming up for review by
the MASAC Operations Committee. Beaty stated that the MASAC
Operations Committee has decided to not review changing particular aircraft
type procedures.
The Commission acknowledged receipt of the MASAC Technical Advisors
Report for September, 1995. The Commission noted that 118 complaints
were received by Mendota Heights residents. The Commission reviewed
information regarding Carrier Jet Operations by Type and noted that in
September, 52.3% of Jet Operations were Stage II aircraft.
The Commission acknowledged receipt of the MASAC Operations
Committee Meeting Minutes for October, 1995. The Commission
acknowledged that Mayor Mertensotto and Administrator Lawell attend the
October 12th MASAC Operations Committee meeting.
The Commission discussed a request by the City of Eagan for a noise
monitor to be placed at Pinewood Elementary School near the Hawthorne
Woods neighborhood. The Commission discussed how the City of Mendota
Heights could request specific monitoring of air traffic during "shoulder
hours".
The Commission acknowledged receipt of a Press Release advertising for a
new Airport Relations Commissioner. It was noted that two residents have
submitted Letter of Interest and that both residents reside north of Highway
110. The City Council will conduct interview on December 5, 1995.
The Commission acknowledged receipt of the Richfield Part 150 Buy -Out
Updates for October.
The Commission acknowledged receipt of the SMAAC Newsletter for
October.

Administrator Lawell explained that the Commission has been discussing the
anticipated implementation of a Non -Simultaneous Departure Procedure" for

aircraft departing MSP to the southeast. He stated that the MAC had
commissioned their consulting firm, HNTB, to perform the necessary
environmental analysis of the proposed non -simultaneous crossing
procedure. Lawell stated that HNTB has now submitted their report.
Lawell explained that the report shows 'that the largest noise level increase
expected as a result of implementing the crossing procedure is .2 maximum
DNL at Trinity Lone Oak Church/School. This falls well below the FAA
established criteria which, if exceeded; would require that additional
environmental review work be performed on the procedure. He explained
that the FAA has expressed concern that those parties affected by the
procedural change be in agreement on its implementation.
Lawell stated that he received a call from Jon Hohenstein, City of Eagan,
who indicated that the Eagan City Council has a concern over the expressed
DNL contour shown for Eagan as a result of implementing the new crossing
procedure. Lawell explained that Mr. Hohenstein inquired if the City of
Mendota Heights might consider revising the procedure so that aircraft
departing 11 L would not be issued a "runway heading" instruction. but rather
some minimal left turn. Lawell explained that aircraft are issued an n
instruction to turn left to a heading of 105 degrees. He explained that in
keeping with the FAA's policy of issuing 'heiiadinigs'five degree increments
Eagan's new proposal wold mean that aircraft would be issued 'either a 110
degree or 115 degree heading off of runway 11 L.
Lawell stated that he is waiting to speak with John Foggia regarding this
new development.
The Commission discussed how the City -of Mendota Heights should pursue
this new development. It was noted that both the City of Eagan and
Mendota Heights should be in'agreement as to how the new procedure
should be implemented. It was discussed that if there is opposition, the
FAA will not implement any new procedures.
Chair Beaty suggested that Administrator Lawell should inquire with Mayor
Mertensotto. Administrator Lawell informed the' Commission of an
upcoming Mayor/Administratdr meeting' and that both Mayors of Eagan and
Mendota Heights will be in attendance.
Chair Beaty suggested that the NDCARC should discuss this new
development and that the Mayor's of Eagan and Mendota Heights pursue
this new development at their upcoming meeting.

Administrator Lawell explained that the Commission has discussed the
subject of nighttime flight operations, particularly as they related to
"shoulder hours". Lawell explained that at our request, the MASAC
Operations Commission is addressing this topic.
Lawell informed the Commission that a draft letter to MAC Chairman Sandy
Grieve has been prepared which states the City's concern with nighttime
operations and specifically asks for shoulder hour relief. Administrator
Lawell informed the Commission that a similar letter will likely be sent by
other cities in the Northern Dakota County Coalition.
Commissioner Fitzer moved to recommend that the City Council direct City
staff to send a letter to MAC Chair Sandy Grieve requesting the MAC to
take steps to negotiate new nighttime agreements with the air carriers to
limit scheduled operations between the hours of 10:30 p.m. and 6:00 a.m.
Commissioner Olsen seconded the motion.

DISCUSS DUAL TRACKPRESENTATION•
FOR DECEMBER
Administrator Lawell informed the Commission that on Tuesday, December
19, 1995, Mr. Nigel Finney, of the MAC,staff, will make a presentation on
the Dual Track issue. He encouraged the Commissioners to attend this
presentation.
ADJOURNMENT
There being no further discussion, the Airport Relations Commission
adjourned its meeting at 10:10 o'clock P.M.
