AIRPORT RELATIONS COMMISSION
JANUARY 9, 1996
The regular meeting of the Mendota Heights Airport Relations Commission was
held on Wednesday, January 9, 1996 in the City Hall Large Conference Room,
1101 Victoria Curve. The meeting was. called to order at 8:06 o'clock P.M. The
following members were present: Beaty, Leuman, Olsen, Stein and Gross.
Commissioners Fitzer and Surrisi were excused. Also present were Interim City
Administrator Batchelder and Senior Secretary Kim Blaeser

Commissioner Leuman moved approval of the December 13, 1995 minutes.

UPDATE - CITY COUNCIL DECISION
ON NON -SIMULTANEOUS DEPARTURE
PROCEDURE IMPLEMENTATION
Interim City Administrator Batchelder briefed the Commission on recent
Council action regarding Non -Simultaneous Dep4ture Procedure
implementation. Batchelder stated the Council has requested that the MAC
implement Proposal #1 which whenever possible, under non simultaneous
departure conditions:
Aircraft departing Runway 11 R will be assigned a heading to maintain
an approximate ground track of 105 degrees.
Aircraft departing Runway 11 L will be assigned a heading to maintain
a ground track along the extended runway centerline, approximately
118 degrees.
The Commission discussed the shift in magnetic heading and it was noted
that there has been an 8 degree magnetic shift which forces more air traffic
over Mendota Heights. The Commission directed staff to clarify the change
in magnetic heading with Mr. Foggia.

ACKNOWLEDGE RECEIPT OF VARIOUS
REPORTS/CORRESPONDENCE
Interim Administrator Batchelder informed the Commission that he had
attended the December 19, 1995 Policy Advisory . Committee meeting.
Batchelder explained that the FAA has approved that all homes within
"boundary blocks" defined by the currently approved 1996 Noise Exposure
Map are approved for Part 150 Sound Insulation Program modifications
using either Airport Improvement. Program or Passenger Facility Charges
Funds. He stated that this boundary block eligibility decision will be valid
until new Noise Exposure Maps are developed and approved by the FAA.
The Commission noted that 35 additional Mendota Heights homes have
been added to the eligibility list.
The Commission acknowledged receipt of a letter from Jeffrey Hamiel, MAC
Executive Director, regarding Assessment of Environmental Effects of
MAC's 7 -year Capital Improvement Plan for MSP International Airport and
Anoka County -Blaine Airport.
The Commission acknowledged receipt of the Economic Impact Study
Status Report to MAC Dual Track Task Force. Interim City Administrator
Batchelder informed the Commission that he attended the January 4, 1996
meeting. He informed the Commission that he was disappointed with the
presentation of the study and that it is very difficult to read.
The Commission acknowledged receipt of the Eagan Airport Relations
Commission Agendas for December and January.

Chair Beaty stated that the City Council has not taken a position on the dual
track issue and that the Commission needs to make a recommendation to
the Council on this issue. Interim City Administrator Batchelder stated that
Mendota Heights has not taken a position on the Dual Track Study because
the City Council intends to wait until the study is complete so that a fully
informed decision can be made.
Interim City Administrator Batchelder stated that the Mayor is not concerned

with having an extremely formal comment in the EIS. He stated the Mayor
is concerned that the Air Noise Mitigation analysis only includes insulation
costs and that the LDN 65 contour, on which sound insulation areas are
determined, is not an accurate footprint of noise impact. He stated the
Council feels the LDN 65 contour's inadequacy has been demonstrated by
ANOMS reports which record extremely high levels of noise disruption
outside the LDN 65 contour. The Commission concurred with the Council's
position on expanding the LDN contour as it will include more homes to be
sound insulated in Mendota Heights.
Batchelder stated the Dual Track.process has been accelerated by the
Governor and Northwest Airlines. He informed the Commission of his
attendance at a January 2, 1996 MAC P&E Commission meeting where
Northwest Airlines presented the Commission with proposed concept 6A
which includes expanded the existing terminal and a north/south runway.
The Commission discussed the Mayor's position on the Dual Track issue:
1 There should be no further expansion of the existing MSP
International Airport.
2. If there is to be any expansion of MSP, any new runway should be
parallel to Runway 4-22, due to runway efficiencies realized with
parallel runways.
3. The MAC should land bank up to 15,000 acres for- new airport and it

e north side of the metropolitan area. If Dakota
County does not want the new airport, they should not be forced to
have it.
4. If there is to be an extended MSP Inter -national Airport, the Part 150
Program will have to be extensively expanded outside the existing
LDN 65 and in the amount of money allocated for this program.
The Commission discussed how MSP communities have not been given
ample time to analyze and officially comment on the Dual Track issue.
Commissioner Gross stated that Mendota Heights has an excellent tax base
with its industrial district and that Mendota Heights will experience vacant
space should the airport be relocated. The Commission discussed how
Mendota Heights would go through a transition period and that there will be
an extensive highway system available.
The Commission discussed how a lot of issues have not been reviewed and
that there is riot enough time to efficiently respond to the EIS. The
Commission felt the Mayor should send a letter indicating that if the airport

stays, then the City of Mendota Heights wants assurances such a
implementing a curfew, no further expansion of MSP, and an additional
runway expansion should be parallel to Runway 4-22.
Chair Beaty stated that if the airport is to stay, the following should occur -
shrink corridor as new technology permits, departing jets stay south of the
City's water tower, use crossing pattern during non -simultaneous
operations, all air carriers meet the year 2000 deadline for Stage III aircraft
operations, discontinue head-to-head operations at nighttime, and mandate
nighttime curfews.
The Commission discussed the current use of Runway 4-22 and the
preferential runway use systpm.
The Commission discussed that the City needs to make sure another north
parallel runway is not constructed.
Chair Beaty stated the Commission should discuss this issue further in
March.
The Commission discussed ground noise issues. Interim City Adm"inistrator
Batchelder stated he would research the test times and report back to the
Commission. ( I
The Commission reviewed its Operations.
2. Composition of MAC Body - Accountability Issues.
3. FAA "Close -in" vs. "Distant" Departure Procedures.
4. Corridor Definition/Compliance Issues.
5. Non -Simultaneous Departure Procedures.
6. Equity of Current Runway Use System.
The Commission was of the consensus to table discussion on this item until
their February 14 meeting in order to allow Commission members to further
review and update the Action Plan.

There being no further business, the Airport Relations Commission moved to
adjourn its meeting at 10:25 o'clock P.M.
